The February Link outlined the launch of a new locality based approach by Swindon Council whereby each of seven areas - formerly known as clusters grouped by political ward - now has a designated ‘Locality Lead’ officer to work to bring local councillors and community groups together more closely. Des Morgan from North Swindon, below, casts a critical eye on another initiative to make the local council more relevant. Local Government in the town is at a crossroad, it appears unsure of its place in society and is desperately trying to reinvent itself, again. It is the word ‘again’ which should cause residents of Swindon most concern. That the world is an ever changing set of scenarios is well understood by most of us but there are some things which remain as constants in our lives, things which give us comfort that whatever happens they will always be there, the NHS for example. Similarly local councils provided the basic structures which enable us to conduct our lives in some sort of order, from the collection of rubbish, to the provision of community facilities and more besides. We are now faced with yet another attempt to define the relationship between ‘the council’ and the citizen – you and me - to make the relationship more intimate. I am sure the Locality Leads are, in the words of council leader Rod Bluh, ‘well meaning.’ Only time will reveal how successfully they interact with elected members and offer any useful contribution beyond being a reference point. It sometimes seems that the council has an affliction of constant self examination based on a desire to be better - but only on their own terms. As we witness on a regular basis, the council really does not like en-
gagement, unless it is founded on the basis that everything suggested by them is right and therefore by default any other opinion must be considered flawed. We all want public services that are more locally sensitive where local communities are actually involved in setting and delivering priorities. But let’s be honest, that is not what the council wants, whatever it might say. If the politicians and officers really believe local communities are key in deciding and delivering priorities, the need for: 1. greater transparency; 2. a capacity to listen, and 3. an absolute willingness to change, is essential. I suggest all three are pie in the sky aspirations. Supporting and helping communities to help themselves can only go so far, and the limits are carefully controlled to ensure that there remains a dependency on the provider. We shall wait to see whether the latest shuffling of deckchairs is anything other than yet another attempt to rebrand the same tired and worn out model. What’s the bet that within the next three years Localities will be old hat?

