Race for Life, Sunday 10 June, Lydiard Park Ladies, it's time to exercise and raise money for other women. Swindon is holding one of 71 events across the UK with the aim of topping last year's total of £5 million for research into cancers that affect women. Last year 1,400 women and girls took part in the first ever five kilometre Race for Life held in Swindon and raised £70,000. Organisers are hoping for 2,000 participants raising £100,000 on 10 June. The entry fee is £7.50 for women, £4.50 for girls under 16. Fourteen children, read all about it How many things would you like to do - if only you could find the time? Perhaps you would write a book, but you are just too busy? Sue Povey from Grange Park has found the time to do just that, despite being the mother of 14 children, and is now looking for a publisher. The Link exclusively featured Sue and husband Ian after the arrival of Emily, number 14, in January, which led to massive national media attention. At the same time Sue was putting the finishing touches to her manuscript. Many people had suggested she should write a book about life in such a large family, and she finally decided to have a go two years ago when a nurse at her GP's surgery asked if she had started writing. "I did not know where to start, but then I began writing down answers to the questions I'm often asked; I would jot ideas down as they came to me during the day. Most seemed to come at 4pm when the kids arrived home from school. I sometimes found myself writing when I should have been making the tea." Traffic congestion is a top complaint for many - getting out in the morning, especially Tewkesbury Way to Mannington, or Mead Way to the Meads roundabout, or to the M4 via Blagrove is a nightmare; and getting home in the evening is no easier. " When you get home," said another resident," you're confronted with graffiti on the walls and litter in the bushes, on the paths, everywhere." A mother said to me, "worsening traffic means more danger to kids going to and from school - where are the patrols, or better still, light controlled crossings?" Conservatives will cut taxes, put more policemen on the beat, recruit more teachers and nurses (in the

next parliament, not the one after!), protect the countryside and keep the pound. We will also look after the detailed needs of people in

West Swindon, because we are the party that listens.

I've been an active, hardworking MP and have delivered for South Swindon. Swindon's schools have received more for new classrooms, computers and building improvements in the last four years than in eighteen

years under the Tories. And I've successfully campaigned:

• to get a new hospital for Swindon, with plans for a further 60 beds on the site; • to get NHS dentistry back to Swindon; • to get victims of crime better protected in court; • to tackle anti-social behaviour, whether associated with prostitution, travellers or loutishness; • to get an improved bus and rail service for Swindon. Labour has made a real difference in government: mortgage costs down an average £1,200 a year, waiting lists reduced, infant class sizes

We will encourage Britain to become one of the states of the European Federation, but Wootton Bassett must be exeluded because it wastes so many letters in its name and if it ever gained prominence could lead to a paper shortage. As for Swindon becoming a city, I'm all for it. It's such a loony idea. Have to go now to prepare my lottery bid for a giant millennium gnome for Swindon. Council cabinet system set to continue Will consultation be meaningful? Should we not seriously consider an elected Mayor? Under the Local Government Act 2000, local councils are required to find out from the public what they think about local authority organisation and have an agreed structure in place by March 2002. In Swindon a consultation procedure is underway, but in a distinctly half-hearted and, some people might suggest, a particularly biased way. A year ago the council re-organised itself. Committees with responsibility for different aspects of council activity were wiped away and replaced by a cabinet of councillors with 'lead member status,' an array of commissions and ratification committees, and six area panels of councillors meeting in the community, with the opportunity for the public to put questions and raise points of view. The question the council is required to ask the people is whether the cabinet system should continue, or whether there should be an elected mayor to carry out council business, with or without assistance from a council manager. During March and April, area panels viewed a video setting out the options for managing the council after 2002. Few people will have known about the video as there was no publicity. A leaflet will be distributed in June setting out the options, and

inviting comment, but not offering the chance for public discussion in, say, an area panel. Swindon Council will maintain the cabinet

system whilst the consultation is in process. Continuing this set-up after the next council elections in 2002 seems to be the preferred option. Councillor Barrie Thompson, above, cabinet member for partnerships and equalities, thought that elected mayors might be suited to large conurbations, but not Swindon. "If we had a directly elected mayor, all the power for all services would reside in one pair of hands. I and most other members of the council hope that they will stay with the cabinet system." Coun Thompson accepted that modifications were required to the cabinet system tried out over the past year, with, for instance, cabinet members' portfolios being simplified to cut out duplication. "On the whole, I like the system because it enables things to start

