Voluntary action makes a difference Bryan Hutchinson, chief executive of Voluntary Action Swindon, described in the January Link how the organisation provides the town’s voluntary and community organisations with knowledge, training and resources. Now VAS has produced a booklet celebrating Swindon’s long history of volunteer commitment and the role VAS has played since 1932, when the nation was afflicted by the demands of huge unemployment, in advance of the founding of the modern welfare state. Huge changes are now being imposed on the provision of welfare and the role of voluntary organisations is becoming ever more important. Police keep a lid on crime by spending more time in the West

PC Tom Turner reported to the West Swindon Forum on 10 January on the work of the two Neighbourhood Police Teams (NPT) covering the area. In Toothill, Freshbrook and Grange Park officers continue to concentrate on drug activity in the area. Four warrants have been conducted since the last forum meeting in November with a number of arrests resulting from the raids. Anti-social behaviour in the Stamford and Edington area of Toothill is still a priority and Tom said visible patrols have had a significant effect, with one individual who had been causing community conflict required to live elsewhere. He said officers working out of the West police point cover West Swindon, Penhill and Pinehurst and had carried out a large number of plain clothes patrols resulting in eight arrests, three remands and a recall to prison. In effect three gangs of young people engaged in criminal activity had been broken up. There has been a significant rise in metal thefts at Westmead industrial estate, off Mead Way. Apart from visiting business owners about improving security, Tom said a number of people living in West Swindon have been arrested

for theft and one vehicle used in moving stolen metal has been destroyed. The priority in the NPT covering Shaw, Westlea, Peatmoor is anti-social behaviour around Link Centre and the West Swindon Centre. PC Turner said he works closely with the managers of both centres to identify troublemakers who are banned from both sites. Several civil banning orders have been imposed on a number of individuals who are told what they have to do to regain access to the centres and why a more formal restriction like an ASBO could be imposed if their behaviour does not improve. “We have seen a reduction in anti-social incidents. In February Shaw Ridge will be included so a civil banning from one area will apply to all of them. Restricting access and explaining the consequences of poor behaviour is a system that’s working well.” Tom said that two special constables had joined the police teams covering West Swindon and added that over the last year, reorganisation of police priorities has meant the

There are two potential bright points: a consultation for a new National Planning Framework and the Localism Bill. Whilst it is not yet clear how these two will mesh, surely we now have a once-in-a-generation opportunity to ﬁnally ditch the planning strait jacket of the 60s and 70s and embrace local decision-making that may ﬁnally have some muscle. And all within the new realism of climate change, population increase and diminishing resources. Let’s hope our politicians have the courage and we have the chance to see this through. Once land is consumed for housing, it’s gone forever. What kind of legacy are we leaving for our grandchildren.?

Views on more housing to the west and north of Swindon Unsympathetic response at council meeting Jeff Hill, chairman of Oakhurst Residents’ Association, attended Swindon Council’s cabinet meeting on 19 January to pose questions relating to the proposed Tadpole Farm development and its potential effects on existing homes in North Swindon. He writes: This was my ﬁrst ever attendance at a cabinet meeting and my expectations were that I would get a clear and fair hearing and a constructive

response in the time set aside for public questions. I did not get this and came away believing that Swindon Borough councillors do not have the aspirations and expectations of the community at heart. They treat questions with a high degree of contempt bordering on the patronizing. What I saw was a bunch of rather disinterested councillors dominated by a few who it appears

Blunsdon Parish Council concern with Tadpole Farm traffic Stuart Boyd writes: Following reports of the meetings held with the Redhouse and Oakhurst Residents Associations by The Link and other media, Blunsdon Parish Council has written to Swindon Council planners expressing concern that nobody had thought to meet us to explain the options for trafﬁc access to Tadpole Farm that are being considered and pointing out that both the development area and the suggested access road are within Blunsdon Parish. We accept that there are currently no ﬁrm proposals and no plans or traffic assessments to comment upon formally. However we have pointed out that one of the arguments that led to Blunsdon by-pass being approved was the fact that the

old A419 split the village and cut off a signiﬁcant number of houses from local facilities, a point referred to by the inspector in his ruling following the public enquiry. Any increase in traffic on Blunsdon Hill from Tadpole Farm would go some way to negating the beneﬁts gained from building the by-pass. It would have an adverse impact upon the quality of life of the residents of Ermin Street, Widhill Lane and Hillside Way and cause further congestion at the by-pass bridge and its approaches. Lydiard field should become part of country park say residents