Wiltshire rejects Ridgeway Farm. Planning inspector will now decide
On 15 February Wiltshire Council went through the formal procedure of discussing whether 700 houses should be built at Ridgeway Farm, to the north of Peatmoor and Sparcells, but developers Taylor Wimpey had already forced the issue by calling on the government’s planning inspectorate to decide whether they can proceed.
Wiltshire councillors unanimously refused the proposal to develop on Swindon’s borders, endorsing the objections from Swindon Council, three MPs and over 1,032 people living in North Wilts and Purton. This will be considered by the planning inspector at a week long public enquiry starting on 9 May in Chippenham. Taylor Wimpey propose a mix of housing including affordable starter homes, a new primary school and nursery, along with significant areas of public open space and nature conservation areas incorporating recreation and play facilities. In addition there will be local road infrastructure improvements and the potential to improve existing public transport provision. The developers argue that Ridgeway Farm is a sustainable urban
development for Swindon although Swindon Council’s core planning strategy states that development beyond the borough’s boundaries to the west is not required. The majority of the extra traffic generated by the development will use Mead Way and Thamesdown Drive as well as estate roads. Shoppers support important charities
Three Swindon charities benefited from a share of £3,000 made available every three months under the John Lewis Community Matters Scheme. Shoppers at John Lewis at home at Mannington voted for Swindon Stroke Group, Koalas special needs playgroup or Swindon Young Carers by placing tokens given out at the till with their purchases, into a charity collecting box. Swindon Stroke Support Group and Swindon Young Carers topped the poll and received cheques for £1,110 each and Koalas were presented with £780. Graham Swatton of the stroke club said the support of John Lewis shoppers would enable members to enjoy a holiday in September. “Forty members are booked for a week in the Isle of Wight and the donation from John Lewis almost covers the cost which is fantastic.” Stroke survivor Angela Jarmey said the support group is a great place for people who have suffered heart problems. “Lots of people talk about stroke support and invite you to attend meetings, but this group just gets on with it and does it. Public toilets are a subject of interest to everybody, but it’s not a much talked about in public. But on 26 March Dr Clara Greed, Emeritus Professor of inclusive urban planning at the University of the West of England Bristol, right, has been invited to talk at the Swindon Equality Coalition about the unequal and inadequate provision of public toilets, and how they are a low priority for high-level policy makers. Dr Greed was originally a town planner but got involved in the ‘social aspects of planning.’ She has undertaken a range of research on questions of equality, diversity, gender, and accessibility, but has concentrated on one key issue in recent years, namely public toilet provision, as ‘all human life is there.’ From a gender perspective inadequate and unequal toilet provision for women in the workplace, and in places of entertainment, sport and retail activity, all contribute to long queues, reduced productivity and poor health amongst women. Unequal toilet provision for women is one of the last frontiers to be conquered.
From a disability perspective inaccessible, inadequate and limited levels of provision for those with disabilities, reduces the chances of people getting out and about, working, travelling and living their lives. From an environmental perspective, public toilets are the missing link in terms of creating sustainable cities, as if the government wants people to get out of their cars and back on to public transport, then accessible, decent public toilets are needed at all transport hubs and locally for all those walking and cycling. Ruby’s Fat Cow is over the moon with fundraising
Ruby’s Fat Cow Fund is a brand new Swindon-based initiative set up by teacher Annette Shakespeare of Old Town, whose daughter Ruby, aged 10, died of an aggressive form of brain cancer last July. The fund - named after the pictures Ruby used to draw - aims to raise money for four different charities: CALM, the children’s cancer and leukaemia movement; the Samantha Dickson Brain Tumour Trust; CLIC Sargent; and Ronald McDonald House. Explaining her choices, Annette said: “The Samantha Dickson Trust is the leading brain tumour charity in the UK. Brain cancer is the biggest cancer killer of children and adults under 40, yet, of the £500m that is spent on cancer research, less than 1 per cent is dedicated to brain tumours. Four hundred and fifty pupils at Moredon Primary and Nursery School took part in a world record breaking for the most people signing and singing a song simultaneously. Sign2sing organised by SignHealth aimed to have over 150,000 school children at 900 schools across the country involved, smashing the SignHealth Guinness world record set in 2011 of 94,489 participants. Helen Wollington, class teacher at Moredon Primary and Nursery School, said: “The day on 8 February raised awareness of sign language and the deaf community as well as raising money for the SignHealth charity. “Sign2sing was a super experience for all the 450 children that took part. Victoria Souter from West Swindon has recently been successful in obtaining computing qualifications through flexible learning at the college which has led to a new receptionist/administrative assistant position. She said: “I became unemployed in March 2009 and found it impossible to find a job in
administration, because I had no experience or qualifications. “At New College I studied Intermediate ECDL (basic level of computer use, and modules in Microsoft Office Word, Access, Excel and PowerPoint.) Courses were flexible, so I was able to study at home and in the Open Learning Centre; it took me two months. “I then went on to study iTQ Level 3 and passed all modules by June 2010; the first student in Swindon