'Building better places' is a slogan used by the national Civic Trust. Now Swindon is to have one, giving people a voice that is independent of party political affiliation, which focuses on the good of the town. With so many local issues to do with planning and development coming to the boil, Swindon needs a local forum for citizens to learn about, discuss and get involved in shaping the future of the town, and the local neighbourhoods that make it so interesting. These include: • the town centre study for the next 30 years; • another city status bid; • trams and traffic congestion; • housing, green spaces; • cultural activity; • leadership and citizenship; - all these and more are tackled by civic trusts across the country. Local authorities elsewhere often welcome the informed input that such bodies offer, helping to achieve constructive input instead of confrontational re-actions. But not in Swindon, where interest groups slog away, often in heroic isolation. The first Swindon Civic Trust steering group meeting takes place on Saturday 16 June, 11am, Swindon College. Where's my community group? Paul Dunn from Woodhall Park attended the 30 Year Vision conference organised by Swindon Council at the De Vere Hotel in March. Here he reflects on where he fits into the community we call Swindon.

house for over 10 years and I don't know the people in my street. It's true that I haven't gone out of my way to get to know them. But then, no one's gone out of their way to get to know me. It's just the way we live nowadays, isolated. Some sections of society do become part of a community. They have their own focus. There are plenty of groups for minorities like the disabled, ethnic groups and single mothers. But what about the rest of us? I'm 36, male, I'm not part of a minority group. So which community group do I belong to and who is my community leader? What's missing from my sense of community is a focus that's shared by others. But there is something. I see it every time I walk to the newsagent, it's litter, vandalism, and graffiti. And beyond that it's neighbourhood patrols and planting trees. It's these things and more. It's taking responsibility for where we live. But there's a problem. We have a focus, but not a leader. Or do we? Our local councillor is the natural choice for leader. Dawn Dolphin said, "parents would prefer the council to raise sponsorship from local companies for such a safety measure, rather than paying for flower beds on roundabouts."

A successful campaign to get dog mess bins put up in West Swindon goes town wide later in the year. Swindon Council has agreed to spend £31,000 on installing 195 bins and £25,000 a year on emptying their contents. At the end of January, 23 dog bins were installed across West Swindon after Westlea school pupil Beverley Harris raised a petition calling for measures to clean up footpath routes to school. Environmental health officer Steve Harcourt said the six month experiment had been a success. Judo cheque for Comic Relief

