Mayor lays down picture challenge to Swindon photographers

The Mayor of Swindon Rex Barnett has teamed up with Swindon Photographic Society to set the Mayoral Challenge for the best picture taken within the borough boundaries. Oakhurst Way not to be main route for Tadpole Farm - in short term Oakhurst Residents’ Association holds public meeting: 11 January Crest Homes and Swindon Council planners have broadly agreed that 1,690 houses could be built at Tadpole Farm, but this ﬁgure might change when Swindon’s cabinet makes a policy decision in January, or later when Crest submit a planning application. Crest has agreed to look at building houses on the northern edge of the site and only make a connection

to Tadpole Lane and Oakhurst Way towards the end of the development period. This means construction trafﬁc during the build phase and new home owners’ vehicles will be directed via a new link road to the north east to join the road and tunnel under the A419 which joins Blunsdon Village and the Chapel Farm landﬁll.

This may be subject to agreement by the Highways Agency. Tadpole Lane will continue to be used by existing traffic. No link is currently proposed to Adinsall Road/Eastbury Way in Redhouse. Reopening Lady Lane to vehicles is no longer an option and it is now officially a bridleway. Oakhurst Way will not be widened as the green area beside it is designated open space and part of flood mitigation measures in North Swindon. Abbey Meads councillor Vera Tomlinson said the discussion between the council and Crest had been productive and she hoped that they will be able to deliver on the outline agreements. “Considering that just over a year ago Crest was suggesting the site could accommodate 2,500 or more houses, I think it’s good news that they are looking at a high quality lower density development that local councillors argued for. “I am encouraged that they have said they want to include a great deal of green space across the Tadpole Farm site and Tadpole Lane is to be redeveloped as a ‘green lane’ to reduce traffic speed.” But Jeff Hill, chair of Oakhurst Residents’ Association, said he was very worried that the important design decisions for Oakhurst Way might be put off. “We feel an increasing and grievous concern for the people of Oakhurst. What we feared is coming true. “The plan for how traffic will use Oakhurst Way in the future needs to be sorted out before Crest submit a planning application for Tadpole Farm - not at some point in the future after house occupation has started. It’s just too easy

for assurances given now to be reinterpreted later. “Let’s not forget, ten years ago the master plan for North Swindon did not even include extending the development into the land at Tadpole Farm. In fact the proposal only appeared about ﬁve years ago. “I’m also very concerned that Crest carried out a survey of trafﬁc use of Oakhurst Way during half term. The data will be distorted; we must ensure a new survey is undertaken to show how the road is used during term time.”

Meeting details Oakhurst Residents’ Association is holding a public meeting for anybody concerned about the development on Tuesday 11 January, 7.30pm, at Oakhust Primary School, in advance of pre-application consultations to be undertaken by Crest. Association members will be distributing a leaflet closer to the meeting and they are asking people living in St Andrew’s Ridge to raise awareness of the potential effects of Tadpole Farm traffic on their area. What’s the best way to lead Swindon Council? Since August Swindon Council has been considering models of leadership and on 16 December agreed that the leader of the council should hold the post for four years, instead of being voted in annually by the councillors of the party with most seats. You may not know anything of this because, apart from an obscure public notice in the daily paper and some leaflets in the Central Library, there has been no public discussion or publicity about it whatsoever. Geoff Reid of online forum www.talkswindon.org poses controversial questions about the way the town is run. For the second time this decade Swindon councillors have looked at whether the town should be led by a publicly elected mayor or continue appointing its leader on a party political basis. Swindon’s voters have again been largely excluded from the discussion. In June 2001 The Link magazine was the only local media to publicise the possibility of Swindon electing a mayor to lead the town but our political elite, determined to retain power for itself, used a biased public consultation to prevent a public vote on the issue and in September 2001, the proposal to adopt the ‘Leader and Cabinet’ method of governance

was nodded through the council without debate. Nine years later, the Leader and Cabinet model of governance seems to have delivered little for Swindon apart from a noticeable decline in transparency and accountability, and a corresponding increase in secrecy and resistance to public scrutiny. Far from delivering better democracy and encouraging public engagement with it, the council executive - the leadership - is now so secretive that few backbench councillors or members of the public know how millions of pounds of public cash is spent, lent or wasted. In 2009 the leadership became planner, developer and ﬁnancier of the Wichelstowe development after its development partner ended a ‘collaboration’ deal with the council. The leadership is now funding over £100 million worth of infrastructure works directly from council bank accounts. Where’s the money coming from? North Swindon residents will be dismayed to learn that several £million of ‘section