A spare room could make a difference to a young person’s life
Swindon Council is running a campaign to raise awareness of the huge need for more supported lodgings carers in the town and how people with spare space can be paid for assisting a young person with life skills. Supported lodgings is a way of providing young people aged 16 to 21 years with a form of independent living within a family setting. Many of the young people have been in foster care and are not ready to live on their own. Being a supported lodgings carer is a rewarding job, which can be carried out alongside existing employment. Carers are provided with ongoing professional training and are supported throughout the placement. Cheryl Keller of the council’s family placement team said: “Supported lodgings carers come from all walks of life and backgrounds
including being single, married or in a long term relationship. Carers must have an interest in the welfare of young people and be willing to undertake training and an assessment. The job can be challenging, but also very rewarding. “We cannot underestimate the importance of carers. You are responsible for helping to change the life of a young adult who needs your help. The school Terry is going to is being set up by parents and community members taking advantage of the government’s free school initiative. Terry said: “Parkfield is what’s known as an all-through, new style academy catering for children aged 4 to 19 years. It will have smaller year groups than Isambard so the site is not as large. When I start there will be children from reception up to Year 3 and also Years 7 and 8. “I like the fact that everyone is working together to open the school and that it will be a reflection of what the community needs.” Terry’s experience in setting up a new school from scratch at Isambard is obviously going to
stand him in good stead and he’ll be applying innovative educational and pastoral ideas developed in Swindon. He added: “The academic mentoring system we have at Isambard is something I particularly want to replicate. Every pupil is allocated a member of staff who they speak to on a one-to-one basis every fortnight to help with academic achievement and overall well-being.” Terry takes up his new role in April and has a special message for his colleagues and pupils. “It’s been an exciting journey and it’s been great to have the possibility to do new and exciting things. I’ll really miss everyone I’ve worked with at Isambard.”

Housing plan for Windmill site
Swindon Council’s cabinet has agreed to release the land where Windmill Hill Primary School once stood, off Uxbridge Road, Freshbrook. Twelve self-build houses are proposed on the footprint of the school building which was destroyed in an arson attack in 2010. Windmill closed in 2008 when it amalgamated with Freshbrook Primary and reopened as Millbrook, next to the village centre. The rest of the site is still designated as a playing field until 2019. Mosaic tells the history of Wroughton
Year 10 GCSE art students at The Ridgeway School have created a large mosaic project based on the theme of ‘Wroughton today’ which will contribute to the redevelopment of the Moat area of the village. The piece is based on research by pupils and contains design references to the history and present life and times in Wroughton. The circular mosaic is made up of segments each worked on by pairs of pupils deciding how to express their ideas visually, then cutting the tile pieces and embedding them in a concrete cast. Designer David Bowers of Mosaic Madness helped the group bring their ideas to reality.

Fundraiser for Oakhurst School bench in memory of three year old Three-year-old Shaniqwa Gooden passed away in December following a year long battle with brain and spine cancer, and now friends of her family are helping raise funds for a bench in her memory to be placed in the garden of Oakhurst Primary School, where Shaniqwa attended nursery. Fundraiser Carla Leigh recalls meeting Shaniqwa’s mum Hayley when they were just 4 years old and their paths crossed again when their own children attended the same school. As a good friend Carla is motivated to spearhead the fundraising effort, which includes an evening of entertainment at the Moonrakers’ Crossways Suite on 24 March. She said: “It’s been heart-breaking watching the effects of all Shaniqwa’s treatments since her operation in January. But she was a little fighter and never complained one bit.

India break from exams Fifteen Year 11 pupils at Bradon Forest School will be taking their GCSE studies to India for ten days in March on a British Council supported project to build links with schools in the north of the country. The Bradon pupils will join fifteen from St Laurence School, Bradforupon-Avon to spend time in Amritsar and Dharamsala. To get there each has had to raise £1,000 and they have been organising cake sales and boot sales throughout the last year.
Jack Tyler from Grange Park, pictured above with Hanif Robani, held a charity night at the Bombay Lounge in February which raised £400. He said: “We’ll be staying with Indian pupils in their boarding school, playing cricket and taking part in studies. It’s an amazing opportunity to learn about another culture from people of our own age. I’m sure it will be a life changing experience for all of us.”
Boxing champs help orphanage fund hit 10k target
Former world heavyweight boxing champion David Haye and British and Commonwealth super middleweight champion George Groves visited Swindon at the end of January to help Ali McCallum from Old Town to break through his fundraising target for the Palna orphanage in India. The ticket only event at Fitzpatrick’s Boxing Gym attracted a sell out crowd keen to meet the stars and watch two boxers in the ring seconded by Haye and Groves. A great meal from Mama’s Jamaican Kitchen, a raffle and an auction of a signed picture of David Haye raised £2,480 for Palna in New Delhi which cared for Ali in his early years. Following last year’s splendid eighteenth festival, plans are now well underway for the nineteenth Swindon Festival of Literature - from 7 to 19 May, writes festival director Matt Holland.

