Youth needs dented by county cut The end of March saw the loss of one of West Swindon's three youth workers employed by Wiltshire County Council. Carl Bowen, who was well known to teenagers in the area has taken a post in Somerset and his job has been cut from the budget West Swindon has the highest concentration of teenagers in the town. The number of teenagers in the area is rising and will continue as youngsters born in the area as it has expanded grow up. The cutting of the post could create big problems for the community. 'We've worked hard for each other and played attractive football," said Ross. "There's a really good feeling in the team. It counts for so much if you're doing well and riding a crest of the wave. "I think the fans are getting a bit anxious. There's a lot of interest

and there are always people in the car park wanting to talk to you, even at this late stage of the season." Ross is well known at Shaw's Brook Field School where he often dropsoff his childrenlan and Kirsty on his way to training. Other parents have been giving him lots of encouragement he said. Marketing Manager Janet Garrett from Whittington Road, Westlea said everybody at the club was trying to keep calm but the atmosphere was becomingelectric. "The team visited the old people's hospital in Stratton recently and it was just fantastic to see the wards decorated in town colours. Everybody felthumbled. The town might be missing some attractions, but we have a first class football team and community pride is starting to reveal itself once again." SwindonTown's last regularseason home game against West Ham will be televised live on ITV on 2 May and the play-off games take place in the second half of the month. Carl had a detached youth worker role which meant he met teenagers on the street, rather than in traditional youth clubs. He was able to gain the trust of youngsters by not representing 'authority,' responding to their needs confidentially, helping them meet the challenges of getting older and dealing with the problems all young people face. Wiltshire County Senior Assistant Youth and Community Officer Gordon Evans admitted that cutting the West Swindon job was a difficult decision. "It is recognised by the County Council that the loss of valuable work undertaken by youth workers is regrettable. The elected members toiled over their decision, but with over £400,000 lost from the budget, it was inevitable that some posts would be affected." He explained that West Swindon still has the required number of full

time youth workers recommended for the catchment area of its single secondary school (though as many children attend two schools outside the area). He added that no part time sessional youth work sessions had been cut. Jo Marchment based at the Link Centre and Richard Williams at Greendown School are the two ftffl time workers still in post. Organisations like Relate report a fast rising number of family breakups. Unemployment and a sense of hopelessness amongst many teenagers could result in greater conflict in the community if they have fewer chances to talk to and receive help from sympathetic adults. With the number of teenagers living in West Swindon set to rise dramatically over the next few years, cutting a youth work job could be setting the scene for future conflict.

How many teenagers? The graph shows children aged 11 to 16 living in West Swindon who are and will be in secondary school until the year 2000 (projected from 1992). The figure will double during the 1990s. At present there are roughly another 1,000 17 to 20 year olds in the area, rising to around 2,000 in this age group by Year 2000; a total rising to around 4,500 11 to 20 year olds by the turn of the century. 3000

Two years from new police HO Building work on West Swindon's permanent police station is underway and it will open in two years. Located next to Westlea Fire Station and serving the town's north sub-division which includes Purton, Highworth and Cricklade, the station will also be the base for the motorway traffic section.

The need for a new police station was first identified in 1968, six years before the first houses were built in West Swindon. The site on Mead Way was purchased in 1984 and Home Office approval to commit funds was given in 1987. The new station will accommodate 290 officers and civilian staff.

