President’s Welcome

Though Tahoe Donner’s capital and financial policies may not be as enthralling as the latest summer thriller, they are on the board’s summer reading list now that the 2027 annual budget development process is underway.

Those policies, which ground Tahoe Donner’s budgetary work, do more than guide single-year budgeting. They are intended to serve as batons passed from board to board, helping the association sustain financial direction over years and even decades. Each board runs its leg of the relay race, building on prior work and advancing the association’s long-term financial goals.

Last year, the board worked with staff and the Finance Committee to complete a comprehensive update to those policies. With the goal of placing Tahoe Donner on a path toward a more normalized annual assessment, that work strengthened the association’s long-term capital planning and clarified the association’s approach to developing operating budgets.

For many years, Tahoe Donner has relied on a specific, measurable standard to ensure adequate funding for maintenance needs over the long run. However, the new ski lodge project underscored the need to plan for the full life cycle of Tahoe Donner’s facilities, because even well-maintained facilities eventually require major upgrades or replacement.

To strengthen full life-cycle planning, the updated policies added funding targets for future facility upgrades, replacements and other capital improvements benefiting members.

While the capital reserve policies use calculated measures to shape reserve funding over time, the updated Operating Fund Policy provides principles to guide budget development. Those principles include:

Honor Members

Building upon the Amenity Access Rule’s reinvigorated commitment to member rights, benefits and enjoyment, budgets should promote and improve member

experience and value, while supporting high-quality operations, services and programs that reflect the meaning and purpose of Tahoe Donner membership.

Reduce Risk

Budgets should reduce exposure to weather, economic volatility and other external risks beyond the association’s control, not bank on great weather and record revenue. They should also avoid public-use revenue expectations that would risk overburdening amenities, crowding out members or otherwise detracting from member use and enjoyment.

Value Employees

Truckee-Tahoe is an ultra-competitive labor market. When Tahoe Donner cannot attract and retain the employees it needs, the member experience suffers, operational effectiveness diminishes and the cost of staff turnover rises. Budgets should recognize that investing in employees means investing in a stronger Tahoe Donner and a better member experience.

For Tahoe Donner, budgeting cannot be treated narrowly as a year-to-year exercise. Each budget is one moment within an encompassing and enduring financial planning effort. True financial discipline demands lasting policies, careful planning that spans decades, and follow-through that continues just as long. It is a relay race, not a sprint.

Throughout the budget development process, we encourage members to help the board carry the baton forward by reviewing budget materials, attending budget meetings and sharing their perspectives with the board.

As one of America’s largest homeowner’s associations, Tahoe Donner owns and operates a wide variety of recreational facilities. Some, like the Tahoe Donner Golf Course, Equestrian Center and Bikeworks, are open to everyone. Others, like the Beach Club Marina, Trout Creek Recreation Center, Northwoods Pool and Tennis + Pickleball Center, are private amenities available only to Tahoe Donner members and their personal guests.

Personal Guest Registration on ShopTD

Personal guests who would like to visit private amenities must be accompanied by a member with an active Member ID Card OR be pre-registered online (through ShopTD) by a member. Unaccompanied personal guests must provide the member’s name and a valid photo ID (ages 16+) when checking into the amenity.

Personal guests who would like to participate in offerings where online registration is required must also make a public account on ShopTD AND be accompanied by a member with an active Member ID Card or be pre-registered to the member's account.

Daily Access Fee

Tahoe Donner’s private amenities are available to Members with a valid Member ID Card and their personal guests, long-term tenants with a Resident Tenant ID Card, and short-term Tenants with a valid Short-Term Tenant Card*.

Boat Launch Policies

All motorized/trailered vessels launching on Donner Lake must first pass an invasive species inspection. Truckee Police Department offers a selfinspection option for boats that do not require decontamination. The boat launch is for Tahoe Donner members only. Vessels launched at Beach Club Marina must be registered with Tahoe Donner. Vessel registration, proof of insurance and a release of liability waiver are required. Check online for more information.

You must have a minimum of two people to launch a vessel, with one observing the ramp and launch zone for pedestrians and other hazards. Everyone on board your vessel will be charged the Daily Access Fee.