106’ developer contributions from the building in their area has been slipped quietly south, depriving North Swindon of facilities that should have been provided. Swindon remains fascinated by the on-going wi-fi debacle, in which the leadership secretly lent £150,000 of public money to a startup business with no track record or credit history. As widely predicted, the project ran into trouble almost immediately forcing the council to ‘vary’ its progress measures to make it appear successful to justify lending it another £250,000. One year on the project appears stalled, Swindon has no ‘free’ wi-fi, and the public loan remains unpaid. In January 2010 the leadership changed Swindon Commercial Services into an ‘Arms Length Management Organisation’ and lent it £4 million of public money. This short term loan of public money remained outstanding on its due date. ‘Austerity’ is upon us and the leadership wants to cut £45,000,000 (£45 million) by losing jobs and making ‘efficiency savings.’ Is it morally right that colossal sums are being secretively spent on development projects while council workers are being made redundant, services reduced and assets are being readied for sell off? It is strange that while the public can now use the internet to find out what our council is doing, the council increasingly makes the information it publishes difficult to understand or place in a meaningful context. If the intention is to exclude the public from council business it is almost as effective as barring the doors to the council chamber. The irony is obvious when the leader of the council says: “This is about people who will end up suffering when the money isn’t there. We want a partnership with Government but we’re not even invited to the table.” Leaving aside the leader’s complaint about exclusion, council

spending shows that ‘the money’ is there, but is being spent on the wrong things at the wrong time. The leadership should be focussed on people, and not funding expensive regeneration and vanity projects until economic conditions are better able to support them. The issues of council leadership, local governance, spending, competence, accountability, transparency and public engagement are inseparable and local democracy cannot reach its full potential for the public good if any of them are suppressed or controlled for political gain. The coalition government instructed Swindon Borough Council to take another look at its leadership model, including whether the leader should enjoy a ‘ﬁxed term’ of four years. Predictably, our councillors have, with the notable exception of coun Steve Wakeﬁeld in West Swindon, completely avoided discussing this with the electorate. The governance changes were nodded through council as quietly as they were in 2001, the political status quo maintained and most of Swindon’s 140,000+ voters remain unable to hold the council leadership properly accountable. Section 106 in North Swindon - where is it? The total amount agreed is a mystery, but in the case of the development of over 10,000 homes in North Swindon, it’s huge. Now former Swindon councillor and Oakhurst resident Stephanie Exell wants the borough council to explain how much has been agreed with developers over the years, what money has been spent and where. Localism, development threats and getting ready for a four degree rise in global temperature Local and global: there’s a complex mix of issues and allowing developers to build houses on green fields to the west of Swindon will severely limit what future generations can do, writes Richard Pagett of Purton Environmental Group Purton Ps & Qs The climate change conference at Cancun, Mexico in December: what was it about, and how does it affect Swindon and Wiltshire? The recent High Court decision that confirmed (in its view) the illegality of the rapid ditching of the Regional Spatial Strategy (RSS) by the Coalition Government could open the floodgates. It could allow developers to submit applications to concrete over green fields between Swindon and Purton/ Lydiard before the Localism Bill becomes law. Once the Bill is law the RSS is then formally ditched. It is imperative that these cynical applications are stopped. James Gray MP recently came out strongly against inappropriate large development in North Wiltshire and, as he said, it is not NIMBY-ism; it is just common sense. This is correct and crucial because where we put housing determines pretty much everything else: travel to work and schools, waste disposal and water supply management, local food possibilities, smart energy opportunities and so on. It also jeopardises efforts of local people in doing what they can to reduce their carbon dioxide emissions. But it is not just about developers pouncing to get outline permission on all sorts of land banks before the Wiltshire Council can agree an alternative plan. It is far more serious than that. At the Copenhagen climate change conference in December 2009, the outcome -The Accord - was hopelessly weak. It was trumpeted as the first time governments officially came out and agreed that it was important to hold global temperature rise to two degrees, to fund the non-industrialised world to