Burglaries down... but keep your guard up The number of burglaries in West Swindon dropped dramaticallyduring April, since we reported last month on a 30% increase in the first three months of the year. Bike security keeps them on the road The theft of The Link magazine mountain bike outside the Link Centre on 1 April has caused great irritation. It was just one of 44 bicycles stolen in the area this year up midApril. Our bike was taken after the wire lock securing it to the railings outside the library was cut, but many are stolen by opportunists who see an unsecured bike.The West Swindon Centre and the Link Centre are notorious sites for the thieves, but bikes have been also taken from local parks, from garden sheds and garages. The boom in mountain bike sales

Itis unclear where stolen bikes end up, but it is thought that, there are organised gangs working in teams and sending them abroad in containers. Gerry Lumley from Express Cycle in Manchester Road said bike security is a small price against the cost of replacing them. "We stamp the owners post code and house number on the frame, but you really need a shackle D lock. Some come with an anti-theft guarantee which will pay for a replacement bike. Arthur Goring, a County Councillor whose experience will benefit local residents, lives in Toothill and is well placed to understand the area's needs. Like his Labour colleagues, he condemns the heartless cuts made by the Tories on the County Council. Cuts of E2 million to the Education budget, cuts to grants to voluntary groups and many more. Arthur opposes the closure of elderly persons homes and believes the stress placed on the disabled workers at Enterprise Works is unforgivable. Only a vote for Labour on 6 May will ensure that all the shameful Tory cuts are reversed. Vote for the future of Toothill and the County Council, vote GORING.

Everyone who is concerned about the environment (local and the world as a whole) should vote GREEN. Even if we don't win this time, the more votes we receive the more the other parties will take note of environmental issues. I am a mother of four, working in special needs at Westlea School. I have lived in Swindon all my life with eight years in Toothill. My concerns include, education, transport (especially public transport and cycle paths etc), local taxes, the health service, homelessness and poverty, also woodland and hedgerows for wildlife and our pleasure.

I have lived in West Swindon for eight years having first been posted to the County by the RAF thirty years ago. Law and order is one of the most important functions of the County Council and, if elected, I will be campaigning to ensure that West Swindon receives thorough police coverage. This is only possible if, through prudent management, the County has the money to fund policing. Labour's plans would only resultin higher taxes. Only the Conservatives are committed to making policing a priority. I hope that with a Conservative controlled County we will make West Swindon a safe, thriving community.

Dangerous Westlea Drive Sheila Mitchell writes: At a recent meeting of Neighbourhood Watch co-ordinators in Westlea the subject of the increased traffic using Westlea Drive was raised. Regular users Westlea Drive must have noticed how the volume of traffic has increased dramatically over lent years due, in part, to the number of new office buildings and facilities which have been completed at the Delta complex. Over the years there have been calls for some kind of pedestrian crossing close to Langstone Way to enable children walking to Westlea

School to be able to cross Westlea Drive in safety. Cars often travel at excessive speed along Westlea Drive and the very nature of the layout of the road means that people crossing the road in one direction have limited visibility. Speeding cars and bad visibility are two prime ingredients for possible disaster. Itis now considered the right time to lobby the council once again to see if some kind of crossing can be installed and it is hoped that the new Councillor for Westlea may take up the cudgels with the council on behalf of the concerned residents.

A group of year 5 and 6 children from Freshbrook School spent a week finding out what it's like to work on a farm at the end of last term. It was hard work at Treginnis Farm, St Davids, Pembrokeshire as the youngsters were kept busy feeding and mucking out goats, chickens, duck, geese and pigs, walking the fields checking on stock and learning about marine pollution from the nearby Milford Haven oil refinery. As it was lambing time the children also helped ewes to give birth and learnt a lot about how farmers manage to keep orphan lambs alive by getting ewes to adopt them. "It was a wonderful learning experience," said teacher Suzanne Seaton. 'The children were given tremendous responsibility caring for the animals and found out a great deal about wildlife, history, geogra-

Big winner Early this month lucky Nicholas Cosgrove from Grange Park will be cheering for his favourite football team from the executive box at one of the top grounds in the country. Oliver Tomkins Junior School pupil Nicholas knew the answer to a question on an advertising hoardingat Manchester City's ground at game on Boxing Day. Nelia Beard has started Sunshine Fashions with relations in the Phillipines to supply hand made school girls uniforms at very attractive prices. Hostages, Elvis and Opera Christine Owen writes her last report for The Link

