The Village of Port Jefferson announced the village clerk of nearly two decades, Bob Juliano, will no longer be in his position effective Aug. 1. “This is difficult, very difficult,” said Mayor Margot Garant. “We wish him well, and I mean that in every sense of the word.” The village held an emergency executive meeting July 26 regarding a “personnel matter.” According to Garant, the board voted 5-0 to not reappoint Bob to the position of clerk. She said this decision was made two weeks ago, but it became official July 29. “It was the same position we were in two weeks ago, but I wanted everybody to take two weeks and make sure that was what we had to do and what was in the best interest of the village,” the mayor said. Juliano took an unannounced vacation for that period but has since returned to Port Jefferson. He took to Facebook July 30 thanking the community and saying he does not intend to leave Port Jeff. “I have always tried to conduct myself as a gentleman in all my actions at Village Hall, and hope I succeeded more times than I failed,” he wrote. “To date, I am the longest serving village clerk that Port Jefferson has had, and I appreciate the fact that no one will be able to say that before the year 2038.” He added he intends to seek employment with another municipality in the near future.

Garant would not speak on the record about why Juliano was being called to retire from his position but said she has appreciated him as a person and a friend. Juliano has been with the village for just under 19 years, assisting in village elections amongst his many other duties. He was named clerk of the year in 2017 by the New York State Association of City & Village Clerks, and currently serves as Suffolk director for the Long Island Village Clerks and Treasurers Association. In the interim, assistant to the mayor and Deputy Village Clerk Barbara Sakovich has been filling in as clerk while Juliano was on vacation and now that he is no longer with the village. She said the village will need to perform a lengthy hiring process, and that a new clerk would have to have many skills in administrative work. “You need someone with very specific credentials, someone specifically from a municipality,” said Sakovich. She added she is doing her best to get in front of a steep learning curve of the full clerk position, though the process for hiring a new administrator could potentially take some time. Deputy Mayor Stan Loucks and Garant met with Juliano the morning of Monday, July 29, to agree to his retirement and accept his signature, according to the mayor, who told TBR News Media they would provide him a letter of recommendation for a future job if he needed it. The mayor said he is retiring with his full sick pay and vacation benefits, and that he is entitled “to the rest of his health care insurance.” At the same time, Juliano will not be retiring with full retirement benefits. A village employee would require having worked 30 years by the age of 55, or be 62 and retire, to receive those full benefits, according to Sakovich. Reaction to the news on Facebook ranged from surprise to anger, with many people lauding Juliano for his welcoming personality and his general respectability.

Village of Port Jefferson Port Jeff chamber looks to coordinate with businesses across the Sound More than 400 employees from the Connecticut-based toy company Melissa & Doug descended from the Port Jefferson ferry July 25. Director of Operations for the Greater Port Jefferson Chamber of Commerce Barbara Ransome said the toy company contacted them about coming to Port Jeff for a company retreat. The chamber rolled out the red carpet, putting up signs welcoming them to the village while some local businesses welcomed them with signs to encourage them to patronize their shops. Melissa and Doug Bernstein, the founders of the company, were glowing as they walked down the streets of the village. “We look at it all the time across the sound,” said Doug Bernstein. “We know how charming this town is.” They had previously visited Port Jefferson several times before, but were surprised that many of their employees had never been across the Long Island Sound to visit the small village across the way. “Coming over I asked everyone who I was meeting: Have you been here recently,” Melissa Bernstein said. “Almost everyone on the boat said we hadn’t done this before,”

The Port Jefferson chamber, along with business groups in Bridgeport across the Sound, are looking to find ways to bridge that disconnect. “Certainly, we have enough to do for a day’s visit,” Ransome said. Jeff Bishop, the business development manager for the Bridgeport Regional Business Council, said he has long felt a connection to Port Jefferson and Long Island as a whole, even though he was born and raised in the Connecticut city across the pond. “It makes complete sense to connect the two economically, as much as we can,” he said. “It seems like a no-brainer to me.” The Bridgeport area has a few new projects underway, including a seasonal amphitheater, along with new restaurants and breweries that complement a growing downtown. This has business leaders excited. Ransome said the point is to encourage people to shop in local businesses without coming with their cars and using up the village’s valuable parking spaces. Fred Hall, the vice president and general manager of the ferry company that sails between the two locations, said that in the earlier parts of the 20th century, Bridgeport was the more “happening” town, but that started to change in the late ʼ60s and early ʼ70s, as Bridgeport’s thriving

industries collapsed. Currently, well over 200,000 people make the trip from Bridgeport to Port Jeff, Hall said, but much fewer take the trek in the opposite direction. Hall said he blames himself in part for not emphasizing day travel from Port Jeff to Connecticut’s coastal city.

