Police get pro-active in crime battle If you're an offender, watch out! We're coming after you! That's the uncompromising message Inspector Annette Saunders of Swindon Police is giving to local criminals. At a 1 May press conference, she described a change in crime response that has been developed over the last 18 months by the ProActive Wing of the Intelligence Unit, or burglary squad. This may mean the police are not be as visible as the public want, but as she graphically put it, "we want people to know there is a lot going on behind the scenes; we're out there kicking doors down, catching drug pushers and reclaiming stolen goods. "People may not realise when they are looking at plain-clothes officers, nor be aware of innovations like the 'Burglary Car' which responds to burglaries full time.' Known criminals are also being

Drug-warrant executions are up and so are drug seizures. Inspector Saunders also reported the success of Operation Darius in Abbey Meads before Christmas, after the area had been hit by 28 burglaries. Local villains had dubbed North Swindon as 'Cometland,' but police action saw three males arrested and a dramatic drop in break-ins. However, reduction in one set of crime figures often sees a rise in another as criminals shift their attention. Current areas of concern are street robberies in the town centre and car theft. On one Saturday night at the end of April, 16 cars were broken into at the Shaw Ridge Leisure Park. Inspector Saunders said the public have an essential role in keeping local crime down by telephoning the police if they see anything suspicious, and also reducing the opportunity for crime. In forming the new council, the Labour Group ousted its leader, Freshbrook resident and Gorse Hill councillor Sue Bates, and voted for Toothill councillor Maurice Fanning, the outgoing Mayor. Commenting on his appointment, Maurice said the policies would be the same, but there would be a difference in style. He promised to institute a range of consultation procedures to involve the community at large. "We need to listen more to people so that they genuinely contribute to the destiny of the town," he said. "It's an exciting time; there is a great deal to be proud of."

Is a city compatible with community? Continuing our series of sideways looks at what city status means to the town, psychotherapist Brian Davidson considers the pressures on people resulting from rapid growth. Recent articles in The Link have highlighted some of the down side of cities with problems such as crime and urban decay. Most cities have grown slowly and organically and this has allowed the development of community. If you look around Swindon Old Town you can see evidence of this in the large number of Social and Working Mens Clubs. Many residents have spent their entire lifetime in the same street or house. Although the GWR and all of its jobs have gone, Swindon has been lucky enough to escape the usual features of such a potentially catastrophic loss of work and indeed the number of jobs available has grown dramatically. New companies moving in have brought a new culture, and there is more opportunity, more dynamism, but also more pressures. There has been a tremendous population growth and for many of the people moving in, this is their first time away from home or, yet another in a series of career moves. Shift working patterns can make social contact more difficult. People can become isolated, lonely and depressed. Single people and

married couples can feel the strains and these can test the best relationships. Some companies recognise these ro problems and have in-house programmes to help. Others do not grammes and this can sometimes make it hard for people to seek help. It is easy to feel that you are alone with your difficulty if your work culture does not recognise its possibility. Quite often people feel depressed' or unable to sleep, but do not know what is wrong. Just talking in a safe, understanding environment can help. A major part of the training of therapists is in listening skills. Whether or not Swindon should become a City I don't know. I am not sure that it is just a matter of calling it one or not.! do think that the rapid growth of Swindon may have, despite the best efforts of the Council, outstripped its development as a community giving rise to the problems I have indicated. • Brian Davidson can be contacted for a consultation on 486508. Playgroup has places later in the year Acorn playgroup, based at Holy Trinity Church, Shaw, are very pleased with their recent Ofsted report. The playgroup was described as providing 'a happy and secure environment' with a 'balanced, imaginative and well taught educational programme'. The group is full at present but there will be places available from September. It is open on Monday, Tuesday, Thursday and Friday mornings, with a rising 5s session on Tuesday. Shaw residents called together Shaw Residents' Association holds its AGM on Monday 1 June, 8pm in Shaw Community Centre (next to the doctor's surgery), writes Andrew Snowden. Over the past year the Association has continued to assist residents with various issues including Cartwright Drive traffic speed, police liaison, input into the proposed new hospital plans and ideas to mark the Millennium. All Shaw residents are welcome to attend the meeting to be followed by wine and light buffet. Being involved in the community is not all drains and building development!

