TENANTS 'UNDER THREAT' FROM NEW LAWS A meeting attended by fifteen households in Bloomsbury Close recently heard that proposed housing laws will radically change the conditions of their tenancies, raise rents dramatically and may see many families evicted. The meeting was called by tenant Leonard Ray after he watched a television report on new housing laws to be put before Parliament later this year. "What I saw frightened me a great deal. I really am worried that other tenants do not know what is being planned for them. The consequences will be a disaster for many people." Representatives from the Thamesdown Federation of Tenants' Association and Thamesdown Borough Council Housing Department attended the discussion chaired by Freshbrook Councillor Bob Pixton. The Government's proposals set out to remove control of council housing from local authorities by forcing the sale of estates to private landlords or to tenant co-operatives. In order to acheive this, it is proposed to do away with the 1980 Rent Act and to change the status of householders from secured tenants to assured tenants. The implications are enormous according to Leonard Ray. "At the moment tenents have a house for life. Under a private landlord, tenants would have a short lease on a property (say 12 months), which will be reviewed and could be terminated. For example, tenants could be evicted for being one weeks rent in arrears or if a neighbour makes a complaint against you. "The Council operates a fair rent system at present so that rents across the borough are roughly the same for similar properties.

"If each little estate is sold off, private landlords will be able to charge what 'market forces' allow, so rents will go up massively. We were told that a 3 bedroom houses rent for £22.00 a week now would cost £70.00 to £80.00 with rates on top." Snooping on Tenants The way estates would be privatised fills Mr. Ray with horror as well. "Firstly prospective buyers will have the right to snoop on tenants details to see who rents the houses on an estate so they can work out how much they will pay for it. For example, they will be able to find out people's incomes or what kind of benfits they may be getting. "Secondly, tenants will be asked to attend a meeting and vote whether they want their houses to be managed by a private landlord. It's not clear whether there is one vote per house or one vote per tenant. There will have to be a 51% vote for privatisation of the votes cast. But what is also amazing is that if a tenant does not attend the meeting, their non attendance will be counted as a vote in favour of going private. •This could mean people not turning up at the meeting taking the decision for those who did. On top of this an empty house will be counted as another vote for privatisation! "I can see prospective landlords offering all manner of inducements to go private, but once under their control, tenants having fewer rights than they have at present - and higher rents." Commenting on the meeting he chaired, Councillor Bob Pixton said, "The tenants were quite •shocked by what may happen to their homes. I think they went (Continued on page 3)

MARKET DECISION HOPE A decision to open an open air market will be taken this week. As The Link went to press a report was being put to a Thamesdown Council committee recommending that tenders be invited from operators to run a market on the Link Centre coach park. Local Councillor Ricky Midwinter, who has been promoting the market idea, is hopeful that there will be a positive decision. "It's likely that our market will take place on a day when there are no others in the area, so it could attract high quality traders. A condition upon the operator will be the requirement to run a free minibus to and from the homes of the less mobile, this is an exciting first. "I have had a discussion with Gateway and the management of the West Swindon Centre and they are backing the idea as well, which is great." Hopefully the market can start during the summer.