After their success in October at Swindon Council’s planning committee where an application by Primegate Properties (Hook North) Ltd. to build on the last green field between Grange Park and Lydiard Park was firmly turned down, residents on Lydiard Fields Action Group (LFAG) are now deep into another battle to persuade a planning inspector to reject an appeal. Land owners Primegate want permission so that Bovis Homes can build 175 houses, thirty per cent of which will be affordable housing. The eight borough councillors representing wards in West Swindon support the residents, as does South Swindon MP Robert Buckland. David Barnard of the LFAG said the objections put clearly at Swindon’s planning committee remain as strong. “The road network is overstretched, as are schools and local medical services. Grange Park was badly affected by flooding from the field three years ago, and we’re very concerned about the impact on Lydiard Park as a heritage site.” During the appeal process the developers have submitted an amended plan for the site, different to the plan rejected by Swindon Council. However the planning inspectorate will be considering objections to both plans at the same time. At the West Swindon Forum on 10 January, Freshbrook and Grange Park councillor Michael Dickinson said, “we are back having to object; hopefully this time the developers will get the hint – people in West Swindon do not want these houses.” Fellow councillor Peter Green-

halgh said the Grange Park site was different to others in the borough being considered for housing, for example at Tadpole Lane. “The key point here is the land on Hook Street was never designated as development land. This is a speculative development and I would urge everybody to oppose it.” Councillor Nick Martin said people in West Swindon and north Wiltshire are worried that Hook Street will be the trigger for a further planning application to Wiltshire Council for 2,000 houses between the southern edge of Lydiard Park and the M4.

Ministry of Justice cutbacks could close well-used Law Centre

Wiltshire Law Centre, the legal advice charity that has been in Swindon for over 30 years, is facing closure in three years because of public expenditure cutbacks and is urging past users, and anybody likely to need legal support, to contact them to offer help Currently funded by the Legal Services Commission to provide free specialist legal advice in welfare beneﬁts, housing, debt and employment, last year the Law Centre opened 1,400 cases and gave advice to over 4,000 people and their families. During this time, it assisted clients in claiming £1 million in beneﬁts and helped reduce debts by nearly £1m. Recently, the Legal Services Commission selected Wiltshire Law Centre to continue to provide legal aid services under a contract that was due to last three years and started in November 2010. This has allowed an increase in staff and the centre now has nine advisors who between them have over 50 years experience. They include two solicitors, a barrister and six skilled caseworkers. But in almost the same breath, the government announced in the public spending review a wide range of cuts to the Legal Aid scheme to take effect from 2013. All the categories of law currently undertaken by the Wiltshire Law Centre will be taken

out of the scope of legal aid. The announcement seriously undermines the Law Centre’s ability to continue to provide free legal advice. If the cuts go through as proposed the Law Centre will almost certainly have to close its doors in March 2013 leaving hundreds of vulnerable and disadvantaged people with nowhere to go for specialist help. The Wiltshire Law Centre, like others across the UK, have raised the implications of reducing legal aid and funding with their MPs during the current consultation phase. Peatmoor man proves power of local news reporting in conflict zones

