Liberal Democrats object to the stadium in the Front Garden as they believe such a development will open the area up for the 3,000 plus homes which they are steadfastly against. However proposals put forward by Swindon Council and Wiltshire County Council to build there have been endorsed by planning inspectors who heard arguments for and against development at a second examination in public last November.

Thinking of being a city. Just do it! At last Swindon may be getting the idea of being a city. Somebody has the confidence to claim the status and is going ahead and organising a city festival, whether we are one or not. For

Brighton and Hove, one of the contenders to be officially called a city, has had the confidence to call themselves 'city by the sea.' Why can't we? We don't have to wait for a civil servant recommendation, we don't have to wait for the Home Secretary to cogitate, we don't have to wait for the Queen to make a gift to one or two of the 39 towns which applied to become a city. An announcement has been awaited for over six months, though a leaked Home Office assessment on Swindon's chances in March branded the town as materialistic and lacking a rounded community. The Link has taken a highly sceptical view of whether Swindon is ready to become a city. A series of articles last year cast doubt on whether the town has what it takes

shambolic process of submitting a bid. But at the end of July there is a chance for everybody to become involved in a highly colourful, noisy and exuberant expression of what being a city might be. The town centre will erupt in a wild cavalcade of acrobats, clowns, dance, street theatre and music at the Swindon City Festival on 29 and 30 July, involving professional artistes from around the world, alongside schools and community groups. See page 20. Swindon has the chance to celebrate that we can be a city without all the panoply of Government and Royal approval. Just do it and we'll start to feel it.

Swindon residents are being given the chance to help shape council services when the six area panels begin meeting in July and August. Setup as part of the new council decision making structure, the panels covering different parts of the town give people the opportunity to raise issues and to be consulted on proposals affecting their neighbourhoods. Whilst they do not have executive powers, each panel will be made up of ward members and will also have non-voting representatives from the community and from organisations working in partnership with the council. Council officers will attend panel meetings to respond to issues raised and give information on service developments. People who want issues included on future agendas should raise them with local councillors. The first meetings take place at the Civic Offices, but from September they will be held in local venues. They meet on the following Thursdays:

Langstone Way is lined on both sides with cars; there are even some parked in the school gateway. A bus tries to make its way through the congestion. The alarm goes off. It would take under 2 minutes for the firefighters from Westlea station to arrive. It's less than half a mile away. But how long would it take to get the appliance next to the school? How many vital seconds would be lost, how many fatalities could there be? And afterwards? What excuses would there be and who would accept responsibility? Sub-officer Perry Payne at Westlea fire station, who is also the brigade traffic liaison officer for Swindon, said Westlea School is not on its own. "I regret to say that congestion caused by vehicles around school time presents a very serious problem for the emergency services. By their actions car owners often prevent fire appliances getting to where they need to be. A fire engine is nine feet wide which means we must have a lot of
space. Seconds can be lost and they could be the difference between life and death." He said the brigade is carrying out a risk assessment of schools and a report would be presented to a traffic liaison meeting with Swindon Council. He also pointed out that vehicles obstructing access by a fire appliance is an offence under road traffic legislation and the police can take action against owners. "I would appeal to drivers not to park close to schools at the busy times," said Perry. Community policeman PC Phil Connor has been working with Westlea School and will be sending a letter asking parents not to park in Langstone Way. "They are well aware of the problems because the school sends letters to them year after year. The police are looking at a long term solution, but initially another letter is to be sent out. "I hope parents will acknowledge that parking outside school cannot continue for the safety of the everyone."
Shoddy repair could up-end walkers Westlea lollipop man has expressed dismay at the poor repair to the bridge over the brook next to The Chesters. Swindon Council has nailed a piece of plywood over gaps that have appeared in the rotting surface, but John Hodges says a better job should be done before anybody is hurt. "The ply stands half an inch proud and anybody unsteady on their feet could be caught unawares. Children and the elderly are vulnerable, so are cyclists who are not expecting a bump on a bridge."