A shuttle service from the Truckee High School parking lot to the Beach Club Marina will be provided during the summer. There is no pickup or drop off time – just constant loops.

The shuttle cannot transport kayaks or stand-up paddleboards. Drop these items off at the marina before taking the shuttle. No pets are allowed at the marina or on the shuttle bus.

Parking

The fenced parking lot at the Beach Club Marina is for members only and is enforced seven days a week. Members should be prepared to show a valid Member ID when parking in the lot.

Historical Kayak Tour

Cardboard Regatta

Teams of two create boats out of cardboard and duct tape for this race to the buoy and back. Build boats in advance and bring them to the beach at 11AM. Race starts at 12PM.

Scavenger Hunt

Sunday, Aug. 2 | 12PM

Bring a team of four to five for this exciting hunt. At least one participant must be age 18 or older. Space is limited; RSVP in person only.

Marina Grill

The Marina Grill offers hot food, sandwiches, salads, ice cream and an assortment of other tasty snacks. Beer, wine, tropical cocktails and a limited spirits menu are also available.

Open to members and their personal guests, the Trout Creek Recreation Center is a fully equipped fitness and aquatics facility. The gym has everything you need to gain strength and improve overall fitness, including weight and cardio machines, fitness classes (now included with entry) and personal training. The Recreation Pool is one of Tahoe Donner’s most popular summer amenities, featuring poolside food and drinks, a sun deck for lounging, a Kiddie Pool and certified lifeguards. The Rec Center also has a Lap Pool, hot tubs, steam room and sauna, which are all open year-round. Whether starting a new fitness regimen, maintaining an active lifestyle or searching for summer fun, you can gear up for success at the Trout Creek Recreation Center.

Policy for Minors Ages 13-17

Members ages 13-17 may use the gym, including the pools and hot tubs, without direct supervision after attending an orientation and having the gym waiver and code of conduct signed by a parent or legal guardian. To schedule an orientation, email troutcreek@tahoedonner.com

Members under the age of 13 are not allowed to use the gym without prior permission, even under the direct supervision of a legal guardian. Guests 13 and younger are not permitted to use the gym.

Unwind, reconnect and challenge yourself with a unique SUP yoga experience on beautiful Donner Lake. This SUP yoga class is the perfect way to start your Sundays, combining the serenity of nature with a fun and effective workout. Our classes are designed for all levels, with modifications offered for beginners and more advanced poses for seasoned yogis.

Kids ages 6-13 develop core skills in all four racing strokes. Swimmers must be able to swim 25 yards continuously and unassisted to participate in the beginner/intermediate swim team. Swimmers must be able to swim 50 yards continuously in any competitive stroke to participate in the advanced swim team.

Group lessons return with a 30-minute lesson each day of the weekly session (start times based on level).

LEVEL 0: GUPPIES (6 months-3 years old)

Child and parent will spend time with a trained instructor. Adults will be taught to help children learn water adjustment, use of supported floats, kicks and assisted entries through instruction, songs and games. This is a water exploration experience for both parent and child.

LEVEL 1: BUBBLE BLOWERS (ages 2-5)

Monday-Friday | 9:30-10AM

Children adjust to the water and a swim lesson setting. Instructors focus on introducing the water entry and exit, bubble blowing, underwater exploration, kicking, arm movement, body position and supported locomotion.

LEVEL 2: STARFISH (ages 4-7)

Monday-Friday | 9-9:30AM

Prerequisite: Level 1. Instructors will build on prior water abilities, focusing on floating, gliding, retrieving underwater objects and unsupported swimming.

LEVEL 3: DUCKIE (ages 5-12)

Monday-Friday | 8:30-9AM

Prerequisite: Level 2. Students learn the front crawl and basic backstroke. Instructors introduce treading water, diving and rhythmic breathing, as well as promote water safety. Most skills will be performed independently.

Private + Semi-Private Lessons

Private (individual) and semiprivate (2-3 students of the same swimming ability) lessons last 30 minutes and allow kids to develop swimming skills at their own pace under the guidance of a patient instructor. Lessons offered Monday-Friday.

