The area is one of the first 50 of 150 urban and rural neighbourhoods across England to benefit from the new Big Local Trust programme. Each neighbourhood has been selected after extensive analysis of social and economic indicators which reveal that people face many social obstacles and have a history of difficulty in obtaining resources, including lottery grants, to help overcome them. Mark Cotton, Big Lottery Fund Head of the South West region, said, “the Big Local Trust is a dedicated lottery funding stream to help people in neighbourhoods such as Toothill to identify local issues and to develop the skills and confidence necessary to change things for the better.” He added that the aim of secure long term funding and dedicated local support will bring lasting positive change for the people living in the community.

However funds won’t start to ﬂow to projects until an independent charitable trust has been selected to administer the £200 million allocated to the Big Local programme. A lottery spokeswoman said the organisation will have a proven ability to work at a grass roots level. Toothill & Westlea ward councillor Steve Wakeﬁeld said he was delighted that part of his area has been chosen. "It really is great news for the people of Toothill. I very much hope this will bring residents together to discuss the issues faced by their community and come up with ideas about how to tackle problems. And it gives hope to existing groups to become stronger for the longer term. "We must await the formation of the trust to administer these funds, but it gives people an opportunity to talk about local needs before Continued on page 4

Boundary changes to make voter areas fair

The Local Government Boundary Commission for England, the independent body which reviews electoral arrangements, is now surveying how many councillors there should be on Swindon Council, the number of voters in each ward and how many councillors should represent them. For example Toothill & Westlea ward has two councillors whereas most others across Swindon have three. Abbey Meads ward, having started as the smallest in the town, now has 65 per cent more voters compared to other wards. Chairman of the commission Max Caller, said “the natural movement of people in Swindon has skewed the electoral map. Bus company cuts, planning issues and how can the council reduce its budget by £45 million on West agenda

The West Swindon Forum has a packed agenda on Monday 13 September, starting at the new time of 7pm, in West Swindon Library. News of impending government cutbacks in public expenditure is everywhere. There are no alternatives we are told. Indeed Swindon Council has to reduce its budget by a massive £45 million over the next three years. How can it be done? Deputy Leader of the Council Gary Perkins will outline the strategy to be taken during the Autumn budget making process. He will also talk about how the community should be involved in helping the council make tough choices. Thamesdown Transport chief executive Paul Jenkins and chairman Keith Williams will explain why bus services have had to be reduced. A representative from the Neighbourhood Police Team will review police work during the summer holidays and will comment on how people will be protected now that anti-social behaviour legislation has been scrapped. There’s a chance to comment on the formation of the council’s new core planning strategy, and speciﬁcally on the planning application for 175 homes in Grange Park.

And the community projects to be supported by John Lewis will be announced. The West Swindon Forum is a meeting point for residents and elected members representing the three wards of West Swindon on Swindon Council. The meeting will start over coffee from 7pm with the meeting’s agenda speakers starting at 7.30pm.

Freshbrook Centre now going from strength to strength

Swindon Mayor Rex Barnett officially reopened Freshbrook Community Centre on 31 July, saying, “everyone has worked together so well to re-open this brilliant centre. I’m so glad that the volunteers and the council have put the building back at the centre of the community.”

The grand relaunch took place at a summer fete attended by over 200 people, the finale to a week of special taster sessions and information about groups at the centre. Mother of two under-five year olds Lisa Clark, from Grange Park, said, “we’ve been to everything so far, the circus skills, baby signing, Debutots, the playgroup – it’s been really lovely. It’s the first time we’ve used the centre and we love it. Everyone is so friendly and welcoming. The girls have had a great time, we’ve been busy all week, and we’ll definitely be back.” Community Centre chairwoman Stephanie Bird was delighted with the week, “all the groups were really busy; it was good to see lots of new faces and we’ve had a lot of positive feedback. “When it closed in September, it really made the community think about whether the centre was important. There was a fantastic response - people have worked hard to put life back into the building. We’ve had a lot of help from local organisations, councillors and council officers, and thanks to the hard work and dedication

