Looking at Swindon... together The Sun has hailed the town for attracting Honda. New Statesman journalist Judy Jones slagged Swindon off and its leaders. What's your view? On Saturday 23 September, there's a chance to talk about our town at a conference to discuss the town's past, present and future, from the 'bottom up.' Organised by the New Mechanics Institution Preservation Trust, the event is open to anybody living in Swindon who has views on its future and wants to express them in an independent forum. Architect George Ferguson, who was involved in a successful campaign to change the Cannons Marsh water front development in Bristol, will speak about how citizens can have an effective voice. Organisers say the conference will give maximum time for people to participate in giving their views. See page 21 for details.

Not going, just yet Last month we interviewed Keith Burke, headteacher of Shaw Ridge School, about his retirement. The article may have mystified parents, upset children and confounded education officials. We understood he was departing at the end of the summer term, but he does not leave until the end of December. We regret any confusion caused. But Mr Burke saw the amusing side when The Link came out. "You did not ask, I did not tell you, we both assumed the wrong thing. I' m looking forward to meeting all the children again in September and I'm going to enjoy my last term at Shaw Ridge immensely." In the interview Mr Burke criti-

cised the huge and continuous pressures imposed on teachers. But now that his views are out 'in the open, he is conLerned that opportunistic politicians do not exploit his comments for their own ends. "Education has become a political football which all parties now kick about," he said. "It was like this under the previous government as well as the present. I would not want my views used out of context by people who have their own axe to grind."

The New Democracy at work? Area Panels along with the Policy Commissions

and Scrutiny Commissions are an important part of Swindon Borough Council's new partnership

approach to consultation and decision making, designed to give transparency to the process and to improve access to local councillors, writes Councillor Barrie Thompson, Swindon Cabinet Member for Pa rt nerships & Equalities. After the first round of meetings held at the Civic Offices. the next will take place in the community. Here he encourages all readers to

use this chance to participate in local affairs. Why don't you participate in our democracy, why don't you vote? Are you one of those cynics who believes politicians are only in it for what they can get? Do you believe that no matter what you say, they won't listen and there is nothing you can do about it? Well, area panels are designed to prove you wrong. There are six panels made of councillors representing the areas they cover and can be added to by the co-option of individual residents and representatives of particular interest groups like a community associations. Area panels do not have executive decision making powers and have to make recommendations through the cabinet to the council. Nor can they deal with individual cases such as planning or housing allocation. Panels also consider matters affecting all Swindon's citizens such as the council's transportation policy and major development and service provision plans. These matters will be passed to area panels for consideration during the same cycle of meetings so recommendations can be considered at either policy commissions and/or the cabinet, before fi nal decisions are made by the council.

Discussing these matters at area panel meetings in no way inhibits the right of the citizen to attend other meetings of the council and speak about their concerns, to ensure the matter is fully and properly dealt with during public question time. Area panels are not talking shops, the minutes of area panels are public documents and are dealt with in the same way as all minutes of the council. Therefore, this is your chance to get involved in your area panel and become part of the decision making process. Don't let your elected councillors take the decision for you, make them listen and be aware of your views. If necessary give them a verbal kicking,

come and put some excitement and meaning back into your democracy.

For years cars parked on both sides of Langstone Way outside the school have caused a major problem. Some are even parked in the school gateway. In the July Link, our headline was: 'What would happen if fire broke out in Westlea School at 3.20pm? We pointed out that the chances of a nine foot wide fire engine getting near to the school in an emergency were reduced because of the traffic congestion, even though the fire station is only two minutes away. Vital seconds would be lost and there could be fatalities. At the time Sub-officer Perry Payne from Westlea fire station, the brigade traffic liaison officer for Swindon, said, "I regret to say that congestion caused by vehicles around school time presents a very serious problem for the emergency services. By their actions car owners often prevent fire appliances getting to where they need to be. A fire engine is nine feet wide which means we must have a lot of space. Seconds can be lost and they could be the difference between life and death." At the end of term parents received a letter from Community Officer PC Phil Connor appealing to them not to park on Langstone Way. He points out that letters from the school over the years have generally been ignored by parents who drive to the school. He suggests they park at West Swindon Centre or the Shaw Ridge Leisure Park closeby because the police will rigorously enforce the law relating to vehicles causing an obstruction and those parked dangerously from the start of the new school term. Fixed penalty tickets of £20 may be issued and vehicles could even be towed away. The police may also carry out construction and use inspections of vehicles which might lead to further infringements.

Westlea headteacher Suzanne Seaton endorsed the letter. "We have been working closely with PC Connor to ensure there is safe and clear access to the school at busy times. I do hope parents will keep the safety of the children in mind at all times when they are driving to and from school and not obstruct Langstone Way."