Video cameras planned to beat vandals Shaw Ridge School was hit by a wave of what headteacher Keith Burke describes as 'pure, mindless vandalism' at the end of April. Over ten days, £1,200 worth of windows were smashed. A shed was also broken into. The damage will have to be paid for out of the school's budget, money that could buy a computer or a year's supply of reading books. In the past, trespassing children playing roller-hockey in the playground have been seen hitting stones against the school. "Unfortunately Shaw Ridge is a very open site and it is difficult to prevent intruders," said governor Kevin Brooke. "The governors would appeal to people to keep their eyes open for us and report anything unusual to the police". The school is now installing video surveillance cameras in a bid to beat the vandals.

Ofsted praise good quality teaching at Moredon Juniors A recent inspection of Moredon Junior School by Ofsted inspectors has earned staff praise for very good teaching in a range of subjects including English, maths, science, physical education and art. The report states 'each lesson has a clear objective; emphasis on the arts has a positive impact on pupils attainment.' The report also said that pupils' attitudes towards learning are good and they respond positively to the effective systems of rewards and sanctions. It goes on to say 'parents have

expressed their pleasure with the quality of behaviour and the ethos of encouragement and support'. Also 'staff present good role models and this is a strength of the school.' Inspectors noted that the teaching of pupils with educational special needs is consistently good throughout the school. The building of another 6,000 houses to the west of Lady Lane will not take place until developers come up with a comprehensive survey of their impact on the urbanising effect on a rural location. The Government denied calls for a survey in 1992 before approving the 10,000 home northern development. Permission has been already granted for 3,700 homes and developers, Swindon Council and Swindon Friends of the Earth had recommended to the Government that an informal detailed study would be acceptable. However Environment Minister John Prescott has reversed Government policy and demanded a full survey.

Jean Saunders for Friends of the Earth said that pleas fell on deaf ears in 1992, but the recent decision was a breakthrough. Developers now have to take environmental issues seriously. "The survey may require a new layout and design to afford protection to plant and wildlife. It is also a chance to locate new facilities such as the proposed secondary school more centrally so that people do not have to rely on the car to reach it." The results of the survey are expected towards the end of the year.