DOUBLE WINNER Naomi Goulding of Conisborough, Toothill had an 'Eggstremely' lucky Easter. Firstly she won an Easter egg in the West Swindon Centre - Link Magazine 'Eggstravaganza' word competition. Bob Pixton is the present Councillor for Freshbrook and Grange Park. He is well known by all residents as being a hard worker a fighter for residents rights. Bob is a governor of Freshbrook School and Greendown Community School. Freda Troughton lives at Grange Park in the Freshbrook ward and is actively involved in many voluntary organisations, particularly in care for the elderly. Having retired, Freda is able to spend time in looking after the interests of the residents of Freshbrook. One of the main issues at these local elections is local government spending. Freda supports the Government policy to rate cap Thamesdown Authority. The Government's action has held rates without any reduction in services. Living on a fixed income, Freda knows that Labour proposals for a massive rate rise would be devastating for many families in West Swindon. Freda was actively involved in the campaign to ensure that the new primary school at Grange Park is situated in the most convenient and safe place in the area. COME AND JOIN US The Link Centre 45~ Club will be having their first outing of the year to the glass factory at Chepstow, followed by a visit to Symonds Yat and a tour of the Wye Valley. This will take place on Tuesday May 17th and over 100 members will be going. On Sunday May 8th, the Club is holding another of its very popular Tea Dances in the community suite at the Link Centre. These are to be held once a month during the summer months. The 45 Club meets every Tuesday between 2.00 p.m. and 4.00 p.m. in the community suite. MARATHON A group of youngsters spent most of last weekend playing pool at Greendown School. As The Link went to press the teenagers from the Youth in Action Group set out to play as many frames as possible in 24 hours. Each frame was sponsored and the proceeds will be put forward towards a residential weekend in North Devon.

With seven children between them (and one on the way) Mandy Aldridge and Lin Norman from Grange Park and Jane Stephens from Shaw know the difficulties mothers have trying to buy clothes for children, and for themselves. The three ladies wanted to return to work but wanted to find something that fitted around school hours and holidays, without much success. So, they decided to be self-employed by providing a much needed in-home shopping service to mothers in West Swindon called Dazzle. "Finding clothes for children of different ages can be murder," says Jane. "It's difficult to find clothes for all the children in one place and out here in the west, the range to chose from is very limited." Lin is at pains to point out that Dazzle is not a branch of a party plan organisation. "We are definitely not working on commission for a company. We have made contact with a number of manufacturers willing to supply us with their clothes which we will sell at very competetive rates. "Although we bring the clothes to the home and the hostess invites

her friend along, all the garments we bring are for sale at the party. In all there will be up to 250 items available, in different sizes and colours. "Our objective is to sell clothes as if a customer had visited a shop. They don't have to wait weeks for delivery of an order." Quality was uppermost in the minds of the Dazzle partners when they started planning. "We visited large fashion fairs London and Harrogate and wanted to make sure that what we would buy is the best available," said Mandy. "After all the reputation of Dazzle will be built on word of mouth and customers will be more critical about quality if they are with a group of friends at a party. "Comparing like for like, we believe our range of clothes will be cheaper than what is available in the shops." Dazzle also offers a knit to order service and can supply jumpers for all the local schools. As Dazzle is just getting off the ground, they are looking for people to organise parties. A local developer could be taken to court unless it cleans up a derelict piece of land in the middle of West Swindon.

Nearly 100 houses are proposed for Westlea's last housing site next to the Delta Business Park and a public meeting will be held on May 12th so that residents can view the plans.

Residents have repeatedly complained to English China Clay about a small site off Rivenhall Road, in between Springhill Close and The Forum. They say that builders rubble has been left untouched for years andIe are dangerous chemicals and asbestos on the site. "We were told seven years ago by Bradleys that they were going to build more houses on the Site," said Harivadan Patel, whose house overlooks the site. "They cut the hay four years ago, but since the company was taken over by ECC they've just ignored us. It's ironic that our deeds say we have to maintain our properties in good order when we live next door to a tip owned by the company who built them. "We don't want insects breeding in the stagnant water or seeing children playing on this dangerous ground any longer, we want something done about it." Local Councillor Ricky Midwinter, who was recently contacted by residents, commented, "I have asked the Borough Council solicitor to prepare a prosecution on public health and planning grounds to try and get some action."

Personal finance is something that most people have to consider. However, although very important, the world of mortgages, life assurance and pension plans can be very confusing. A local source of financial advice has just arrived with the opening of an office at Shaw Village Centre by Associated Tax Planning Limited which is run by West Swindon residents Alan and Stuart Whitbread. Permission has been granted to build a tennis centre on a small portion of the site. The balance of the land owned by Taylor Woodrow has been designated for either housing or employment. A plan has been submitted to the Thamesdown Council by McLean Homes to build 98 two bedroom terrace and three bedroom detached houses. The meeting has been organised by local Councillor Ricky Midwinter who commented, "I've spoken to many residents of Moresby and Alveston Close, Feather-wood and Stancombe Park who look on to the site. They are very unhappy by the proposals. "I find the proposed scheme unsatisfactory, not least the lack of a decent play area. I'm also worried that the children from these houses will probably require another two mobile classrooms at Westlea School." Delia Tucker from Featherwood is not impressed by more houses on the doorstep. "There is enough building around us already. We need a big football and rounders field."

