FREE competition to find a smile for Spring We're looking for West Swindon's brightest under fives. The Link magazine has teamed up with Hallmark photography to find two smiles for Spring. Photographer Kevin Hall will be taking free portraits at the West Swindon Centre on Friday March and we will publish the brightest photos next month. There is no obligation to purchase the portraits when printed and purchase is not a condition of entry into the competition. Turn to the back page for more details.

Write an April Fools story Once again we're inviting you to write a short story about some aspect of West Swindon which could just be true, but is in fact an April Fool story. We're offering £10 for the most subtle contribution of no more than 200 words. £5 for two runner ups. After the upset caused by last year's winner which predicted a Poll Tax on Pets, we might placing a health warning on the printed entries. Suggestions for the wording or a logo would be welcomed. Key information role for Pam Pam Pixton, for six years the Arrivals Officer with Thamesdown Council's Community Development Division, now has a new title as the Community Information and Support Officer. Until recently Pam was kept busy in her part-time job tramping around muddy build ing sites in her wellington boots visiting new arrivals to West Swindon. She also visited new tenants in council houses. Many readers will have been greeted by her friendly smile at the door, often amidst the chaos of just moving into a new house. Apart from presenting the very useful 'Welcome to West Swindon' booklet containing useful information about community facilities, she was able to provide lots of advice on local services and groups to join. Visiting new arrivals has been something the Council has carried out since the first people moved in just under fifteen years ago. But with the rate of house building in the area declining and the static housing market, the council has decided to change Pam's job description to respond to the different needs that have evolved over the years.

Youth issues dominate public meeting Despite the worst weather of the winter, sixty people attended the public meeting called by Thamesdown Borough Council on 7Febniaiyat the Link Centre to give residents a chance to put questions to the leaders of the council. LeaderoftheCouncilTonyMayer described the meeting as the first of a series to be held in different parts of the Borough. He said that West Swindon had been chosen for the first meeting because of the survey carried out in 1989 through The Link magazine and the more recent conference on the problems of the area. The meeting was a chance to provide councillors with more direct feedback Below is a summary of the major questions put to the councillors and their responses. *Les Peach from Freshbrook complained that Thamesdown had stopped the War Disablement Pensions allowance. Housing Committee chair Des Moffat said that the Government has changed the rules governing payments which restricted local authority's powers. He said money had been set aside to support War Disablement Pensioners but he was not willing to impose an extra burden upon council tenants. *Sheila Mitchell from Westlea said that the bus service to Greendown School was inadequate and large numbers of students did not have access to a service. She was informed that Wiltshire County Council was responsible for providing school transport and Thamesdown was prevented from

subsidising school transport routes. Councillor Mayer added that Thamesdown Transport was required bylaw to make a profit which made it almost impossible to operate general routes which did not cover themselves. He also agreed that there was a major problemof trying to maintain and develop good public transport in the face of cuts, whilst trying to reduce traffic congestion. •Keriy Porter from Toothill asked about the truth of reports that there was going to be an entrance charge to the Link Centre. She said it would be very unfair to young people if this was the case. Arts and Recreation chair Councillor Fanning said the issue had been completely misunderstood by the local newspaper. See the story below. He said that no change in policy would take place before wide consultations and youngpeople had to be involved in the process. He pointed out that there were one million users of the Link Centre annually and the very smallnumber of misbehaving people were not entitled to impose their views on the majority. *Kerry Porter said that getting the Toothill Farm youth club building open again was taking a long time and young people were being ignored. Councillor Fanning reported that lease negotiations were taking place and unfortunately it is a lengthy process. He expressed concern that there was only limited access for young people at local community centres.

•JohnMaloney from Westlea raised the issue of litterand dog mess in the area and Lydiard Park where it was particularly disgusting. Councillor Bob Pixton from Freshbrook said that the Council was trying to work out solutions which involved dog owners who after all were responsible for their animals. It was difficult to proceed far since the national Dog Registration scheme had been defeated in Parliament and there were limited powers available and little money to enforce dog fouling prevention measures. CouncillorGary Griffiths believed that the Borough's refuse collection service was second to none but some people go out of their way to drop litter. The proposed Environmental Protection Bill required Councils to be more vigilant with litter, but provided no additional money to operate the scheme. •Sandra Small from Westlea felt that the Meads Play Area in Westlea is unsafe and needs rebuilding. Councillor Fanning said the play area in question was very good by comparison to many. Howeverthere is a rolling programme of upgrading play areas to British Standards. Other questions were raised with regard to Thamesdown becoming a unitary authority, responsible for all local government activities, the use of creche facilities at the Link Centre by child minders, security in and around the Link Centre, the use of residential areas for motor repairs, and the ability of the council to extract contributions to community facilities from land developers.