Overgrown with weeds, the lone park on Terryville Road in Port Jefferson Station looks forsaken. Where students once grew plants for harvest, now the only thing cultivated there are weeds. Though that could change, if local civic leaders manage to get the community involved. “One day, I said to myself, maybe we can get this going again,” Sal Pitti, the president of the Port Jefferson Station/Terryville Civic Association said. The community garden, as it’s known, is owned by the Comsewogue school district, though it has been unused for years, according to Pitti. The civic has asked community members for aid in repairing the garden, located just north of St. Gerard Majella Church on the other side of the street. The garden already contains an existing greenhouse, planter boxes, a gazebo and shed, though they have been unused for several years. Susan Casali, associate superintendent at Comsewogue, said the property had been taken care of in the past by the Comsewogue Youth Center for years, but suddenly ceased operations several years ago. She added the district is looking forward to having the community revitalize the small patch of greenery along Terryville Road. “The school district is very excited to have the community revitalize the garden and we have spoken to Sal and Ed about what we can do to help make the project a success and beautify the community,” she said. Pitti and the civic are looking for a rotating cast of aid, with the civic president saying he did not wish for “the same five people to be doing the work every two weeks.” The garden has been mowed enough to keep the grass from getting too long, but vines currently strangle the garden’s surrounding fence. On the inside, the greenhouse stands intact along with flower boxes, but those have similarly been surrounded by weeds. Ed Garboski, the vice president of the civic, posted to the Comsewogue Community Group Facebook page asking if any community members would be interested in volunteering. Jennifer Dzvonar, president of the Port Jefferson Station/Terryville Chamber of Commerce, said she would look into ways her group could help, while Rob DeStefano, school district board member, said he would look into getting Cub Scout Pack 354 families involved in aiding the project. Other community members mentioned getting local Girl Scout troops on board as well. While Garboski expects they will gather enough interest and volunteers for the initial cleanup, what they truly require is people dedicated to weekly maintenance. “Our future hope is to create a location our kids can use for school-related activities of all capacities, as well as a place our senior community members may relax,” Garboski said. Once the project is up and running, Pitti said they could potentially donate the food they produce to local churches for soup kitchens or other such outreach programs. That’s enough to power 1 million homes from offshore wind farms to be located off the East End and South Shore of Long Island, or at least that is what New York State officials are hoping for. It’s part of signed contracts with two offshore wind power ventures, looking to set a path toward a statewide carbon-free electricity system in another 20 years. Port Jefferson could soon become a big part of that. Announced back in April, one of the wind power projects, whose contract was approved by Gov. Andrew Cuomo (D) July 18, plans to open a headquarters for their joint venture wind project right in Port Jefferson. The project, dubbed Sunrise Wind, is being headed up by Denmark-based Ørsted, partnering with Massachusetts-based energy company Eversource. The miles of wind turbines set 30 miles east of Long Island are expected to produce 880 megawatts. “We will lead the way in developing the largest source of offshore wind power in the nation,” Cuomo said during his speech. “We have committed to building 9,000 megawatts of wind power capacity, and we start today by designating companies to build two offshore wind farms for a combined total of 1,700 megawatts of clean energy.” Cuomo, also joined on stage in Manhattan by former Vice President Al Gore (D), signed on for miles of ocean off the South Shore to be used by Norway-based Equinor’s project Empire Wind which will provide 816 megawatts. This is to work alongside the Ørsted-Eversource project. Ørsted and Eversource looked to Port Jefferson’s deep harbor as a means of loading and unloading boats making the long trip off the South Shore to make repairs on the wind turbines. This would become the nation’s largest offshore wind power agreement in U.S. history, though the state has already awarded approximately 4,700 megawatts in renewable energy contracts since March 2018, according to a release from the governor’s office. Collectively, the combined output of renewable energy resources is expected to power nearly 10 percent of New York state homes by 2025.