The public meeting to view the plans will take place at 8.00 p.m. on May 12th in the Community Room, Westlea School. Whitbread. "Until recently, people had to travel into the town which is not always convenient. Here at Shaw, we're very close to Toothill, Freshbrook, Grange Park, Westlea and Shaw, and there is plenty of car parking. SHAW NEW COMMITTEE FOR ASSOCIATION A new committee which reflects the new as well as the older parts of Shaw Village was elected at the

Thirty people attended the meeting to hear a talk on community policing and the proposal to build a community centre at Shaw Village Centre. The feeling of the meeting was that the Association needed to pay much more attention to the new Shaw community. This will be a priority of the new executive committee. 'Efforts over the last six months to generate interest in a permanent community centre for Shaw have received a cool response from Shaw residents...' misrepresents the community situation in Shaw. The fact that the existing, single room, temporary, minimal, barely adequate community facilities are now totally booked for weekday daytime sessions seems to be conveniently ignored. Is this a 'cool response' to 'interest in a permanent Community Centre'? Surely not. The interest and the need are self-evident; the interest is generated by the needs of the people in our community and not, I think, by attending planning meetings. Those of us involved in organising community activities of whatever kind, probably have little time or energy left for additional meetings. We trust the Borough's planners to bestow on us a well-designed Community Centre, based upon the wealth of experience they've gained from all the other new Centres recently built in Thamesdown. Weary of working with our limited resources, the Borough can rest assured that we're eagerly awaiting our new Community Centre in Shaw.

So goes the marketing of the new executive mansions on the 'manorial estate' built by Wimpey down Middleleaze Drive, Shaw; or so it goes to me, reading between the lines such as 'The Manor has traditionally been the home of the English Gentleman and, in turn, it has been said an Englishman's home is his castle...' But were the good old days of Merrie Englande all that good... especially if you were a woman? It was only 80 years ago that women became legally assured of control over their property and 140 years ago the English even denied a married women legal existence. In common with children and the certified insane she had no responsibility under the law. A married woman could not sign a contract, make a will, or cast a vote; she could be imprisoned for refusing her husband his so-called conjugal rights. Until 1891 she could be detained, quite legally, by her husband in his (not 'their) house. She could not obtain a divorce, except by Act of Parliament, so costly a procedure that it was virtually unobtainable. Only if she committed murder or treason did her husband cast her off and not bear responsibility for her crimes. Once engaged to be married a woman could not dispose of any of her possessions without her fiancés permission.

Once married, all her property, including earnings and inheritances, passed automatically into her husband's ownership and he was entitled to do with it whatever he wished, even disinherit her. All this and only 140 years ago. Thankfully, we've come a long way since then, but some people, Wimpeys included, seem to wish to turn the clock back, not just a century and a half, but further still to medieval institutions, patriarchal domains and huge financial, social and sexual inequality. Their ideas are about as outdated as their history. The promotion literature claims 'The Manor' to be situated in the ancient village of Lydiard Tregoze which 'has its own village centre dominated by the Link complex! Apart from the ludicrous thought of such an ancient village having at its centre a complex as ultra-modern as the Link Centre, local archaeologists tell us that Lydiard Tregoze vanished soon after its heyday in the Middle Ages. The site of the village has never been found but Wimpeys seem to know otherwise! Did Wimpey's advertising copywriter think beyond his (and it must have been a male!) trite cliches promising an obsolete status and dream to their possible implications? Apparently not. So what lifestyle do Wimpey's promise if you inherit an estate on The Manor? Will women again become mere chattels! Will the local villagers tug their forelocks and pay an annual tithe of two oxen to wash their clothes in your duck pond? Or is this simply a silly and superficial piece of marketing, designed to appeal to our snobbery, greed and lust for power: in short, all that's worst in us.

