Peatmoor Primary School teacher Sarah Adams had one of the best views on 29 April after being invited by a good friend to join her at her ofﬁce which overlooks the entrance to Westminster Abbey. Despite being required to arrive at 4.30am before a security clamp down came into place, the events she witnessed were memorable. “Being so close to the action was absolutely amazing and totally surreal; we were even closer than the press,” said Sarah. “The atmosphere was something that can't be captured in a photo or on TV. The sounds and smells were as mesmerizing as the sights going on just below our balcony window - the noise of the crowd singing, somebody drumming, horses hooves and the continuous sound of a helicopter. “We saw each member of royalty arrive and leave in turn and it was breath-taking as the bride and groom came out from the Abbey. “We had to pinch ourselves as we couldn't believe we were there - other parties had paid £10,000 to have the same view. All of us in the ofﬁce realised we were extremely lucky.” Sarah in a prime spot to view royal entrances and exits at Westminster Abbey

Oliver Tomkins celebrated in traditional style

The May Link featured preparations for the royal wedding celebrations at Toothill’s Oliver Tomkins Primary School and the desire of headteacher Rhian Cockwell to hold a street party, just as she experienced for the Queen’s Silver Jubilee in 1976 when she was at school in South Wales. With the support of teachers and parents, tables were set up at the front of the school for all the 380 children at the combined infant and primary schools, from the nursery to Year 6 for a traditional celebration. “I really wanted to create an experience which the children will be able to recall as a shared memory,” said Mrs Cockwell. “I think we achieved our aim; it was a wonderful occasion which children and their parents can look back on as an important point in their lives.” Before the big date over 100 reception and foundation stage children walked up to St Mary’s Church in Lydiard Park to take part in a ‘wedding ceremony’ involving Cinderella and Prince Charming. ‘No’ to more houses next to Lydiard Park Proposals by developers Primegate Properties (Hook North) on behalf of Bovis Homes South West to build 175 houses off Hook Street, overlooking Lydiard Park have been turned down by a planning inspector after a planning appeal in April. It’s the second time residents have lobbied for rejection, the first time was last summer when Swindon Council planning committee turned down the original planning application on the grounds that the site was outside Swindon’s defined urban boundary. The developer ’s appeal was based on the grounds that Swindon Council did not have five years land supply for housing as required by legislation. However planning inspector Geoffrey Hill took the view that development of non-allocated sites outside the defined boundary of Swindon would ‘spread urban development into the rural hinterland of Swindon and it would also harm the setting of the Registered Park and Garden.’ David Barnard, chair of Lydiard Fields Action Group said, “we are delighted with the outcome of the inspector’s report – common sense has prevailed at last. Lydiard Park and the surrounding countryside is a vital cultural and environmental

Hop Skip and Jump to open Swindon centre in former community hall

Although the recession has had a major dampening effect on raising the £1 million needed to open a purpose built support centre for families who have children with special needs and their siblings in Lydiard Park, Hop Skip and Jump have taken over the unused Upper Shaw Farm social hall, opposite Shaw Ridge Primary School, and aim to be open on 15 July. The charity has been working closely with Swindon Council which has made the land available at Lydiard Park, but the prospect of opening in the foreseeable future was diminishing until West Swindon councillors Nick Martin and Gary Perkins suggested the farm which has been empty since 2010.

Westlea Primary School hosted three days of wheelchair skills training with volunteers from Whizzkidz in March with 13 participants from across Swindon from reception to Year 6. Apart from going outside to try out different surfaces and learn about road safety from a wheelchair point of view, the youngsters worked in teams to produce their own dance moves incorporating hand and body and weaving patterns with their wheelchairs in the school hall. Marla Carroll, head of Special Resources Provision at Westlea, said, “Mike and James, the trainers, were fantastic with the children and really made the course a lot of fun. They’ll be talking about it for a long time.”

How accountable should council related services be? Swindon Council is currently consulting on a report about bringing it closer to the community and making it more transparent and accountable. In the first of two articles Des Morgan picks it apart.