Indian orphanage fund tops £7,000

Ali McCallum from Walcot has sent off another £1,000 to an orphanage in New Delhi following the presentation of £466 raised at a Bombay Lounge charity curry night at the end of October. In the last four years Ali has raised £7,000 for Palna in New Delhi, undertaking a wide range of fundraising activities including selling Christmas cards to friends and family, organising cake sales at school, washing cars and chopping wood. Some of his drawings have been sold in India by Palna to raise money. Are you happy? Following Prime Minister David Cameron’s call for a measure of how happy we in Britain are Matt Holland, co-worker at Lower Shaw Farm, reflects on what happiness is. Happiness is a hot commodity. It’s like love. We all want it. And when we get it, we want to hang on to it. But how? Self-help books try to tell us and when they fail, pop songs offer syrupy solace. Paul McKenna has written a book called ‘I Can Make You Happy!’; Helen Shapiro loved ‘walking back to happiness’; Ken Dodd reckoned it the greatest gift that he possessed; and, in escapist or mystical mood, Bobby McFerrin crooned a cappella ‘Don’t Worry, Be Happy!’ But happiness is a tricky business. It’s elusive. We can’t put our ﬁnger on it. Maybe it’s a state of mind. Some people have it naturally, whatever their material circumstances; others chase and cultivate it, like a pursuit of excitement; and others still, notwithstanding wealth, health, or poverty, simply cannot ﬁnd it, do not have it, and maybe never will. Now the government wants to get in on the happiness act. It wants to measure our well-being, not by spreadsheets and the gross domestic product but by our feelings. Happiness, they reckon, is hot. Our political leaders now side with Socrates, the ancient Greek philosopher, who, as well as saying that the unexamined life is not worth living, reckoned that happiness is a necessary feeling for good citizenship. But he also said that happiness does not come from commercial gain. Well, he may be right, but only up to a point. Most of us like a roof over our head, at least one square meal a day, and a penny or two in our pocket, all of which will only come from some sort of commercial gain. In other words, in order to be happy, we need money, or cash in kind. In this respect, how are we doing in Swindon? Have you got what you want? Are you a good citizen? Are you happy? (Well, reading this free, entertaining, and informative magazine may not be a bad start! ) What is it, in Swindon, that brings you happiness? Good health or

simply being alive? A smile from your baby? A goal from Charlie Austin? A trip to the shops or a night on the town? Membership of your drama, music, reading, bowls, darts, writing, croquet, film, dance, or art group? A workout at the gym or a meal with friends? A drink with mates or a visit to loved ones? Or is happiness for you something more touchy-feely and intimate? Whatever it is, is happiness happening for you? Has the government, local or national, got anything to do with it? Can you measure your happiness, now? How? When the happiness questionnaire arrives, what will you say? Be prepared! I am, and will say things like this. My lot is - and has been - pretty happy. It’s included a childhood spent partly with noble savages, a few broken bones, learning things in theory and practice from knowing teachers, doing lots of odd jobs rather than one ordinary job, being thrown through a car windscreen, reading brilliant books, having asthma, running a marathon in under four hours, experiencing the early and untimely death of a baby daughter and a big brother, playing a tennis match on Court 19 in SW19, being beaten and robbed at gun point, enjoying relatively good health, and finding long-term work that fulfils, and also family and friends. But full-on happiness has never been my expectation. More important have been two key things. First, an alertness and responsiveness to whatever happens, happy or sad; and second, having something to look forward to. The result: feeling a perpetual sense of gratitude, well being, and aliveness. In other words, more to be thankful for than to complain about. How about you? We’re at the very early stages of talking with schools and governing bodies about how to accommodate more pupils.” The question remains as to whether Isambard has the capacity for another two forms in each year group. Coun Renard expressed concern that decisions made just a few years ago have now limited future expansion possibilities. “Before Isambard

School existed I was a member of the development’s shadow governing body. We highlighted design concerns at the time that certain aspects of the building, in particular the support areas, would struggle to accommodate the number of students proposed. “Indeed since the school opened the council has invested an extra £265,000 to expand the restaurant area for the four year groups currently at Isambard.” Isambard headteacher Rachel Mattey said, “feasibility studies will begin shortly. If appropriate, statutory consultation will follow.”

