Be a winner with Prospect Launched by the Prospect Hospice to raise funds for its care services, there will be a weekly prize fund of £1,700, with a top prize of £1,000 and prizes for 74 other ticket holders. For the first draw, Honda have donated a lawnmower valued at over £550. The slogan 'We can both be winners,' has been coined to promote the lottery which costs only £1 a week to enter. The Prospect Hospice was launched in 1995 to provide specialist palliative care to help individuals and those close the them throughout the many stages of illness, including death. It costs £5,000 a day to run, but only twenty per cent of annual income is provided by Wiltshire Health Authority and social services departments. The other eighty per cent has to be found from voluntary sources to cover the day-to-day expenses and the development of services. "We are committed to offering quality services and following advice we decided that the lottery would be perfect for Prospect Hospice," said Ann Wilkins, Head of Fundraising. "It will make Prospect Hospice and the community that it serves partners; everyone becomes a winner when they join. "At all times the quality of care remains at the forefront of our thinking."

Decision day on bid to become a city In September Home Secretary Jack Straw makes a decision on the towns in the UK that have applied for city status. Will it be Ipswich, Croydon, B ri ghton, Wolverhampton, Milton Keynes - or Swindon on which the Queen bestows the accolade 'millennium city.'
Over the last three editions of The Link we have published articles in favour of city status and by those who question whether Swindon is ready to become a ci ty. These articles, and others which we have not had space for, have appeared online @ www.swindonlink.com
Citizens supporter city status - in 1994 Thamesdown Council distributed a survey leaflet to every house in Swindon in December 1993 to try and assess support for city status. Some 10,000 responses were received with 67% in favour of city status for Swindon, 24% against and 9% undecided. The council report in July 1994 noted that such a postal survey was
not based on a statistically valid sample. For example, a high proportion of over 55s returned the survey compared with 18 to 24 year olds. Nevertheless the report to the policy and resources committee in July 1994 concluded that the council should develop its case and engage in lobbying in order to achieve city status by year 2000.

When I initiated the debate on city status some six years ago, the aim was to achieve the recognition that Swindon deserves; to help in the campaign to attract inward investment and jobs to the area; and to foster and re-invigorate civic pride which, in turn, fosters and expands the quality of life in Swindon. This latter aspect includes cultural and environmental activities and recognises the very strong voluntary sector in Swindon. At that time, the Council conducted a poll of every household which resulted in an overwhelming support for the proposal. Of course, we received comments rather like those which have appeared in The Link.
I am pleased that this initiative has now developed into a bid to receive official government approval of Swindon as a city. Regardless of officialdom, Swindon certainly warrants such recognition in terms of its role as an important regional centre. Its history and growth since the 1950's and the way in which it has developed from an agricultural village, through the proud years as a railway town and now to a bustling and thriving metropolis, is probably unique and has been recognised as such by many leading academics as a model for such economic development and inventiveness. The only problem with the

present situation is that there are several other towns with good claims to city status. It is ridiculous that they are all in competition. Let us face reality and accord city status to Swindon and the many others which deserve this recognition and not have an unseemly scramble for the magic 'one'. I strongly endorse Swindon's city bid and I am confident of the case. Whatever, the official outcome, for me, Swindon is a city and no decision in Whitehall can change this.
Can a town without a heart become a city? Charmian Spickernell of the Swindon branch of the Council for the Protection of Rural England writes:
The bid for city status raises many questions • Will it be used as a tool for expansion on Swindon's surrounding green fields? • Will it cost a lot more to change the signs again? • Will it cause Swindon's population to rise rapidly to over 200,000? Some cities have smaller populations. • Which cities with a population of more than 200,000 suffered a
decline, an increased crime rate, derelict centres and urban decay? • Will the green fields recently seen in advertisements as attracting industry to the town soon disappear under concrete? • What criteria does a town have to fulfill to become a city and what would city status mean for the future of Swindon? It seems extraordinary not to know the basis on which the bid for city status was made. Swindon has done extremely well in providing jobs. Many people would also expect a city to have a cathedral, a living centre with architecture of note, a vibrant community, a large concert hall, a wide and varied choice of entertainment/arts and leisure pursuits,
access to countryside, good public transport, a university perhaps. But above all it needs to be a place which people want to live in as opposed to one which many prefer to commute to. Last year the Swindon Development Appraisal showed many people wanted Swindon to grow naturally rather than have growth forced upon it, and for growth to be concentrated on regeneration
of the centre. The description of Swindon as a major growth area in the draft Regional Planning Guidance does nothing to dispel fears that city status could mean the opposite to their wishes. Further comments will be needed to ensure Swindon is a growth area (leaving out the word 'major' and the inward migration this implies) and is'recognised' as an area of opportunity rather thanbeing'targeted' as one. This may seem to be playing the word game but different words send very different signals to those with development interests. Is a vibrant town better than a decaying city? And would it not be better to redevelop the town centre first - to ensure that Swindon lives rather than becomes a city which may die?