August J. LaRuffa Jr., a longtime community resident, died June 8. He was 87. August was born March 26, 1932, in Brooklyn and was the son of Concetta and August LaRuffa. He was an Air Force veteran of the Korean War but later became an engineer, since retired. He was known as a smart man, a master of the trade who worked on the Apollo moon mission. He also enjoyed doing crosswords. Left to cherish his memory are his daughter Gina, son Dr. August LaRuffa, four grandchildren and many other family and friends. Katherine Dzurney, a longtime community resident, died June 11. She was 98. Katherine was born Oct. 12, 1920, in Perryopolis, PA, and was the daughter of Eva and Michael Zehall. Frank A. Russo, of Port Jefferson Station, died May 20. He was 59 years old. Frank was born May 27, 1959, in Mineola and was the son of Marie and Frank P. Russo. He was a 23-year veteran school teacher for the Three Village school district, and those that knew him said his qualities included a great spirit, kindness and generosity. Frank’s bright smile and natural warmth made his students, colleagues and friends always feel acknowledged and special. He dedicated his career to working with children and delighted in their successes and accomplishments. He was a bright light and his beautiful singing voice resonates in our memories and hearts. He left an indelible message of caring, joy and compassion, which will forever remain with us.

Majael (Mickey) Gelston, of Port Jefferson Station, died May 21. She was 82. Majael was born May 8, 1937, in Sand Springs, OK, and was the daughter of Florence and Allen Baker. He loved the farm in Pennsylvania where the family would go to snowmobile, and he also enjoyed building and fixing computers. Mary Jane “Maisie” Lewis, of Port Jefferson, died June 14. She was 101. Mary was born Sept. 27, 1917, in Northern Ireland and was the daughter of Sarah and Samuel Stevenson.

Mary was a retired bookkeeper, and she loved to read, garden and spend time with family. Missing Centereach man found deceased in West Islip A Centereach man who was announced missing earlier this month was found dead in his car July 25, police said.

Thomas Kelsey, 45, of Centereach was found by a man who saw a vehicle in a ravine off Route 231 in North Babylon, and then called 911, Suffolk County police said. Third Precinct detectives said they believe Kelsey was driving his 2015 GMC Yukon north on Route 231 in North Babylon when the car left the roadway, crossed the median and crashed into the ravine in West Islip. Kelsey was pronounced dead at the scene. Police said they believed the incident to be non-criminal. Kelsey was last seen leaving Venetian Shores Park, located at 850 Venetian Boulevard in Lindenhurst July 7 at around 10 p.m. in his vehicle. He was reported missing by an acquaintance July 9 at 1:30 a.m.

PJS company and lacrosse players host inclusive lacrosse clinic

Players and professionals work with children with special needs BY LEAH CHIAPPINO LCHIAPPINO@TBRNEWSMEDIA.COM Sensory Solutions of Long Island, along with Middle Country Boys Lacrosse located in Port Jeff Station, sponsored their first All Inclusive Lacrosse Clinic, a program that pairs special needs children with an experienced player, July 30. The event was what the organization hopes to be the first of many, and is meant to not only teach lacrosse skills, but to build friendship and camaraderie. In a statement, the Inclusive Lacrosse League said their mission was to create an inclusive environment “that grows friendships as well as encourages the acceptance of all children. We are hoping to build the foundation where children with disabilities can increase their confidence and social skills through lacrosse, as well as create lifelong memories and positive experiences for all involved.” With more than fifty children and fifty volunteers, the field at James D. McNaughton Memorial Park in Centereach was split up into stations, one to teach ground ball, another to teach passing and two to teach shooting. Volunteers consisted of high school lacrosse players, coaches, professional players and even some younger kids that play regularly. Jeff Reh, a two-time all-American Division I champion at Adelphi University and special education teacher, is president of the program. Having coached lacrosse, he partnered with Regina Giambone, one of four owners of Sensory Solutions, along with Michael Gargiulo, Larry Ryan, and Michelle Boschto, to launch the clinic. He has ideas to expand the program, which include possibly starting a league, or taking the children to Major League Lacrosse and Premier Lacrosse League games. He says the group re-

It’s an incredible opportunity for not just the special needs population but for children who don’t have special needs, because if they’re not part of a JV team or varsity team, there aren’t a lot of opportunities for them to play either.”