In this Olympic year, which also sees Swindon Town play at Wembley, and perhaps win the league, the festival goes for literary trophies and golds, seeking medals galore in the field of action, ideas, and entertainment. The physical action begins early on Bank Holiday Monday, with literary frolics at dawn in Lawn Woods, followed by walking, storytelling, running, and book events in Lydiard Park. International ideas then come thick and fast with talks from the BBC’s World Affairs Correspondent John Simpson, top left, on his book Unreliable Sources, and Channel 4’s News Editor Lindsey Hilsum, left, on Libya and the Arab Spring. Ideas of fairness in society are also explored by Observer columnist and leader of the government’s Fair Pay Review Will Hutton, third down, who will be followed by writers and speakers from Occupy London on what their challenging international movement aims to achieve. Author of Shattered Lives: Children who live with Courage and Dignity Camila Batmanghelidjh, bottom, knows exactly what she wants to achieve: a better life for battered children. As does Brigid Moss with her talk on IVF treatment and people’s wish simply to have children; and local author Lynne Copp on what the contents of your handbag represent and lipstick leadership. By way of entertainment, there’s a luscious literary cabaret with the terrifically-grown up Scary Little Girls and glamorous best-selling rom-com authors Ali McNamara and Jane Costello; an hour of verbal mischief-making with Edinburgh award-winning word-watching funny-man Alex Horne; and a live recording for Radio 4 of the Wondermentalist show. As well as these, there are also over 50 other events that include poets, novelists, scientists, competitions and comedians in venues all round town, including community poets from Toothill telling the story of their community (see page 13).Â
 The nineteenth festival offers experiences for everyone that make life memorable and prove that life is for learning, and where possible, pleasure too. People of all ages and backgrounds can come along have a good time, get together, meet authors, join in lively talk, explore new ideas, and even have a laugh. Steam’s season of royalty and fantasy
To celebrate the Queen’s diamond jubilee, Steam museum has created a unique exhibition exploring royal rail travel, from the very early days of steam and the Great Western Railway, through to the present day. Entitled The Royal Road, the exhibition, which runs until 31 December, shows many items from the Steam collection not on permanent display. These include the original clock from Queen Victoria’s waiting room at Windsor Station and original fittings from Queen Victoria’s royal saloon, as well as a surprising number of documents, notices and artworks relating to royal travel. It’s back to Black and White Youth compare images of the present with shots by Swindon photographer Albert Beaney
Traditional and new media art work - created by over 130 pupils from four Swindon schools - is on display at Swindon Museum and Art Gallery until Saturday 14 April. Back to Black and White, a youth arts and heritage initiative run in partnership with Swindon Youth Forum and Culture Swindon, has been inspired by 40,000 photographs taken by Albert Beaney of life in Swindon from the 1940s to 1970s.The pupils tracked down and interviewed some of those who were photographed by Beaney and took their own photographs of today’s Swindonians. Their work, using images of the past and present have been presented as the culmination of a £25,000 Heritage Lottery Fund project. Titanic, the Swindon connection
Running until the end of June there is a small display in Steam museum’s Caerphilly Hall which commemorates the Titanic and the railway connection, giving visitors the chance to see documents relating to the GWR and the ill-fated ship.

Local charity Lights for Learning is collecting bras to both pad out solar panels in transit to schools in Africa where there is no mains electricity so that learning can continue after dark, and to raise money through garment recycling company BCR Global Textiles. The idea comes at the right time says Slimming World development consultant Heather Clarke. “The Slimming World Let’s Beat Obesity Together is our 12 week national campaign. Consultants in Swindon are encouraging family, friends and the local community to work together to make the town a healthier place to live. “A recent Slimming World survey showed that 83 per cent of people in the town think that obesity is a national crisis and 74 per cent want to slim down themselves. “As a result of this campaign we expect there will be many women who see changes in their shape which will mean freshening up their wardrobes. What better than to help Lights for Learning give a brighter
future to children who don’t have electricity in their schools.” And there’s another way of helping Lights for Learning. As part of its commitment to tackling obesity, Slimming World is offering ten prizes of £500 for winning groups to donate to local community projects. The winners will be chosen based on the number of people joining the challenge, and how much weight they lose. See the advert on the left for details of a class close-by.

