Council consults with varying response Swindon Borough Council's attempts to get people to participate in planning how it should deliver services during next year have had a mixed reception. Thousands of questionnaires asking how council tax cash should be spent have been returned - possibly attracted by the chance to win a television. But only 13 people turned up at two public consultation meetings held at the Link Centre on 8 September. They were the first of their kind to be organised by the council. Swindon's contribution to the health of the nation was recognised on the Civic Trust's Heritage Open Day on 12 September. Health Secretary Frank Dobson paid a rapid visit to the town and called into some key buildings which had played a role in improving the health of Great Western Railway workers and their families. Alan Dalton, Assistant Chief Officer in charge of the Community Services Department took up his post in August and will be reviewing its operation over the next 6 to 9 months. This will involve consulting with councillors, staff and service users and arriving at recommendations for change. "The division is going through a period of major change and we ask our customers to be patient with us," said Alan, who lives in Toothill. 'We will be involving them in the process and will continue with all our services during this time." With the heavy budget cuts made in the last three years, Alan believes the next few years will be critical to the future direction of community services. As well as managing his division and carrying out the review, Alan has responsibility for implementing a crime reduction strategy with the police by April 1999 under the new Crime and Disorder Act. He will also be developing a Race Coalition. Alan's background includes ex-

Bureaucracy and tax changes force popular pharmacist to pull out

Thirteen years almost to the day after opening the Ashington Way Pharmacy, well-known pharmacist Ken Schofield is selling up. Since he opened shop next to the Ashington Way surgery in 1985, Ken has dispensed almost a million items to the people of West Swindon. He speaks with obvious pleasure of the rapport he has built up with local families over the years. "It's been wonderful to watch children growing up, seeing them develop from toddlers to adults." But now the frustrations of increasing Health Service bureaucracy have taken much of the pleasure out of the job. "These days I spend more time on forms than with patients," says Ken, right.

Young Shakespeareans get to grips with The Tempest Schools across the land are learning how to respond to the Government's requirement for a national literacy hour. At Westlea School, youngsters are taking up the challenge by learning their lines for a production of William Shakespeare's The Tempest in December.

There is also a growing problem in arranging cover to allow for holidays. A national shortage of pharmacists will be made even worse when the training changes from three to four years. As a result there will be no new pharmacists qualifying next year. A further issue is the looming change in Capital Gains Tax which is expected to cut heavily into the benefits gained from building up a small business. As a result of these pressures, Ken has decided to retire from the profession he first entered as a 14year old Saturday boy. At 50, he now plans to take a break before reassessing his future. The business is being bought by someone who owns a small chain of pharmacies, with a branch already in West Swindon. Ken hopes and believes that it will move forward in the same spirit that has made it so successful during the last thirteen years. The takeover takes place on 1 October.

During the past month the station has been fairly busy attending its usual number of calls: 34 fires and 23 road traffic accidents. The number of automatic fire alarms has dropped off significantly due to a project set up by Wiltshire Fire Brigade which advises on how to prevent them being accidently triggered. Also the unusually wet summer has prevented many of the grass, hedge and field fires that we have to be prepared to attend during the middle of year. Everybody is familiar with the ordinary fire engines, but there are specialist appliances spread throughout Swindon and Wiltshire. For instance, at the Central Station there is a 30 metre aerial appliance that can be used for high level rescue and at Stratton there is a fire engine that is used for environmental control/ hazardous material spillage. At Westlea we have what is called an emergency support unit, which has specialist equipment to support the normal fire engine. It has large fans to allow us to remove smoke from buildings, special suits to deal with chemical spillages and it also houses specialist cutting equipment for use at road accidents. The fire service generally only attend two types of road accidents: where there is a spillage of fuel and a danger of fire, or where a person is trapped in wreckage. This type of incident is a steadily growing role for the fire service and over the years new types of equipment have had to be developed. Obviously there is no point in having the kit if you don't how to use it, so many different types of

procedures have been adapted to enable the extraction of trapped casualties. In conjunction with this we have to practise with the ambulance personnel so there is close co-operation between all three emergency services at road accidents. The application of different materials, technology and design in the motor industry has reduced the number of fatalities in accidents. The fire service developed procedures accordingly and as the materials become stronger, tools of greater capacity have had to be placed on appliances to cope. We have taken delivery of new equipment for just this reason. However, we would far rather not use the equipment at all. So take care and drive carefully.

Chip pan ban Chip pan fires are the greatest fire risk in the home. In 1995 there were 10,000 fires across Britain caused by oil overheating. Thirty people died and 2,000 were injured. In October, firefighters at Westlea station will be promoting a Home Office initiative to banish the old fashioned chip pan from the kitchen and replace it with thermostatically controlled deep fat friers. Electrical retailers Tempo and Curries are taking up the challenge by offering £10 cashback for your old chip pan. Campaign organiser, firefighter Simon Owen said lives will be saved and injuries avoided if people traded in their old chip pans and invested in deep fat fryers which keep fat at the correct temperature.