Wibit Floating Obstacle Course

Get ready to make a splash on Wibit Wednesdays, when the Trout Creek Rec Pool transforms into the ultimate aquatic obstacle course. The floating course is suitable for kids ages 4 and up who can swim the length of the pool. All younger children must be potty trained; no swim diapers. Personal flotation devices are allowed. Lifeguards will be on duty.

Dive into this Latin-inspired, music-driven water fitness class. Using water for buoyancy and resistance, students will move at “water tempo” to merengue, salsa, cumbia and reggaeton rhythms, among others. This 30-minute shallow-water pool party is invigorating and exciting! Hats and sunglasses recommended; all ages welcome.

Lifeguard

Recertification Course

June 13-14

Saturday + Sunday | 9:30AM-3:30PM

This course is intended for those who have successfully completed the Red Cross Lifeguard course within the last two years. Includes CPR/AED and First Aid for the Professional Rescuer certification.

Cost: Member $120, Guest $140 Class taken by Tahoe Donner staff may be reimbursed if participant works 240 hours (30 days) for the Aquatic department.

Proper Attire

Wear long pants and closed-toe shoes – never sandals or flip-flops. Tennis shoes are acceptable, but hiking boots are not recommended because they get caught in stirrups. Wear sensible clothing that you won’t mind getting dusty. Sunscreen and bug repellent recommended.

Helmets

Helmets are required for anyone riding Tahoe Donner horses. Bring your own certified riding helmet or borrow one for free.

Equestrian Poker Ride Challenge

Participants on horseback make the best poker hand possible from cards collected at five checkpoints throughout the Tahoe Donner Trail System, beginning at 9AM. Head back to Alder Creek Adventure Center (ACAC) afterward and enjoy games on the patio for a chance to trade out one or more of your cards for better ones. At 1PM, it’s showdown time to see who wins prizes for the best hands! Food and drinks available for purchase from Alder Creek Cafe throughout the event.

Wellness Workshops With Dr. Irina Fedulow Plante

Dr. Irina Fedulow Plante is a licensed physical therapist and board-certified neurologic clinical specialist who grew up riding western and endurance. She is experienced in treating equestrians for orthopedic and neurological injuries, and has incorporated hippotherapy into her practice in California and Nevada. She is a registered yoga teacher, currently pursuing her equestrian yoga certification and serves as the program director for the Achieve Tahoe Adaptive Horsemanship Program.

Requirements:

Be prepared for the outdoors! Come dressed in long shirts, long pants, hats, sunglasses or other protective eyewear, work boots and gloves. Bring plenty of water, snacks, bug spray and sunscreen. Tools will be provided for trail work days; however, it is recommended that you bring your own if you have them. Hard hats (provided) or bike helmets may be required.

Yielding Etiquette

Expect to come across fellow recreationists each time you head out on the trails. Although common sense goes a long way when using busy routes, all trail users should observe the following yield etiquette.

Adaptive trail management practices limit certain user groups to designated trails. Only access designated trails as part of the appropriate group and follow all other yielding etiquette.

Uphill Traffic Has Right of Way

Horseback Riders Have Right of Way

Equestrian traffic has the right of way, but riders should be prepared for inexperienced trail users who are unfamiliar with how to act around horses. Horseback riders should avoid high-traffic and multi-use trails whenever possible.

Hikers + Trail Runners Must Yield for Horseback Riders

If you encounter a horse, foot traffic should step to the downhill side of the trail to let horses pass. Always announce your presence when approaching those on horseback to avoid scaring the animals.

Note: Class 1 electric bicycles (e-bikes) are allowed on any trails designated for bicycle use. Class 2 and 3 e-bikes, electric OneWheel devices and dirt bikes are prohibited on all trails and service access roads.

Dogs Yield to All Trail Users

Dogs must be on leash at all Tahoe Donner amenities and common areas, including parking lots and streets, as well as on the Nature Loop, East Perimeter Trail, Alder Creek Trail and Hillside Trail. Dogs under voice control are permitted off leash on Tahoe Donner trails, except for those specified above. Do not let dogs approach others and keep them out of sensitive areas. Please pick up after your pet.