Project coordinator departs After seven years at the West Swindon Family and Community Project, coordinator Mark Thomas is leaving to become manager of a fostering centre in Watford. He joined the Fresh- i brookbasedorganisation which serves people across West Swindon in 1993, soon after it became independent from NCH which had set it up in 1981. Since then there have been considerable changes, with outreach groups set up in different parts of West Swindon, after school activities and adult education courses, in addition to the day to day support given to families and people in need, The project works to agreed Quality Standards developed in
conjunction with social services, but grant cut backs and closure threats has made it vulnerable, yet flexible and thick skinned. Chair of the management committee Emma Clay paid tribute to Mark's contribution in making the project strong. "Local people have had to learn how to manage an essential community service which now owns its own building. Mark has helped us achieve this and has given us the confidence to develop the project in the future. He will be missed as a friend as well as a staff member."

Haydon Wick Parish Council is sponsoring a millennium project with Hreod Parkway School. Local artist Susan Carr is to produce four large banners reflecting the school houses which are Littlecote, Corsham, Wilton and Stourhead. Susan, who worked with Haydon Wickprimary schools last year to produce three tapestries for the Millennium Dome, has briefed the children to come up with their own designs. As well as the theme of their houses, they must incorporate a link with the millennium and include historic and modern elements. The youngsters will also learn about the techniques of making large banners. The designs should be completed by the end of term and the best will be incorporated into the banners which are due to be unveiled when the students return in September.
Greenmeadow and Haydon Wick WI recently raised £500 for their chosen charity at a Spring bazaar. WI members were delighted with the amount of money they managed to raise for Swindon's new kidney dialysis unit located in the railway village. Receiving the cheque, Wendy Armitage said the money would go towards a much needed ACT machine to measure blood clotting time. Hi-tech GPs offer appointment ti mes on-line A North Swindon doctor's surgery is believed to be the first in the country to offer an online diary viewing service for its patients Over 70% of patients registered with the Taw Hill surgery have access to the internet. To make life easier they are given a password to access a secure area of the GP's website to see which appointment slots are free. They can view up to 30 days in advance. Patients still have to telephone the receptionist to book the chosen time and the site is updated within 15 minutes. Dr Peter Crouch said, "we are giving patients the chance to look at their diaries before calling the surgery. It means they can fit an appointment around their schedules, rather than around ours. It will also save time when confirming on the telephone." The service which has been well received since it was launched at the end of May, will also make the running of the surgery more efficient. Due to poor drainage in Hollywood Park, unlucky resident Robert Simpson has to clear his drive and garage area of water every time there is a heavy downpour. He complained, "the water floods down a footpath in front of my house and into the drive where it stagnates." Live lamb and singing bacteria give food hygiene lessons Youngsters at Brook Field School learnt all about germs in the kitchen from Swindon Council's environmental services section during National Food Safety Week in June. With the help of singing bacteria and a live lamb, the five and six year olds learnt that they must wash their hands after handling food to prevent food poisoning. National Food Safety Week emphasised the importance of keeping raw and cooked foods apart, maintaining kitchen cleanliness and avoiding cross-contamination.

The Ridge challenges climbers Swindon became a leader in the region for providing training for climbers when a massive artificial indoor wall opened in the Link Centre on 13 June. Reading's the summer holiday game Once again the long summer school break is almost with us and desperate parents are on the look out for a range of activities to keep children occupied, writes Robert Cotterill. West Swindon Library has a programme of events which is sure to please. Starting on Saturday 22 July and running until 2 September a reading game for children from three years upwards is on offer. Taking sport as its theme, which links neatly to the Olympics in September, the Reading Relay will be a fun activity where children borrow books or story tapes for free and talk to a volunteer about them, gaining exciting collectable postcards that can be kept in an exclusive folder. Once six books have been read, children are given a gold medal and an invitation to a surprise entertainment scheduled for a Saturday morning in September. This stark message was the theme of a frank drama, video and dance presentation on 2 June at the Wyvern Theatre by youngsters from Freshbrook in the Swindon Sexual Education Peer Project. Group coordinator Rebecca Tanner said the ten young people had been working together for nearly a year to examine the issues affecting teenagers living in West Swindon, particularly on sexual health matters. "Adults don't realise how many 15 and 16 year olds are sexually active, but the sex education we get is not good enough.
"This is our attempt to get information across about how we live and how we learn about sexual issues in a way that is entertaining and blunt. We plan to take it around to youth clubs and schools so that other people can make the connections on sexual questions." Youth worker Toni Robinson worked with the teenagers on their ideas and funding from the Prince's Trust M-Power Awards paid for professional directing from Kandu Arts and video making by Junk Television during the week before the presentation.