A West Swindon youngster has set her heart on joining the elite of Olympic skiers. Michelle Palmer, 13, from The Bramptons, Shaw, recently competed in the European Artificial Ski Slope Championships at High Wycombe, finishing second in her age group. This result catapulted her to the position of official top seeded English racer for her age and into the top 25 female skiers in the country. Mum Sandra said, "we're very pleased for Michelle. Her technique has been compared to the top seeded adults and we've been told that she has a lot of potential." What Michelle needs now is more sponsorship to enable her to reach the top. The reward for the Bradon Forest student's achievement was partial sponsorship from the Thompsons British Ski Academy to attend a ski race camp in Saas Fee, Switzerland for two weeks. Doctor in print The first part of the autobiography of former West Swindon GP Jim Purser, 'Doctor On Call', has recently been published by Minerva Press and is available from Waterstones and Dillons. The book is a fascinating and often humorous account of his career as a doctor in Nigeria during the 1950s. Dr Purser, now 73, started the Toothill practice as the first residents arrived in 1976. The second part of his autobiography, focusing on his work in Swindon, is awaited.

We treasure the precious time we had with our beautiful girl and miss her very much. In our sadness, it is a great comfort to know that people's thoughts have been with us. We know that the experience we have had in losing an infant child is one that is shared by many others, and a number of people have written movingly of the loss of their own sons and daughters. Our thoughts are with those children and their families too. We had a quiet family funeral for Ruby, and asked for donations to Swindon's health charities or to UNICEF instead of flowers. Swindon North Michael Wills MP describes his unexpected return to Parliament Coming back from holiday is always a bit of a jolt. Sunshine and relaxation are replaced by the piles of paperwork that have built up over the previous fortnight. And it always seems as if we leave in summer and return in autumn. But this year the return was particularly dramatic. Opening the mail when I got home I found the summons from the Government whips to turn up at the House of Commons the next day for the emergency session to debate the new anti-terrorist legislation. It turned out to be one of the most highly charged occasions of my time as an MP.

The tragedy of Omagh hung over the Chamber as the debate wound its way through the afternoon and the evening and into the following morning. With few exceptions, Ml's knew that there had to be some response to that terrible atrocity. The Good Friday Agreement has given a real chance of peace in Northern Ireland. The people of Ireland have given overwhelming backing to it. We can not allow the precious prize of peace to be threatened by a tiny group of terrorists.

So the House of Commons was brought back to pass emergency legislation, giving the authorities new powers. All the renovation and redecoration being done to the Houses of Parliament had to be stopped and the building put back into working order. The staff were brought back from their well-deserved break and for two days the Commons, usually so empty and silent in the summer, buzzed with activity. Whenever Government acquires new powers, the legislation needs very careful scrutiny to ensure that the powers are justified. The emotion of the moment should not blind us to the long-term dangers of government taking on more power than they actually need. So I was reassured by the Government's commitment that this new legislation would be reviewed every year. The debate was passionate and conducted at a high level of emotional intensity, even in the early hours. The first day in the Commons finally concluded at seven the following morning. Some three hundred Ml's stumbled, blearyeyed into the new grey, drizzling day, the first stage of our job done in giving the Government new weapons to defeat the terrorists. The sunshine and peace of Spain seemed a long way away and a long time ago. SCAM, Swindon Campaign Against Modification of Food by Genetic Engineering, is a local coalition of groups and individuals around the world who are campaigning for a moratorium on the importation, growing and use of GE food, writes Sue Birley of Swindon Friends of the Earth. More needs to be known to about this technology before the public can judge if it is reliable and safe. The group also seeks to raise awareness of and provide information on GE foods. We have put together a leaflet outlining the main issues and giving details of politicians and food retailers to whom people should write voicing their concerns. The last half-hour will offer free play options such as board games and charades, with a wind-down exercise to close. The group has received funding for twelve months from Swindon Borough Council's play and youth grants scheme and Children in Need. The idea for ajunior youth group arose out of concern from adult project members about the lack of facilities for this age group. Project co-ordinator Mark Thomas is delighted the new group is starting. "It's a good example of the way the Project works. People came and asked what was on offer for this age group. We couldn't find anything, so we looked for the money to set something up." The group's aim is to offer support through a period of change from childhood to adolescence, and from primary to secondary school. New approach to youth accommodation and training A £2.3m project aimed at providing homes and assistance to young people, opened its doors to its first residents at the beginning of September. The Swindon Foyer project, managed by Housing Association, provides affordable accommodation linked to training and guidance for 16 to 25 year olds (30 if disabled). Swindon Foyer Manager Caroline Duffy describes it as ,new and very exciting for Swindon.' Since the first Foyer project opened in 1992, nearly 80 have established - almost one a month. Though managed by a variety of organisations, all are based around the integration of accommodation and support services for disadvantaged young people. They provide a stable and secure community, training in basic skills and independent living, and help finding appropriate training, employment and permanent accommodation. Their aim is to enable youngsters to achieve independence and play a full part in society. Swindon Foyer is a conversion of three Victorian Grade II Listed houses at 17,19 and 21 Bath Road with a modern extension to the rear. It has 60 smart new furnished bed-sits with en-suite facilities, including 8 specially equipped for people with disabilities. These are arranged in groups, each group sharing a kitchen. In the basement is a large common room with a pool table, TV and comfy chairs, a smaller training room, a computer suite with 10 computers, provided by Swindon College, and an extra kitchen which may be used for training. patio areas, a small car park and a bike shed. Rents and services will initially be set at £70 a week. This will pay for the manager, four housing workers and security staff. Swindon College are providing training in literacy, numeracy and computing. Seven humanitarian trips have been made to Romania and every year more aid has been taken. Fourteen Swindonians returned on 19 September after a two week trip to Tirgu Mures. West Swindon Centre manager Julian Leggatt said it had been 'one heck of a trip.' "The two 38 tonne lorries we loaded on 3 September arrived without hold ups. The Romanians just could not believe the amount of material we had collected. The Director of Health for the town

