Julie hopes to finish her sculpture in early March and later in the year, the surrounding area off Cartwright Drive, Shaw, will be landscaped and play equipment installed. Earth banking and tree planting will hide the horse from the nearest houses, but from Roughmoor Way, the huge structure will have a striking presence. Holding up raw hands with every finger bandaged, Julie said she would not have missed the experience. "It's a rare opportunity to create such a large sculpture, though at times it has felt like a prison sentence. The damp conditions caused havoc with the special equipment used to spray on the concrete. The sand had to be completely dry and we were constantly having to clean and dry the machinery." Julie is very appreciative of the back-up she has received from all quarters. "A lot of people have been involved to make the White Horse possible - structural engineers, JCB drivers, paint manufacturers and Dave Bindon of Tristar Engineering. He's been on site with me assembling and welding all the steel together. I was also encouraged by local people who have passed by.,, A community event is planned for later in the year when (it is hoped) better weather will allow 'The White Horse Pacified' to be celebrated.

DANCE FAR CHARITY A Tea Dance held for charity recently raised f86.80 for local groups. The dances which are organised by 45 Plus Club, take place monthly in the Community Suite at Link Centre. They are very popular with up to 100 people attending a pleasant social afternoon. The money raised at the February charity dance will be distributed to the Lighthouse club for the mentally handicapped and the Girls' Group, both of which meet on Tuesday evenings at Link Centre.

MARKET DAY COMING West Swindon might have its own open air market if an idea put forward by a local councillor is successful. The proposal being promoted by Toothill ward councillor Ricky Midwinter is for Thamesdown Council to allow stalls to be set up once a week on the coach park near Link Centre's ice rink entrance. Initial discussions with officers of the Council have been promising and Coun. Midwinter has called for a report to be submitted to a Council committee which examines the possiblity in detail.

SAY NO TO PLANNING APPLICATION Wimpey Homes has applied to North Wilts. District Council to build on 80 acres of land to the north of Lydiard Park on the Lydiard Millicent Road, outside West Swindon's boundaries. Thamesdown Council have lodged an objection because of the detrimental effect of more houses on a prominant edge of Lydiard Park. Other objections have been received and the application is likely to be rejected. However an appeal to the Secretary of State for the Environment is expected. Freshbrook Councillor Bob Pixton, who chairs Thamesdown Environmental Forum, commented, "Our policy is to say 'no' to incremental or piecemeal development. This application encroaches on the rural buffer around West Swindon and is just another example of creeping urban development." Court. A decision will be made this month as to whether Toothill continues to have a youth worker. Funding through the government's urban programme scheme has nearly come to an end and unless Wiltshire County Council agrees to make a financial contribution the present post holder Ian Crawford will be made redundant. Thamesdown Council has put up 25% of the finance over the last 5 years and the project has been managed by the Methodist Church sponsored West Swindon Youth Resource Committee. Speaking for the Youth Committee, Methodist Youth Officer Tom Hill expressed some optimism. "We have had positive discussions with Wilts. County Council and they are considering ways of incorporating part of this project into funding for 1988/89. We are also applying to a national organisation - Methodists Alongside the Poor Fund - for the balance of the required funds. "We're not there yet, but I'm hopeful that there will continue to be a youth worker in Toothill.

BETTER SECURITY FOR TENANTS ON THE WAY

No defensive space for residents in Stamford or Edington Close. It looks as if a solution to the problems faced by tenants of Edington and Stamford Closes is on the way. Thamesdown Council's Housing Department has agreed to provide entryphones and fences to improve security and peace of mind. Ever since the flats in the closes were occupied 9 years ago, tenants have experienced a range of difficulties arising from the design and layout. Being open to the front and rear, there has been little protection to tenants from people causing aggravation right outside their windows. Access to stairwells, which serve the flats, has also created difficulties. Youngsters runing through connecting doors from one side of the blocks to the other and people sleeping on landings have caused worries amongst the elderly tenants who occupy many of the flats.

Local ward councillor Ricky Midwinter has been arguing for improvements for a long time. "I'm really glad that the money has been found at last to improve the situation. The tenants have suffered a great deal of inconvenience over the years. The proposed entryphone system will allow them to regulate who enters the area around their front doors; and the fences at the front and back should deter people coming right up to their windows. I hope these measures will go a long way to overcoming the anxieties of tenants." Commenting on the proposals, Maria Lydon of Stamford Close said, "It's got to be better than what we haven't got at the moment. I hope the fences at the back will be high, otherwise people will just climb over."

FRESHBROOK & GRANGE PARK WHAT IS THE FRESHBROOK VILLAGE GROUP?