Swindon Town's football in the community staff spent a morning putting the Trio Kool Kids through their paces, with two hours of skills, exercises and fun games. Playscheme coordinator Elaine Johnson said the sight of the charred remains was awful when she and fellow play workers arrived to prepare activities for the thirty five children cared for daily through the summer holiday. "We lost a lot of materials and equipment, though most of it was already in the school," she said. "The school had most of its outdoor sports equipment destroyed. It was a horrible mess and we were very angry with the thoughtless people who carried out wanton damage." However her faith in human kindness was restored when offers of help came flooding in. Asda donated huge quantities of col-

Places available at Westlea club For the first time in its nine year history, the popular Westlea After School Club has vacancies for children at its morning and afternoon sessions. Supervisor Cherry Hobbs explained, "we always had a long waiting list and parents made other arrangements. But a large number of children moving onto secondary school means that places have come available from September." The club, which is run by professional staff and managed by a volunteer committee, offers care on weekday mornings from 8am to 9am when children can have breakfast before going to Westlea School, and is open between 3.20pm and 5.30pm. Swindon Council is holding a consultation meeting for anybody who has views on what to do with the temporary social hall which had to be closed in April when it was condemned for safety reasons. Local councillors and council officers will discuss whether it should be patched up and brought back into use, or whether it should be removed. No capital is available for a permanent building to replace it. The meeting takes place on 6 September, 8pm, in Holy Trinity Church at Shaw village centre.

Well, you said it would work... and it did. You very kindly wrote a lovely article about our proposed after school clubs in the June edition, and placed an advert, for staff. Within a few days I was arranging interviews and putting the wheels back in motion. A lot of people have also mentioned that they saw the article in your magazine and it has all helped to promote our activities. So I am pleased to report that (mainly thanks to you) we will be opening our breakfast, after school and holiday clubs at Upper Shaw Farm on Tuesday 5 September. We already have fifteen children registered and now the good news is out, I'm sure there will be many more when school starts again. As you can tell, I am so excited about the venture and so pleased that we were able to recruit from your readers. This is going to be a very special club and I would very much hope that you will able to report on our progress. Once again, very many thanks for all your help.

The school recently purchased outdoor toys for the four and five year olds, but were restricted in their use for the lack of a confined, safe space. Teacher Rebecca Mucklestone explained, "the reception playground had no boundaries. We needed picket fencing each side, but the quotes we received were all well above our budget." The Link contacted Kudos Fencing on behalf of the school and they were only too happy to help out. The family run business, based at Cheney Manor Industrial Estate, gave their labour costs free. Steve Manners of Kudos said, "we were pleased to be able to support

the school. I used to live in Haydon Wick and have school aged children, so I thought it would be appropriate to help out." The two fencers arrived on site at Sam and did not leave until after 7pm. One was even late for a family barbecue to ensure the job was finished. Rebecca said, "the guys worked really hard on a very hot day. We're extremely grateful to Kudos, we've got exactly what we wanted and it looks really nice." Garden celebrates the century The junior playground at Greenmeadow School used to be a bare wind tunnel, so staff, parents and children set about making a few changes. Over £2,000 was raised by the PTA, a grant was made by Swindon Council and the rest of the money came from the school. A hedge and trees were planted, picnic tables were installed and a Millennium garden for quiet sitting and reading was built. The work took over a year to complete and parents helped plant the flowers in July just before Swindon Mayor Arthur Archer visited the school to officially open the garden.

Safety competition relaunched Carillion, the builders of Swindon's new hospital, are relaunching a Health & Safety Poster Competition for schools. Organised in conjunction with Duffy Construction, which is putting up the concrete frame for the hospital, the , aim is to highlight the dangers of building sites and the need for safe practice. Letters have been sent to all schools in the town inviting poster entries in three categories: infants, juniors and secondary. The subject is 'Think Safe, Work Safe and Stay Safe.' The prize is a mountain bike plus safety helmet for a winner with a £50 voucher for the runner up in each category. The overall winner will also receive £500 for safety equipment for his/her school. Health goes top of the list Julia Drown, MP for South Swindon, welcomes extra spending on the National Health Service The NHS comes at the top of the list of many people's priorities. So it is great news that alongside the significant increase in funds over the next three years - a real terms growth of 6.3 %, which is twice the historic rate - the Government has announced major plans to modernise the health service. The new plan for the NHS directly addresses the two main concerns I see in my postbag: waiting times for operations and appointments, and the number of beds in the NHS. The plans involve employing thousands more doctors, nurses and other NHS staff, so that by the end of 2005 the maximum waiting times will be three months for outpatients and six months for in-patients. By 2004, people who contact their doctor's surgery will be able to see their GP within 48 hours, and a health professional, such as a practice nurse, within 24 hours. The NHS will get 7,000 new general and acute beds by 2004 - the first increase in 30 years. It is particularly important that 5,000 of these will be intermediate care beds, for people who do not need acute medical care but who are not yet ready to be cared for at home.

Sixty new intermediate care beds are proposed for Swindon, and I am pushing strongly for that plan to be implemented. Some people have been concerned about bed numbers at Commonhead. In fact the new hospital will be able to treat more patients than currently at Princess Margaret Hospital. The plans now

provide for the same overall total of beds and day-care places. Up to now Swindon has had too few intermediate care beds which has meant that acute beds are not always used most effectively. If we can secure these 60 new intermediate beds, it will mean even more and better quality care for Swindon patients.