The Buzz: Clubs

4-Wheelers Club

Several club members attended the 60th Annual Easter Jeep Safari in Moab, Utah. This iconic week-long event featured organized trail rides, a vendor show and unveilings of bold new Jeep concept vehicles built for extreme terrain. With more than 35 runs rated from beginner to expert, the team tackled Moab’s diverse challenges before heading south to Sand Hollow for more scenic, demanding trails. Off the trail, members enjoyed group dinners and BBQs at their Airbnbs, making it a memorable trip of adventure and camaraderie.

American Mah Jongg Club

Have you ever thought about learning the game of Mah Jongg? It is a challenging game that is said to enhance cognitive function, improving memory, focus and strategic thinking. Who knew that something so good for you could be so much fun! The best part is interacting with a wonderful group of people who are just so awesome and supportive to hang with.

Our club received this thank you note from a woman who was visiting Tahoe Donner recently:

“Just want to say thank you for a great afternoon of Mah Jongg. I am so happy to have met your ‘group’ – so grateful for the welcome! I don't know when I'll be back up here, except occasionally for an overnight

The Mah Jongg Club has a new location and time for the summer: Alder Creek Adventure Center on Tuesdays from 1-4PM. We usually have more players in May and June when many part-time Tahoe Donner residents return for the summer. We play using the National Mah Jongg League card and rules.

Gardening Club

With longer days and warming soil, expand planting to include less cold-hardy annuals and perennials. Stay on top of weeds while they’re small, and begin a regular watering schedule. Mulching now helps retain moisture and regulate soil temperature as conditions begin to dry out. Get out and explore wildflowers on our fabulous trails! It’s a great time to evaluate the structure of your garden and make any last additions or transplants before things get HOT.

Men’s 9-Holers Golf Club

We’re off to a great start with the mild spring weather and an early course opening. Our first play day is in the books. We have over 25 members and more signing up. If you are interested, please complete an application form. Dues are $25 and will be collected on your first play day.

We will be playing at 8:30AM every Thursday. We plan on including some scrambles with small prizes on our play days. We also discussed using a small portion of each member’s dues to create a hole-in-one pot. Prior to June 22, the preseason green fees for TD property owners will be $55, including a cart. After that, the fees will be $60. Non-TD residents’ green fees, including a cart, will be $70 preseason and $85 during the regular season. There will not be a walking rate.

Men’s Golf Club

Golf is here! The course is in incredible shape (note that due to publishing restrictions, the photo shown was taken in late April – which is amazing). It is not too late to join the Men’s Golf Club and get in on the action. Our first weekly Wednesday morning golf game will take place on June 3. Our first full-field golf tournament of the season is the Ice Breaker on Sunday, June 14, where we will assemble participants into four-man teams to compete in this funfilled shamble event. The remainder of the

summer is packed with events through mid-October.

Quilt Club

It’s officially summer, the time of the year with the most daylight, when the trails have dried up, and one can have happy hour outside! We’re always looking for new quilt designs to spark the imagination. But then, does it only have to be a quilt?

Erica Sarouhan recently joined a small group to learn how to make a barn quilt block. If you have ever driven around the Sierraville valley, you may have noticed colorful panels depicting quilt blocks adorning some barns. It sure makes the countryside interesting. This sunflower block is what Erica chose to make, and it came out great! So, heads up! There will be a barn block somewhere in Tahoe Donner, but it will be on a house.

Women’s 9-Holers Golf Club

As the season rolls over into June, we will be ramping up attendance and activities. Our big event on June 25 is the President Versus Vice President Challenge. This year will be a scramble with members split into two competing teams. The loser gets the Duffer Trophy, and on-course

games include Closest to the Tree and Closest to the Line for some extra prize money. Lunch will be served afterward at The Lodge Pavilion, accompanied by the raffle and awards announcements.

Our first twilight golf will be on June 8. Members are invited to bring a guest or significant other to compete in an afternoon 4PM shotgun start event, followed by dinner at The Lodge Restaurant & Pub. This is a great way to meet other couples you may wish to golf with outside of club events, and also to bring potential new members to try out the club.

Tahoe Donner Women’s Golf Club Swings Into a

New Season!