PUTTING THE 'COMMUNITY' INTO COMMUNITY CENTRE Last month The Link started a series about Freshbrook's Residents' Organisation by looking at its history. In this article, we consider the business of running a community centre. Thamesdown Council's community centre building policy has resulted in 22 being built around the Borough along with a further 10 social halls. At today's prices, Freshbrook's would cost about £1 /2 million. Centres are provided in response to community demand. In turn the community have to manage them. The Council charges £1.00 rent and makes grants towards running costs. Freshbrook Community Centre

Danger Crossing Wiltshire County Council is being pressed to do something about the dangerous crossing on Gainsborough Way following an accident before Christmas when a pupil was knocked down by a car. Freshbrook School Governors considered the problem on 11th February and discussed the proposal by Freshbrook councillor Bob Pixton that more car parking should be provided on the school site. The idea was publically condemned some weeks ago as 'lunatic' by fellow Freshbrook councillor Simon Cordon as more accidents were likely to occur. He wants to see double yellow lines painted on the roads. The decision of the Governors has yet to be revealed, as is any response by Wiltshire County Council.

Although the centre is an important facility for the people of Freshbrook and Grange Park, few recognise who has responsibility for running it. This worries chair of the FVG Pam Pixton. "People using the centre and others in the community don't realise that the building is run by a committee of residents ordinary people who give their time voluntarily, elected at an annual meeting. "We employ 14 part-time staff, deal with the repairs and maintainance, take the bookings and in effect, we are running quite a big business. It's an enjoyable challenge to serve the people living in the area. "At the same time, the committee is accountable to the community through the Annual General Meeting - if residents choose to attend." But Pam is concerned that not enough people seem to be interested in Freshbrook's Community Centre. "Looking to the future, the FVG needs more residents to be involved in their centre. There must be people in the area with skills and abilities to contribute, for example somebody with accounting skills. I hope we will see new faces at the A.G.M. in June."

Comic Relief Day in February turned out to be a day of education at Westlea School. Everybody had to pay 20p to wear fancy dress and the youngsters on the left, and teachers on the right, discovered new things about each other. "The pupils held an impromptu Comic Relief Talent Show and watched a short video about the famine in Africa," said Deputy Head Sue Long. "Everybody was clear about the support we were giving to the starving and the day highlighted the support we give to each other in school."

COFFEE MORNING IN SHAW EVERYBODY WELCOME! The coffee mornings for newcomers to Shaw has had rather strange publicity in the Link. In January the wrong day was given and in February it was not mentioned at all. Despite these problems, some new people did find the coffee mornings which moved from the community centre to the family room in the The Village Inn at the beginning of February. However quite a few people may have wanted to attend but did not know where to go. The holding of a special session for new arrivals is an unnecessary barrier according to Moyra Webster, who has been co-

ordinating the coffee mornings on a voluntary basis since November. "Most of us are new to the area even though we may have lived in Shaw for a couple of years," explained Moyra. "There is no reason why anybody who wants to meet other people, or find out what's going on in the community should not come along. Everybody will be made welcome." The Shaw coffee mornings are held on Thursday, 10.00 a.m. to noon, in the family room at The Village Inn. A few toys are available for children to play with.

THE SHAW FRIENDSHIP CLUB A new group has been formed in Shaw aimed at anybody at home during the day who wants to make friends with others in the area. A number of people without young children who have attended the newcomers coffee morning decided that they would like to meet on another occasion during the week and have been doing so during February. They are now appealing for more Shaw residents to join them for

tea and biscuits on Wednesday afternoons, from 2.00 p.m. to 3.30 p.m. in Shaw Community Centre, the yellow building next to the doctor's surgery on Ramleaze Drive. As numbers build up in the Friendship Club activities and trips will be organised by its members. For the present the club is a gathering point for those who want to meet each other socially.

RESIDENTS' ASSOCIATION LOOKS TO THE FUTURE The February meeting of the Shaw Residents Association discussed how more Shaw people could be drawn into its activities and even considered closing down at its Annual General Meeting in April. In hearing about past business, the twenty people in attendance learnt that Post Office Counters Ltd. were still not intersted in starting a sub-post office at Shaw Village Centre. This is despite the growing number of retired people moving into the area and the very large numbers of families who need to draw child benefit. The meeting also heard of the objection made by the Association at a planning enquiry against the Ridgeway Farm development proposed by Bradley Homes, on 50 acres of land to the north of the Purton to Moreden road. If this went ahead, it would form part of the fifth urban village at Roughmoor. A discussion about Shaw's permanent community centre took place which broadened out into a debate about the role of a residents' association and the kind of activities it should be