was completely knocked out." All manner of medical supplies and equipment were delivered as well as clothing, toys and items for an outward bound centre. The presentation of the medal was unexpected. "The Mayor of Tirgu Mures asked us to accept the first medal to be awarded to people who had helped his town," said Julian. "But, it's the people of Swindon who have helped or have made a donation to Mission Romania who each deserve a medal."

Jazz festival plan for '99 A musician from Lydiard Millicent is calling for help - and money - to organise Swindon's first ever Jazz festival. Ray Butt, from Chestnut Springs, feels that a festival in Swindon over several days would attract top line acts and big crowds. The annual July festival in nearby Marlborough is now well established and there is no reason why a similar event should not be equally popular. Following an accusation of discrimination against disabled shoppers, Asda has reduced the deposit for special trolleys from £5 to the standard £1. Asda spokesman Nick Agawall was keen topointout that the original decision of a £5 depositi had been made to try to ensure that the 10 new trolleys did not go missing. "We would ask that people always bring trolleys back and that those who take trolleys think carefully about the consequences to others of their actions."

Volunteers are needed for a pioneering new scheme to help disadvantaged people currently on benefits back to work. The Swindon Coalition of Disabled People is looking for 'coaches' who can assist people with a disability or long term illness, as well as socially disadvantaged 16 to 25 year olds. Eviction threat Endless noise, uncontrolled dogs, gardens like a rubbish tip, damage to property, abusive language and threats - this is what some residents have to put up with day in, day out from their neighbours. On 1 September, Swindon Borough Council evicted a couple and their two teenage children from a house in Toothill. After years of 'nuisance' severe enough to drive many of their neighbours away, a group of residents decided to make a stand. As a result of their evidence, the Housing Department was granted the right to repossess the house and exclude the family from their waiting list. Only a few weeks previously another family was evicted from a house in Freshbrook after neighbours successfully took their catalogue of misery to the courts. During the last year the Housing Department has obtained 14 court injunctions against tenants engaging in antisocial behaviour or harassment and 16 possession orders for similar reasons. These figures represent a. record high and reinforce the council's message that they will not tolerate tenants who exhibit extreme anti-social behaviour. What they cannot convey is the ongoing nightmare for the neighbours of such tenants.

Popular organist retires St Mary's Church, Lydiard Tregoze, organist Malcolm Titcombe plays his last service on Sunday 27 September. During 18 years of excellent service he has seen the church grow and develop as new housing has been built. The church is looking for a new organist who will continue the strong musical tradition of St Mary's. Ideally the successful applicant willbe a committed Christian, willing to play a variety of styles of music and is available for Sunday worship, weddings and funerals. The organist presently plays for one morning and the evening service whilst the church music group leads the singing at the other morning service. Breast cancer month October is national Breast Cancer Awareness month and the charity Breast Cancer Care is highlighting relevant issues, supported by national retailers. Country Music at Wiltshire Festival From Bob Hughes, Lineacre Close, Grange Park The Wiltshire Festival was once again a great success, with the weather yet again remaining kind. The music and the additional firework displays were on the whole beyond compare, and the flypast by the Spitfire took the breath away. A nice touch this year was the extra day devoted to country music. The Cheap Seats, the Woolpackers and top of the bill Glen Campbell gave superb performances, but oh dear, had no one thought to inform Sam Moore and Rita Coolidge it was a country music show we had all paid to come and see? Their renditions of blues/jazz may have been good, but this was not country music in any sense of the word. If this is to continue as an extra day for subsequent years, the promoters had better pull their socks up and find out what country music is, otherwise the day will be a non event. Keep it country! Pictures of people recognises diverse community A photographic exhibition celebrating the cultural diversity of Swindon in the 1990s was launched last month and visits the West Swindon library between 17 and 24 October. 'The People of Swindon' features people whose roots are in Swindon and also those with family in other parts of the world. It shows them at work, at play, in their own homes or simply posing for the camera. Each photograph is accompanied by a short description about the person featured. The exhibition was organised by Swindon Borough Council and Swindon Racial Equality Counil, with funding coming from Swindon Town Football Club's community initiatives scheme and Southern Arts. Three professional and student photographers were commissioned to take the pictures and the exhibition was designed by Swindon College.