of committee members the centre has taken off far quicker than even we expected - we now have groups running every weekday evening and are getting weekend bookings. “We would really love to open the cafe regularly but need someone to run it, and volunteers to help out. We would also like to see a drama group start.” Groups meeting at the centre include Sullivan School of Dance, Raleigh dog club, Playmates toddler group, Shamrock School of Dance, and Alpha pre-school. Other new activities include line dancing, judo and the Phoenix Toy Library. It is hoped a Kidz Club will soon begin and Baby Sensory have provisionally booked from January. Treasurer Nicky Howard said, “there’s now a much stronger sense of community in the area generally. Purton petition against Ridgeway Farm build still needs Swindon signatures Developers Taylor Wimpey are preparing to apply to Wiltshire Council for permission to build 800 houses, on the edge of Swindon - north of Purton Road, by Sparcells and Peatmoor. If this goes ahead roads through West Swindon will become even more gridlocked. Environmental group Purton P&Qs have started an online petition to get Wiltshire Council to debate the principle of allowing an ‘urban extension’ of the town to be built in the adjacent authority which will reduce the green belt between the town and the village. Grange Park targeted for 175 houses next to Lydiard

Primegate Properties (Hooknorth) Ltd., through its agents DPDS, have submitted a formal planning application to Swindon Council to build 175 houses in association with Bovis Homes on the last remaining green field off Hook Street between Grange Park and Lydiard Country Park. This is a reduction from the 210 proposed in March. Les Durrant of DPDS said, “we have incorporated suggestions from the public particularly on the density of the site. The new government has removed the requirement to plan for 35 dwellings per acre which was never appropriate for this site. The revised application is more in keeping with the lower density of developments of the 1980s. “We’ve always maintained that this site was designated for housing in the original master plan for West Swindon and we are proposing a sympathetic development for it.” However Grange Park resident The Primegate/Bovis proposal is for the green field off Hook Street (X), on the edge of Troy Wilson said, “whether it’s 210 Grange Park. Committed mum rewarded for her work with new parents

A mum from Shaw who volunteers for the National Childbirth Trust has been recognised for her dedication to the charity. Elena Rossi, who belongs to the NCT’s Swindon branch has been nominated for the most supportive or innovative volunteer in the charity’s annual national awards. She’s been a breastfeeding counsellor for nearly four years, has trained others and set up breastfeeding support groups. She also visits the Great Western Hospital postnatal ward each week, as well as meeting new mothers at home to help with breastfeeding difficulties. Elena, right, said, “it was touching to be nominated for this award. It is confirmation that the work I do has an impact and does make a difference to the breastfeeding experience of local mothers and babies.” NCT has over 10,000 volunteers who give their time, energy and skills in more than 300 branches.

The effort to raise £950,000 to build a specialist support centre next to the events field at Lydiard Park is getting going, but there’s a long way to go to reach this target. Another £10,000 is needed to achieve an initial £150,000 which should trigger a matching grant that will make a major impression on the target figure. A fete at the Salt Way Centre, plus pub crawl, raised over £2,700, but charity trustee Clarissa Mitchell said, “just think, if each of the households receiving The Link could donate £30, we would have £700,000 and could start building. “There are over 3,000 families in the Swindon area with a child who has a severe disability or life threatening illness. The aim of the centre is

Day of fun to celebrate canal’s 200th year

Unbeknown to most people, a new section of canal has been built in Swindon’s Front Garden at Wichelstowe, and on Sunday 12 September, from 11am, there’s a chance to visit the area to view progress, learn how the Wilts and Berks Canal Trust is restoring and reconnecting the canal which opened in 1810 - and have a lot of fun. The Wichelstowe Canal Festival will offer a children’s fun fair, face and henna painting, bouncy castle, vintage tractor and motor bikes, and arts, crafts and charity stalls. On and by the water there will be boat trips, canoe demonstrations, fishing with equipment and coaches available. The trust will also display information on the history of the canal and the restoration project. Access is via Redpost Drive, off Wootton Bassett Road, and Croft Road. World’s fastest steam driven car comes to STEAM