G. Park school Steve Menham has been appointed head teacher at West Swindon's newest primary school. The school, which is located off Hay Lane, will serve Grange Park and opens in September. He is presently headteacher of Swindon Old Town's Lethbridge School and can be contacted there on 523808 until the end of March.

Year of the Ram celebrated in west The Asian Women's Mother and Toddler Group celebrated the Chinese New Year in February at a party which included delicious Malaysian and Indian dishes. Thegroupmeets onTuesday from 1p.m. to 3p.m. in the Community Room at the Link Centre and includes members from a wide range of cultures and religions. People from the Caribbean, India, Pa kista n, Malaysia, Germany and Holland bring their children to take part in activities and celebrate their different festivals. New members are invited to join. No charge to use Link Centre Meeting called to discuss access on 19 March Users of the Link Centre are not to be charged SOp to enter the centre, despite reports in the Swindon Evening Advertiser that a charge is to be introduced. A group of teenagers questioned members of Thamesdown Council about the reports at the public meeting held on 7 February and were told that the Council had not discussed the introduction of a charge. Chair of the Arts and Recreation Committee Councillor Maurice Fanning said the reports were misleading and understood the upset they caused. He said that the open access policy to the Link Centre was under review by his committee following abuse of the facilities by a tiny minority of teenagers and young adults. "We are carrying out a consultation exercise with users and staff on whetherany changes in how we manage the Link Centre should take place."

Following thepublic meetingLink Centre CoordinatorJohn Fisher said building the Centre as an open access facility, six years ago was a brave, bold experiment. "On balance it has been a successful experiment but the behaviour of a minority of users had worsened over the last year. The staff have coped very well under pressure, but they are getting fed up with aggressive attitudes. So are visitors who are treated to abuse by groups of young people hanging around outside the centre and by their poor behaviour inside. "If it means people not coming here or staff leaving, we must do something about the problem." He suggested that an entrance charge was a extreme solution and would be difficult to manage given the library, community suite and the arts studio were open access. Howevera selective control of access at certain times might be an approach.

A report is being prepared for the Arts and Recreation Committee in April and John Fisher would welcome any written comments on how access to the Link Centre might be changed to deal with the problems. Welcome to West West Swindon's Magazine The Link is pleased to present residents of West Swindon with our first guide to the area. Finding the right telephone number when you need it can be time wasting and frustrating. Here you will find the numbers and addresses of your local councillors, schools, health facilities and a range of useful community contacts in West Swindon and further afield.

However, we are the first to admit that WEST is not comprehensive! There are at least 150 community groups of all kinds in the area, but you won't find them here. The new Resource Room in the Community Suite at the Link Centre contains an 'Information Bank' where details of local communitygroups are kept (see page 3), as well as information on community and voluntary organisations in the town as a whole. The Library also holds a wide rangeof information, whilst The Volunteer Bureau at Thamesdown Voluntary Services Centre

provides the opportunityto find out about voluntary work in the town (see page 7). Along with the map published recently in The Link magazine, we hope we have brought to you a complete and easy to read set of information essential to anybody living in or visiting West Swindon. Thamesdown Council's Community Development Division has a team of workers based in West Swindon. Here they outline their work and how they can help local people become more involved in their community. The team works in the West Swindon area to support ideas and projects which will help create and maintain a sense of community. We offer our services to all people in the area and are especially keen to include people who are often left out for one reason or another. One way that people can be excluded from community life is by not having the information they need in order to know how and where to join in. Over the last 12 years, Community Development has produced the popular "Welcome to West Swindon" booklet. You probably received a copy when you first moved in. Unfortunately our limited resources meant that distribution was restricted to new arrivals. The team is therefore pleased to support the circulation of WEST to all residents of West

WEST contains information specific to West Swindon. You may want to know the answers to many other questions. For example: Where can I take the children for a day out? What's on in Bath or Oxford? Are there any dog training classes? Council matters?