What I found was warm friendly people happy to talk to strangers, delighted to explain the American systems, both school and national. The school itself is situated 45 mins to the north of Boston, serving 3 small towns, the biggest of which is Boxford. The first image of the school was one of sheer size, land is not a problem in the USA and therefore the state is generous to both schools and householders alike. The catchment area is also very large, some of the pupils spend up to 1 hour on the bus before reaching school . . . school starts at 7.30 a.m.! This could also explain why the pupils car park was about 10 times the size of the staff one. America obviously has some very difficult areas with specific problems but this is not one of them. Boxford ranks as one of America's top 100 richest towns, with the budget for the school for the year 1988/89 being $7,000,000, (nearly £4 million) Food, clothes and cars were all of a similar price or even slightly cheaper than this country, the house prices and wages were a lot higher. with had waited for over a year to get a plumber and then 'It had cost them and arm and a leg!'... its nice to see that some things are similar to good old Britain. To walk any sort of distance when a car can give you a ride seems very strange to this car orientated society, drive-in banks, drive-in shopping malls, but thank goodness they still believe in getting out of the car to go to school. The lessons seemed the same, perhaps education is the same the world over? It certainly seemed as if I was in a school in the heart of rural England. As to the future, the staff and parents of Musconomet were fascinated by the education system in Britain, and Greendown in particular, and kept the questions going for over three and a half hours. There is also a strong possibility that we can exchange pupils (for harrassed parents, I'm afraid not premanently!) so that your children could have first hand, first rate experience of the American school system and way of life. To summerise, a fabulous experience that others can share in the future, a link that should last for a number of years with a benefit to both schools.

We also have a listing of groups and societies in the county and in particular we keep boards of details on local groups for people to browse through. NEW HAIR AND BEAUTY SALON CLOSE TO WEST SWINDON Denise Wack was West Swindon's first mobile hairdresser and nearly ten years on, she has just opened a new hair and beauty salon at Woodshaw Village Centre, just outside Wootton Bassett. Denise remembers those days well. "There was mud everywhere. The women I visited were often so glad to chat with somebody. "I used to drive around in a rusty old Renault without reverse gear; my friends thought I was mad. But I don't think I could have got where I have without West Swindon. Building up business in the area led to opening Wakkies in Bassett High Street three years ago and now at Woodshaw." Although Wootton Bassett sounds a long way off, Woodshaw Village Cntre is under three miles from West Swindon Centre. Its less than the distance into Swindon, an easier drive and there is plenty of parking. In opening the new Wakkies, Denise has set out to offer a complete hair and beauty care. Being a lone parent herself, she knows the needs of women with children and has provided a delightful creche area to keep youngsters occupied whilst mum is being cared for. DAY IN THE LIFE

WHOOPS! APOCALYPSE! I am a member of the Casualties Union, writes David Savin. What is Casualties Union? - we are not a union as you know it, like the TUC, NUM, etc. IN fact our motto is 'We are the only union that allows its members to be trodden on'. We stage, make-up and act as casualties for major disaster/accident exercises. Which brings me to the day trip to London that ended in disaster. At one of our training meetings in January, we were asked to act in a major disaster exercise in London involving an underground train. We were not to know any more details until D-day - the 7th of Febraury. On the 4th I was informed of my injuries in the train. I was to have a fractured ankle and abrasions to my upper arm and face. That was the good news!! The bad news was that we had to leave Swindon at 4.30 a.m. to get into London in time for the exercise to start at 9.30 a.m. After a motorway drive to Reading and then a train ride to Paddington we were relieved to find that the place where we were to make-up was a pub in Finsbury Park, which meant a taxi ride across London. We had about 90 minutes to get ourselves made-up. There were over 80 made-up casualties with injuries consistent with a train crash and a fire, some pretty gross like burns, fractures and cuts. At 9.30 all of us marched out of the pub, through a busy London street to Finsbury Park tube station and got on the train that was to be used for the crash. It looked as though a crowd of football supporters had attacked it! I found myself a spot and laid down waiting for the exercise to start. We went down the track to Moorgate underground station, where to our surprise 300 'extras' got onto the train. They were to be the percentage of uninjured passengers. Now the train had 380 passengers and looked really packed! We then backed down the track and stopped between Moorgate and Old Street stations. Exercise 'Gateway' starts

