People who drive to school have to share responsibility for children’s safety If there is one issue that causes problems between schools and their communities, and generates a significant number of complaints to local authorities across the UK, it is that of ‘school-gate’ parking, writes Jane Deeley, School Travel Advisor at Swindon Council. Unfortunately most school sites were not built to cope with the volume of traffic that this generates, and parking spills out onto local residential roads. Parking around the school gate poses a significant risk to children’s safety, as they cannot easily see, or be seen by moving vehicles on the road. It also causes congestion and unnecessary stress for parents and residents alike. Parked cars often obstruct dropped kerb crossings or residents’ driveways, which can cause a great deal of inconvenience; we have even had reports of people getting abuse when they ask a driver to move. Swindon Borough Council works closely with schools to encourage alternatives to the car for the journey to school, even before parents choose a particular school for their child. Most schools include information about travel in their prospectus, and we often attend open evenings and similar events to discuss travel options. Schools can develop travel plans to identify and address local issues and encourage more walking and cycling. Many local schools are part

There are currently travel ambassadors at Bridlewood, Brook Field, Catherine Wayte, Greenmeadow, Haydon Wick, Haydonleigh, Oakhurst, Orchid Vale, Peatmoor, Shaw Ridge, Toothill and Westlea primary schools. One initiative running at several primary schools in the area involves the children mapping and promoting a ‘5 minute walk zone’ to encourage people to leave their cars at home, or park further away from the school gate and walk the rest of the way. The children plan and run fun events and competitions to persuade their families and friends to walk in the zone. As part of our School Safety Zone scheme, intended to improve actual and perceived safety around schools and encourage more walking and cycling, new school warning signs will be installed in March at several schools including Brook Field, Isambard, Red Oaks, Catherine Wayte, Toothill, Millbrook, Orchid Vale, St Francis, and Oakhurst. Bright support for solar farm on Shaw Forest 3 There was broad approval for an outline proposal to turn the third phase of Shaw Forest Park into a site to generate solar energy for up to 1,500 homes at a presentation by Swindon Commercial Services (SCS) on 2 February. Some people have the impression that the installation is proposed for phase 1 of the park which has had public access for over ten years. If it goes ahead the solar panels would go on the third phase which was completed last year and is not due to open for at least another five years whilst the land settles. From two weekly meetings in Toothill and Freshbrook Community Centres, the cafe now opens on Monday, Wednesday and Friday, from 9am to 1.30pm, at Toothill. Last year over 5,500 meals were served, as well as catering for the weekly lunch club for older people. Chairperson, Matthew Pearce said: “This anniversary is an exciting time. From a small starter grant from Zurich we’re celebrating what has become an essential service. “Not only is the cafe providing an important focus for Toothill around food served at a reasonable price, the cafe has built up a lot of experience in giving volunteers the opportunity to learn catering skills. “We now employ two cooks to coordinate the food preparation and volunteers and we work closely with Job Centre Plus. Several people have moved to employment in the food industry. Cafe founder Tina Mackie added: “Without volunteers the cafe would not be able to run, so huge congratu-
lations to them for helping with an important community facility.” The cafe is certainly appreciated by the customers. Pensioner Noel Nichols said he visits the cafe three times a week to meet friends and the staff. Sue Stevens is attracted by the good value for money. “I love the food served. A good breakfast at £2.75 is half what you pay in the town. It’s filling and nutritious, good for people on limited incomes.” Pensioners Stan and Jean Mark have been regulars for eight years. “There’s a varied menu and good portions,” said Stan. “There’s a friendly atmosphere; the staff look after us.” www.toothillcafe.co.uk

Eastenders actress presents Swindon restaurant with best in south west award The Khyber in Victoria Road, the oldest Indian restaurant in Wiltshire, has been recognised by the Bangladesh Caterers’ Association as the best in the region. At a ceremony attended by 1,200 people at the Park Plaza Westminster Hotel in London TV presenter Tasmin Lucia Khan fronted the event with Nina Wadia from Eastenders making the presentations. The Khyber has been run by the same family for 50 years. Established in 1962 it was taken on by brothers Sadik and Hasan Ali after their father Afiz died in 1988. Shirley Garman, a sure Swindon treasure and certainly worth a million The Link writes about people we call a Swindon Treasure, those with inspirational stories who do so much for the town, or should be remembered as outstanding individuals. Juliet Platt recalls a woman who inspired many others: the late Shirley Garman
March is the month of the Mad March Hare, a key event in the fundraising calendar of Breakthrough Breast Cancer Wiltshire which was founded by Shirley. Shirley passed away in 2009, having finally lost her own fight with breast cancer. She had been a life-long campaigner and set up the Wiltshire Breakthrough group in 1995 with a target of raising £1 million. Her friend and fellow fundraiser Eunice Salmon said: “Shirley was a very get-on-with-it person. She never let things get the better of her or bring her down. She even turned up to a fundraising breakfast on the very day of one of her own operations to beat the disease, saying it would take her mind off it.” The Wiltshire Breakthrough group was unusual in that Shirley also offered emotional and practical support to other sufferers. Commenting on the personal cost Eunice said: “It must have been emotionally draining but Shirley didn’t really care about herself as long as she was helping other people.”