School organises tenth year party Windmill Hill School, which was built as an afterthought, is celebrating its tenth anniversary with a fete on Saturday 13 June at 1pm. There will be stalls, games, attractions and an exhibition of school life during the last decade. The school was never in the original plans for West Swindon. It was built to relieve the pressure on Freshbrook School which, in the mid-1980s, found itself with 800 children on the roll. Memorable day for Westlea Over five years ago, Westlea headteacher Neil Griffiths had the idea that early reading skills could be encouraged if books became a central feature of family life. On 18 May Princess Anne, Patron of the Basic Skills Agency, came to Westlea to meet parent volunteers who helped start the simple, but stunningly innovative, Story Sack project. Books come alive when parents and children use the dolls, stuffed toys, games and sound tapes in the sacks related to the story. Sacks are now used in schools and hospitals across Britain and abroad. Neil, who joined the Basic Skills Agency last summer, was delighted with the Royal visit. "Princess Anne was clearly very interested and perceptive in her questions about how sacks are created and used." Parent Judith Blake said, "we were all nervous but she put everybody at their ease; she has a good sense of humour." John and Pauline Griffiths and their three children left Britain 15 years ago to join a circus. Now they have seven children, all of whom perform as the Circus Sardin. John is a musician and coordinator of the troupe, Pauline is a magnificent clown and fire show artist. Two children live away from home: David, 24, a juggler and motor cycle stunt rider in Berlin. Charlene, 18, is a singer songwriter is an expert in balancing tricks. At home there is Wimble, 15, who specialises in stilt walking, Worty, 13, born into the circus and one of the best unicyclists around, Victoria, 11, who does the unicycle and rollerboard, Mini, 10, an acrobat and one of the world's top five rollerboarders, Meisje, 7, who is developing her talents and can charm any audience. Playgroup closes with a party West Swindon's oldest playgroup is closing down with a celebration and all former children and parents are invited to attend. After 20 years, the Toothill Farm playgroup will be shutting down on 4 July. With pre-school children taking up the free nursery at Toothill School, there are not enough in the area to keep going. Hail the Flames Swindon's Skater Hockey Club's peewee and junior Flames teams have swept all before them to win their section of the South West League for the second year running. A year of Labour Government has passed and much has happened. We have started work on all our early pledges to the country and done much more. On a personal level, lam pleased to have been part of the historic increase in the number of women at Westminster. Though women MPs are still very much in the minority, it is good to see what a positive impact we have had. Women have tended to bring common sense and a 'straight talking' feel to Commons debates - and have helped to cut down the 'ya boo' conflict which puts many people off politics. Women have also brought different areas of expertise, experience and concern to the House and have helped to raise the profile of certain issues - including childcare, the arms trade and world poverty. Last month saw one of the best Parliamentary debates I have seen - on infertility and NHS infertility services. It was mature and challenging with both men and women contributing; there should be more like it. As many readers will know, I'm expecting a baby in a few weeks. A number of my colleagues at Westminster have young children and, like parents in other jobs, they manage to juggle home and work. I know that it will be a challenge; but it's one that my partner, Bill and I look forward to facing. There is work underway to try to get some childcare facilities in the House - not so much for MPs themselves, as for the 10,000 people who work around the Palace of Westminster.

I was pleased to join the coach-loads of people who went from Swindon to Birmingham on 16 May to lobby world leaders at the G8 Summit, to cancel the debts of the world's poorest countries by the year 2000. The British Government is taking a leading role in promoting debt reduction - but if the position of the world's poorest countries is to be improved, more pressure must be exerted on all nations to join an international programme of debt relief. Mozambique, for example, must pay ÂŁ6 to rich countries in debt payments for every ÂŁ1 it can afford to spend on health. Yet while 3% of Britons die before they are 40 years old, 44% of Mozambiquans do not survive to this age. I have been interested to talk with Greendown School about how we can raise achievement for all pupils, but particularly those who the system fails. This is a challenge on which the Government is working with schools across the country. Tony Blair has personally written to Greendown expressing his interest in their plans. And finally, some more good news. I reported a few months ago that the Government had found money to bring a new NHS dentist to Swindon. lam very pleased that more funds have now been found to expand further NHS dentistry in the town. Babes come in three's Well they do in the Cottrell household at Abbey Meads, because life revolves around one year old triplets. Tanya Parkinson went to meet them. When Jan Cottrell, went for her pregnancy scan, she felt the same as most other mums-to-be, nervous and excited. These feelings soon turned to fear when the doctor said, 'either there is something wrong or you are carrying more than one.' There were further tests so when Jan had the results she did not panic at the thought of having triplets, but felt a huge sense of relief! Life was soon to change dramatically for Jan and her husband Alan. Alison, Imogen and Lily were born 9 weeks early on 17 May. Bringing the babies home from hospital marked the start of an endless and intense round of feeding, and changing nappies. Jan said, "the first few months of their lives were a complete blur. I was practically house bound and constantly feeling tired." Their early days were not without health problems either. Lily is allergic to milk and now has to be given Soya milk as a substitute. Until this allergy was diagnosed each feed was followed by a period of nonstop screaming. Alison had a hernia and had to undergo an operation to correct it. But by far the most alarming moment was when Imogen stopped breathing while having a feed one morning. Alan explained what happened: "Jan came running in shouting that Imogen was not breathing. I rushed in to see her while Jan called an ambulance. I had no first aid training, but I had seen the kiss of life being given to a baby on Casualty. So I did what I had seen on TV and managed to bring her round just before the ambulance arrived." It is not uncommon for prema-

ture babies to 'forget' to breath. This is what happened to Imogen and she now has a monitor attached to her when she is asleep to prevent a reoccurrence. Laying smiling and gurgling on the lounge floor, surrounded by toys, it is hard to imagine the chaos these lovely babies caused. It is also very apparent, even from being in the room for only 15 minutes, that each girl has her own individual character.