Of all the words contained in the Council report ‘Stronger Together An Organisational Commitment to One Swindon,’ 18 should cause every resident, taxpayer and voter to shudder. It says the reduction in the council’s finances “makes it impossible to sustain the same level and variety of services we currently offer to Swindon residents.” This is the precursor to an initiative making fundamental changes to the way services will be provided and the structure of the council, issues affecting everybody. Traditional perception of council functions centre on collection of waste, roads maintenance, education and libraries - a sad reflection on the council’s communication skills that many residents do not know the full range of services for which the council is responsible. Few know the services that the council has a statutory duty to fulfil against those which it chooses to offer. Our knowledge and understanding of council activity is not complete, leading to incorrect assumptions being made regarding responsibility and accountability. Many feel there are activities which should be managed by third party providers and even devolved to local communities. Yet having become used to a service provided by the council we find it difficult to accept that it could be provided by a charity or voluntary organisation, or worse, by the private sector or community groups. Such arguments must be properly debated; it is wrong to believe that because a service is currently provided by the council it cannot be provided just as well by other means. Equally it is wrong for the council to claim that simply because a service can be provided by the

voluntary or private sector at less cost, that is the way it should be done. We all know that price is not the only important consideration when buying a product or service. The belief that public is good, private is bad must be challenged. We assume the council will obtain value for money, a wholly justified expectation founded on the belief that council officers are professionals. However, many services are provided against tender specifications, or on a partnership basis, often less flexible to change than directly provided services. Loss of flexibility is a key factor in the decision process and when ignored the result is often a poorer service albeit at a lower cost. Allied to performance and flexibility there is a need for monitoring and scrutiny. In commissioning services to the voluntary and private sectors there is a danger that those who pore over information and hold their local councils to account, people referred to as ‘armchair auditors’ will be neutered and frustrated as councillors refer them to the service providers for information. There is evidence to suggest that once a service is outsourced the council hides behind an impervious cloak of commercial expediency to avoid answering tough questions. There is a need to accept and embrace change in service provision. What the people of Swindon want is to be engaged in the debate and party to the decisions made. Councillors and officers should not be allowed to determine what is in the supposed best interest of Swindon. Recent history does not suggest the political elite or their officer corps have demonstrated a real empathy with the electorate. They ignore the people at their peril.

Bitter sweet end to an amazing year Swindon’s mayor and mayoress Rex and Sandra Barnett received warm accolades on mayor making day 20 May at the civic offices when they handed over the chains of office. They managed to fit in over 500 engagements and raised a spectacular £68,744, during the year, the most by any Swindon mayor and mayoress. Rex spent time in hospital in late March and early April with what he thought was a chest infection related to asthma. Sadly he was diagonosed with epitheloid mesothelioma, the asbestos related cancer contracted by many men who worked in Swindon’s railway works. Rex, 72, was the last in a long line of Swindon mayors who spent time in the factory, starting as an apprentice in 1953. He specialised as a plumber until he was made redundant in 1961. In speeches during his mayorship Rex often made reference to his time in the works and sometimes told the story of how he was given responsibility for en-

The school governors voted unanimously in May to send their academy status application. Chair Kevin Gray said, “we want what’s best for students, and know how best to invest funding to serve the young learners of North Swindon. “There have been some questions about broader issues, such as Special Educational Needs and sixth

form provision, which don’t have any bearing on whether or not we become an academy. “Local opinion is largely in favour of us converting to become an academy. Greendown is hoping to be able to relaunch as an Academy in September. Headteacher Clive Zimmerman said, “the Secretary of State has issued Greendown with an Academy Order which is the ofﬁcial permission for a change in status. “We have launched a short consultation with staff, pupils, community partners and parents - particularly those in Years 5 or 6 who have yet to choose a secondary school, or have chosen Greendown for next

Year 6 pupils at Shaw’s Brook Field Primary School had an exciting opportunity to put questions to the current Dr Barnado, descendant of the original charity founder, in an interview that was broadcast on Swindon 105.5 as part of a cross-curricular project about life in Victorian times. A parent and toddler group which meets at Toothill Church had a double celebration on 28 April when it marked its first anniversary with a royal wedding theme. Set up with a £1,200 grant from the Baptist Union of Great Britain to buy toys and contribute to rent and heat at the venue, the party was also a good way to christen the arrival of an indoor climbing frame. Staff and students at Uplands Special School in Redhouse are planning a fantastic fun day and fete from 11am to 2pm to mark the opening of the multisensory garden in memory of four young people from the school who have passed away. The garden will be unveiled at 10.30am to commemorate Grant Younger, Connor Hewitt, Perry Harris and Celina Martin who died in early 2010, and Jessica Michaels who passed away in January this year. Headteacher Jackie Smith said “we’re grateful to so many individuals, families, local businesses and organisations who have helped to make the garden a reality.” The centrepiece is a sculpture by Gordon Dickinson of No Added Sugar, representing two friends supporting each other. “The garden is a place where students can sit and reﬂect on the friends they have lost, as well as celebrate the friends they have around them,” said Jackie. Following a poignant private dedication ceremony for the bereaved families on 18 May, grand opening organiser Lorna Braid said, “the theme for our fete is very deﬁnitely a celebration.” “Among the attractions on the