Dragon arrives for St Georges Day Children went back to Brook Field School after the Easter break on 23 April, St George's Day, to discover a dragon had taken up residence. It had nothing to fear from knights on horseback, as it was the result of a sculpture workshop involving year 3 children run by community artists No Added Sugar. As reported in the May Link the 70 children aged 7 and 8 had built it along with a wish tree and two collage panels out of recycled materials they had brought in, but this was the first time they saw their work on display. The dragon makes an impressive sight, suspended swooping from a corridor ceiling. Eight-year-old Elliott Kinsey's first reaction was, "wicked, look at that." No Added Sugar is an artistic partnership between Toni Robinson and Gordon Dickinson. Toni said, "the children were fascinated by the dragon. When they were making the collages, they kept wanting to go back to it." Toni and Gordon have been involved in several community art projects in Swindon, and work in schools and youth groups. Planning for a library in North Swindon The rapid building programme at Walmart-Asda was even more in evidence at the end of May when the main steel framework started to emerge from the ground. The main 150,000 square foot store is due to open in late November with the other non-food retail units covering 210,000 square feet, opening in Spring 2002. The North Swindon library and health centre are included within the first phase of building and will be handed over to Swindon Council and the Swindon and Marlborough NHS Trust at the end of November. However, library services manager David Allen, said the library will not open until late Spring next year. He said, "a task group met in May for the first time and will come up with the layout and facilities on offer. It will be slightly larger than the library at Link Centre and will include a public IT suite. We would welcome ideas from the public. A doorman was beaten up at the Toothill Community Centre in late April when he asked three young people to stop throwing their chips on the floor of the foyer. Centre administrator Annette Kennedy said, "although he did not need hospital treatment he was quite shaken by the incident." Despite this incident the centre is very popular and is heavily booked in the evenings. Sessions are available for hire during the day. Playgroup forced to close for lack of qualified staff More mothers than ever are in work, but Julia Hinns, chair of Woodlands Kindergarten, says boosting childcare does not fit comfortably with the booming Swindon economy. The supervisor at Woodlands Kindergarten in Peatmoor is leaving after 4 years to return to her original vocation in nursing and as the group has been unable to recruit another qualified person it is being forced to close its doors in July. The job involves three mornings actual playgroup contact time but as everyone in the field appreciates double this length of time can be spent planning, as a volunteer. The recruitment problem is not surprising in this booming town of full employment; many companies are introducing more work/ life balance policies just to be able to recruit and maintain motivated staff. However, another nail in this playgroup's coffin has been the fact that childcare is so badly paid with supervisors earning little more than the minimum wage. The Department for Education & Employment (DfEE) has set high targets for increasing childcare places in all 150 areas in England and Wales in their vision of encouraging more people into the workforce. It is investing millions in the Early Years Development & Childcare Partnerships to meet these aims and putting in substantially more funding for the education of 3 and 4 year olds in preschools and with accredited childminders. But qualified, experienced childcarers are leaving their jobs, with many being attracted to call centres where there is limited responsibility for double the hourly pay. Targets being set by the DfEE include attracting more men and over 40's into this field of work. The Swindon Training & Recruitment Childcare Helpline receives regular calls from people looking for a change from their rat race commuting jobs. Often people say they want to put something back into the community. Unfortunately, as soon as pay is mentioned, the necessity to pay mortgages outweighs their moral dilemma. I do not want this to be solely a negative article but a realistic one that raises an issue that has to be addressed now. Childcare and education has progressed a long way over the past five years. Pre-school crisis in the West? Four pre-schools and nurseries in West Swindon are under threat. Apart from Woodlands closing, the Roughmoor Farm Nursery, just two hundred yards away, is shutting in July. The Greendown playgroup supervisor is leaving and it will have to vacate its room because the secondary school is oversubscribed and needs space to run its curriculum. The school is trying to help the group get a mobile building on site so that it can continue. Kiln Park pre-school in Toothill is also looking for a supervisor. Excellent Ofsted for Kiln Park The group has received an excellent report after an Ofsted inspection in February. It says the pre-school 'provides a happy and secure learning environment.' Children make good progress towards the early learning goals and the staff's positive approach to teaching has a good influence on children's learning; 'the teaching is effective.' Supervisor Lynne Burch was delighted with the report. "It's thrilling that the hard work the staff put in is rewarded. It shows that our children have an excellent pre-school experience. No more commuting for new Bradon head West Swindon resident Len Spiers is delighted to have been appointed head of Bradon Forest School from September, to succeed Chris Montacute who will be head at Wootton Bassett School. He moved to the town ten years ago to marry well known dance school teacher Jenny Sullivan, but has always travelled, first to London, then to Gloucester when he became head of Severn Vale School in 1995. "I will be sorry to leave Severn Vale but the move to Braden is an excellent career progression," said Len. "I was struck both by the professional organisation and also the warmth and sense of pride that all involved take in the school. "It really is a privilege to join a school that is developing both academically and in what it offers the community. Swindon has got a lot going for it and I'm looking forward to working with other schools in the area, particularly the partner primary schools." Len is already well known to hundreds of children and their parents in the area because of his association over the years with the Sullivan School of Dance.

First lick of paint for library in 16 years West Swindon library will be closed from 19 to 23 June for a major refurbishment, the first since it opened in June 1985. During this time the letterbox will be sealed and items issued from West Swindon will not be due back. Librarian Tracey Dowling apologises for the inconvenience, but is sure that users will welcome the new look. The library thronged with people at Libraries Festival Day on 3 May as part of the Swindon Festival of Literature with an 'Oscar' stand highlighting the DVDs and videos available, and displays about the Community Forest, Cre8 and the Early Years Development Partnership. The winners of a First Lines competition, including local writer Margaret Bacon, collected their prizes, whilst professional story teller and musician Cat Weatherill hosted several sessions, enthralling children and adults as she wove her word magic.