Twelve months on, Jan is beginning to surface. "It's a lot easier than when they were 5 months. I took my first trip into town in early May and was pleasantly surprised at how kind everyone was. I had doors opened for me; one young boy even carried my basket." Looking back Jan is very graterate ful to friends who have given her so much support. "You cannot look at the guidelines for one baby and apply them to three, it just would not work. I hope that one day more help will be available for murns with triplets

Racism in primary schools? Social work student Diana Parr ington is researching the effects of racism at primary school level. The aim of the project is to help local primary schools to ensure that they have effective policies and procedures to deal with racial harassment and to encourage awareness of the more subtle aspects of discrimination. She is keen to talk to young people of all races and their families in West Swindon about any racial issues that have arisen for them. All information will be respected as confidential. There is a long waiting list for their local toddler group. So they want to create a new way of making friends by starting a Parent and Child Friendship Group. The idea is to link members to 3 others who live close to them, but with a central contact point for all. At other times, especially when the weather spoils their plans, the smaller groups of 4 may meet at each other's houses. Although the group may particularly appeal to people new to the area, it will be open to all mums, dads and children. A memorable year of fun Mayor of Swindon Maurice Fanning has made regular appearances in The Link since May 1997, often with the Mayoress Sheila. They have met thousands of people across the town. Here, they reflect on an action packed twelve months. The end of a wonderful year as the Mayor of Swindon - so many special moments to mention. The first engagement as Mayor was to present the freedom of the Borough to Eileen Miles to celebrate all that her late husband, Arthur, had achieved for the Borough. 'Our' first engagement as Mayor and Mayoress was of course to marry in the chamber. If you start the year in such style everything must go well! At the Mayor making I had said that it was our wish to try to demystify and return the office of Mayor to the people of Swindon. To that end we have met as many people as possible, visited as many schools, residential homes, and attended as many fetes, fairs and fund raising events as we could fit in. If we missed any, apologies. But you were in our thoughts and perhaps our successors will visit in the coming year. We have also opened the parlour to many groups as diverse as the 5th Swindon Brownies and the Toothill After School Club. Hopefully they have all enjoyed the tour and tea. At the moment the brownies lead the cubs in parlour visits well done brownies.

Apart from our wedding the highlight of the year must be the visit of her Majesty the Queen, a wonderful, wonderful day. Allowing for the obvious nervousness of such an important occasion, yes I remembered to call her 'Mam' and not 'Marm', the warmth of her welcome from the whole town was incredible. The way the children from Tregoze School greeted her Majesty at Lydiard House was particularly mentioned. Our visits to the companies of the town enabled us to see the rich diversity there is, and to discover how many international head quarters there are - all the more proof that city status is long overdue. Added to this tremendous range of employment is the wealth of amateur talent and the many concerts we have attended is positive proof of this. Finally, may we thank all of your readers for their support, all through our year. A wonderful town, soon to be a city, of which we are both very proud. To the dismay of thousands across Swindon, the much loved Roves Farm visitor centre closed at the end of April because of restrictions imposed by Swindon Council planners. However, you can show your support for farmer Rupert Burr, below with Buffy the Bantam, when he visits the West Swindon Centre on Saturday 27 June with some animals and a petition. The planning committee has judged that a farm is not suitable for barn dances, wedding receptions and other group gatherings and have blocked use of the farm after 4.30pm following objections by 12 residents in nearby Sevenhampton. As a result, two full time staff have been laid off and there is no work for several part-timers.

r Born and bred in Sevenhampton, Rupert cannot understand why the council should back 12 objections, when at the same meeting earlier this year a garage expansion in Wroughton was approved in the face of 400 objections. "The objectors to Roves Farm have all moved into the village and want to restrict the access of Swindon people. We opened the visitor centre seven years ago with encouragement from the council and received a diversification grant from the Government. Public money has been invested which cannot be utilised."