Sensory Solutions of Long Island offers not only occupational, physical and speech therapy for the special needs population but also social groups, Zumba classes, art and music. “It allows kids to have an outlet in a fun, safe space that is not overwhelming for them,” Gargiulo said. Giambone added that the lacrosse clinic will help build bridges for the special needs community. “It’s going to help integrate the community because a lot of these kids cannot play sports competitively, and this gives them an opportunity to connect with professional players and the varsity lacrosse team,” she said. “We want to teach awareness and empathy, and at the same time give the kids a good experience.” Ryan explained that the clinic could begin a wider impact in order to help integrate the special needs population. “I hope that those without special needs learn to interact with those who do have special needs and gain a little more understanding so when they see a classmate that’s struggling, they’re going to be more apt to help.”

Police officers look to parents, motorists for help when it comes to reckless bicyclists BY RITA J. EGAN RITA@TBRNEWSMEDIA.COM Motorists are discovering a new trend and distraction on local roads. Across the North Shore, teenagers on bicycles have been playing chicken with cars — pedaling into oncoming traffic, swerving their bikes close to vehicles and popping wheelies in the middle of the road. Sometimes they are in pairs and other times in groups of up to a couple dozen. Children playing chicken with cars has become a hot topic in various Facebook community and parents groups. Members of the Smithtown Moms Facebook group have witnessed 20 children on bikes spreading out across Meadow Road in Kings Park, doing wheelies. In the Three Village area, junior high schoolers were seen cutting off cars at Bennetts Road and Route 25A and laughing about it. County Legislator Sarah Anker (D-Mount Sinai) has also heard of incidents in her district, and she said she encourages residents to call 911 when they see children taking chances on busy roads. “They’re creating a hazardous condition on the roadway,” she said.

What police officers are doing about it

When it comes to the incidents, Suffolk County Police Department’s 4th Precinct is hoping to get ahead of potential injuries and fatalities in its community as well as the whole of Suffolk County. Officers have compiled a video with clips of teens creating havoc on streets such as Meadow Road in Kings Park, Commack Road near the entrance to Northern State Parkway in Commack and Lake Shore Drive in Lake Ronkonkoma. While the video includes clips from Smithtown, 4th Precinct officers said the cases can be used as examples at any precinct. The purpose is to use the video to educate parents after officers stop a youth for reckless bicycling. In these circumstances, the law enforcers confiscate bikes and bring the teenagers to the precinct. Parents are then called, according to Deputy Inspector Mark Fisher. He said many ask why the police department is putting so much effort into the trend. “The realities are it’s a tremendous danger,” Fisher said. “I would say it is as deadly as heroin. In some ways, on a particular day and time, because you are going in front of cars, and you are risking people-on-the-road’s lives. In a lot of ways, it’s a tremendously big deal, because if one 14-year-old gets killed or his life changes dramatically because he’s crippled for life. We want to avoid that.” Commanding Officer Michael Romagnoli said it’s not a new problem, but the number of incidents has increased over recent months. The police department does not want to dissuade people from riding their bikes, he said, they