involved in. Some people attending thought the organisation was not relevant to the needs and interests of new residents; it should take a lead in sorting out their environmental problems and take a greater interest in the idea of a community centre. Steve Sowerby, chair of the Shaw Residents Association said that due to pressure of work, it was necessary for him to step down from the post at the annual meeting. It would be a good time for the Association to consider its role providing enough people showed an interest in an organisation which concerned itself with community issues. At one point, the chair suggested the SRA should close down in order to make room for a new organisation which represented all shades of opinion in the area. This was felt to be too drastic a step, but all agreed that somehow, more residents of Shaw should be encouraged to attend the Annual General Meeting and that more newcomers should be asked to participate in the executive committee. The Annual Meeting will take lace on 15thA'ril.

West Swindon's fifth urban village should have a Doctor's surgery within a year, if all goes to plan. A delegation from the Wiltshire Family Practitioner Committee, which controls where Doctors can set up a practice, visited the area in February to see where housing was being built and planned, and to consider the physical difficulties of reaching a G.P. They also met planners from Thamesdown Council to discuss the time-scale of development over the next few years. Although only 50 houses are occupied in the Sparcells area of Roughmoor, the Committee members heard that house completions and the build up of population was very rapid. They were also told that Roughmoor is at present and would continue to be physically cut off from the closest facilities at Shaw because of the Peatmoor Lagoon and Hillmead Industrial Park.

The F.P.C's policy is to try and provide a G.P. as close to a local centre of population as possible. The committee members recognised that there is a need to provide a Doctor in Roughmoor as soon as a suitable property can be identified. The full Family Practitioner Committee agreed in late February that Doctor Kandiah, who has a surgery in Toothill, should be permitted to begin a practice in Roughmoor. Commenting on the decision, F.P.C. member and local ward councillor Ricky Midwinter who argued for a doctor in Roughmoor, said, "It is to be welcomed. Taking primary health care to the people is vitally important and allowing a doctor to start a practice in the area is a far sighted decision. I also welcome the recommendation that a pharmacy should be provided as well.

Alison, who worked at Link Arts Studio for a year, recently completed a course in making sugar flowers. She is now a member of the British Sugar Flower Guild. "I was a bit reluctant to go on the course, but my Mum pushed me," admitted Alison. The mail opening ceremony comes next (an average pile is 2 ins, high) which requires the sorting of letters into two piles - one to be dealt with tonight and the other to be dealt with at the weekend. 1.00 p.m. Back to work till 3.00 p.m. then a visit to the Local Family Practitioners Committee in Trowbridge to argue that a doctor is necessary for Roughmoor (the newest area in the ward). They agree to be shown round West Swindon and to hear the case of local residents. 5.45 p.m. Home for tea and another hour with the family before leaving for the Civic Offices to attend a meeting of the planning committee to support the application for an indoor tennis centre in West Swindon. RECREATION MEMBERS WANTED AT PURTON CRICKET CLUB Within three miles of West Swindon, Purton C.C. has a ground in a lovely countryside setting where a high standard club cricket is played. WHAT PRICE EDUCATION? GOVERNORS AND HEAD TEACHERS TAKE ON SCHOOL FINANCE by Ian Matthews, Head Teacher of Greendown One of the latest developments in education involves a plan to allow schools to have a far greater control over the amount of money required to run a school. This control is to be exercised by the School Governors and it involves taking decisions about quite large sums of money. But how much do our schools actually cost - how much money is involved? From April, Greendown is one of a small number of schools in Wiltshire where the Governors will be given almost the whole school budget to use in whatever way they see as being appropriate for the education of the students. Greendown is only a small school at present, around 500 students from September, but still the sums of money involved are quite large. The school will employ 29 teachers and up to 10 other adults. The total salary bill for these staff is around £500,000. In addition to this, has to be added cleaning, school meals and ground maintenance - a

further total of around £50,000. Under the Wiltshire scheme, the Governors will be able to switch funds from staff to books and materials or the reverse - in fact the Governors will not be able to control any aspect of school meals and so this is not included in the total. Heating and lighting is another major item accounting for up to £10,000 per year. The Governors will also have a maintenance budget of around £5,000 per year. All schools are given a budget to spend on teaching materials - this includes money for postage, telephones and the purchase of cleaning materials (including such essentials as toilet rolls!) This amounts to around £20,000 per year. When staff are absent due to sickness or attending various training courses, the school may employ 'supply teachers'. These are temporary teachers who move around all schools in the area 'filling in' for absent staff. It will be up to the school whether or not to cover absent staff - the