Engineer and broadcast journalist Brian Barber of Peatmoor will be packing his bags to head out to Nigeria in March to set up a mobile phone based news system that will keep the electorate informed of developments as the country prepares to go to the polls in April. Brian is working with the Institute of War and Peace Reporting, a charitable organisation that trains local journalists in conflict areas to gather genuine news stories and broadcast them uncensored. The group is a great place for mums to test out ideas and see if they’ll work alongside childcare and home needs with people in a similar situation.” The group usually meets on the second Friday in the month from 9.30am to 11.30am at NG Kids, next to Next Generation Fitness Club in Kembrey Park, near Gorse Hill. Stratton-based young enterprise organisation Inspire is opening a community cafe at Redhouse Village Centre, in the ‘commercial’ space opposite Isambard Community School’s reception area. Inspire director Pauline McVitie said “the coffee shop will be managed by catering professionals but it will be run by young people who are classified as NEET - Not in Education, Employment or Training. “Our aim with Inspire is to give work experience to as many young people as possible. Sculpture represents respect at Shaw Ridge

A six foot high totem pole now stands tall in the garden at Shaw Ridge Primary School featuring a buzzard with out-stretched wings, an owl, a fox and a great crested newt. Year 2 children were inspired by their studies of Native American culture and the significance of totem poles and were set the task of designing their own, incorporating what they had learnt and aspects of the environment around the school. The ideas were given to chainsaw carver Andy Barton who transformed a trunk of western red cedar into a piece of sculpture over the course of a school day. The school was the only one who responded to last minute end of term project offered by The Link last July to come up with designs to decorate Alexander House in the town centre. Lenta, the owners of the office block, subsequently picked up the idea and ran a competition to attract suggestions for brightening up the stark white 1970s building and bringing colour to the town. Alexander House manager Rachel Hampson said she was delighted by the children’s efforts. “It was lovely when The Link delivered about 80 pictures showing how the building could be made to stand out in the centre of Swindon. “We’re now working with Forward Swindon on the technical details of creating an external mural or sculpture. It will be a bold statement and make

Parents of disabled children have a say in service provision

As we launch headlong into 2011, many will be concerned about local authority services after the government’s public spending review. Parent Doug Morris, chair of the Swindon Parents’ and Carers’ Advisory Group, says parents and carers of disabled children and young people are even more worried, but have a support mechanism in place. The Swindon Parents’ and Carers’ Advisory Group aims to ensure that the voice of parents and carers is heard during what is likely to be a very difficult period for all concerned. the late Christmas bigger picture collection Youngsters from Belarus who live in radiated areas affected by the Chernobyl nuclear reactor disaster over 20 years ago were hosted over the Christmas period by families in Swindon linked to Chernobyl Children in Need. One of the many visits and treats enjoyed by the children was to receive a mountain of Christmas gifts for their families contributed by staff at Thames Water in Kembrey Park. Equally important was a check up by Brendon Ball, below, and his colleagues at Freshbrook Dental Practice who found a lot of dental decay that had to be quickly dealt with. Sue Aldridge, who organised the Thames Water collection, said, “we

started with a charity dress down day thinking only a few would take part. Nearly 600 people joined in and with company matching funds, we were able to raise £1,400.