Rupert wants voters to ask their local councillors to have the decision reconsidered, but suspects that the council is applying double standards. At the same planning meeting, outline permission was given to create the new Stanton Country Park, just two miles away. It will have a school's residential centre, a visitor centre and craft workshops - just like Roves Farm. Although Stanton will probably cost well over £2 million to buy and develop, Rupert has been told it will be marketed as a low key facility, with fewer visitors than Roves Farm. He commented, "we only had 20,000 visitors last year, so I question whether public money is to be spent wisely, whilst a local business is being restricted. "There is no adequate explanation from councillors, it's a very frustrating situation." Rupert has a standard letter of support for people to send to the council. Nearly 4,000 have been submitted so far and you have the chance to sign one at the end of June.

Heritage Centre public appeal sees launch of new town marketing theme

Swindon was singled out as a town of achievers on 28 April when a public appeal for £300,000 was launched to complete the state-of-the-art railway Heritage Centre based around the GWR works. Funded by a £11 million grant from the National Lottery Heritage Fund, reconstruction and transformation of 20 Shop at Churchward into a new museum starts in the summer. Famous locomotives, carriages and railway artifacts will be on display, alongside reconstructions of several railway workshops, station buildings and multi-media presentations. Epic poem brings a tear to the eye West Swindon was brought to life when 671 lyrical lines of poetry were performed for the first time by children from seven primary schools and from Greendown School at the Swindon Festival of Literature on 9 May. The work was the culmination of work started last November with he help of professional poet Marcus Moore who brought together the many different ideas thought up by the children involved. Former West Swindon resident Martha Parry said the performance brought a tear to her eye. "It

is wonderful how the children have picked up on so many features of the area in such an imaginative and creative way." In a deal brokered by The Link, the creation of the poem has been sponsored by Comtel cable televi-

sion. Now the teachers involved in the Westwords project are searching out further backing so that the poem can be published and also used in the future as part of the National Curriculum local studies requirement.

A youngster from West Swindon is getting ready to do the media rounds performing and promoting her first single. Billie Piper, 15, has been signed up by Innocent Records, a newly formed subsidiary of Virgin Records. She will be releasing what the company calls an infectious song Because we want to. A former Bradon Forest year 7 student, Billie was pictured on the May 1995 Link front page with her family, after winning a scholarship to a London theatre school. School takes up NSPCC Challenge Pop musicians from Greendown School are taking up the Swindon & North Wilts NSPCC Centenary Challenge by organising a concert in the Link Centre Arts Studio on Friday 10 July. Sponsored by The Link magazine, the event will feature Greendown band Axis, Ridgeway School band Fade, and Tripper, which is made up of students from both schools.

Swindon is to have a new film club, dedicated to railway history.