Shirley’s earlier campaigning experience was triggered by her son being hospitalised with an ear problem in 1981, at a time when mothers were unable to stay with their children in hospital. She and another mother were instrumental in setting up the Swindon branch of the National Association for the Welfare of Children
in Hospital, giving parents support when their children were unwell. Later Shirley worked for Age Concern and volunteered in a Samaritans charity shop. She also helped to run a youth club for 11 to 18 year olds. Shirley was a lead member of Campaign & Advocacy Network and was invited to The White House in Washington to meet Hilary Clinton who was very involved in breast cancer and health issues in the USA at the time. Reflecting on this honour Shirley’s husband Ralph said: “This was most definitely a highlight for Shirley.” In 2007 Shirley jointly set up the Mad March Hare run and walk in memory of cancer sufferer Irene
Hare. So far it has raised over £52,000 towards Shirley’s £1 million target for Breakthrough Wiltshire. The following year she was named Breakthrough Breast Cancer’s Inspirational Woman of the Year , but was unable to collect the award herself as she was too unwell. Eunice, travelled to Tanzania in February to climb Mount Kilimanjaro. She said: “I’m still going for Shirley’s million, and to do what we can to improve breast cancer treatment at the Great Western Hospital. The biopsy chair needs replacing and the campaign continues to bring radiotherapy facilities to Swindon so that cancer patients can be spared the gruelling trek backwards and forwards to Oxford.” Shirley is without doubt one of Swindon’s treasures, and, as Eunice put it so eloquently: “Shirley’s inspiration, legacy and smile will live on forever.” Up for a March outing? More carers needed to open up their homes We are doing a big push to spread awareness of the Home & Away Scheme, in advance of an information evening at the end of the month, writes Cheryl Keller at the Swindon Council Family Placement Team. The scheme supports children with disabilities to live at home with their own family by providing regular away breaks with a Home & Away foster carer, in the carer’s home, usually one weekend a month. According to government statistics there are 3,690 disabled children living in Swindon. Home & Away carers give parents a much needed rest from caring for their child and an opportunity for the child to gain independence, build new relationships and widen their horizons. Disabilities can range from learning difficulties and autism to physical impairments. We are particularly in need of carers who can look after children on the autistic spectrum and also children who use wheelchairs. Foster carer Donna says being a short break carer fits well with her working week. “Sarah comes to us
once a month for two nights. She enjoys watching Saturday Kitchen and the Grand Prix, as well as helping feed the animals. As a professional who works five days a week it is nice to know my family is doing something so valuable for another family and enjoying it.” To start off new foster carers provide care for just a few hours a day and then move into overnight stays. Regular support is ongoing and carers are allocated their own Linkworkers. Carers do not need to have experience working with disabilities as a comprehensive training programme is available. A business owner spending small amounts of time, for instance, invoicing or doing minimal work relating to the business, can claim £4 per week without calculating the actual home expenses used. 2. If the owner spends, say, a few hours daily – on the business, they can calculate the actual home expenses based on hours spent for business use, space etc. If you want to use method 2, HMRC provide examples online, but they are complicated. Getting used to a school with 3,000 pupils
Shefali Singh, from Shaw, described spending 6 months at school in India in the January 2012 Link, comparing the experience of attending school in England. In September she moved with her parents to Chicago. Here she contrasts a different education system.
The first thing that strikes you is the lack of a uniform. Entering Naperville Central High feels like walking into an airport departures lounge. Not only are there over 3,000 people, each and everyone of them creatively expresses themselves through their clothing. The clothing rules aren’t strict at all, and as long as you are wearing items that can’t be considered harmful or offensive, you can wear it. Discrimination, racism and any form of bullying are dealt with very severely and there is an online ‘tip’ system that allows students to anonymously tell school officials about any harassment going on. In such a huge institution counsellors in a large student services department work with each child to help them plan their courses and life after high school. There are also people called deans, who you usually go to when you’re either in trouble or are feeling troubled.
The way a student chooses their classes or courses is also very different to England. There are some basic graduation requirements, such as completing four years of English and at least three years of Maths, but otherwise, a student is free to pick their courses from a huge book that lists a very wide range of classes. There are eight periods in a day, one of which is lunch, and we have PE every day. We can also choose an extra-curricular