Help Taw Hill runner raise £500 for kidney research
Pharmacy student Gurinder Singh from Taw Hill is training hard to run the 13.1 mile Reading half marathon on 1 April to raise money for Kidney Research UK. Intending to complete the race in under two hours, Gurinder, right, aims to raise at least £500 towards research into a cure for kidney disease. Having spent 8 weeks on voluntary work placements in the renal units of Great Western Hospital and in Milton Keynes, Gurinder found himself wanting to do what he can to help people who are suffering with kidney problems. Spain comes to Wrag Barn Golf and Country Club in Highworth on 22 May when club captain Steve Griffiths and the ladies’ captain Juliet Platt will be hosting the Seve Ballesteros Spanish Golf Experience in aid of brain cancer research. The format for the day will be a four-ball-better-ball pairs competi-
tion and there will be putting, chipping and beat-the-pro competitions. The programme, which is being delivered by the Wiltshire and Swindon Sports and Activity Partnership with support from Swindon Council’s Leisure Services and Volunteer Centre Swindon, is a national volunteering programme funded by Sport England as part of their Olympic People, Places, Play legacy programme. It aims to recruit 40,000 new sports volunteers aged 16 and over to organise, lead or support community sporting activities for themselves and their friends, colleagues and neighbours. Those not directly taking part in sport themselves can take on a more organisational role, such as supporting qualified coaches, providing half time refreshments, helping to plan and run an event, helping club admin, marketing or

First aid course on offer to grandparents
Wiltshire Red Cross is organising another opportunity for Swindon grandparents to learn what to do when an emergency arises when looking after young children, at a two hour session on Thursday 8 March, 6.30pm to 8.30pm at Westlea Fire Station. The class uses the Red Cross Everyday First Aid approach, the charity’s simplest method of teaching life-saving skills. It aims to give participants the knowledge and confidence to respond if a child or baby starts choking, becomes unconscious or swallows something harmful. The guide dog puppy will live with you for about 14 months to become socialised to everyday life before it can go onto advanced training to become a guide dog for a visually impaired person. The Red Cross is developing the Fire and Emergency Support Service (FESS) for Westlea Fire Station on a 24/7 basis and needs more volunteers. The service helps people who have suffered fire or other domestic emergency, such as flooding, and find their home uninhabitable. Martin Lloyd, Wilts FESS coordinator, said: “The service has been active for years and has helped many people start the process of recovering their lives following harrowing circumstances. Recently, a house was struck by lightning and we were able to look after the occupants while the Fire and Rescue service dealt with making the premises safe. We provide practical help like shelter, food, clothing and a safe environment and give other help too. The renewable energy farm to the east of Swindon went live last July. Covering 30 acres, the 20,000 polycrystalline solar panels produce 4.4GWh annually. The Westmill Solar Cooperative which manages the park is launching a share issue in March and is encouraging local people to invest and take part ownership of the scheme. Westmill is the UK’s only midscale solar farm project to be installed and operational before the government cut the higher level feed-in tariff. As well as produc-
ing energy for local homes and businesses, the excess solar power is fed into the national grid. This will generate returns for investors while having a positive impact on the environment. The project is led by organic farmer and green entrepreneur Adam Twine, who has a track record in tackling climate change at a community level whilst helping investors enjoy healthy returns. Sixty children entered The Link’s handwriting competition launched in the December edition with support from uni-ball. The aim was to encourage neatness, clear formation of letters and a nice layout on the page. uni-ball sponsored the main Competition sponsors prizes in three categories and thanks to West Swindon office products supply company Accord, every child who submitted an entry received a uni-ball pen for taking the time to enter. The entries were judged by fountain pen user Christine Pratt from Abbey Meads and calligrapher Jill Ryan-Brown from Old Town.