Swindon’s own Cavern Club

The visit by pre-mega star Beatles to play a few numbers in the McIlroy’s department store restaurant is embedded in the town’s folk memory, but nobody has told the story of how youngsters in the early 1960s enjoyed going to their own Cavern Club disco underneath the Mechanics’ Institute in the railway village. Juliet Platt met the man behind the town’s touch of Liverpool. Tony Carter from Even Swindon has led a charmed life, starting out as a railway vehicle builder in 19 shop to his last post as research and development manager. He also worked as a barman and British Rail Mechanics’ Institute DJ. He explained how he began spinning the discs in his leisure time. “I decided to have a go at doing discos with a couple of mates in the early 70s after we got barred from the old Piccadilly Nightclub in Covingham. My dad was a TV engineer at Carter Brothers and he made me a double record deck from a TV cabinet, with his old gramophone as an amp and some stereo speakers.” After a successful run of gigs at The White House Hotel, The Oxford and The Princess, Tony and his co-DJs Mick Mortimer and ‘Little’ Fred Furness approached the bar manager at the Mechanics in Spring 1974. “I can still see him - looked just like Ronnie Corbett. He let us set up the decks in the boiler house downstairs. There were pipes everywhere which our groupies covered

She said, “the Mechanics was a big part of our life. It was the place we’d all meet up.” Tony added the gigs in the Cavern boiler room didn’t last long. “We did the disco every Friday night, and when we were regularly getting 50 to 60 people a time we got promoted to the card room upstairs, which was really joining the elite.” Tony’s disco business evolved into Stardust Disco, then Denim Deluxe which he eventually sold on. “Not bad for something we only did for a laugh.”

Paint a picture to help make life better for orphans in Nepal

The Link is working with Ian and Rosa Matheson to raise money for Angel’s Orphanage in Kathmandu by asking young readers to design and paint a picture which can be made into a greeting card to raise awareness and money for the charity. Angel, a former sherpa guide and his wife, care for 20 orphans with help from Highworth and Swindonbased Friends of Angel’s Orphanage. To take part, children are asked to paint a picture of an angel on a piece of plain A4 paper, which must then be mounted on card. Entries will be exhibited at West Swindon Library in September so that they can be voted on by the public. The overall winner will receive a small silver angel, and the top five entries will be used as card designs. Entry to the competition is free, though donations are welcome. Roger the librarian retires to concentrate on his own book

Local historian Frances Bevan says Roger Trayhurn has left an important legacy of historical reference material at Swindon Library. When Roger retired in April, colleagues described him as an iconic local figure and a library legend, writes local historian Frances Bevan. He began work in 1964 when Swindon’s Central Library was housed in prefabricated buildings. He was assured the accommodation was only temporary, but it was over 40 years before the library moved into the modern, light and airy building designed by Swindon Council architects Nic Newland and Tony Currivan. Regular users would agree it was well worth the long wait for the £10m building on the original Regent Circus site when it opened in October 2008. The staff at Central Library provide a wealth of services from Story and Rhyme sessions for the youngest users in the colourful children’s section to talks and film shows in the plush reading room on the second floor. For the family and local historian there is a wealth of information available in the Swindon Collection with a dedicated team of enquiry officers to help and advise. And online a photographic archive launched in July 2009 currently contains more than 5,000 images and

has just notched up a million hits. The archive continues to grow as members of the local studies team spread the word and library users contribute their own photographs to be scanned and uploaded onto the site. Roger doesn’t intend on taking retirement too easy and says he has a long list of things to do that he never had time to tackle before. As someone who has appeared in the acknowledgements of so many local publications, he intends writing his own book about the history of Swindon’s Empire Theatre.

Witness service seeks volunteers to work with victims

Victim Supportâ€™s Witness Service in Swindon needs new volunteers as it seeks to boost the help and support it gives to witnesses of crime. The court system can be confusing and giving evidence can be an intimidating experience. Witness Service volunteers in Swindonâ€™s criminal courts play a vital role in supporting and reassuring witnesses by explaining court procedures