Governors will be given a further sum of money to cover this, possibly up to £6,000 per year. The grand total so far is already over half a million pounds per year - add to this the community budget and various other items, and we have a grand total of over £600,000 per year - and Greendown is only just less than half its full size! Of course, being a Community School, Greendown can also use its facilities to raise money to supplement the total budget. The income from Community activities amounts to over £25,000 per year and although this only gives around £3,000 'profit' it all adds to the total amount we can spend on providing a good educational service in the area. The main advantage of being able to control our own budget is that we can use the money to provide for the unique requirements of this school rather than have to follow a scheme which applies to all schools. But the responsibilities are considerable - particularly to the School

Governors who for the first time will have a very direct influence on the detailed running of the school. Around half of the membership of the Governing body of a school will in the future be elected to that position - the parents having a chance to elect 5 out of a total of 19 places in a school the size of Greendown. Whether the new system works will be largely dependant on the enthusiasm of these people and on the ability of the local population to take a greater interest in the whole of the educational process.

HELPING YOUNGSTERS STUDY West Swindon's Kirk Tutorial Register links youngsters who need extra help with school work and qualified tutors who can provide one-to-one attention. The register is run by Audrey Forder of Shaw who has run similar schemes elsewhere. "I have found there is most demand for extra tuition in Maths and Physics, and to some extent English, particularly to 'A' level standard. I also have tutors who specialise in computer studies and one who can help 7 to 11 year olds," said Mrs. Forder. "The idea of individual tuition is not to compete with what a student is learning at school. The tutor works with the student on areas of weakness of where something has been missed or misunderstood. The object must be to compliment the work that is being done at school so that students acquire a better grasp of ideas. Students that have not done well in mock exams or are expected to achieve certain grades in order to go on to higher education often need that little extra help. Most just have one hour a week, but this raises their confidence no end." With younger children Mrs. Forder thinks sone can benefit a lot. "If a child has missed a lot of school for some reason or the family has moved around, it means that the child's pattern of learning may be upset. Again, working in conjunction with what a child is doing in the classroom, he or she can be encouraged to catch up by helping them concentrate and regain confidence." The Kirk Tutorial Register is also looking for tutors who must be suitably qualified. A language tutor is especially sought at present. Mrs. Forder's telephone number is 876389.

IN THE PICTURE Richard Walker opened his picture framing workshop in Purton in September 1986. Finding suitable premises in the village where he lives has proved very convenient. The decision to open his own business followed several years as a manager for a picture framing firm in Essex. A course added valuable knowledge of the more technical aspects of framing and conservation. Pictures purchased all over the world are brought in for framing every week, plus tapestries and embroideries of all shapes and sizes. Maps, photographs and manuscripts also add to the variety. Richard offers 150 samples of mouldings, so no-one would be spoilt for choice. Customers can select their own frames and mounts, and there is also expert advice close at hand. The retail side of the business has expanded rapidly to include the sale of fine art prints. Richard aims to keep stock which is a little out of the ordinary, as well as the best selling prints from top suppliers. Customers can also take away catalogues to make their selections at home. In February, Richard had the opportunity to take over the art sales kiosk in the West Swindon Centre. This has added a new dimension to his business by selling inexpensive canvases with an instant framing service from selected frame styles. Customers have commented on theupgrading of the stock quality. --had been providing the custom framing service for the kiosk and by taking it over, Richard hopes to provide a more personal service at competitive prices. This is the message being given to social security claiments by Thamesdown Welfare Rights Forum this month. From 11th April the benefit rules are changing and many extra weekly lump sum payment for people on Supplmentary Benefit (of Housing Benefit Supplement) will be abolished. WHAT ARE THE MAIN CHANGES FROM APRIL? Savings all the new benefits can be claimed if you have less than £6,000 savings. You will receive reduced benefit if your savings are over £6,000. -

Income support replaces supplementary benefit. It can be claimed by individuals who work less than 24 hours per week or by couples neither of whom work 24 hours or more. A basic personal allowance is topped up with fixed 'premiums' for different groups of people, e.g. families, single parents, pensioners, disabled. Mortgage interest and an allowance will be paid on top of this. People under 25 will receive a lower personal allowance, whether or not they are living independantly. Anybody receiving supplementary benefit before 11th April will have their benefit level protected (to be on the safe side any claim should be received by the DHSS by 4th April). -

Family credit replaces Family Income Supplement. Can be claimed by people with children who work 24 hours or more per week. Tops up take home pay. This amount is intended to cover the cost of milk and school meals which at the moment are free for people on F.I.S. -

Housing benefit Everyone will have to pay 20% of their rates. Housing benefit supplement will be abolished and any reduction will take effect immediately for people who were not on supplementary benefit before April. -