just want them to do it safely. “We’re not against them riding their bikes,” Romagnoli said. “Bicycling is actually a great sport. I’m not even opposed to the stunts provided that they are not doing it in the middle of a highway or a road. It’s not the location to do that. They are subject to vehicle and traffic regulations.” Romagnoli said many teenagers might not realize how dangerous it is. “The control of the bicycle is the steering, the handlebars,” Romagnoli said. “Right now, they are relying on balance, and they are relying on a motorist not to hit them when they are doing that swerve. There was a time when we were all children, and while some of us may claim to have been perfect saints of juvenile life, many of us surely broke the rules. Long Island is a particularly strange place to grow up. Its suburbia is often bordered by mini-metropolitan areas, but for long stretches of the North Shore, there is nothing but roads and the trees that border them. That brings us to the bikers, the terrors of the streets. Pedals pumping, wheels in the air, driving in and around traffic, these young bikers have left an impression on local Facebook groups, to say the least. We hope parents will have a conversation with their children about bicycle safety relating to our article in this week’s edition of the paper. But what has changed to create this fad of running bicycles in dense areas? Really, has anything changed? There’s been no new bike technology that makes popping a wheelie easier. There’s no singular popular figure emphasizing kids take their bikes to the streets. In fact, you would likely have a harder time finding a house on Long Island that doesn’t have at least one bike in its garage. The thing is, there is no real safe place for the youth to ride their bikes in this manner. If a person started biking from Rocky Point, it would take traveling all the way to Huntington or Riverhead just to find a single skate park that can accommodate a more adventurous biker than hike and bike trails can handle. That’s not to mention just how dangerous our roads truly are. According to a 2015 report, seven out of 10 of New York state’s most dangerous roads are right here on Long Island, including such roads as Route 25. Not to give any sort of pass to the young people playing chicken with a vehicle four times its size with twice as many wheels, but the case of these bicyclists is just one story that is the saga for youth having nothing to occupy them on the North Shore. No, the kids should not be allowed to bike in and out of traffic, intimidating those behind the wheel. They are a danger to themselves and others, but ask what they should be doing instead? There is a significant lack of skate parks in which people can ride their bikes. The Rails to Trails project, which will create a hiking and biking trail from Wading River to Mount Sinai, is a good start, but we still do not have a confirmed date when that project will begin, let alone at which end of the trail construction will kick off. There is also the Greenway Trail from Port Jefferson Station through Setauket, but again, that will only scratch the itch of those into a relatively leisurely ride. For years now, kids on the North Shore have had very little in terms of outdoor sports for those who are not into the classic school-based team sports. Perhaps it’s time North Shore parents, officials and business leaders think about finding a better place for those kids to bike, where they won’t drive into traffic. There is obviously a market for it. Or maybe we should start an organization like the Peace Corps, only local in scope, to encourage our young to aid the elderly and the needy. All that youthful energy could be put to a more noble purpose.

Remembering the great flood of Sept. 25

I read with interest Kyle Barr’s story on the flash floods in Port Jefferson [“Port Jeff drenched in flash floods,” July 25]. It brought back to mind the flash flood on Sept. 25, 2018, because my husband and I lost our car that evening while having dinner in Ruvo East. As we were finishing our entrées, the waitstaff began placing napkins by the low windows in the main dining room because water was beginning to seep in. We were told we were going to be moved to another table. As we got up from the table, the water was already flowing under it. So, we were taken into the bar area. We no sooner got there than the water was ankle deep in the bar area and the waitstaff were barefoot. We then removed our shoes as well. At that point, everyone was told to vacate the premises. We paid our bill and prepared to leave. Since we were parked in the lot across from the fire department, we asked if we could leave from the back door, but we were told that everyone had to leave from the main door. People were wading through knee-deep water on Wynn Lane and we attempted to get to our car but were

instructed to head up to the second story balcony on the building across Wynn Lane. By then, the water level was close to waist high. We were not alone on the balcony and as we, and all the others, watched the rain pour down, and it became evident that it was not going to stop anytime soon. We observed cars parked in the lot with their headlights flashing on and off, which we presumed indicated that their electrical systems were affected. Debris was floating through the parking lot and the water level was still rising. We decided there was no point in remaining up on the balcony and we began our walk home. The next day, my husband went to check on our car, an SUV, which he found to be inoperable. The level of water that had gotten inside had overflowed the cup holders and over the seats. As it turned out, our insurance company said the car was totaled. Ruvo had sustained water damage as a result and we watched Ruvo owner, Joe DeNicola, being interviewed by a News 12 reporter. We had enjoyed many meals at Ruvo over the years and felt terrible listening to him speak. Once Ruvo opened again, we