Joyce Kirk-Browne An appreciation, by David Allen, Library Services Manager

On 22 April, Joyce Kirk-Browne, Group Librarian at West Swindon Library, lost her long battle against cancer. J oyce was born in Newark, Nottinghamshire, before gainingher honours degree in English at Newcastle, and then qualifying to become a librarian. She and her husband Paul moved to London, where they raised their two children, Edward and Sarah, and where Joyce also worked in school libraries. Paul's job brought the family to Swindon, and they settled in Sparcells, so Joyce came to work and live in West Swindon. Joyce was strongly committed to the community in which she lived and worked, and became well known to many library regulars for her helpfulness. She took great pride in using the library to represent the life, work and leisure of the West Swindon community. Joyce was particularly keen that children and young people should have every opportunity and encouragement to use libraries in support of their school studies, and for leisure, in order to give them the best possible opportunities in life. Over the last twelve years Joyce worked in many of the town's libraries. She was well known for her determination, for being vigorous in support of her team, and for representing the needs of the library users she served. She set demanding standards for herself and her colleagues, and was always the first to recognise a job well done. Often serious when the task in hand required it, Joyce also had capacity for real enjoyment, and this was most evident in her enthusiastic support for ice hockey at the Link Centre. Joyce became ill two years ago and after treatment returned to work last spring. Unfortunately, her illness recurred in the autumn. Always determined, Joyce helped to raise funds during her illness towards a scanner for Princess Margaret Hospital. She was a great strength to friends and library colleagues who were also receiving treatment for cancer. We offer our sincere condolences to Paul, Edward and Sarah.

Old mates meet up after 54 years

Roves Farm is open again After the appalling consequences of the foot-and-mouth crisis, Roves Farm opened its visitor centre near Highwo rt h again on 26 May, for people to come and enjoy the countryside. Farmers Rupert and Joanna Burr are extremely relieved to be able to invite the public back on to their farm. All the usual attractions and facilities will be available, plus lots more. Rupert writes:

Because farmers still can't trade animals, there won't be quite so many farm pets in the buildings, but those that are there will be pleased to see visitors again. They include Perky and Sam the pigs who are currently on an extended honeymoon.

Some of the other fitter animals have been in training for the races that take place at weekends and school holidays and some of the sheep will get their hair cut as well. anyone will be able to go along and collect bits and pieces from around the farm to make into a memento to take away. The Prospect Hospice, which provides specialist palliative care for patients with cancer, motor neurone disease and AIDS, has to raise the equivalent of well over £6,000 a day from public and com-

pany donations. It is trying to boost its income by twenty-one per cent in its anniversary year. Chairperson Bill Fishlock said, "thank you to all the people who have given our big fundraising year such a brilliant start. It's fantastic that so many people are enthusiastic about helping Prospect. At 21 we've come of age, but there's a long way to go to ensure we are financially secure."

Atlantic row starts at Sainsbury's Swindon's Atlantic rowers Norman Butler and Andy Norris put months of training to the test on 17 May by spending 24 hours on a static rowing machine in the foyer at Sainsbury's Bridgemead Norman and Andy rowed two hours on and two hours off and slept in their boat the Spirit of Swindon,' parked outside whilst shoppers dropped coins into collecting tins. Ironically they were raising money for the National Asthma Campaign, a few yards from the Sainsbury's restaurant where users are still allowed to smoke. In October the pair will set off on a 3,000 mile race from Tenerife to the Caribbean in their 24 foot self-built boat, competing agains teams from around the globe. "It was a very deeparing for a long night of rowing manding day, but we pr needed something like this to test weather throws at us, and keeping us," said Norman. described how Storysacks, the brainchild of ! i former Westlea school headteacher Neil Griffiths, have become an important aspect of early years education, cultural and community development in countries across the world. Neil's creativity continues with the publication of a new chilir dren's book The Journey which is the third illustrated by Judith. It tells the adventures of a boat lost by a boy, which floats downstream, over waterfalls, past a farm, through a town and out to sea where it is eventually washed up on a beach and found by the boy again. The story, written entirely in verse was another major learning project, said Judith. "I'm completely self taught and the two previous books I've illustrated for Neil were in pencil and coloured pens. The Journey is the first with watercolours, so I've had to improve my skills very quickly.

Neil read the poem and used a new storysack, also made by Judith, to involve the crowds in the book. As a result the Storysacks stall was swamped by visitors and several hundred books were sold.

Costing £50,000, the 'Mobie' was launched in early May to take facilities to youngsters in West Swindon who do not live close to a youth club. Big enough for 12 to 14 people to sit together for a discussion, there is also a computer, TV video player, music system, craft and games equipment on board. Swindon Council youth worker Caroline Starling said, "young people in West Swindon have complained for years about the lack of

places to go where they can meet friends, without having to spend lots of money. The unit is a cost effective way of taking facilities to them, providing information on substance abuse, sexual health and other youth related issues.