The Tahoe Donner Women’s Golf Club officially teed off the season on May 27, and what a beautiful start it was! With sunny skies, smiling familiar faces and a relaxed round of “Just Play Golf,” opening day was the perfect way to return to our favorite mountain course – looking absolutely spectacular and in fantastic shape for the season ahead.

The excitement is already building for another summer filled with golf, laughter, friendship and a little friendly competition. Our season-long match play tournament, The President’s Cup, gets underway on June 17, followed by our General Meeting and Luncheon on June 30 – always a fun opportunity to connect both on and off the course. One of the highlights of the season is our annual Guest Day Invitational! The festivities begin with a lively kick-off party on the evening of July 20, followed by a funfilled day of team golf, games, camaraderie and plenty of great prizes.

Tahoe Donner Partners with the Town of Truckee on Evacuation Study

Tahoe Donner is taking an important step toward strengthening emergency preparedness with a large-scale Evacuation

Study.

Taking place throughout summer and fall 2026, the study will examine how an emergency evacuation could unfold under current conditions and identify opportunities to make the process safer, more efficient and more resilient over the long term.

A JOINT EFFORT

The evacuation study is being conducted in partnership with the Town of Truckee, which is leading a parallel effort. Although Tahoe Donner’s work focuses on challenges unique to the community, including entry and exit roads, the two studies are designed to complement one another.

The Tahoe Donner study is being funded by the Town’s TSSA-1 (Truckee Special Service Area 1) fund, which is a parcel tax designated for services within the Tahoe Donner subdivision. Tahoe Donner and the Town are jointly funding the work and coordinating closely with DKS Associates, a transportation planning firm supporting technical analysis, evacuation modeling and community engagement across both studies.

The effort also brings together a range of regional partner agencies to the table including the Truckee Police Department, Truckee Fire Protection District, CAL FIRE, Nevada County Office of Emergency Services, Nevada County Sheriff’s Office, California Highway Patrol and Caltrans.

WHAT THIS STUDY WILL DO

The study will take a close look at how a large-scale evacuation would unfold in Tahoe Donner today, examining routes, traffic flow and bottlenecks under a range of potential scenarios to identify where improvements may be needed. Some recommendations may point to near-term opportunities, while others may require additional planning, coordination and funding. Importantly, this study is not an evacuation plan and won’t determine when or where to evacuate during an emergency; rather, it aims to help the both Tahoe Donner and the Town of Truckee chart a path forward for strengthening community resilience and emergency preparedness.

Why this Matters for Tahoe Donner

Wildfires and other emergencies can develop quickly, making safe and timely evacuation critical. Tahoe Donner and the surrounding Truckee region have experienced a long history of wildfire risk and nearby fire activity, underscoring the importance of proactive planning for fast-moving hazards that can affect evacuation routes, emergency access and community safety.

Tahoe Donner’s mountainous setting, concentrated routes in and out of the community and elevated wildfire risk all add complexity. Peak seasons can further amplify these challenges as the population increases with visitors who may be unfamiliar with local roads. This study will account for those realities and help the community prepare for a wide range of potential emergencies, not just wildfires.

Truckee Police and Truckee Fire have joined Nevada County in using Nevada County Alerts Emergency Warning System as the primary method of communication during critical incidents. HONORING COURTNEY MURRELL A LEGACY OF SERVICE

For nine years of dedicated service, Courtney Murrell has helped guide the vision, culture and community on the Tahoe Donner Association Board of Directors. Her tenure from 2013 to 2016 and again from 2020 to 2026 reflects a deep commitment not only to governance but to the people and spirit that define Tahoe Donner.

Courtney’s story in Tahoe Donner began long before her time on the board. Her family’s roots in the community stretch back decades and have been grounded in a love of the mountains and a belief in giving back. Her father played a key role in shaping Tahoe Donner’s future through his work on the General Plan Committee. At the same time, her mother helped build connection through service on the Elections Committee and by starting social clubs that brought neighbors together. Their legacy was one of quiet leadership and meaningful contribution.

In 2012, shortly before he passed, Courtney’s father asked her to consider running for the board. He believed the association needed the perspective of families raising children in Tahoe Donner. A year later, Courtney stepped forward to honor that request. She brought with her a fresh voice, a strong sense of purpose and a desire to represent a new generation of members.