Will it better protect our town? Will it bring outside funding? Do the borough council and businesses need a morale booster or a slap on the back? Who is paying for the bid, when am I going to see the bidding documents? Is some business or developer saying they won't come to Swindon because it is not a city? Who is calling this tune? When a local group or charity wants to make a change, we have to debate it at a general meeting, with plenty of notice, be open and honest at all times, making our documents available for all to see. We have to be sure of the support we have and be clear as to who is
going to pay for what. If we fail we have to be able to evaluate why and explain why it was worth the wasted time and money. This city status bidding group, who are they, who selected or elected them? Are they sure of local support (and that means the people), and when do I get my say? Has anyone noticed that in the Honda advertisments, the cars are shown on wildflower meadows overlooking beautiful countryside and woodlands - yet at the same time as advertising the car, they are advertising Swindon? Beware - a development is coming to a meadow near you - soon.
Councillors on the streets Labour councillors have launched a new initiative to make themselves more accessible by holding street surgeries around their wards. Town growth: the next stage Swindon's future development comes under the spotlight in November when the Wiltshire Structure Plan 2011 is again examined in public. The specific focus of the meetings will be Swindon's direction and level of growth and related issues, including the future of the rural buffer. If the planning inspectors accept the figures, space for another 5,000 homes will have to be found - in addition to the 10,000 home Northern Expansion. Swindon Council and Wiltshire County Council propose that these houses are built on the Front Garden North Wilts District Council has to find space for another 3,500 houses. No sites have been identified yet and one option is to build them between West Swindon and Lydiard Millicent. Government agencies believe that Swindon should be a growth centre of the future. There is buyer pressure for new housing and developers are keen to build them. Opposing this are Swindon groups calling for a lower number of houses to be built and restriction on employment land allocations. They believe that only 3,500 new houses should be built on brown field land which has already been identified in the town.
The Examination in Public meetings start on 9 November. But a preliminary meeting takes place on 16 September at the Civic Offices in Swindon where the procedures to be used will be explained. With the pleasant summer temperatures and holidays still with us, winter seems a long way off. Homelessness is an issue that only comes into the public focus around Christmas time. However, it is an all year round issue. Life on the street is never pleasant or desirable, even on sultry summer nights.

Since then we have been distributing soup, sandwiches and other consumables every Thursday evening and more recently on Mondays. We are supported by over fifteen churches from across Swindon, as well as other groups and individuals. Regardless of the time of the year people are forced to sleep in car parks, the bus station, at the rear of shops and other hidden places that during the day are familiar to all who shop in central Swindon. We do not condemn any that we meet despite their lifestyle. It is too easy to say, "it's all their fault," or "why don't they pull themselves together?" That was my opinion before I began to work with this easily identifiable and easily condemnable group. The homeless

Julia Drown Labour MP for Swindon South, had a busy end to the Parliamentary term In August I enjoyed visiting the summer school at Greendown where the students asked me about my schooling and about how much I read in my work (a lot!), right. The Greendown project, like the one atHreod Parkway, was part of the Government's campaign to ensure that by the year 2002, eighty per cent of all 11 year olds reach the standards expected of their age in English. The end of the parliamentary term was extremely busy, with lots of important legislation to tie up and some very interesting debates to take part in. One was on armed forces personnel. I took the opportunity to call on the Government to end the recruitment and deployment of under 18 years in the British armed forces. The Swindon Amnesty Group is campaigning on this issue which is backed by a coalition of national and international organisations. At present, 17 year olds can be deployed in military operations and die for our country, even though they cannot go into a pub to buy an alcoholic drink, or vote for the Government that sends them on those missions. This should be changed - our armed forces should only recruit and deploy people who have reached the age of legal adulthood, 18. It is important that we should put our own house in order as we negotiate with other countries to achieve
the worldwide elimination of the use of child soldiers. Another debate was on the protection of wildlife species and habitats in the UK, and took place on the 50th anniversary of the Wildlife and Countryside Act. Part of my message was that this Act is not giving our wildlife the protection it needs and that urgent action is required to minimise future damage and destruction to wildlife habitats and species. More than 300 of the UK's best wildlife sites are lost or damaged every year, nearly one a day.
Calling ladies from the Far East Five years ago Robin Rowles from Grange Park wrote an article for The Link describing his interest in making pen friends around the world. He struck up a letter writing relationship with Wida from Indonesia in February last year. They decided to meet in Singapore where they found each other to be a perfect match. Luckily Wida was able to acquire a visa to travel to the UK and she and Robin were married in Swindon on 29 May this year. Now Wida would like to make contact with other women from Indonesia or the Far East to meet and exchange news from home. She can be contacted on 870991.
I urged the Government to introduce a new Wildlife and Countryside Bill in the 1999 Queen's Speech, not only to benefit people today, but to create a legacy that we can pass on to future generations. This would also be the ideal opportunity to achieve the Government's proposals to improve access to open countryside. Since the debate, I and other MPs have set up the All Party Parliamentary Group for Wildlife Protection to provide a forum for discussing all matters affecting wildlife and habitats, and to promote policies that improve their protection. I was also pleased to be elected as vice-chair of the All Party Jubilee 2000 group in Parliament. This will enable me to help to keep the i mportant issue of debt relief for the poorest countries on the agenda in Parliament as we move towards the next Millennium. The £160,000 project working out of the Town Hall Cre8 media studios will enable young people aged eight to eighteen, throughout Swindon and district, to learn how to make videos and sound recordings, create animations, take photographs, and build web sites. Lydiard House shows off its heritage