and being present at trials. The charity is holding a training course in June for recruits who can give at least one day a fortnight. Victim Support will pay expenses related to volunteering. Many people swim the equivalent of the channel in a pool, but on 5 September Bethan Sowden, from Toothill, and Sarah Baker, of Oakhurst, above, will be doing the real thing by joining a six-strong relay team to swim to France raising money for Aspire, the spinal injury charity. The University of Gloucester students used to swim for Swindon Dolphins at Link Centre and are now casual recreation assistants. Bethan said she had always wanted to take on the challenge but discovered the English Channel Swimming Association has a four year waiting list for individual swims. But joining a charity team means they can go this year if they raise £1,500 each. “We turned up for an assessment in November to ﬁnd we’re the youngest taking part,” said Beth. “All the others are experienced tri-athletes and open water swimmers. We’re now attending training weekends to prepare for the relay where we swim for an hour at a time; we’ve been told it should take 12 to 14 hours in total. “We can’t wear wet suits, it’s just costumes. We were amazed to discover that the swimming association employs a man at Dover whose job it is to slap on goose fat which retains body heat.” She added that the team members will follow each swimmer in a pilot boat ready to warn off ferries and large vessels passing through one of the world’s busiest waterways. He decided to continue the Roman theme after pulling Multiple Sclerosis sufferer Samantha Mulvey in a wheelchair chariot around the Swindon half marathon course with a team of centurions from the Les Slinn Fitness Studio last October. Running without his troop, but with 35,000 other elite and not so quick runners, he was both attempting to break the world record and to raise money for Swindon Therapy Centre for MS and Swindon Downs Syndrome Support Group. He said, "it was very hot running with the uniform on. After a mile I had sweat dripping from my tunic, so you can imagine what it was like once I ﬁnished. It was a great day though and even more special

seeing that I was supporting two great Swindon charities." The MS Centre has to raise £100,000 annually to run its premises in Westlea and the Downs support group has to raise over £16,000 every year to enable children to receive additional weekly speech and language therapy classes. In June Les and other members of his ﬁtness studio will be taking part in the annual MS Challenge, a cross country course in the Brecon Beacons carrying an MS sufferer in a wheelchair. Returning abroad to learn more Laura Dunham from Westlea was a member of a group of pupils from Greendown School who travelled to South Africa to spend time at a partner school. She returned in February by herself and describes her visit. South Africa has some of the most spectacular wonders, it’s a place everyone longs to visit and with such a vast mix of cultures there is always something new to experience. That’s why I decided to pay a second visit to the Eastern Free State. Six years ago, my old school, Greendown, established a partnership with Moriting Wa Thutu senior secondary school in Clarens. Because of this, I was among the first set of exchange students that travelled overseas to experience school life in South Africa. This is where my curiosity began. Once they reach a certain level of ability they can then be trained to close doors, fetch a ringing mobile or pull washing out of the machine.” Developments in dog psychology have led to new ways for dogs and their owners to get exercise - such as the latest doggie sport rally-o, and scenting, said Janet. “Our scent workshops are proving very popular; they are a good way of disciplining barking dogs and it’s also a very tiring brain stimulus, so it’s a good alternative exercise from the usual walk

when the weather’s bad.” The Puppy Skool has been an important vehicle for Janet’s involvement in charities that are close to her heart such as CLIMB, in memory of her grandson Jamie, the Mad March Hare and Race for Life, in memory of her Mum who passed away this year. “Everything is built around the dogs which are so good at bringing people together and making people smile,” she said. “I’m very grateful to all the lovely people who have supported the Puppy Skool; if I can carry on as I am doing over the next four years I’ll be very happy indeed.”

£1m conservation appeal launched to save historic church

Pews of VIPs heard the Bishop of Swindon Rev Dr Lee Rayfield officially launch an appeal on 13 May to secure St Mary’s in Lydiard Park for future generations. The total project cost will be in the region of £1 million, but a £50,000 grant from English Heritage will allow the church to undertake the first

stage of the project to repair the roof and make the walls weathertight. However the total cost of this initial work is £124,000: the church has already raised £14,000, so the congregation is seeking to raise £60,000 from other sources by the Autumn to allow work to start before the next winter.

“We hope a second phase can start in 2012,” said appeal coordinator Hilary Gardner. “Our initial discussions with the Heritage Lottery Fund have established that a detailed grant application would be welcomed to complement the major grant to refurbish Lydiard Park. ”This would pay for conservation work to the church’s historic fabric and ﬁttings from the tantalising medieval wall paintings and ancient stained glass, to the glorious 17th Century monuments like the Golden Cavalier and the star spangled Chancel ceiling.” The Bishop of Swindon said, ‘“historic church buildings like this have a secure future when they are home to a living, loving and

worshipping community. That is certainly the case for St Mary’s and we want to ensure it remains such a place for the benefit of generations to come.” Hilary added, “this is the first phase in an ambitious project to conserve the church for future generations. The wonders of St Mary’s make it popular with tourists visiting the house and park, it attracts some 3,000 visitors a year. If all those people who visit were to make a small donation, it would be such an important contribution.” Clive Deverell, team minister for St Mary’s said, “we’re delighted to have been awarded the English Heritage grant to boost our target for the first phase of work.“