made it a point to return in support. It was a few visits back to Ruvo after the flash flood that something incredible happened. We were having dinner with some friends and it turned out that the person who was serving us was the same person who had served us on Sept. 25. I casually remarked that we hadn’t seen her since Sept. 25, to which she proceeded to tell us that she was able to move her car in time, so that it did not get damaged. We were stunned. She was able to move her car, but did not have the decency to tell us that we should move ours. If she knew the water level was rising, I have to presume that all the waitstaff was aware, too, as well as the manager on duty and the owner himself. The inconsideration boggles the mind. We said nothing further at the time because we were with friends and did not want to create a scene, but shortly afterward I contacted Ruvo using the email address on their website. To this day, I have not gotten a response — not a word of any sort of apology. Needless to say, we have not since returned to Ruvo. Kathy Schiavone Port Jefferson

A patient-owned health care alternative A recent discussion about Medicare for all must be applauded for its socially responsible, tax-supported approach to universal health care. This would circumvent having commercial entities choose profitability over health care expenditures. Unfortunately, it would also diminish both health care quality and Medicare solvency. Hospital and provider systems negotiate commercial reimbursements that are as much as two to three times Medicare rates in order to cover losses incurred by caring for Medicare, Medicaid and nonpaying patients. Increased life expectancy has lengthened the period of senior Medicare coverage by seven years beyond its intended duration when the program was initiated in 1965. Extending its solvency beyond 2026 would actually require reducing the projected number of new enrollees by increasing eligibility to an actuarially responsible age. Including millions of new uninsured individuals would significantly increase every taxpayer’s tax burden. Medicaid, the other socialized

government health care program, is supported by state and local governments and must continue to provide a safety net for citizens who can neither qualify for government programs nor afford other forms of insurance. An alternate use of tax-deductible health care premiums would be to create a low-cost, patient-owned plan that leaves participating patients and providers responsible for medical decisions without commercial intrusion. Participating providers and institutions would agree to follow Medicare’s rules and regulations, and its resource-based relative value scale fee structure. It would be established as a high deductible catastrophic plan with a mandatory health savings account. Reimbursements would be fixed at whatever multiple of the Medicare rates are needed to cover the costs of providing quality care. Imagine the savings in profits and unnecessary office personnel after eliminating bureaucratic profit-oriented commercial insurance procedures.

All noncatastrophic care would be paid out-of-pocket, and HSA funds would be available, if needed, for payments after deductibles are met. Add a flexible spending account and out-of-pocket expenses largely disappear. Upon reaching Medicare eligibility, a percentage of the unused premium contributions would be redirected to Medicare rather than being left on the table for commercial profit. Accumulated health savings would be available for supplemental Medicare insurance, long-term care and pharmaceutical expenses. Similar to life insurance, an actuarially based premium would need to be calculated for applicants with pre-existing conditions. Some individuals might prefer a managed care product or choose to add third-party commercial coverage. Health care programs for Americans would then include: the new patient-owned alternative, commercial insurance products, Medicare and Medicaid. Al Cossari Port Jefferson

Taking our senses on a trip to a LI beach

efore the summer ends, go to the beach and close your eyes. Most of us are visually dominant, so we go somewhere like West Meadow Beach and look at everything from the boats and ferries out on the Long Island Sound to the young children running back and forth in and out of the water to the light sparkling across the waves. Our ears can and do pick up so many seasonal cues. We might hear a seagull calling from the top of a bathroom hut to birds ﬂying along the shore. Apart from the music that emanates from phones and radios along the crowded beach, we can hear the wind rustling through umbrellas, the sound of a young couple laughing about the ridiculous thing their friend did the night before, or the splashes a skimming rock makes as it gets farther away from shore. On a day with limited visibility, we can listen to boats calling to each other with their deep horns. Our skin is awash in cues. As clouds ﬂoat overhead, we appreciate the incredible temperature difference between the sun and the shade. Combined with a sudden gust of wind, our skin feels unexpectedly cool as we wait for that same wind to escort the cloud away. We take off our shoes and allow our feet, which carry the rest of our bodies hither and yon, to appreciate other textures. We dig our