I have a very mixed batch of new books to tell you about this month. Firstly the publishing event of the year, the book the media say we have all been waiting for. John McCarthy and Jill Murell's story 'Some Other Rainbow' comes out this month and has generated a considerable amount of interest. It is a very different book from Brian Keenan's much praised 'An Evil Cradling' but it tells a similar story of the treatment McCarthy and Keenan received in captivity, interspersed with Jill Murell's story of her efforts to raise the profile of the hostages. It appears to boa fascinating read and will be very much in demand. Terry Waite's book due later this year, will complete the trio of hostage stories and will, I'm sure, be equally popular. Also new this month, another book about Elvis Presley. 'Elvis: the Secret Files' by John Parker contains secrets culled from the files ofJ Edgar Hoover and the FBI and reveals previously unknown information on Elvis's activities and the circumstances of his death.

Shop with a difference opens at Shaw After a six week delay caused by the inevitable legal problems, a new shop opened atShawVilageCentre on 9 April and has already attracted a great deal of interest. Ceramart is the brainchild of Peter Kelly fromFreshbrook who aims to bring you unusual and interesting pottery and ironmongery to make your homeand garden unique. On display are a range of ceramic pots for indoor flower display or frost proof containers for outside planting. A range from English Country Pottery has had good comments from many of Peter's early visitors. There are coordinated vases, pots and kitchen and bathroom ware, though every piece is handthrown, handpainted and signed which makes each item slightly different. "They make fabulous gifts for any age group," says Peter. On the ironmongery side Ceramart has jardinaires, cauldrons, hayracks, troughs and hanging baskets ready to bring out the creative side of the gardener or interior decorator. Hands up those who watched Harry Enfield's Guide to Opera because I did and I found it very entertaining and informative. I now feel more confident about going to see an opera. The book which accompanies the series gives the history and story of all the popular operas complete with lists of recommended recordings, a glossary of opera phrases and brief biographies of popular opera singers past and present. A very browse-able book. You may have seen adverts in the weekend newspapers headed What are you doing this weekend' and encouraging you to read a new series of books called 'Learn ... in a Weekend'.

Christine Owen, leaving Library We have a number of books in this series in stock now, covering golf, massage, sailing, windsurfing and soon. The newest one 'Learn to Video in a Weekend' takes the beginner through all stages from the type of machine to buy and how to use it, through to adding titles and captions, sound dubbing and so on. A very useful book Fmallya useful referencebook for anyone who has ever wondered what over-the-counter medicines are best for different ailments. Dr Mike Smith's handbook of 'Over the Counter Medicines' lists ailments, from acne and spots to warts and worms and recommends easily available treatments. It also contains an A-Z list of medicines describing their uses, doses and so on. This book is available for loan rather than in the reference section of the library. Sadly, this will probably be the last article I will write for the Link magazine. The library service is being restructured and, as yet, I do not know where I will be working when the new arrangements are put in place. I have enjoyed my short time at West Swindon Library and have met some very friendly people. Mondays Miriam Minty sends out an invitation The Mondays group started up in January 1993 and looked at subjects such as confidence building, relaxation, dealing with breakdown in relationships and coping with loss. It is a group for women who are looking to make friendships, gain in personal confidence or just beat the sense of loneliness and isolation they may be feeling. Mondays Women may be: • experiencing difficulties coping with young children or babies. • feeling a sense of loss after the breakdown of a marriage or a close relationship. • suffering from a lack of self esteem after being made redundant