Dave Savin prepares a wound for examination. seemed a long time before help arrived and as I was trapped in the aisle and unable to move because of my ankle my first aider did all she could to reassure me and stop me being trampled in the darkness. If it were a real crash, she would have been a heroine. It must have been an hour and three quarters before signs of professional rescuers (unknown to us there was a real fire at Euston station). We could hear someone in the darkness in breathing apparatus assessing the number of casualties. He was followed by a number of firemen. The one who came to me told the young lady who had been attending me to make her way off the train and get her wrist treated. The fireman stayed with me for the next two hours. He explained that I would be moved when all the uninjured and more seriously injured passengers had been got off the train. I was seen during the next two hours by two doctors and several nurses who had been called out from the nearby Barts. Hospital to attend the accident. My injury involved loss of blood and part of my act was to go off to sleep now and again. This certainly kept my fireman on his toes - he kept talking to me all the time. It was, at last, my turn to be taken off the train. It did post a problem as the train was one of the old type with narrow, BR type corridors. Two narrow for the stretcher to be carried through.

The lights went out and the casualties started moaning. The guard who was in on the exercise announced over the loadspeakers for the uninjured passengers to leave the train and if there were Stop acting now... any doctors or first aiders on the train could they tend the injured. After a tremendous struggle I I was lucky - one of our own cas. was taken from the train. The union members who had a next hurdle was a quarter of a 'broken' wrist came to me. It

I was taken up to street level to the flashes of press cameras and thankfully a nice, warm ambulance which rushed me off to St. Bartholomew's Hospital, one of several put on standby to receive casualties from the crash. I was admitted and after a few minutes I heard those magic words, "Stop acting, it's over for you, Dave". Someone had splinted my legs together with bandages, so I untied them and swung my legs off the hospital trolley - and promptly collapsed to the floor! My legs had died on me. After getting the circulation back into my legs, I went off and got a welcome cuppa from the WRVS. My problems were not over. Apparently, I had scraped my ankle while putting on the makeup back at the pub five hours before and it had got infected underneath the make-up. So I got a 'real' nurse to look at it. After scaring the living daylights out of the doctor - I still had my arm and face made-up he gave me treatment for it! I left Barts. with a souvenir - a sore backside from a tetanus jab!

After something to eat with the British Rail Police, we left for home. We made our way back to Paddington by tube and I was tempted to lie on the floor. We changed at Kings Cross and saw a vivid reminder of what our day in London was all about. We travelled up the escalator that caused the fire that killed so many innocent people. The early start, the cold floor of the train and the pain in the backside were all worthwhile if it meant that something was going to be learnt from the exercise. Thanks to 'Micky', my first aider and 'Dave', the fireman from Euston fire station (Blue Watch) who, although it was an exercise, showed exceptional professionalism. The same shown by his colleagues in the Kings Cross disaster. The first the emergency services knew about the exercise was at 10.00 a.m. when the train was supposed to have crashed. Although West Swindon's Link Centre recently won a national award for using electricity effectively, moves are afoot to improve the temperature in the swimming pool. This will be welcomed by parents with young children, the elderly and the disabled. The Beta Award as won by Thamesdown Council for the way heat created by making ice in the rink is used to warm the swimming pool water. However, the heat is not quite high enough to satisfy some users. "The system is very efficient and maintains water at the design temperature of 82 degrees, which is standard for swimming pools," said Link Centre co-ordinator

John Fisher. "At present we're not able to boost the temperature quickly. Some users need warmer water and we recognise we have to improve conditions at the Link. "In fact the temperature change is only tiny - about half to one degree, but it makes all the difference. So, we are hoping to install another heat exchanger so that water can be heated quickly if young children or the elderly are in the pool." Design work for the new water heating equipment is being carried out and it is hoped that it can be installed later in the year. Engineers are also considering how the pool air temperature can also be improved.