Prince’s Trust ignites ideas with unemployed youth Swindon-based youth development charity Inner Flame is working with The Prince’s Trust to deliver the tried and tested Team Programme in March, aimed at helping young unemployed people from 16 to 25 to build their confidence, skills and practical experience for increased employability and community participation. Inner Flame co-founder David Wreathall is excited about the opportunities that the partnership will bring. “The Team Programme has excellent evidence to show that it really does equip young people with what they need to succeed. “With about 1 in 5 young people in Swindon struggling to find work there is a generation of youth who have begun to believe the world doesn’t want them at all.” Over the programme’s 12 weeks, young people have the opportunity to get involved in a community project, a team challenge, two weeks’ work experience and a residential activity week, as well as achieve a nationally recognised qualification in employability, team working and community skills, in conjunction with Swindon College. David added: “The key is that the young people are learning by doing. All the projects and placements have been researched and selected by the participants themselves with support from the team leader. They have to conduct all the project planning, organising and risk assessments so they feel a real sense of ownership.” There are 15 places available on Swindon’s first Team Programme, beginning on 19 March. Keen railway spotter Ashley Smith has responded to the November Link complaint by Rushey Platt resident Adrian Balch that the area is loosing its correct spelling by stealth. Adrian said that tapping ‘Rushy
bridge by Mannington was known as Rushey Platt so it annoys me that a developer comes along and does not spell the name correctly. “Apparently some businesses in the industrial area have the wrong

Women come together in prayer
This year’s Women’s World Day of Prayer service has been prepared by the Christian women of Malaysia, with the theme ‘Let Justice Prevail.’ Rachel Dowling is the guest speaker at the service taking place at Toothill Church, Dunwich Drive, SN5 8SX on Friday 2 March, 7.30pm. There will be refreshments afterwards; all are welcome to attend.
Street pastor recruitment and training in April A project that takes the church to the streets to offer a listening ear and practical help to people in the town centre is looking for new volunteers willing to give support on Friday or Saturday nights, from 10pm to 4am. Street Pastors are Christian volunteers working independently, but with the full support of the council and the police, and working closely with security and door staff of pubs and clubs. They are definitely not on preaching patrol. The help given can be anything from a warm drink for a homeless person, a pair of flip-flops
for a tipsy young woman unable to walk in her stilettos, a space blanket for a cold clubber, a calming voice to defuse a potentially violent situation, or assisting a vulnerable person to get home The training runs on 6 consecutive evenings from Friday 20 April, plus Saturday 26 May, 9.30am to 4pm. Now under new management and with a new name, the Hongxin Oriental Buffet provides well priced all you can eat meals in a new look Chinese setting. It's the second refurbishment in under two years. In mid-2010 Xin Li and Jian Zhong took over the near derelict building which required a huge investment to make it usable again. Following feedback from diners that the open plan restaurant felt like a canteen, they have now greatly upgraded the décor with Chinese artworks and ornaments, with the seating set in intimate booths. The makeover extends to all areas of the restaurant said director James Young. “Our objective in designing a new look restaurant for Swindon was to create a quality environment, with attractive features and to show off Chinese culture, and to offer very reasonable prices to our customers.

"We have refurbished from top to bottom: the toilets, the kitchen and all the equipment are brand new. We have created a space for guests to have a drink before their meal and the customers will welcome the way we have divided up the restaurant area. We will also be able to cater for private functions and special celebrations.” The mayor of Swindon Ray Ballman said she was greatly impressed by the Hongxin. "The lion dancers were fantastic and I'm greatly impressed by the decor. The wide range of food is excellent; I'm sure the restaurant will be a success." Justin Tomlinson agreed. "It's fantastic to have another restaurant. The Hongxin is an excellent addition to the town, it's easily accessible and the free parking is an attraction."