Social fund loans will replace single payments and urgent needs payments. Repayments will be deducted from benefit. The fund will be cash limited. Grants will be available for some needs including maternity and funeral expenses and restricted community grants. Walking on water and skating on thin ice were not part of John Fisher's new job description when he was appointed recently as the new co-ordinator of West Swindon's Link Centre. However as the person resposible for taking an overall view of opperations, he has an enormous task in continuing the development of the Link as a centre for the whole community. Most leisure centres have managers who direct the way things are run, but John recognises that the combination of the facilities run by various departments at Link Centre requires a different approach. "The coordinator's brief is to take a wide overview. The Link is a big building with lots on offer. The sports and recreation side are perhaps the most obvious aspects which people see, but the community suite is an important community centre for its users and the arts studio attracts a large number of people to performances, exhibitions and workshops. The library of course has a huge number of borrowers and the probation service have offices here as well. "With staff from different departments and authorities under the same roof, it's important that I try to look after the interests of the building as a whole. By bringing the people who work here together, we can strive to improve the range of services the Centre can offer." John, who lives in West Swindon with his family, was previously deputy co-ordinator from just before the Link opened in April 1985. Having been involved in the Centre's evolution, he is keen to encourage the developments that have taken place so far. "We have concentrated on getting Link Centre up and running and generally establishing a pattern of operation," said John. "My appointment coincides with our third birthday and it's now a good time to take stock of what has taken place and refine our programme of usage. I would like to spend some time considering our relationship with the community. Since Link opened over 2,000 new

Taking the plunge - John Fisher. houses have been built and large numbers of people have moved into the established parts of West Swindon; it's a good time to get out and discuss how the centre can serve the people in the future. I would welcome invitations from established groups to speak at their meetings and later in the year we will be holding public discussions for individuals; unfortunately most contact with the public at present is concerned with sorting out problems or complaints. These meetings will be a chance to consider Link as a centre for the whole community. In fact one of our staff training objectives for the next year is being more aware of the customer's needs. "In terms of our present operations, we will be looking at how to use Link Centre more intensively and to develop more joint projects involving all parts of the building. Martha Parry, the Community Activities Officer, brought us all together during the 'Time-Out for Women' fortnight last October and we're very excited about helping West Swindon under S's with the events they're planning in June. "At peak times Link Centre is very busy and with over 3,000 houses yet to be built in West Swindon, we are going to be under great pressure. So we're going to have to attract users in at the quiet times by offering more activities in the early morning, lunchtime and late afternoon. "Later this year the Tennis Centre in Westlea will open and will be managed from Link Centre, and in the longer term the proposed privatisation of sport and leisure facilities could have a profound effect on what is available here." John was obviously pleased with his appointment and is happy to remain a member of the West Swindon community. "I was certainly thrilled and honoured to have been selected for what is widely regarded in the leisure industry as one of the most challenging and prestigious posts. We first moved to Shaw because of its convenience to Link, but we have grown to like the area; it's a friendly 'neighbourly' place."

LINK CENTRE

CENTRE FOR THE WHOLE COMMUNITY Until a few weeks ago one of the most unfriendly places in West Swindon must have been the Ike Gradwell Community Suite at the Link Centre. The main entrance to the Centre is daunting to people at the best of times, but the entrance into the Suite was almost designed to put people off. Once inside, the staff are very friendly and so are the community groups who use the Suite. These include a playgroup that meets eight sessions a week, 12 parent and toddler groups, the 45 Plus Club for more mature members, the Asian Women's Group and many more. In fact, it has become quite difficult to book a room in the Community Suite. On arrival off the Link Centre Mall, visitors are confronted by a long featureless corridor with doors at one end and another corridor leading off it. Eventually another human being may be discovered in one of the rooms, though anybody less than five foot eight inches would not see them because the door windows are so high. Thamesdown Borough Council's Community Planning Committee has recognised the unfriendly atmosphere created by the layout of the Community

that visitors can see if there are staff present; an opening will allow bookings to be made and information given. Once the building works have been completed and the corridors re-decorated, more notice boards will be put up in order to display useful information and work by local schools.

Suite. In a report to its November meeting the Committee agreed to a rearrangement of the rooms and is hoping to increase staff presence so that the public can be helped throughout the day. Action was taken quickly following the decision. A new minikitchen was built in December so that user groups could be moved from the parents and toddler room to the meeting room. This has allowed the administration office to be shifted from its room at the the furthest corner of the suite to where the parent and toddlers used to meet, next to the entrance. The next phase of alterations will take place in a few weeks time. Windows are to be installed in the entrance corridor wall so