LETTER FROM WESTMINSTER World Governments must do something about the debt owed by poor countries to the rich
In advance of the G7 world leaders summit in Japan, South Swindon MP Julia Drown says it is time for governments to complete the job In recent weeks, I have been inundated with cards from constituents who are campaigning for the millennium year to be marked by cancelling the debts of poor countries.

But the problem is far from solved. Some countries still face onerous debt service repayments even after they have qualified for maximum debt relief . In Mauritania, the adult illiteracy rate stands at 62%, one of the highest in the world and one in three children are not receiving an education. Yet the $80 million each year that Mauritania will still have to pay out in debt repayments would more than double its education and health budgets. It is the poorest people in the world who suffer. Many in Swindon will know what it is like to feel hungry and not to be able to eat for a day ... it is hard for us to imagine

what that feels like day after day after day for a whole family. At the G7 Summit I expect Britain to put pressure on other countries to make further progress on this issue. We must urge those who have not pledged to cancel 100% of bilateral debts to follow our lead. Finally, we must press the US and others who have not yet done so, to contribute more to the Trust Fund to help fund deeper debt relief. I have campaigned hard for debt cancellation for a number of years - passing on the concerns of my constituents to the Government and have organised events in Parliament to raise awareness and encourage change. Progress has been made, but more has to be done. This is just one of the issues I have been lobbying for in Parliament recently. I've also been pushing for more powers for local authorities to improve bus services, for improved East-West rail links for Swindon, better legislation to deal with travellers who cause nuisance, and to increase recycling

Central to the festival will be the outcome of workshops run by Bristol based circus company Cirque Bijou who are running festival workshops in June and July involving Danseconnect, Drove Primary School, REACH (disability arts), Open Door, CAOS, the community forest, Plus One Youth Group and Greendown Community School. They will be learning junk drumming, carnival costume making, stilt walking, street theatre to prepare for a procession through the town centre on the morning of 29 July. It will end outside Debenhams with a 40 minute spectacular involving professional performers, aerialists, pyrotechnicians and acrobats as well as some of the community groups. A fitting tribute to the town It's arrived. Swindon's £11 million lottery funded museum of the Great
Western Railway. Huge engines and huge spaces, telling the story of the works, the people who worked there and the contribution of Swindon
to the railway in Britain. Hopefully Prince Charles will be pleased by the regeneration of the historic building on his 27 June visit. STEAM is sure to become an a tt raction for Swindonians and for people from far and wide. An invitation to write a poem in the June Link won young wordsmith Megan Gibson, 10, the chance to help open STEAM on 14 June.

a chat with Phyllis Harvey about ti mes past in Old Shaw Lane where Megan now lives. "My mum saw the story in The Link and I quickly sat down and wrote my poem," said Megan. "We rushed it to the council the next day just in time. It was lovely to be asked to be one of the first inside STEAM. My great grand-dad 'Harry' Francome was a boiler maker in the GWR between 1909 and 1960."

Finale for the Action at Home family
Youngsters who want to follow in the footsteps of Billie, Justin ' Moody Blues' Hayward or XTC get their chance with the launch of the brand new School of Contemporary Music which is holding an open day on 9 July. An offshoot of Swindon Young Musicians, the school, funded by Swindon Council, will give young people a thorough grounding in all aspects of writing, playing and writing pop music. Classes will run on Monday evenings throughout the year. Professional musicians will be on hand to advise and instruct the next rock and roll generation in how to play and write in a wide range of styles - from reggae to rap, from blues to dance and rock. Equipped by Roland UK and Professional Music Technology there will be demonstrations and workshops and the opportunity to enrol in the new music school at the open day on Sunday 9 July, 10am to 4pm, at Commonweal Lower School, Falmouth Grove.

This is a scheme that helps us protect the environment and cut our domestic bills by making small, simple changes to our everyday life. Kristianne, Steve and Roan have been busy looking how they shop and travel, how much water and energy they use, and how much rubbish they throw away. So how have they got on? Several months after doing the energy pack the family have low energy light bulbs throughout their house, two of which came free with the scheme. They are careful to turn lights off when not needed and make sure the TV is not left on stand-by, when it would still use a quarter of the energy as if on fully. All these actions are better for the environment and also save money on their electricity bills. Before going shopping, the family makes a careful list of what they really need. They have reduced the amount of waste they produce by re-using carrier bags, cutting back on the number of plastic bottles they buy, and continuing to recycle bottles, cans and paper. In the shops they also keep a lookout for British produce, helping to reduce the number of miles