Following last Mayâ€™s splendid seventeenth festival, plans are now well underway for another incredible line-up of fascinating speakers for the 18th outing from 2 to 14 May. This yearâ€™s festival, like any hale and hearty 18 year old, is planning to celebrate, explore, and enjoy life to the full, in mind, body and spirit. For example, it will kick off not only with its usual Dawn Chorus of mental and physical frolics, fun under the rising sun at 5.30am but it will also offer a Bank Holiday Monday of all-round health-enhancing activities. The Mayor of Swindon Rex Barnett is looking for the best picture taken within the borough boundaries. The winner will receive a trophy and a dinner for five at Bushwackers in Fleet Street and The Link is sponsoring a prize of ÂŁ25 for the best image taken by a beginner. The closing date for the mayoral challenge being run in conjunction with Swindon Photographic Society is 3 March with an exhibition of prints set for Saturday 19 March to Saturday 3 April at West Swindon Library. Samba is infectious, Samba creates atmosphere, Samba is noisy and exciting, and you can catch the groove on a five week course starting in March which will lead to public performances during the spring and summer. There are 15 places on the beginners’ course devised by Swindon Samba leader and professional drum and percussion tutor Luke Winton. To get newcomers up to speed as quickly as possible the sessions will include samba basics including technique and rhythm patterns, the grooves and breaks, plus the leader’s signals that orchestrate every performance. The course at £35 is open to anyone, regardless of experience, aged 14 or over and runs from Tuesday 15 March to 12 April, 7.30pm to 9pm at Isambard Community School. Course participants will then be invited to the band’s regular Wednesday practise on 20 April before playing a gig together, which rumour has it might include a Brazilian style royal wedding celebration. Fashion journalist Emma Kimber, from Peatmoor, wrote about whether it’s worth going to university in the January Link. Since then she’s become engaged, so who better to ask to reflect on what to look for when planning a wedding? Engaged couples looking for a unique, special and affordable place to spend their wedding day usually have a vision of what they want it to be like. If you’re not quite sure what to look for then here’s a few pointers to help you find the best location for you and your guests: • Choose somewhere local; it’s more personal to you. Traditionally couples would marry in the bride’s local church, but today it’s more likely that weddings take place in a venue special to them, or somewhere they feel comfortable. It makes sense to marry if not near to your home, then near to your family to avoid too much travelling stress for your guests. However bear in mind that one side of the wedding party might be coming from afar, so think of their needs as well; • Don’t blow the budget. Although it’s the day you’ve always dreamed about and you want it to go perfectly, it’s so easy to get caught up in wedding excitement and book somewhere that you really cannot afford. Stick within your means and you’ll be far less worried about the pennies on the day, and especially later when the bills have to be settled;

Phoenix Enterprises, in Cheney Manor, receives half its funding through payment from customers who use their small scale mailing and assembly service, but they rely on a grant from the Swindon Primary Care Trust for the other half. Manager Brian Tyler said, “we currently have 14 volunteers who suffer from illnesses like depression or bipolar. For them, Phoenix is like being in a family. They’ve had lots of knocks and we provide a safe place to work, train, and hopefully be a stepping stone for them to return to mainstream employment. Initially they have no conﬁdence so when they walk out of here into mainstream employment it’s very rewarding. “For me it’s more than a job; it’s a way of life. Now, with talk of budget cuts we’re worried. Our current funding ends in March and we have to re-bid but we’ve heard nothing.” Phoenix is a lifeline, as supervisor Hardip Muddhar explained. “I’m 60 and have been here for 10 years. Without Phoenix I wouldn’t be alive today. I became an alcoholic, lost my job, then depression set in. Now I have a reason to get up in the morning and do something worthwhile. If I didn’t come here I would still be drinking – or dead.”

Michael Hamilton, 56, said depression led to an attempted suicide, after which he was sectioned. He said, “Phoenix gives me a purpose in life.” Eugene Russell, in his mid-50s, had a severe nervous breakdown said, “the staff and other workers at Phoenix gave me the courage to carry on. Having a useful occupation boosts my confidence and knowing people believe in me makes me determined to get back to full time employment.” The Link employs Phoenix to post out the magazine and deliver them in bulk to various venues around the town. “They’re experienced at taking on smaller, tricky jobs which can be labour intensive and therefore expensive to fulﬁll,” said publisher Roger Ogle. “Firms sometimes have short run assembly or even dis-assembly tasks to which they either have to redirect staff or get temps in. Swindon Foodbank, the local charity which provides foodboxes for people facing crisis, would like to extend a huge thank you to everyone who has donated gifts to them over the past year. The regular support they received through 2010 meant that their warehouse in Westlea was fully stocked to cover the Christmas period, and they were able to fully meet the demand. “Even with all that snow, we didn’t run out of food once,” said project manager Richard Belsham. “The cold weather might easily have stopped people from getting out to donate food - but with our warehouse full we weren’t affected. We can’t say a big enough thank you to everyone who has supported us.” In the last twelve months the charity received 28 tonnes of food from individuals, community

Since reopening in September in the former Chinese Experience and Pagoda Palace building at Peatmoor, Oriental Buffet has enjoyed booming business as the people of Swindon demonstrate their endless love-affair with Eastern ﬂavours.