G8 Governments could have done better for world's poor I wrote in the July Link of my hopes for the world leaders G8 Summit in Okinawa and I share the disappointment that more was not achieved to reduce Third World Debt. But progress was made in some areas, including an agreement to reform the multi-lateral development banks and strengthen their focus on poverty. I am pleased that the UK Government was leading the calls for change. The summit also agreed to try to extend debt relief to countries currently in conflict. And after years

of wrangling, a firm ti metable was achieved for ending tied aid from January 2002. That was backed up by such

moves as a doubling of our support to tackle AIDS, malaria and tuberculosis. I will continue to push these issues in Parliament, and I know that many in Swindon will be working with me to ensure there is further progress on tackling world poverty. Mums organise meeting on nursery costs and inflexibility Swindon is booming and women are wanted in the work force. But many see little economic benefit because some nurseries charge too much and do not offer the flexibility that mothers need to hold down a job and run a family. That's the criticism of Swindon mothers Marianne Crowley and Natalie Strongwho are calling on others to attend a meeting to talk about childcare provision. Swindon South MP Julia Drown has agreed to attend and listen to concerns. Part time receptionist Marianne explained that she was stirred into action when the nursery her sort attends demanded she pay for 8 days a month when she only required four. Natalie said, "there are many highly skilled women who would like to work but are reluctant because nurseries don't offer care around their shift patterns and also it's too expensive. Is it worth working after paying out for childcare?" Natalie with her children The women want Swindon Council to Matthew and Nathan; bring employers and nurseries together, Marianne with Daniel but first want to gauge reaction from parents at a meeting on Thursday 7 September, 7pm, in the Swindon Town FC conference room. Project coordinator Helen Brittain has written to parents to assess reaction and to sign up passengers for the new term. "It was a brilliant trial," she said. The children enjoy walking to school with others under supervi-

sion; the fresh air gets them ready for the day." The Friends hope more walking buses will be organised from other parts of North Swindon, but volunteers will have to come forward to act as drivers. Learning from the Aussies Tregoze teacher Karen Winterburn has spent another week in Australia studying education. Last October she visited schools in New South Wales. In August she and colleague Kate Andrews spent ten days in South Australia looking at special needs provision. Before going she told The Link, "we'll be visiting primary and secondary schools to study their 'Gifted and Talented (GAT) classes. Practical help for families with under 5s Jan Aylward of Home-Start Swindon writes: Home-Start Swindon was established in 1982 and now gives support, practical help and friendship to over one hundred families each year. Home-Start works by introducing volunteers to families with children under 5 years of age, whom they visit on a weekly basis. The families we help include those new to Swindon, who feel lonely or isolated, mums suffering post natal depression, those with financial or relationship difficulties, families with several children all under five and many other family situations where a reliable, friendly volunteer can help in a positive way. We also run a Thursday morning Family Group, where volunteers are needed to chat with the parents, play with the children or even provide an activity for the adults. We are always looking for new volunteers, as our service is in constant demand. All our families have different needs, just as all our volunteers have different skills. Teenage health - a challenge for teenagers, doctors and parents Dr Adele Steptoe of Ashington House Surgery, writes. Adolescence is a time of change and times are certainly changing. The evidence is that teenage pregnancy rates are increasing - now 11.8 per 1,000 under 16s for Swindon, 7.2 in Wiltshire, 8.7 in the whole of England (higher than any other European country). Among teenagers sexually transmitted infections are increasing, 1 in 3 smoke, 4 in 10 have used illegal drugs, frequency of drinking has increased. These are shocking statistics that are a priority locally and a concern nationally. The government aims to halve the rate of teenage pregnancies in the next 10 years. There are, of course, many reasons for the change and there is lots to be done to improve young peoples' opportunities, improve quality of relationships, build self esteem and develop negotiating skills to cope with the challenge of the 21st century teenage lifestyle. There are a variety of information and health services available to teenagers in West Swindon. First and foremost, parents are an invaluable source of information on almost anything- ask them first. In addition, your GP or practice nurse if you prefer, can help with any aspect of growing up, relationships and contraception when you are well, not just when you are sick. Did you know that the law has changed? Doctors, nurses and receptionists cannot give any information to parents (or anybody else) about your consultation, but they will encourage you to do so. Did you know that anyone (any age, married, single, male, female) can book an appointment at the Family Planning Clinic at West Swindon Health Centre for contraceptive advice? Did you know the Family Planning Clinic provides condoms free? Did you know that you can see a GP at another surgery for contraception?

Did you know that you can see a nurse at Carfax Street Health Centre without an appointment, any day of the week? These services are open to everyone, but for some reason teenagers and doctors are just not getting together. The challenge to doctors is to devise a service to meet the wants and needs of young people. If you are a young person or a parent, do write to me (anonymously if you like) with suggestions for a truly 21st century teenage health service.