A Background to West Swindon The westward expansion of Swindon which first took place in Toothill, Freshbrook and Westlea, and then later at Shaw and Roughmoor, continued the policy of town development that began during the 1950's. Some 1,700 acres of land will have been developed by 1995 since building started in mid1975. When complete West Swindon will have a population of around 36,000 living in about 12,500 households. The first houses in Toothill were occupied in Spring 1976 and the first residents of Freshbrook arrived in mid-1978. The development ofWestlea began inl980and housebuilding at Shaw commenced in 1984. The first residents of Roughmoor at Sparcells arrived in October 1987. By February 1991 there were 10,200 dwellings occupied by about 33,000 people. The 'western development' is based on the concept of the 'urban village', each with a population of between six and eight thousand people living near a village centre containing, ideally, a small supermarket, two other shops, a public house, a church, a community centre and a school. Toothill and Freshbrook Village Centres are complete as is the West Swindon District Centre with its superstore and smaller shops which serve the whole area. Shaw Village Centre opened in October 1987, but a permanent community centre is still awaited. A centre for Roughmoor, serving Peatmoor and Sparcells, is proposed.

Greendown West Swindon's Secondary School is officially designated a "Community School", the first and only such in Wiltshire. The objective is for residents in the area to have much greater access to the facilities at the school than has traditionally been the case. In the 20 months I have been secretary of the Shaw Residents Association the number of people attending meetings has fallen from a dozen to a mere handful. This, despite various social events that have been organised to bolster support. Does it take a major problem or local controversy to generate protests and unite residents. I hope not! Nature studies The grounds of Shaw's Brookfield School are going to be turned into a haven for wildlife and plantlife as well as a site for environmental study. The project was launched in February when third and fourth year pupils presented their ideas in plans and models made during their studies for the landscaped areas. Ponds, hills, a small orchard, wildlife areas and quiet sitting areas are all part of a scheme to provide natural resources for study. Students and parents will be invited soon to take part in a tree planting day to start the practical stage of the work. Dog fouling From B. Cejer, Grange Park

I read with growing astonishment the article on Dog Fouling page 6, February Link magazine. I am disgusted at the amount of fouling which takes place in the area. The walkways should be a safe and pleasant place to walk along especially with young children, instead any outing is ruined by the frequent piles of dog excreta which are unpleasant as well as being a danger. Now dog owners are to be encouraged to 'allow their dogs' to foul by the sides of footpaths, if this happens the walkways will become even more unpleasant. The logic of this move escapes me. One point which I haven't seen raised in all the discussion about the dog fouling problem is why there is a problem at all when most homes in West Swindon have their own garden? Surely dog owners should train their dog to use their own garden for excreting before being taken for a walk rather than being taken out mainly to do its mess somewhere else -ready fora child to stand inorbe infected by. Obviously the dog may end up fouling outside of its own garden but thereare ways of clearing up after the animal. I feel that the concept of finding a 'a commonunderstanding with dog owners' is being taken too far to everyone else's cost.

Training for play The Play Service at Thamesdown Council is planning a training day for anybody who would like to develop skills of working with children aged 5 to 14 in group situations.

Newcomers restart After a year, the Newcomers group has been restarted. The organisers stress that members do not necessarily have to be new to West Swindon. Their circumstances may have changed, from full time work to parenthood for example, making them new to the situation they find themselves in. Allarewelcomed ata group which aims to provide contact with others in a similar position and useful information so that they can move on to other activities in the community. The event takes place on Saturday 20 April, from 10a.m. to3.30p.m. in the Link Centre and there is free child care for both under and over fives. The day, which is called 'Play's Serious' will include workshops in practical activities such as basic music, arts and crafts, use of video, juggling and kite making. There will also be discusssions and a sharing of ideas on different topics, like child development, working with groups of boys or girls and children with disabilities, multicultural ideas in play and coping with discipline problems. Local play development worker Paul Ryan says he wants to attract more adults to the idea of working with childrenina play setting. No uniform raises cash for children

The Swindon Health Authority are looking for a name for the new and much delayed West Swindon Health Centre which opens sometime in June next to the Link Centre. Ten year old Kevin Griggs from Hopton Close took up the suggestion on children's television to raise money for UNTLEI- by not wearing school uniform for a day in February. Freshbrook School head teacher Philip Gurney readily agreed and appeared in school in wonderfully patterned shirt and jumper. Just to be contrary, teacher Angie Holman turned up in uniform. • in brief Lots of lambs It's lambing time at Southleaze Sheep Farm. The farm reopens to the public, from 230p.m. to 5.30p.m. on 1 March and about 120 lambs are expected during the month.