The rich history of the Great Western Railway continues to be celebrated in Swindon and beyond, in its 175th Anniversary year. It’s fitting that one of the attractions to the biggest event in the calendar will be an example of the best in British engineering, the fastest steam driven car on the planet. The Swindon Railway Festival on 11 and 12 September will entertain families and rail enthusiasts from all over the country. Visitors will be able to climb into the cockpit of the British Steam Car and imagine themselves at

high speed, see the UK’s most impressive model railway layouts, view famous steam locomotives and magnificent traction engines from Hatch Heritage and Steam Engineers, plus a wide range of railway displays, road shows, memorabilia and trade stands. Lower Shaw Farm in West Swindon has extended its year-round programme of events for all ages by including a two week English Language Summer School during July and August.

The first ever summer school attracted students who flew in from Italy, Germany, Switzerland, Spain, and also a pupil who originates from Brazil. Farm coordinator Matt Holland said “our LSF slogan is life is for learning, bringing people together to create a local, national and now international community. “During their stay students helped with key jobs round the farm and took time out to get to know Swindon and the surrounding area.” Marisol Asenjo Fenoy from Granada in Spain said, “it was a strange surprise to find a real farm inside the town. My English is getting better because we are using the language in different places, in class, in the garden and looking after the animals, and working in the kitchen and eating together.” Maria Sierra, also from Granada who met Marisol for the first time in Swindon, said, “I’m a town person and do not like the country very much. The volunteer run West Swindon community cafes reopen from 1 September after a summer holiday break on Mondays at Toothill Church and Wednesdays at Freshbrook Church, 9.30am to 2pm at both venues. Lower Shaw Farm cafe reopens on Wednesday 8 September, 10am until 2pm serving tea, coffee, cakes and biscuits as well as snacks and light lunches. There are seasonal art or craft activities to try, and a farm tour to see the animals at 11am. Thanks to the Labour government, twelve of Swindon’s old play areas have been renewed in the last two years. But soon after the coalition was formed in May, unspent money allocated to the council for Play Builder play areas was clawed back by the new government while the programme is reviewed. Ten more play areas in the town have been identiﬁed for renewal and a decision will be made by the Department for Education at the end of August as to whether the Play Builder programme can restart. Another successful summer visit by Chernobyl children

A group of eleven Belarus children aged between 7 and 16 have spent an action-packed four weeks in Swindon, thanks to the host families linked to the Swindon branch of Chernobyl Children in Need. The children and host brothers and sisters enjoyed trips to Legoland courtesy of Swindon Cable and Wireless, a visit to the Microsoft labs in Reading and a day at Cotswold Wildlife Park. Somaliland asylum seekers help homeland Asylum seekers from Somaliland living in Swindon have assisted others in UK raise £80,000 to build a school in their home country. Spurred on, the Swindon Somaliland Foundation(SSF) now works to raise funds for education, health and water development. Chair man Hassan Nur, right, who was an asylum seeker and now lives in Park Nor th, said, “after a bitter civil war Republic of Somaliland separated from the Republic of Somalia in 1991. Most of the 150 Somaliland people in Swindon are asylum seekers from the earlier conflict with the Somalia dictator government. “Despite their difficulties they raised funds for the Salahley Midddle School, which has 350 students between the ages of 6 to 11. SOL also funds a health clinic and helps an old people’s home with supplementary food and medicines. Dr Calderon, who has been involved since the town twinning agreement in 1990 and is president of Fundacion SOL, said “the link between our towns is built on deep friendship and respect for each other. It has been incredible for all the people in Ocotal, helping particularly with health and education. I’m proud it has now lasted 20 years and I thank the people of Swindon for all your support.” The link was greatly strengthened in 1998 when Hurricane Mitch ripped through through the central American country. Swindon residents raised £27,500 and members of SOL went to Ocotal to help with reconstruction. National charity Voice runs the Children’s Rights service in Swindon, and is appealing for volunteer independent visitors willing to befriend and spend time with a child or young person within local authority care. The challenge is to build lasting friendships so that children can beneﬁt from creating a consistent, fun relationship with someone outside the care system. A variety of people can take on this role, but Voice would particularly like to hear from male volunteers, and anyone with experience of or an interest in working with children with disabilities.