Over the course of her service, Courtney became known for that perspective. She consistently advocated for decisions that made

Tahoe Donner more welcoming for families, members and guests. Her focus remained on the long-term health of the community while ensuring that the experience of living and recreating in Tahoe Donner stayed vibrant and inclusive.

Courtney also helped lead during times of significant change. Her tenure included periods of drought, the COVID-19 pandemic, staff transitions and broader organizational rebuilding. Through it all, she supported important financial policy updates that strengthened long-term planning and sustainability. Though she did not come from a financial background, she leaned into the work and consistently supported decisions that positioned Tahoe Donner for a stronger future.

Among her many contributions, Courtney played an important role in several of Tahoe Donner’s most impactful capital projects. She was involved in the planning and development of the Alder Creek Adventure Center. This transformational investment elevated the Nordic experience and created a year-round gathering place for members. She also contributed to the Downhill Ski Lodge project, a long-anticipated improvement that required persistence, collaboration and careful navigation of community input. Both efforts reflected her ability to remain committed to complex projects over many years while keeping members' needs at the

center of decision-making. She also supported adding snowmaking to the Downhill Ski Resort and Cross Country Ski Center and the Trout Creek Rec Center renovation.

In addition to these projects, Courtney was a strong supporter of the philosophical shift behind the Amenity Access Rule. Moving away from a pay-as-you-go model to a more inclusive approach represented a meaningful change in how members experience Tahoe Donner. It was a decision rooted in fairness, accessibility and a shared sense of community, and Courtney was proud to help advance that vision.

Courtney’s leadership also stands out for another important reason. In more than 50 years of Tahoe Donner governance, only a small number of women have served on the board. Courtney is part of that group and helped bring a valuable and much-needed perspective to the role. She has often reflected on the importance of showing up authentically and with energy, helping create space for diverse voices and ideas at the leadership level.

While her board service is notable, Courtney’s presence in the community extends far beyond meetings and decision-making. She has continued to teach fitness classes at the Trout Creek Rec Center throughout her tenure, connecting with members in a completely different way. “I wear many hats in Tahoe Donner – board member,

mom, teacher – but the fun hat is my favorite one.” That joy and connection have been central to how she experiences Tahoe Donner and how others experience her.

Perhaps one of the most meaningful impacts of Courtney’s service can be seen within her own family. Her children grew up watching her dedicate time and energy to something larger than herself. Over time, that example shaped their own understanding of service and community.

As her board service comes to a close, Courtney leaves behind a legacy of dedication, thoughtfulness and genuine care for the Tahoe Donner community. She helped guide important projects, supported lasting policy changes and contributed to a culture that values both progress and connection.

Her commitment to service continues today through her role as a board director with the Truckee Donner Public Utility District. Even as she looks ahead to new opportunities and a different rhythm of life, her connection to Tahoe Donner remains strong.

NONPROFIT SPOTLIGHT

Truckee River Watershed Council protects the landscapes that make our community such a special place to live and explore. A major focus of their work is restoring local meadows and stream corridors that naturally filter water, store snowmelt and reduce erosion before it reaches the Truckee River.

These restoration efforts improve water quality, strengthen wildlife habitat and support the long-term health of the watershed that connects Donner Lake, downstream communities and the outdoor spaces so many Tahoe Donner residents enjoy. One highly visible example is the Euer Valley Restoration Project, where a new bridge and boardwalk help protect sensitive wetlands while restoration work continues downstream.

Projects like this reflect a thoughtful, community-minded approach that balances recreation with conservation. Additional restoration is planned in Euer Valley in 2026, continuing efforts to improve habitat and watershed resilience. Support through the Tahoe Donner Giving Fund helps make this kind of local stewardship possible.

Pursuant to Tahoe Donner Covenants and Restrictions Article III, Section 7, modifications to rules and proposed new rules must go out for a 45-day member notification and comment period prior to Board of Directors consideration and approval.

Updates to the Tahoe Donner Association Amenity Access Rule will be considered for action by the Board of Directors. The Board is expected to take action to adopt the proposed Amenity Access Rule Updates, as presented in this 45-Day Notice, or with some modification, at a special meeting of the Board, to be scheduled on June 22, 2026.

