A West Swindon woman is calling the nation to the colours in honour of military personnel. Sheila Mitchell from Westlea wants everybody to wear red, white and blue once a week to remember the important work of the men and women on active duty serving their country, and particularly those who have fallen in conflict. “The idea was prompted by a friend from Canada where people are encouraged to wear red in support of their troops,” said Sheila, whose husband James was a captain in the 9th/12th Royal Lancers. Elected mayors: the leader’s view The idea of having a directly elected mayor has been highlighted in the June, July and August Link magazines. We asked councillor Rod Bluh, Leader of Swindon Council, where he stands on the issue. I am delighted there is a debate in Swindon about how we should organise our local government, but I stress that these are my personal views. I am also subject to ‘advice’ from a key member of staff who is writing a doctoral thesis on England’s executive mayors. 3. If you believe there is a democratic deficit because the present council leader is only accountable to electors in a single ward. Being elected by and answerable to the whole borough gives the mayor greater legitimacy, and it also means they can take controversial decisions that affect only a single ward. Some reasons why you might not want a directly elected mayor: 1. You need a mayor to be more visible. Just look at the coverage I have achieved over the canal or the road safety funding. You need ideas to gain publicity, not just a title.

2. You think a mayor can hire and fire people. The only person the mayor can hire is one personal political assistant. Even the chief executive is still recruited by the council 3. You believe the mayor will represent ‘all the people.’ All the people never have one opinion about an issue. When someone says ‘all the people’ they usually mean ‘some of the people, but especially me!’ Any good politician balances these and thinks of what is right, not what is popular. 4. You think a celebrity will emerge as winner. In most cases the successful mayoral candidate is a sitting councillor or council leader. Even when personalities stand, that is no guarantee of electoral success. Being directly elected gives the mayor the ability to get through ‘gatekeepers’ to talk to the people that matter. Once that conversation has started, the role is no different to being a council leader; it is up to the individual to make something happen. 2. You want a stronger direction within the local authority. An elected mayor’s four-year term office matters greatly inside the civic offices since it helps with planning, but is less important in the real world. Also, there is no real mechanism to remove a mayor mid-term.

‘Most people can expect not to have Chlamydia, but it’s worth checking,’ says the information leaflet in a free test kit aimed at 16 to 24 year olds which is now widely available in recreation centres, youth clubs, colleges and GP surgeries across Swindon.

The Not for Virgins kits in unmissable bright orange boxes are being distributed by the Swindon Primary Care Trust as part of a free and confidential chlamydia screening service for under 25s. They contain information about the disease, a urine sample bottle, instructions of how to take a swab, and a postage paid return envelope. Raine Williams, nurse co-ordinator for the chlamydia screening programme, said it’s very important for sexually active under 25s to take the test. “Chlamydia is the most common sexually

transmitted infection and it affects both men and women, though the symptoms are not always noticeable. “If left untreated it can cause a number of health problems, including infertility, ectopic pregnancies and pelvic inflammatory disease. Anti-cancer vaccine offered to Swindon girls

From September girls aged 12 and 13 years are to be offered a routine HPV vaccination as part of the free national immunisation programme against cervical cancer, through their schools. A further 1,100 girls aged 17 to 18 will also be targeted to receive the the vaccine called Cervarix. It will be administered in three doses over six months between September and Easter. The vaccine protects against the viruses responsible for about 70 per cent of cervical cancer cases and has the potential to save up to 400 lives in the UK each year. Swindon PCT will be part-funding a radio campaign targeting parents and girls with information about the vaccination, as well as distributing leaflets and posters to most Swindon secondary schools.