• experiencing a bereavement • may just be finding life difficult at the moment At Mondays we hope to provide an opportunity for women to meet and look at the issues and experiences which affect their lives. New cars always get a lot of attention and when it comes froma giant manufacturer like Ford, trying to increase sales in a key market sector, you can be sure the hype is going to be big - in fact, enormous. Green cones success A twelvemonth trial to find out how willing people are to recycle kitchen waste using a 'green cone'composter unit in their own gardens has been hailed a success. Fifty households across the town took part and most are so pleased that they have asked to keep their green cone. Recycling Officer Anne Billingham said she was delighted by user enthusiasm. "Organic matter like kitchen waste is one of the biggest problems in landfill sites. It creates methane as it decomposes which is a serious 'greenhouse' gas. The leaching of fluids from tips is also a major pollutant in streams and rivers." She added that the average dustbin contains 20% to 30% organic waste. The government's recycling targets could be reached instantly if all households recycled kitchen waste like left-overs, eggshells, fruit and vegetable peelings. Teachers study to agree standards Teachers at local secondary and primary schools have been working hard to agreea common understanding of what standards children should achieve before they transfer from primary to secondary education. Fifty teachers from Bradon Forest, Greendown and Ridgeway secondary schools and their partner primary schools came together at Greendown in the last week of term to study children's work and to discuss levels of attainment. Conference organiser Tim Noble said the National Curriculum gives programmes of study and attainment targets but does not lay down how children should be taught. "There is a lot of room for interpre-

tation in the level of work a child does and what he or she actually achieves. The aim of this conference is for teachers from different stages in a childs education to agree on their expectations, and to agree on their assessments of a child and the results of government tests. The teachers spent the day examining children's work and agreeing a common understanding of National Curriculum requirements. Letters to The Link Low election turnout From Sheila Mitchell, Moresdby Close, Westlea The recent by-election in Toothill Ward sawa2l% turnout of the electorate. Such a low figure is disgraceful. Men and women fought hard over the centuries for the right of franchise, something which many people today seem to have forgotten. The poor turnout, not just in this election but in elections generally, means that a minority decide the political fate for the majority. This is neither healthy nor advisable as the decisions made affect everyone, whatever their political persuasion. The only way that ordinary people can influence the decisions made on their behalf, both locally and nationally is through the ballot box. So, why is it that people seem reluctant to vote? Is it simply apathy, as the low turnout would suggest, or do people feel that the politicians promise one thing during an election campaign only tobreak their promises once in power? Maybe they feel that none of the parties represent their views totally. For this reason perhaps it is time that the voting system incorporated a box on the voting paper where voters could abstain, thus showing their lack of faith in any of the candidates standing for election but also indicating their wish to participate in the electoral system. Maybe then the political parties would have a more accurate assessment of theelectorates' feelings of dissatisfaction and would be more inclined to address the concerns of the electorate instead of trying to ride 'roughshod' over them once in power.

At our next meeting on 19 May we will be discussing this year's resolutions which include topics as diverse as reforming the law on domestic violence, water conservation, more research into the use of non food crops, thus obviating the need for 'set aside'. He or she did not wait for my return to admit what had been done. I have a back problem which prevents me from walking far. Therefore having two lots of damge done to my car through no fault of my own, has caused me considerable anguish, not to mention the cost of repairs which will be in the region of £400 for both repairs. The importance of play From Paul Ryan, The Play Service, Borough of Thamesdown

I read with interest and welcome the comments made by Sheila Mitchell in her article 'Dangerous Street Games (April Link). This correctly highlights some of the problems faced by parents and children - how to provide and find stimulating play opportunities that are also safe and accessible. At least part of the 'solution' to this is the provision of more and better play opportunities. With regard to street play children have always played close to home on pavements and individual young children tend not to travel more thana coupleof hundred yards from home to play. The greatest danger associated with this is the presence of motor vehicles. Whereas it is obviously necessary to teach children to respect motor vehicles many young children will not havedeveloped sufficient space/ speed awareness to reliably cope with dangerous traffic and will therefore remain vulnerable. The most important factor in reducing accidents in such circumstances is the speed that motorists choose or are allowed to travel - at 40mph a car is ahnostcertaintokillachild,at20mph the death rate is much reduced, but if a car were to travel 5-8mph there would be virtually no fatalities. In West Swindon play areas have been provided in relatively large numbers by the local authority and developers as an integral part of housing area development. Planting has been one of the ways of trying tomaketheseareas more visually attractive and increase their play value. There is undoubtedly a dilemma here in trying to achieve a balance between visual image and children's security at play - what one person

