The council should be clear that voluntary organisations deliver the goods Swindon has a thriving, energetic non-statutory sector providing care, support, advice and information to its population, doing the things local authorities cannot or should not do because of cost or bureaucracy. But year after year they are considered the soft target to reduce council spending, despite being rigorously examined by council officers to justify grant support. Just as central government is keen to see non-statutory organisations take on more responsibility, Swindon Council seems as keen to cut them back. The non-statutory sector appears to be a pawn in a wider political game being played in a council where no party is in full control. There was drama in the council chamber on 12 February when the Tory 6.3`x, council tax rise proposal was defeated and the Labour/Lib Dem 7.5% hike was passed on the Mayor's casting vote - thereby avoiding up to £750,000 cuts to voluntary and arts organisations. Chris Lau, director of Voluntary Action Swindon, has severe doubts about the council's understanding of the contribution made by such organisations. "Voluntary organisations are an easy target for the council and it does not see them as key players in a partnership working to provide front line services to the community. If the voluntary sector needs to be modernised, I think the council's financial management should do the same." The Mayor of Swindon is looking for the person who has done the most for charity in the last year. Details on how to nominate someone on page 29.

Where should a university go? The forces for and against the development of a university campus at Coate Water are lined up, each arguing their case forcefully. The University of Bath wants to build a campus big enough for at least 10,000 students and 2,500 staff between Coate and the Great Western Hospital atCommonhead. Vice chancellor Glynis Breakwell has stated bluntly that Coate is the only site that will be considered so that there can be a cross pollination of scientific and medical research, a so-called 'synergy of interest.' Bath is ranked as the fifth highest performing university in the country and its pharmacy department is thought to be the best in Europe.

In the early 1960s Swindon Corporation submitted proposals to the University Grants Committee to bid for one of the new universities being considered by Central Government. In Swindon: a plan for expansion, a study published in 1965 which set out development planning principles two sites for a university were identified, a preferred area of 200 acres at Coate Water and an alternative at Stanton Park, near Kingsdown.

In the text of the report 150 acres of surplus railway land at North Star was also identified as an urban site for a university or a new general hospital. But Swindon had already been by-passed in the race for a new university in the south-west. Building started on the Bath campus in 1964. Thus there is a certain irony that the desire of Swindon for a higher seat of learning is being provided by a city that was its competitor some 40 years ago.

Memories of a Princess fade into the future

Exodus to other climes creates vacancies at Peatmoor Peatmoor Community Primary School is well known for its commitment to helping Dihlabeng, its partner school in South Africa with educational equipment and materials. But now it's starting to send children worldwide as well. Over the last six months families have left the school for all parts of the globe. Four have gone to Australia, two to the USA, and one each to Canada and the Isle of Man. Two leave for Scotland in Marchand head teacher Terri Peacock says that a few more may be taking off over the next six months. Departures are not confined to children either. Much valued volunteer Sam Street, is leaving for sunny California at the end of March with her two daughters and husband, who will be taking up a position at his company's headquarters. Sam has coordinated the Story Sacks library for two years and is also employed part-time as the community users' booking secretary. She said she was sad to be leaving Peatmoor. "The school is such a hive of creative activity and has given my children a wonderful start in their education. They're unsure about uprooting themselves from their friends but a new adventure calls. "I'd like to set up an e-mail link with their new school and Peatmoor so that their new friends in America will be able to find out about Swindon and discover the link with Dihlabeng." Terri said Sam has been 'a star' and her going was a huge loss to both the school and community side. "I really don't know why so many children and staff are leaving all of a sudden, but it's the way of the world. New opportunities beckon elsewhere and jobs require families to move on.

The children spent the Autumn term studying paintings by Rubens, Bruegel, Manet, Cezanne and Kandinsky, reproducing the works using similar techniques and writing about them. Farewell Swindon Arts