During the day youngsters met visitors including neighbourhood wardens and the mayor Steve Wakefield. Dave Rinaldi, youth development co-ordinator from Timebank, gave a presentation about organising a campaign and Link magazine publisher Roger Ogle spoke about the magazine’s role in the development of West Swindon since 1979. In the workshop pupils explored what ‘community’ means and discussed the issues that concern them. At the end of the day, they talked about the topics raised such as bullying, teenage pregnancy, fear of knife crime and feeling unsafe. “The day was about sowing the seeds of the idea that there are ways of getting your voice heard,” said Janet Mason, head of citizenship and sociology, who hopes

the project will bring adults and young people together. “We hear a lot about the elderly feeling intimidated but a lot of young people feel intimidated too.” Working in tutor groups, the youngsters will develop their ideas and start to take action . The community day was the brainchild of youth worker, Dave Davidson. “The young people have some well developed ideas and were looking for a way to do something about them. “They will have a remarkable effect on the community next year but the strength of the impact will be measured in 15 or 20 years, when they are bringing up their own children to be community minded.”

First day of school for Bridlewood head

Reception children will not be the only new faces at Bridlewood Primary School at the start of the autumn term. For new headteacher, Jo Garton, the prospect of her first day was less daunting as she knew she wouldn’t be the only newcomer. Ms Garton, who is moving from Wroughton Juniors where she was deputy head, said it was a privilege to become head of Bridlewood. “The school has a real family feeling. As building work progresses on Millbrook Primary School, young historians have buried a time capsule for a future generation to discover, and ten year old Edward Watkins hopes to return to dig it up. The specially made lead capsule was laid under the entrance to the new school with a plaque to mark the spot. The ceremony prompted staff and building workers to wonder what they would be doing when the capsule is unearthed in 25 years. Become a star at new drama club

Starlight Theatre Academy is offering free workshops on 6 September in dance, drama and singing, open to all 7 to 17 year olds. Lessons at the new academy will take place on Saturday afternoons at New College during term time and students will take hour long classes in each of the three disciplines. No previous experience is necessary and there are no auditions. During the first term, students will develop skills to be put into practice with prepared pieces in the second term. The year will end with a full scale performance at the Arts Centre. Dance teacher, Gemma Thomp-

Glowing report for Haydonleigh as head departs Headteacher Lilian Stevens, said farewell to Haydonleigh on a high note: Ofsted inspectors rated the school as outstanding in all areas. In a letter to pupils, the lead inspector told them that he agreed with their opinion of the school. ‘It’s no wonder that you told us that you liked it so much,’ he wrote. ‘From the organic garden to the hatching chicks, everything that we saw impressed us.’ The inspectors praised Mrs Stevens’ management, writing that she has empowered all staff to take an active role in improving the school. After thirteen years at Haydonleigh, three of them as acting head, she has decided to leave teaching and work in her family business.

Bishop to launch new room for nurture

The opening of a nurture room at Oliver Tomkins Infants School, Toothill on 22 September by the Bishop of Bristol Rev Mike Hill, will mark the start of celebrations of the school’s 25th anniversary

Children’s Centre moves between schools

Moredon Children’s Centre has temporarily moved from Moredon Primary School to Rodbourne Cheney Primary School, The Broadway whilst a permanent base is built off Moredon Road. Evening Star coming home

The last steam locomotive built for British Railways, No. 92220 Evening Star, returns to Swindon in September to be displayed on the site where she was built. She will arrive at STEAM - Museum of the Great Western Railway during the first week of September, on loan from the National Railway Museum in York where the engine has been on show for some 30 years. Thousands will flock to STEAM in the coming months to see Evening Star, built in 1960, beside a revamped platform display reminiscent of the last few years of steam locomotion on British Rail until 1965. “I think we need to change the perception of people outside the town so they take another look at Swindon; but people inside the town also need to look differently at the place they live in,” said Helen. Her position embraces arts centres, festivals and events, visual arts and partnerships and contracts with organisations including the Wyvern Theatre and Swindon Dance. She is also responsible for the heritage portfolio which includes museums, art galleries and Lydiard House and park. Helen, who was previously Arts Services Manager, said that there was much to celebrate already, including the Mela and Swindon Summer Festival. And she is pleased with the importance placed on arts and culture by Swindon Council. “There is very strong political support,” she said. “The leader of the council Rod Bluh understands that culture is the X Factor for the town and this recognition that the arts are a good thing for the community is a tremendous endorsement of what I and others are trying to do.” Swindon is one of only three local authorities in the South West to set itself the target of improving the cultural life of their authority and the arts have been included among 35 performance indicators, enshrined in the Local Area Agreement Conscious that culture is a misused word, Helen said that for her it covers everything from gardening to reading, cooking, visiting historical sites and galleries. She wants people to realise that the arts and culture are part of everyone’s life, and that sharing an arts event with family and friends improves the atmosphere of the town immensely. As well as trying to remove physical barriers to participation, Helen