activity which takes up our last period. I’ve chosen drawing this year and plan to take lifeguard training next. Grades are also a huge deal in America. Whereas in England, the only grades that really seem to matter are your GCSEs and A Levels, in high school each and every grade helps you earn marks. For example a 15 out of 20 on a homework assignment counts towards your collective grade, whilst
certain parts of a course carry more weight than others. Homework is only worth 5 per cent of the overall grade, but tests and quizzes are worth 95 per cent. The grades in all of your classes are then converted to a four point scale, where an A is worth 4 points and D is worth one. These are then averaged to calculate your GPA or Grade Point Average. This is absolutely crucial as it’s the first thing colleges look at on your application. Overall, I find school is quite a lot harder in America, but that’s probably because of the fact that I’ve chosen to take more challenging classes. That’s another thing about school in America, not only can you choose your courses but also the difficulty to suit what you think you’re capable of. And going to college for two years or university for four years at age 18 is an expectation of all high school graduates.

Mr Zimmerman, above, added that the academy is the only school in the town with an increasing intake. “It’s pleasing that, from September this year, Lydiard Park Academy is increasing its Year 7 intake from 180 to 200 pupils. Our West Swindon intake has been rising and the introduction of the bus service from North Swindon last September has made us more attractive to a wider area.” He said once approval is received it will take over a year to put everything in place to run the courses. Club chair Janice Knight explained that the nature of business networking had changed and the club had not been attracting new members. “We were unique when it started; there was a need for many years for a meeting point for professional women willing to pay an annual subscription. And although we switched to a pay-as-yougo model five years ago membership didn’t pick up. “There are now several franchise based networking groups in the town competing for members and the growth in social media means people can promote their services without having to go to meetings.”
A feature of the SWBBC was the annual Make It Happen Award funded by member subscriptions to assist a woman further her career with training and mentoring. Janice said: “As the first winner fifteen years ago I’ll be sorry that the award will no longer be offered. It helped a lot of women make progress.” Koala’s manager Stephanie Hathaway received a cheque for £1,139. She said: “We’d like to thank the club members for choosing us. We have been planning on putting down an all-weather surface in the outside play space and this welcome donation will help us achieve this goal.”

The day ended when the youngsters returned after dark for a big campfire to take part in action songs, enjoy hot chocolate and marshmallows cooked in the hot coals. The children have been studying great adventures and explorers, and have explored everything from journeys in Narnia to Scott’s fateful trip to the Antarctic, through writing, maths, artwork and discussion. When they return to school they’ll be finding out about Shackleton and meeting Alicia Hempleman-Adams who will tell them about flying to the North Pole aged 8 and her trip across Baffin Island as a fifteen year old in 2009.