After 13 years of serving the local community, the town's independent arts organisation which aimed to develop a wider range of cultural opportunities has closed and the last rites will be performed later this year. Swindon Arts director Rosa Matheson looks at the achievements and the reason for shutting down. So why has Swindon Arts been brought down? As in all things to do with the arts, it was lack of money. particularly a secure commitment towards core costs. When Swindon Arts was set up the council was a major partner providing personnel and covering administration costs. Over the years this commitment was cut again and again, leaving the charity to find new money to cover these costs. It also lost many of its business high sponsors, for economic reasons or relocation. Swindon Arts changed and adapted to meet these new circumstances, by creating programmes to att^^> tract new sponsors

windon Arts came into being through the visionary and S bold thinking of a handful of people. They believed that thecounoil and businesses should work together to bring arts to the town to enable Swindon people - whatever their age, background or ability - to have easy access to the arts; to have the opportunity to develop their own creativity, and to be empowered by building their own and community confidence. These were

aims and I am proud to say that they were largely achieved. Over these years Swindon Arts channelled of hundreds thousands of pounds

into

Discover West Swindon's As Swindon prepares to install a dramatic 12 metre sculpture in North Swindon, sponsored by the North Swindon Development Company to the tune of £94,000. it seems to want to forget the efforts of Thamesdown Council to introduce unusual and interesting sculptural features into the public landscape. The curious might wonder what significance there is in a pile of stones next to the dentist surgery at Freshbrook Centre. or a steel figure atop a giant horse emerging from shrubs next to Mead Way, or what looks li ke the remains of an aircraft half buried in Shaw Ridge. Like the three naked bathers by the lake at West Swindon Centre. the sculptures are forlorn reminders of the public works of art introduced by the previous regime in the 1980s, but are now largely ignored by the White Horse Pacified, 1987, by Julie Livsey An interpretation of Wiltshire's white horses in 3D steel and concrete located at the play area off Cartwright Drive, Shaw.

How the Mighty are Fallen, 1989, by Tim Sandys-Renton A cast iron and iron archaelogical artifact from the 20th Century perched on Shaw Ridge which requires viewers to transport themselves into the future.

Looking to the Future, 1985, by Jon Buck Jon set up a workshop in the old Toothill community hut on Deerhurst Way to create three ghostly fibreglass figures in bathing costumes which were first located in Westlea Park before being moved to the lakes at West Swindon Centre. Because of the soft material, the bathers have suffered badly from vandalism in both locations.

There are loads and loads of

volunteering opportunities in and around Swindon. There are many organisations needing help to carry out their work and they are registered with 'Swindon Volunteers' the local volunteer bureau, like a job centre but for volunteering. What might volunteering mean for you? You need a time commitment of up to 3 hours a week

Popularity for the sport has soared since its inclusion at the 2000 Sydney Olympics but opportunities to play locally have been li mited. Now members of the Welsh Wheelchair Rugby Association have received an 'Awards for All' grant to hold regular training sessions in Swindon and Bristol. Keith Jones of the Pirates wheelchair rugby team described the game as 'chess with violence.' "It's a combination of rugby, basketball and volleyball; it looks rough but the players love it. We get the chance to develop skills and strength and employ tactics.

"Each player, apart from being in a wheelchair, has a points classification based on his or her upper body function. Teams can only field a certain number of points so that powerful players have to be matched with less able players which means the teams' strengths are balanced. It's very tactical to ensure you have the right players on court at the right time." What to do if you witness anti-social behaviour Residents living near the underpass beneath Westfield Way linking Bayleaf Avenue and Clary Road have, for several months, suffered from noise, intimidation, litter and vandalism from large gatherings of youngsters. The police are maintaining patrols in the area and are now supported by a Police Community Support Officer who liaises between the police, the parish council and Swindon Council's Crime and Disorder Team to implement Anti-Social Behaviour Orders and Acceptable Behaviour Contracts which restrict offenders causing harassment, alarm or distress. To be able to pursue such

restrictrions through the court, the

authorities need information from the public. If you are suffering anti-social activity, keep a log of observations detailing: dates and times; number of people involved; description of offenders, including clothing and distinguishing features; any names, including nick names; location and what offenders are doing. Swindon based Bible Society launches bicentenary celebrations An organisation based in West Swindon, but with a history stretching back two hundred years, launches its celebrations on 8 March when 2,000 invited guests attend a service at St Paul's Cathedral.

American Evangelist Billy Graham opened the first part of the new Bible House in West Swindon in 1982 and in 1986 the Queen Mother opened the completed building. Bible Society currently employ 89 people, 72 of whom are based at the Swindon Head Office. The organisation began in 1804

when committed Christians realised that people around the world should be able to encounter God's Word for themselves. The worldwide work continues, through a global alliance of more than 130 Bible Societies in over 200 countries. Together, they work to make the Bible heard through translation, distribution and campaigning. A special bicentenary fund will help raise vital funds for Bible materials, literacy programmes, projects to support families and outreach to street children. Other events across the country this year include regional bicentenary services at many UK cathedrals, a National Day of Prayer on 9 May and a Picnic in the Park Day on 20 June.