wants to persuade more people to set aside their cynicism and get involved. She said that the benefits are tremendous, as seen from the young people who take up the many opportunities provided by Artsmad, Flux and Create Studios. Her remit is to make culture visible, valued, enjoyed and easily accessed by the people of Swindon. Helen is also involved in finding a permanent home for the Swindon Collections and she is working to ensure that culture is a central feature in the town centre redevelopment. “I’m just one person in a much bigger system but I want to be a conduit for ideas; bringing people together and pushing ideas forward.” Helen said she is looking at how the council can work with large organisations to put on big events again. It is four years since the last Wiltshire Festival at Lydiard Park. Since then, it has not been possible to find commercial backing. There are ambitious plans for the future, with a huge event planned for 2010. Helen won’t reveal details, other than the working title: Swindon Culture Thing. Coun Keith Williams, above, who took up Ramleaze Drive with Swindon Council’s traffic department, said that parents were very positive about the installation. “Parents and children making their way to Brook Field and Shaw Ridge Primary Schools are now safer and we’ve been hearing many positive

comments. “With North Swindon’s growth, traffic volumes have grown considerably on Mead Way and drivers are seeking short cuts through residential areas to shave seconds off their journeys, which has created greater risk for people on foot. “Unfortunately until there is funding to complete the Thamesdown Drive to Barnfield dual carriageway, crossings like these are options taken to ensure pedestrian safety.”

Emergency services show off

Wiltshire police, fire and ambulance services are putting on the UKs largest Emergency Services Show on Sunday 7 September at Hullavington Airfield, close to M4 junction 17. The aim is to promote the work of the different services and also raise money for emergency charities. During the day there will be arena displays, demonstrations, large selections of new and retired emergency vehicles, the police rescue helicopter, advice on community safety, a recruitment zone and fair ground rides for children. Holbeins parents make an impact on their community

Although unable to run a summer playscheme for their own children, and others in the street, because of the red tape of having CRB checks completed, parent volunteers in The Holbeins, Grange Park, have thrown themselves into tidying up their neighbourhood. “It’s been frustrating that we’ve not been able to do what we’ve done informally in past years,” said mum Emma Anderson. “But we’re putting energy into getting rid of litter in the streets and the play park, and cutting back shrubs with help from the council’s neighbourhood wardens. The kids are really enthusiastic about improving their area.” Swindon Lions Club are so impressed by the commitment that they donated £100 to help The Holbeins Fun Club become a reality. Mandy Martin celebrated her fortieth birthday under the canopy of the Amazon rainforest at the end of the adventure of a lifetime. A stalwart of the Swindon Twin Peaks walking group, she was joined by six ladies from the group. Other members of the party were old friends, and new ones who responded to an article in The Link publicising the trip to Peru. Although some people did not know each other before setting out, Mandy said the whole group gelled within hours. “We had such a family spirit. When people were struggling, others helped.” The trip began with a few days’ acclimatisation and sight-seeing after flying into the capital Lima. There followed two days visiting Lake Titicaca and its islands and staying overnight with local families who overcame the language barrier by organising an evening of Peruvian dance. There were opportunities to try local food, including alpaca. “We would have liked to try guinea pigs but when they were brought out, with their heads still on, we weren’t brave enough,” said Mandy. Next came four days of tough trekking along the Inca Trail to Machu Picchu. After a rest day, there were more stunning sights to be seen as the party flew to the Another peak conquered. The Church in the Park is crumbling Ride & stride to save Swindon’s heritage Lydiard House and the park is a special place, and the 400 year old St Mary’s Church next door gives it a special characteristic.