School sets a stained glass challenge to builders

Orchid Vale Primary School in Haydon End is looking for the help of an enterprising trades-person who can help them solve the problem of where and how to display a handmade stained glass window. A feature of the school is the large coloured glass panes installed during the building in 2007, but a children’s art project in 2009 to create a stained glass window came to a halt after it was found to be too heavy to display. Little Pippins pre-school at Greenmeadow Children’s Centre has been on an OFSTED rollercoaster this year, having been deemed inadequate after an inspection in January, to a much improved report of good in October, with four areas declared outstanding. Manager Stephanie Slade said, “the staff felt very demotivated at the beginning of the year when the inspection happened just 4 days after we’d moved into our new premises at Greenmeadow. However with help from Swindon Borough Council and our Early Years’ advisor we set up fortnightly target group meetings to turn things around. “We were re-inspected in October and it was a huge relief. When we found out how good the review was it was brilliant, and just goes to show how hard all the staff worked to improve things.” The preschool was marked outstanding on parent partnerships, deployment of resources, effectiveness of leadership and healthy lifestyles. “We have very good communication with parents, including home visits and daily diaries. We’ve stepped up our fundraising activities and have identified a number of ways to improve the setting for both staff and children. We prepare all snacks on the premises and like to give them an ethnic twist so children get a varied diet,” said Stephanie. The preschool is now taking names for September 2011. MP visits nursery to discuss childcare developments

South Swindon MP Robert Buckland visited Busy Bees Nursery at Peatmoor, heralding the government’s introduction of funding for nursery places for two year olds in 2012.

Robert said “the funding will assist hard working parents who need good quality childcare. I was very pleased to be invited to meet the staff and children at Busy Bees Nursery. There’s a lovely warm caring environment there.” Nursery manager Julie Molton said her staff work very hard to create a caring home from home setting. “Some children are with us for ten hours a day so we work hard to provide a range of interesting environments; we have spacious indoor areas and a variety of outdoor areas which we use as much as possible. “We were very pleased to show Mr Buckland around our nursery and have a discussion afterwards about the implications of the funding for under two’s coming in next year. Swindon Radio Controlled Model Car Club (SRCMCC) has been running for over 21 years and gives people of all ages the opportunity to compete in a friendly and relaxed atmosphere. Recently a new management committee has overseen a redesign of their purpose built outside racing facility at Cheney Manor and have affiliated with CALM, the children’s cancer and leukaemia charity run by parents in Swindon. Former Swindon College student Shanta Barber is displaying her final project for her fine art degree entitled Where is the hope? until the end of January in two empty shop units at Theatre Square in the town centre. The installation brings together five hundred images accompanied by a soundtrack that represents the condition of humanity past, present and future alongside eight large murals produced by Shanta, below. She said, “my experiment was to build a community of ‘viewers’ who would be involved in producing an installation before the artwork is created. Members were encouraged to participate in the making of the work as a co-operative.” In troubling times her exhibition is a thought provoking collection with many layers. Children in Gambia will receive a late Christmas present in February, thanks to a West Swindon couple and Kit Aid. Last year John Maxwell and his wife Christine went to Gambia to coach youngsters in football and help in schools. They are now preparing to travel once more to the West African country to work with children again. John, from Westlea, explained, “we will be based on the coast for two weeks and thanks to Kit Aid we’ll be able to give football kits to six teams. When the children receive them there will be so much joy. Council looks to offload Oasis to create year round winter conditions

Swindon Council has advertised in the trade press for a private sector developer to take on the Oasis Leisure Centre to rebuild it and enhance the town’s leisure facilities on adjacent council owned land at North Star. The dome and pleasure pool broke new ground in local authority leisure provision when it opened, but with the council’s bank account empty, there is little money to invest in redeveloping the centre which marks its thirtyfifth year since opening in 1976. On 25 January volunteers and staff at the MS Therapy Centre on Westmead Drive, Westlea will celebrate the ﬁrst anniversary in their new premises, in the company of the Lord Lieutenant of Wiltshire John Bush and other local dignitaries. “It’s been an exceptionally busy time for the centre, including recruiting and training new volunteers and opening our doors to double the number of people each month,” said centre manager Jackie Wray. “We now have on average 80 people using the centre each week, either for therapy or support. From February we hope to offer Saturday morning sessions for those people who can’t get time off work on weekdays, and who get very tired by the evening. “We have continued to help people with a whole host of conditions that beneﬁt from high dose oxygen therapy, not just multiple sclerosis, and our furthest travelled member is a Danish lady who suffers from Parkinson’s Disease.” Fundraising is the main concern for Jackie and her team, as it costs £100,000 a year just to keep the building open. “Link readers have been fantastic with ideas to raise money. Dog mess weirdos have no respect for park