There has been a manor house on the site since the middle ages. It was remodelled in the classical style during the 1740s which is how the building has remained to this day. Long the country home of the St John's, discover how family fortunes declined from horse racing and gambling until the house was bought by Swindon Corporation in 1942. Next door the Lydiard estate church of St Mary's, where some unique features can be seen, will also be open. Opening times: Saturday 11 September, 10am to 5pm. Sunday 12 September, 2pm to 5pm.

Jazz for Swindon sax man A special evening of jazz featuring the Midwest Big Band and Jazz Flight - dedicated to the memory of one of Swindon's best loved musicians, in aid of the Prospect Foundation - takes place on Sunday 26 September at the Blunsdon House Hotel. Saxophonist Henry Francome - started to play sax when he was known as Paul Henry - died aged thirteen and was a member of the 70 in January. Born in Swindon he Johnny Moss band in his early career. He went on to play with the Swindon Big Band, the Midwest Big Band, and Jazz Flight which he ran right up to his death. During his long career he also ran a jazz club, a music shop and had a monthly jazz slot on BBC Wiltshire Sound. Vicars depart at the end of August The Walker family of Westlea are off to Coventry. Peter Walker has been vicar of Westlea Church and a team vicar in the West Swindon local ecumenical project for six years. Ruth, a deacon for eleven years, was priested into the Church of

England in July 1994 and has worked on short term projects in most of the parishes in the district. From September they take up a one and half person post in a parish on the edge of Coventry made up of Victorian terraced housing, suburbs and a village where the coal mine recently closed. "With two young children, Joanna and Joshua, it was an ideal opportunity to combine our work and caring for them," said Ruth. "It will be a challenge to use our strengths together in serving a diverse community." Peter, as the first vicar at Westlea Church, said the family had enjoyed their stay in West Swindon. "Although we have not had a building, which in many ways is an advantage, the church has become established in the area." Services will be taken by other members of the team until another vicar is appointed.

The grant will enable Community Mediation Swindon help people find new and different ways to sort out conflicts and disagreements with their neighbours. "We could not have achieved this award without the help and support of local organisations and individuals who have contributed in so many ways," said group secretary Jane Lewis. "We know that neighbour disputes are on the increase locally. We also know that small problems can escalate into full-scale disputes if not resolved quickly. Sometimes an informal approach by a neutral third party will help to resolve conflict more satisfactorily than resorting to expensive and acrimonious legal disputes," she said. The group, made up of members of the voluntary sector, Swindon Council's housing department and the police, has been working for the past two years to set the
project up. The award means that a co-ordinator can be employed to run the project, which will involve the recruitment and training of volunteers. Group chairman Laurence Yeoman said, "we are currently looking for volunteers to go through our accredited training course so

From Ivory Coast to Cote d'Ivoire Yvette Williams, who lived in Freshbrook during the 1980s, is looking forward to working in West Africa. She writes: My early childhood was spent in Ivory Coast, West Africa where my parents were missionaries. We returned to the UK in 1979 and moved to Swindon in 1985. I lived in the town for three years, attending New College and working in the Bible Society warehouse. I have always wanted to return to Africa and work with the Church. So with that in mind on leaving Swindon I did nursing, midwifery and tropical nurse training and also spent two years at the All National Christian College doing a Biblical and cross cultural course. I have recently completed a nine