mayseeasa necessary screen against noise and 'eyesore' another person could see as a screen against proper supervision. Certainly if there were strong local concern about play area planting Jam sure the local authority would look sympathetically at the area's individual merits and needs. Another positive step would be for schools to adopt a more community based approach to school grounds and their use and development by local people - to cater for children's play among other needs. Westlea School is an excellent example of such a resource that is being developed. Also more holiday playschemes, 'mobile' play provision (based on play areas), junior club provision, community garden and open space provision and traffic calming would go a long way to improving children's play, reducing road accidents and limiting inconvenience to residents from Street play. Inevitably resources are a factor in providing such 'solutions' and unfortunately children's play remains non-statutory and poorly resourced. Whilst Thamesdown Council has always taken a proactive approach to play and children's needs our ability to develop further initiatives is now severely limited by lack of funds and restrictions being enforced on local authorities. However positive local action can be taken - for example could there be parents or grandparents interested in getting together to organise an informal arrangement to supervise play areas and report anything untoward? The Play Service would be interested to support such local action and hear other views and ideas for a better deal for children.

Local Lives Taking on local management Ros Deakins is the new chairperson of the new West Swindon Family and Community Project. Here she describes how local people have taken on the reins of responsibility It's finally happened! The day we have been preparing for during the pasttwelve months has arrived. The West Swindon Family and Community Project is now being wholly managed by a local management committee made upof ordinary people who live or work in West Swindon.

Ros Deakin cuts the tape launching the new management at the Family Project with other management committee members, Shirley Stroud, Ivy Armstrong, Donna Barlow, Simon Harlow and Mark Sharrocks We've known that this was going to happen for almost two years but I don't think any of us realised the amount of preparation work we would need to do just to get us to this stage. Back in August 1992 we had our inaugural meeting where the current management committee was appointed and we then thought - this is it till April, NCH are still in control so we've got plenty of time to learn the ropes - how wrong we were. Within a week Gina, who is employed by NCH to train and support the management committee during its first year, came to our first meeting waving what seemed like an endless list of jobs which had to be done immediately, if not sooner. These included setting ourselves up as a charitable company limited by guarantee so that the members would be protected financially if the Project should get into difficulties; negotiating a lease for our premises with MU-I who still own the property and also getting planning permission to use the property as a Family Centre; and negotiating a service agreement with social services so that we would have some funding.

We also had to set up accounting procedures so that we could manage the funding, which, as we didn't have a treasurer at the time seemed impossible, but Gina came to the rescue and found us Mark who has proved to be more than equal to the task. Another major task was employing staff for the project. This included negotiating new contracts for the two staff members we were inheriting and employing a new Project Co-ordinator. So, at least it's April and most of these jobs are done. We all deserve a rest. Are we going to get one? No chance! We are now faced with the real responsibilities of managing the Project. These responsibilities are new to most of us. We've been making decisions for some time but we've never managed staff before and for most of us budgeting has only been on the scale of our own weekly housekeeping. The thought of having so much money could go to our heads, but Mark is keeping us under control by showing us that most of our funding is already spoken for in paying mundane bills such as gas, electricity, telephones, wages, rent etc. If we want to do anything out of the ordinary we will have to raise extra funds for it. It's just like managing your own housekeeping but on a much larger scale. One of our main concerns is the need for publicity and new ideas to encourage people to come to the Project. After all a Family Centre can only continue as long as it is being used and it will only be used if it is providing what local families want. We will be looking for new ideas and hope to start up new groups and other activities in the future. So if you have any ideas please contact us. Bumps and Babes... is for expectant mothers and babies up to the age of one. It is a social group with fortnightly 'events' - visiting speakers, foot painting etc. It meets on Mondays 2pm- 4pm at the Ike Grad well Suite, Link Centre and charge 70p a week.