The local football clubs will be playing against each other for top spot in Division 8 of the Swindon Sunday League in a play-off game in early May. Renault and Pipers (based at the Cornflower, Freshbrook) both play out of Greendown and entered the League only this year.

We have lost some spaces at Gateway where the trolley parks are, but at least I am able to lean on them when I go shopping. Recently I tried to visit the library but was unable to get anywhere near. I remembered that the Link Centre has 8 spaces marked for disabled drivers. On driving round, I found 7 were filled with cars without disabled badges. Please drivers, have a care, think of others. NEWS & VIEWS WHO'S THAT PLANTING A KNOCKING NEW CHURCH by Ian Schagan Later this month you will probably hear a knock on your door. When you open it you will find someone asking after a little envelope that was put through your door earlier in the week. Yes, it's Christian Aid Week again, and across West Swindon folk from every church or from none at all will be out in force. Why do they do it? What's in it for them? Why don't they leave us alone? Being left alone has a lot to do with it. All over the world poor people have been left alone to survive as best they can, with inadequate resources, unfair trading systems and an international debt crisis making it an uphill struggle. For example, in many countries farmers have to concentrate on growing crops to sell for export, rather than food for the people to eat. Live Aid and Comic Relief have highlighted the big, heartrending emergencies, but there are untelevised crises for the poor everyday in almost every land. Christian Aid is one of the agencies that tries to help, not only in tackling the big disasters, but in helping the poor to help themselves. It works, not by grandiose projects or by pouring in money to schemes which don't really help where the real need is, but through 'partners' - the churches in the developing countries. They know the situation of their own people, and they can find the small projects that which can do real good - lending money to fishermen to buy nets, building health centres in shanty towns, lending pigs to peasant farmers to breed from. Not spectacular, necessarily, but things the poor themselves want and need. Christian Aid is an agency of the British Council of Churches, and its motto is 'Churches in Action with the World's Poor'. The churches in West Swindon are part of the action too, and are looking to the local community for its support in turn. If you feel you would like to help, or just find out more about Christian Aid locally and internationally, please contact Ian Schagen (871093), or ask your local church representative. And don't forget -when someone comes knocking on your door, they're not trying to make a nuisance of themselves. Westlake Aerials began business only last week. Run by Vince Lake and Leslie Maxam, they aim to provide a locally based service to West Swindon households. In order to get Westlake established, Vince is offering to make a visual check on you T.V. aerial and to test the signal strength through your television. If he thinks that the fitting is loose or reception poor, he will make a charge for putting the fault right. Apart from sorting out reception problems, their main activity will be erecting T.V and Hi-Fi aerials to new or existing properties. They can advise whether it's economical to take an aerial to a new house or erect a new one with better signal reception. T.V. pictures in some roads can be better than others and anybody with a stero tuner will hear a world of difference with a roof aerial. Vince can also install T.V. and

video systems so that equipment can be plugged in different parts of the house without trailing wires eveywhere. For example, children can be shunted upstairs to watch a film on the video in the living room. For the really eager, Westlake can install Rotators which turn the aerial to receive signals from different regions. As far as possible Vince and Leslie will be offering a 24 hour response service. They appologise for having an answering machine to cover for their absence from the telephone, but they ask callers not to be put off. Although householders tend to forget their aerials once errected it's worth noting who to contact when a problem occurs. However, after the winter's hurricane force winds, it's worth taking up Westlake's offer to look at your aerial, their free check-up lasts until the end of May.