International Women’s Day gathering: 8 March A day dedicated to the courage, resourcefulness, enterprise, creativity and wisdom of women past and present, both in Swindon and further afield, takes place at Central Library on Friday 8 March, 10.30am to 9pm. The I nternational Women’s Day event is being coordinated by historian, writer and campaigner for women’s education and empowerment Rosa Matheson from Highworth, below. She said: “We want to create a celebration which links Swindon women with women around the world. “By show-casing the art and creativity of women in Swindon today, remembering those women who have gone before us in taking a stand for our rights, and acknowledging the great relationships
we have built up with women from different international communities, we will have a truly wonderful day.” Throughout the day there will be exhibitions and displays of portrait sketching, poetry, women’s heritage, story-telling, singing, and dance. Women are invited to bring poems, journals and other writing, and also ideas and reflections on what it means to be a woman in Swindon and the world in 2013. At 10.30am artistic journaling specialist Bea Menier will lead a taster workshop entitled Journal my Day. At 2pm local writer and author Juliet Platt will lead a reflective journaling workshop based on her recent book. Pen & Paper from Old Town will be present all day selling journals and
pens in support of Bea’s and Juliet’s workshops. Artsite Gallery will launch a project called 100 Women’s Portraits at 4.30pm in the library. Rosa is responsible for the 100 Women Book Project to give Nepali women a means of supporting themselves. From 7.15pm to 9pm on 8 March Rosa will be giving a talk entitled ‘Swindon’s link to Nepal’, describing how international women’s projects are being made possible. A quarterly magazine that portrays the town's history and heritage was welcomed by town historians when the first edition was unveiled at Arkells Brewery on 21 January. Edited by Graham Carter, Swindon Heritage was conceived by Mark Sutton and Frances Bevan. The 80 page publication has been applauded for its clear, colourful and easy to read layout, and a clear mission that the town's history is something to be celebrated. The first edition includes a feature on Arkells which celebrates its 160th anniversary this year, an article on World War I by Frankie Wood of Commonweal School, and one on suffragette Edith New who appears on the front cover - see story below. Tidying up Toothill Kirk Peachey was so bored with unemployment that he volunteered to litter pick around his community. Kayleigh Williams joined him for a first outing on 6 February which resulted in 10 bags being collected. Now they want others to help on Wednesdays, 12noon to 2pm. I read Leonora Murray’s article in the February Link and I agree with everything she has said and sympathise with her about the amount of rubbish around between Old Shaw Lane, Shaw village centre, and in fact all across West Swindon. My husband and I do regular litter picks along the walkway from Shaw shops to Walter Close . The amount of food containers, sandwich wrappers, plastic bottles and alcohol cans and bottles is unbelievable. We try to do this on a weekly or fortnightly basis, but whenever we go back a day or two later, we can find more dropped litter. We can’t understand why people have to eat and drink whilst using the walkway and if they have to, then why don’t they take their rubbish home with them? I have asked if bins could be placed along the route but have been told that there is a risk of them being set alight. I appreciate the council’s litter picking service has been cut, but I also feel that it is up to everyone to take their rubbish home instead of discarding it on the ground. Also, why do dog owners clean up after their pets and then hang the bags from trees and hedges? I find it difficult to understand these people. Scrapstore relocates to new home After a desperate search for new premises following a sudden notice to leave the West Swindon base they had occupied for less than three years, Swindon Scrapstore has moved to Unit 2, Bramble Close, Elgin Industrial Estate. DHL and Iceland provided transportation and company staff helped volunteers to rebuild display shelves before moving the waste materials that playgroups, schools and youth groups find so valuable. Train to help victims through stressful times The court system can be confusing and giving evidence can be an intimidating experience. The victim support Witness Service in Swindon is looking for new volunteers as it seeks to boost the help and support it gives to witnesses of crime. The volunteers in Swindon’s criminal courts play a vital role in reassuring witnesses by explaining procedures and being present at trials. They are asked to give at least one day a fortnight and are fully trained. The next four day training course taking place in May. Samantha Smiles, Witness Service Manager for Swindon, says: “Volunteers are the life blood of Victim Support and make a huge difference through the help and support they give to people affected by crime. We have volunteers from every walk of life. Their life experience is valued as well as the ability to listen and empathise.” The closing date for the course in May is 18 March. France like other European countries receives many asylum requests. People have come from Europe, Africa and also overseas territories from its colonial past. Some of these stories will be shared in the service. Everyone is welcome at the service, not just women.

Swindon Travel Choices Swindon Travel Choices aims to make it easier for those living or working in Swindon to get around without clogging up the road network. We believe that by giving people proper travel choices, many everyday journeys can be made by bus, bike and foot rather than by car.
Volunteers needed for Bike Week National Bike Week 2013 runs from 15th to 23rd June and Swindon Travel Choices in conjunction with Swindon’s Bicycle User Group are looking for volunteers to help shape the programme of events in Swindon this year. From roadshows to guided rides and ‘try out’ sessions, volunteers are needed to input with ideas and help out with publicity and staffing at events. Could you ‘Take a Stand’? Free cycle parking is still on offer for small organisations and businesses in Swindon, thanks to the Take a Stand initiative, which is run by the social enterprise Lifecycle with backing from Swindon Travel Choices. Over the past few years, organisations such as Lower Shaw Farm, right, The Bible Society and the Samaritans have been just a few of the many recipients of two free Sheffield stands for their premises. Secure, visible cycling parking is a great way to deter bicycle thieves. It is also a great way to encourage more cycling, as people are more likely to make a journey by bike if they know there will be somewhere safe to lock it on arrival. To be eligible for free stands you simply need to be located in Swindon borough and be able to install the stands on your own land. If you need more than 2 stands, or are a school, there are separate grant schemes available. Email: transportplanning@ swindon.gov.uk for details. Pay as you go motoring launched Drivers in Swindon now have cheaper motoring available to them, thanks to an innovative scheme that was officially launched in February to promote sustainable travel. Co-wheels, in partnership with Swindon Travel Choices, run ‘pay as you go’ car club cars, operated using a smart card, and have state of the art telematics fitted. Members simply book the car on line at www. co-wheels.org.uk, arrive at the time of the booking, use their smart card to access the vehicle and drive off!

The scheme was launched by leader of the council, Rod Bluh, and will be closely monitored to see levels of take up. It is hoped that in time, additional cars could be made available in more areas of Swindon.
New cycling advice leaflets Swindon Travel Choices has up-to-date cycling advice based on leaflets produced by cycle organisation Sustrans over a decade ago. Volunteers - young and old - from Swindon were invited to pose for the photographs and we think they all did an amazing job. There are 6 in total: Cycling With Children; Cycle Clothing And Accessories; Basic Bike Maintenance; Electric Bikes; Bike Security; Choosing The Right Bike The leaflets are available to download as .pdf files and can be found at www.swindontravelchoices.co.uk/media.