toes into the warm sand and lift our heels, allowing the grains of sand to trickle back to join their granule brethren. We walk to the edge of the water and feel as if we’ve left the ofﬁce, the shop, the lawn or the screaming kids far away. The lower water temperature draws away the heat that’s built up inside of us. If the surf kicks up, we can slide into the soft sand, sinking up to our ankles in the moistness. Our feet can appreciate the ﬁxed ripples on a sandbar that are smooth, soft and uneven. As we walk up the beach, we can test the ability of our soles to manage through rocks often smoothed over by years of wave and water. We bend our knees more than normal to cushion the impact of a hard or uneven rock. Our noses anticipate the beach before we leave the house. We lather coconut-scented sunscreen on our bodies and across our faces. As we get closer to the beach, we may pick up

the marshy whiff of low tide. When we pull into a hot parking lot, the sweet and familiar ocean spray ﬁlls our lungs. Once we’re swimming, our taste buds recognize the enormous difference between the waters of the Sound and a chlorinated pool. When we leave the sea, we head to the warm blanket or towel to partake of foods we associate with the beach, like the sandwiches we picked up at the deli on the way over, the refreshing iced tea or the crispy potato chips. We saunter over to the ice cream truck, looking at a menu we’ve known for years. While we scan the offerings, we lick our lips and imagine the taste of the selections, trying to get those small bumps on our tongues to help us with the decision. We know how fortunate we are when the most difﬁcult decision we have to make resolves around choosing the right ice cream to cap off a day that reminds us of the pleasures of living on Long Island.

How to make money in this economy Amid the talk of a quarter-point rate cut by the Federal Reserve is the worry that the economy, doing well the past few years, may be heading into recession. Typically, the Fed cuts the rate, making money easier to come by, when recession looms. This makes it easier for business people to take loans to expand their businesses and encourages would-be homeowners to take out mortgages. But we are not living through a typical scenario. Rates are already low. Business is already humming along, the GDP or gross domestic product is expanding although more Between slowly than last you and me year, and doesn’t BY LEAH S. stimulus. Unemployment is remarkably low, which usually triggers higher wages, which in turn can trigger inﬂation, which then prompts a rate hike, not a cut. But that also isn’t the case. So what does the Fed know that we don’t? Perhaps it’s just time for a recession to begin. After all, it’s been 10 years since the end of the Great Recession, which makes this the longest expansion in America’s history. Recessions do come. If we knew when, we could sell our stocks at their high and wait to buy our real estate at their low. The thing is, no one knows how to time the economy. But this past Monday, in The New York Times Business section, there were four indicators listed that could sound the alarm. And lest you think not a lot of people care, just know that this was the best read article in the newspaper that day. So if you missed the indicators, I will share them with you now. First tip-off could be from the unemployment rate. Even a tiny increase can be a telltale. When

this rate rises quickly a recession is near or has already begun. But even a 0.3 percent increase in the rate over the low of the past 12 months is signiﬁcant, and a 0.5 percent jump probably means we are already in recession. Now, however, the rate is not only low, it is trending downward. Historically that means a less than a one-in-10 chance of recession within a year. The second indicator is the yield curve, about which I have written earlier in the year. When the interest rate on a 10-year Treasury bond is lower than the rate on a three-month bond, the yield is considered inverted. Just think about it. Wouldn’t the risk of tying up your money for a longer period be greater than for a short term? And if the risk for a longer period is greater, shouldn’t you be compensated with a higher interest rate? But no. That’s not the case. Longer term Treasuries have been offering the lower rates. In the past, however, “it has taken as long as two years for a recession to follow a yield-curve inversion,” according to The Times.

The third marker is the Institute for Supply Management Manufacturing Index, which is a survey of purchasing managers about their orders, inventories, hiring and other operating activities. When that index reads above 50, the manufacturing sector of the economy is growing; below it is contracting. This is a report that comes out the ﬁrst of every month and is a leading indicator. But remember, manufacturing no longer drives the American economy. And with the global economic slowdown we are seeing and the trade tariff battles, the index may start to descend. Last but certainly not least is consumer sentiment, which makes up some two-thirds of the economy. If we are not spending, the economy is not growing. A decline of 15 percent or more in the consumer conﬁdence index would be worrisome. In that regard, so far so good. The index is pretty much the same as a year ago, although it has fallen since late last year. So where are we? Your guess is as good as mine. Good luck to us.