The Board invites you to join in the rulemaking process by participating in the upcoming board meeting on June 22, 2026, where the proposed rule is on the agenda, and/or by submitting a written member comment on the proposed rule during the 45-day notification and comment period.

Lower Carpenter Valley Closed for 2026

Pursuant to US Forest Service Order 17-26-01, the road that accesses Truckee Donner Land Trust’s Lower Carpenter Valley property will be closed for 2026 to complete forest health work in the area. The Alder 89 WUI (wildland-

urban interface) project closes all Forest Service lands in the area.

This project is vital to reducing the risk of catastrophic wildfire damage not only to Lower Carpenter Valley but also to adjacent neighborhoods, including Tahoe Donner and Prosser Lakeview. The result will be a healthier, more resilient forest, which benefits all of our region’s protected open space and the natural resources on which we all rely.

TDPUD Work on Northwoods Boulevard

Truckee Donner Public Utility District (TDPUD) has begun capital construction and vegetation management projects in Tahoe Donner. This work will occur on a section of Northwoods Boulevard between Fjord Road and Davos Drive. TDPUD has also contracted VIP Powerline Corp. to join TDPUD’s crews to support routine tree trimming throughout the summer along the southern section of Northwoods Boulevard, between Davos Drive and the Northwoods Boulevard intersection. Both may necessitate brief periods of singlelane traffic. Always use caution when driving near work sites and crews working along the road. We appreciate your patience as we make critical upgrades and continue to invest in stronger, more resilient infrastructure.

Tahoe National Forest Closures or Restricted Access in 2026

The Tahoe National Forest has issued a notification from the Middle Truckee River Watershed Forest Partnership about upcoming wildfire risk-reduction work that may affect recreation access within the Tahoe National Forest. Some hard closures of Forest Service roads, trails and lands may be enforced for public safety as contractors engage in active implementation this field season. Public access may be restricted due to the use of mechanical vegetation management work, including the use of heavy equipment, movement of haul trucks, tree-falling

operations, mastication and piling.

Current active and upcoming forest health and wildfire mitigation projects include:

• Alpine Meadows and Olympic Valley Fire Protection Project

• Big Chief Project

• Cabin Creek Project

• Alder 89 WUI Project

• Boca Stewardship Agreement Project

• Woodchopper Project

April 9, 2026

Amenity Access Rule Updates

The board of directors received a presentation on the proposed updates to the Amenity Access Rule. The board discussed, asked questions and provided feedback and then moved to authorize the publication of the proposed Amenity Access Rule Update in Exhibit A with one edit and all supporting materials necessary to inform members about the purpose and effect of the rule update. Motion passed 5-0.

Regular Board of Directors Meeting

April 24, 2026

Truckee Special Service Area-1 Funds (TSSA-1)

The board received a presentation from Town of Truckee staff on the TSSA-1 funds and planned 2026/27 capital improvement projects. Tahoe Donner staff also presented on the TSSA-1 projects that Tahoe Donner is managing under reimbursement agreements with the Town. The board asked clarifying questions and, by consensus, provided feedback to staff on messaging to the Town Council regarding the use of TSSA-1 funds.

Digital Transformation Initiative

The board received a presentation on the proposed new multi-year initiative related to Tahoe Donner’s digital strategy and systems. Following a discussion, the board directed the General Manager to initiate and oversee an enterprise-wide Digital Transformation initiative. Motion passed 5-0.

Tahoe Donner Community Plan Project

The board, staff and Long-Range Planning Committee (LRPC) leadership conducted a roundtable discussion based on an updated LRPC Tahoe Donner Community Plan memo. Following the discussion, staff will revise the memo for use in future committee listening sessions and to support the development

of the Request for Proposal for consulting services related to the Tahoe Donner Community Plan.

Suspension of Membership Rights and Authorization to Record Liens

The board was asked to review and approve actions regarding overdue member accounts, including the filing of property liens and the temporary suspension of membership privileges for those with outstanding assessments. Following a discussion, the board authorized the suspension of membership rights and recordation of liens against properties of members for which delinquent assessments, fines and fees are owed, as indicated in Exhibit A dated April 28, 2026. Motion passed 5-0.