At its inaugural meeting at 8pm on 4 June, at the Community Hall in the Railway Village, the club is showing Romance ofa Railway. This film was made as a celebration of the centenary of the Great Western Railway and features local people. Tickets are available on the door. The club, a new venture which has grown out of a developing Railway Studies course at New College, aims to look at all aspects of railways. They recognise that 'there's more to railways than hunks of metal or buildings.' There are social and cultural issues too, in particular the railways' role as a liberating force for the poor. Although the initial film is particularly relevant to Swindon, the club will look at railways across Britain. As well as the opportunity to enjoy films, club members will hold discussions and contribute ideas. First Gear Youth Club UK will be holding their Young Driver Challenge at the show and the hangers will also be open to the public giving access to the museum's aeronautical, agricultural and transport collection. Shopmobility makes Mondays mobile People with disabilities now have even more opportunity to visit the town centre independently, with the opening of Swindon Shopmobility on Mondays. Now available six days a week, the scheme has over twenty powered scooters and wheelchairs and 14 manual chairs to help people with mobility difficulties get around town. It is funded by Swindon Borough Council, with support from town centre businesses. Since opening in October 1996, the scheme has become one of the most successful in the country. Project co-ordinator Tony Hearn puts it down to the large reception area. "Members can stay, chat and make friends before and after they go shopping. Many have not been shopping for years; now they can visit the town on their own. It's a whole new way of life for some people" The Shopmobility unit is situated on the ground floor of the Wyvern Car Park in Islington Street. New Minister welcomed to Parish The long wait for a new minister at Emmanuel United Reformed Church, Haydon Wick came to an end on 9 May when new minister Revd Peter Henderson was welcomed at an induction service. The service, taken by Revd Ray Adams, Moderator of the South Western Province, included members of Revd Henderson's previous church, local clergy, members of the District Council for the URC and the Borough Council. Revd Henderson, his wife Vivien and their seven year old son Matthew, came from Braintree in Essex, which he said has many similarities to his new parish. Like the Haydon Wick area, Braintree is also undergoing rapid housing development. "1 have been surprised and very pleased by the strong sense of community spirit here. This is an excellent springboard to work from. I also felt very honoured that members of the borough council took time to come to my induction service. "We're living in a great spot, everything is quite close by, we love it". However Swindon's infamous roundabouts have already caught him out and sent him in the wrong direction. New drop-in service to start in National Carers Week National Carers Week, 8-14 June, sees the launch of a new service for carers who need to talk to others who know what they are going through. Organised by Swindon Focus on Carers & Self Help based in Morley Street, volunteers will be on hand so that carers can pop in for a chat, a cry, a rave, or for some human companionship. Initially the service will be available on Tuesdays and Wednesdays, lOam to 1pm. Volunteer co-ordinator Margaret Davison stressed that the dropin facility was very much 'wanted by people' and has been developed in response to demand. I was involved in an accident on and there were passengers on the the Mannington roundabout on bus, one driver actually spoke to Good Friday, 10 April at 345pm us at the Bridgemead roundabout when a Thamesdown Transport to tell us that the bus was stopped bus approached from behind and in the bus lane - when we returned collided with the side of my car. there it had gone. "Our work is showing local authorities that something can be done, and must be done." Last year's first ever ball in Swindon for Hope Now raised £10,000, enough to buy play equipment for a pre-school orphanage. Organisers Bill Allen from Wanborough and Chris Swatton from Freshbrook helped build the playground and they will be returning this year to work on the house. Bill said he was really pleased with the total raised. "Having been to the Ukraine, it is amazing to see how little the children have. The ball was great fun and everybody enjoyed themselves; the Chinese Experience did a great job. "It's nice to say that Swindon has a stake in a house for homeless children. Chris and I are looking forward to going out there to do some work on it." The Link reported extensively during 1997 about the work of the Swindon appeal committee and helped run a clothes appeal in July last year. We will be featuring photographs from Bill and Chris's trip later this summer.

The event organised by the Swindon Ukraine Orphanage Appeal Committee and attended by 330 people raised £7,142, enough to buy a house for the charity Hope Now in the Cherkassy region and carry out some refurbishment. Among star prizes in a grand draw was a football signed by the England football squad which was bought by Swindon Town chairman Rikki Hunt for £400 and given to seven year old Jak Allen. A donation of underwear from Melinda Messenger went for £150. Hope Now director Vic Jakopson said he was delighted with the tremendous support from Swindon people. The charity has been delivering aid to Cherkassy for over five years and works extensively with local churches, runs orphanages and works in prisons and hospitals. "The house we are buying will be a home to a few of the 150,000 children on the streets of the Ukraine, or children suffering abuse from parents. Ninety per cent of girls on the street become prostitutes and the boys end up in prison.