Freshbrook pensioner Bob Turner is hitting out at dog owners who are deliberately hanging their pets’ poo bags on trees in Toothill Park. Bob regularly walks there with his daughter’s dog and is appalled by the strange behaviour of a few dog owners. “The path leading from Worsley Road into the park is the worst affected. The first two trees you passed have ten bags of poo, placed or thrown at various heights. The immediate area has at least 35 bags. “Why does someone go to the effort of scooping up their pets waste and then not put it in the bins provided? In that area of the park there is a bin less than 50 metres away.

Beware the attack dog of Shaw

There is a large, powerful distinctively light coloured male bull terrier cross breed owned by somebody in the Shaw area who could cause grievous harm to anybody who comes into contact with it, and almost killed a 13 year old Staffordshire bull terrier bitch in full public view at Shaw Village Centre on Wednesday 17 November. Westlea resident and managing director of Chipside IT company Paul Moorby is set to arrive in Antigua on 6 January, after a 35 day trip across the Atlantic in a very special tall ship crewed by Jubilee Sailing Trust’s disabled and able-bodied ‘sail trainees.’ Before leaving Swindon on 30 November to begin his adventure of a lifetime, Paul said, “I haven’t felt like this since I was a kid waiting for Christmas. “Although I was born in Grimsby I’d never been sailing before I got involved with the Jubilee Trust a couple of years ago. They encourage better integration between physically able and disabled people through the experience of sailing. “I’m abled bodied but I’m terrified of heights which is a significant disability on board a square-rigged tall ship. This experience is a great leveller.” Paul is sailing in Tenacious, the largest wooden-hulled boat of its type to be built since the close of the 19th Century, made all the more unique as it has been fully adapted for use by disabled and wheelchair-bound sailors. Paul hopes to raise enough funds to enable three further individuals to experience a life and attitude changing voyage with the Jubilee Sailing Trust. Eco-teacher Rachel Bartlett said “we already have a silver school’s eco-award, and are now looking for ways to make a more signiﬁcant and measurable difference” The main priority for Rachel though is to create super lessons for the different classes. “We have built up a great relationship with Ruth Parsons of Woodland Learning, who 17 years ago planted our woodland walk that we use all the time to support lessons across the curriculum - from science to PE, literacy and drama. There’s nothing like having your own mysterious wood to bring Macbeth alive.” Several years ago the school tried to extend its playground until it became clear that it was much too boggy. Ruth was asked to be involved again using the space cre-

atively. Taking inspiration from the sail shelters in the playground she developed a sea theme, and made up an ingenious story of a Brook Field boy who swallowed a whale. Joel Langley explained, “the boy got so full he then vomited up the whale onto the school ﬁeld. It was a bit yuck but very funny.” Rachel added, “the whale story engaged the whole school, including many parents who came along to help us do the planting. This is such a great example of how the environment can really be inspiring for every subject.” In February Ruth Parsons will be returning to the school to do a teacher training day focussing on forest schooling and work on restoring the school’s derelict pond area should be completed by Easter.

Cadets triumphant after Everest trek

Six Army cadets from Wiltshire and four instructors successfully made it to Everest base camp in October to mark the 150th anniversary of the Army Cadet Force (ACF), raising £8,000 for Help for Heroes, in addition to the £20,000 needed to get them there. SCBU was chosen after the grandson of residents Sandys and Christine Powell was born 28 weeks premature weighing a miniscule 2lb 13oz. When Swindon Link first suggested I write this article, I must admit I wasn’t sure I was the best person to offer advice and insight to life as a graduate. Since leaving university I’ve been very fickle and have questioned what I’d like to do. I have worked in jobs merely for money’s sake, and similarly worked in positions that were enjoyable and stimulating, but not very stable. After a year back in Swindon, I decided it was time to move and managed to get a job in London. It wasn’t the big career I wanted but it was a start. I currently work for a vintage fashion company, which I’ve been very lucky to get. But I had worked very hard building up my own portfolio and making contacts after graduating. In hindsight, the two traits I strongly recommend are: motivation and proactivity.