Reducing the rubbish The 21st Century Swindon Forum is a voluntary network founded in 1997, that brings together groups and individuals who work for an improved quality of life without exploiting others, polluting the environment or wasting resources. By becoming registered as an Environmental Body, under the Landfill Tax Regulations, the forum has obtained funding to help organisations advertise projects to the public and to local business. Swindon Scrap Store contacted businesses asking for unused or scrap paper. The forum supported
the launch of the Real Nappy Company. The Action at Home and Christmas card and trees recycling projects have also been successfully promoted. There are three public meetings held each year with invited speakers. It is the forum's intention to develop new sub groups to cover issues such as local transport, which could promote cycle ways and investigate park and rides and ways of avoiding car use. Volunteers take to the web Organisers from Swindon Volunteers were out in force to recruit new volunteers and celebrate the unpaid work put in by hundreds of people each day, during National Volunteers Week, 1 to 7 June. Alex Mullins from Age Concern, dressed as a busy bee, right, said she was delighted when the first person who came to the information stand at the Haydon Centre on 1 June had read about it in The Link and was offering her services. Swindon Volunteers now display all the vacancies from various organisations around the town on a national online database at www.thesite.org/do-it or telephone 420557.
Thumbs Up Playscheme runs a summer playscheme for children with learning and physical disabilities at Greendown School. Volunteers are needed to help, between 31 July and 25 August with running daily activities organised at the school and outings such as swimming, horse riding. Swindon puts up biggest team at the London Moonwalk £30,000 raised for Breakthrough Breast Cancer thanks the 105 fantastic women of the Twin Peaks team. Team organiser Eunice Salmon repo rt s on an incredible fundraising effo rt in mid-May. "Eunice, are you walking through London in your bra again this year?," came the question from Link publisher Roger Ogle. I pathetically said, "No, I don't like asking the same people for sponsorship again." Put a piece in TheLinkhe said, and get others to walk with you; you train them and get them to raise the money. Obvious answer how could I refuse? It was the time of year when people were making millennium resolutions to get fit, but I could never have anticipated the response. The 'phone just rang and rang. I invited folk along to a meeting and when thirty turned up, I was overwhelmed. After the initial chaos we got organised and people took on responsibilities for a database, newsletters and training. The team continued to grow as the idea captured everyone's imagination. Letters went out for sponsorship. Thanks go especially to Nationwide and Sainsbury's for their generous support. LAn education project between Peatmoor School and The Link magazine
We are the Typeface Gang from Peatmoor Community Primary School. Eight children have been selected to publish two full pages of the Link Magazine with children's interests. We went to see Roger Ogle at his Link Magazine office to collect ideas for our two page articles. We found out how a reporter collects his stories and needs to keep to deadlines. The stories are put onto the computer with big screen monitors which show the magazine page layout. Roger scanned our photos into the computer for this article. The stories can be set out and edited on the screen. The pages are then sent to the printers. We would like to be reporters too. By Kerrie and Amanda

We Went back in time Some of the children spent a term studying Victorian times and two classes went to the Victorian School at Sevington to find out what it was like to go to school over 100 years ago. Craig Mooney wrote about the trip... "I enjoyed dipping my pen in the ink and I really liked using the slate boards and slate pencils. We went to the shop and saw things like purses, note books and models. I liked colouring a picture of Prince Albert who was married to Queen Victoria.

Flower festival and fayre to raise money for historic windows St Mary's Church in Lydiard Park holds its annual flower festival from Friday 30 June to Sunday 2 July. The ancient church, parts of which date from the 13th Century, will bloom with beautiful themed displays. The church will be open on 30 June and 1 July, 10am to 6pm, and on 2 July, 2pm to 6pm. Entry is free but donations towards the repair and conservation of the church windows will be welcome.

The 17th Century east window above the alter, above, by Abraham Van Linge has been taken to Canterbury Cathedral for specialist conservation work. The window portrays St John the Baptist and St John the Evangelist and was designed as a play on the St John family name. The 1859 west window, below, is one of the few monuments not specifically dedicated to the St John family. It may be back in place by the flower festival.

However the congregation, burdened with a continuous bill for repairs to the roof of the Grade 1* listed building, has to raise £5,000. The flower festival will provide visitors to St Mary's with the chance to see the rare t ri ptych, with all its painted panels open, and all the other monuments dedicated to members of the St John family through the ages.
