Mystery of Ridgeway Farm decision
It was supposed to be made public on 1 November, but as The Link went to press on 16 November, we were still waiting to hear whether the Secretary of State for the Environment had decided to block the proposal for 700 homes at Ridgeway Farm or permit Taylor Wimpey to build beyond Swindon’s boundary in Wiltshire. Speculation has been rife that there has been a struggle in Whitehall between those who want to see more housing built to satisfy demand and generate economic activity, and those who say that the government should abide by its commitment to local decision making. At the West Swindon Forum on 12 November James Owen, head of energy and sustainability at Swindon Commercial Services, outlined the project for between 16,000 and 32,000 solar panels, depending on a survey of the site. This could cover between 22 and 25 acres and generate enough power for 1,500 homes. The site would be fenced for safety and to prevent vandalism. He said the advantage of the

development is that the panels, being located close to an electricity sub-station at Waterside Park, would be located high on phase III and out of sight from the public. It would also become a place for wild flowers and protection for ground nesting birds.

Take the extension of Thamesdown Drive seriously
It is over 15 years since Swindon Borough Council, then Thamesdown, was considering detailed plans for a northern relief road to join up what is now Thamesdown Drive with Great Western Way, to remove the predicted pressure from routes such as Mead Way through West Swindon and Akers Way into Moredon and Cheney Manor. Yet despite the construction of 10,000 houses in the north western sector of the town, and the prospect of 1,695 more at Tadpole Farm, little progress has been made on the provision of the road. Now councillors, Haydon Wick Parish Council and residents alike want to know what Swindon Council is doing about it. Plans for the link road from the north have a checkered history, being the victim of many changes in the government, local authorities, planning rules and funding programmes. The road plans were originally drawn up by the pre1997 highway authority Wiltshire County Council, taking traffic to the east of the railway line and onto a flyover at Bruce Street Bridges. The preferred route is now from Thamesdown Drive under or over the railway line to emerge next to B&Q on Great Western Way. However the council has put the project on the back burner for the last few years, with councillors claiming construction would cost £100 million or more. Rodbourne Cheney councillor Des Moffat believes the cost has taken on the status of an urban myth. He said: “It was a case of plucking figures out of the air.

The honest answer is that nobody has ever properly costed the route. “The scale of building 1.3 mile of dual carriageway and a tunnel under or a bridge crossing the railway line is relatively small compared with infrastructure projects elsewhere. To put the figures in context, the 9 miles of the Newbury bypass cost just over £100 million; a current

project in Norwich for an 8.7 mile dual carriageway is estimated at just over £90 million and the estimate for the 4.8km bypass at Bedale, North Yorkshire is £42 million. While the work required to cross the railway line will be expensive there is a strong likelihood that the cost quoted for so many years is a gross over-estimate.” Calling for Swindon to treat the project with urgency Cllr Moffat said: “Central government is now advising local authorities to get some infrastructure projects ready for implementation around 2016 to 2017, so we now need to press for this road to become a reality.” Haydon Wick Parish Council chair Richard Hailstone said: “North and West Swindon is becoming clogged with traffic. The congestion on Mead Way in West Swindon and Akers Way through Moredon is getting heavier all the time. “The Thamesdown Drive extension is essential to the success of Swindon. We’re now experiencing the consequences of allowing all the houses to be completed and occupied in North Swindon whilst not building the road when it was first proposed.” Expressing worry that all the planning and engineering design effort is now focussed on the Eastern Development whilst North and West Swindon is being ignored, Richard added: “In the east the council is proposing that a relief road be built between the A419 and the A420 before the houses are built. It’s good that the borough realises that infrastructure needs to go in ahead of development but we need the council to deal seriously with the problems that have been created on our side of the town.”
Explaining the council’s position Shaw councillor Keith Williams said: “Swindon Council cannot afford the road in isolation. The developers’ section 106 contribution was due to expire so was made available for other schemes. Robert Buckland MP is now making representations with central government to see what funding is possible for both this and the Wichelstowe link road.” Cllr Dale Heenan, cabinet member for strategic planning and sustainability said: “Every resident, community group and councillor wants to see this road built. The route has been protected on the strategic plan, which will go to public enquiry next summer, and the project has been fully costed at £100m to include junction improvements and considerations for the impact on surrounding roads. “This is a realistic costing; even in 2009 the strategic transport plan stated that it would cost a minimum of £60m. It’s now a question of getting money from developers and from central government to fund it.”
Lydiard Fields application Swindon Council has received a planning application on behalf of Persimmon Homes to build 73 houses on green fields on the edge of Grange Park. A planning inspector rejected a much bigger number in 2011 but left the door open for an application which does not visually intrude on Lydiard Park. Haydon flood alleviation welcomed, but pile driving is a worry
Flood alleviation works on Haydon Wick brook being undertaken by the Environment Agency have been welcomed but residents have voiced concern about the vibration from giant pile driving machines that might be damaging their homes.
According to residents’ comments on the Priory Vale Facebook page there are cracks appearing in ceilings, burglar alarm systems are being activated and moss is being shaken off roofs. Paul Dunn from Clary Road sent The Link the picture above and expressed worry that the true impact may not show itself immediately. “I’ve had the pile-driver right outside my door and the house has shaken all day. I’m assuming the team know what they’re doing and there aren’t going to be any long term effects.” Explaining what the consequences would be if the works could be shown conclusively to have caused damage, Swindon Council team leader for Environmental Enforcement Damon Green said: “My understanding of the law is that the Environment Agency wouldn’t
have a choice but to offer compensation, but it hasn’t yet come to this. Even in this country houses are built to easily withstand the levels of vibration that are occurring as a result of the works, and the team keep very close data records of all activity. “During an unannounced visit to the site I witnessed evidence of works being stopped as the team’s own vibration limits were approached.” Reflecting on the ongoing work and long term outcome Paul said: “To be fair the work is for the residents’ benefit in the long run and the team are doing a really good job. MP keen to see a stadium suitable for champions
North Swindon MP Justin Tomlinson believes detailed plans for the redevelopment of Abbey Stadium and the houses proposed for St Andrew’s Ridge are not far off - and with Swindon Robins winning the Elite League in late October, he thinks the time is right to give them a reason to keep winning. “I understand the legal issues to do with land values from the change of use for the site from light industrial to housing have now been resolved; it means the developer can move forward,” he said. To ensure continuity the developers are required to build a new stadium before the old one is redeveloped. Justin added: “Swindon Robins’ success becoming Elite League Champions for the first time in 45
years is absolutely fantastic news for our town “Only five years ago the Robins seemed set to lose their home. In my former role as an Abbey Meads ward councillor, I stood shoulder to shoulder with Robins fans, leading the campaign to not only save their home, but also to secure a new, modern and much-improved stadium as part of the proposed development. “The whole town rallied round to secure their future, and this vic-
tory shows that it really was worth it. We should all be very proud of the efforts of Swindon’s speedway community, and congratulate the team who have now secured their place in Speedway history. “A new stadium and a replacement covered market is central to the plan; I look forward to seeing the details the developers put forward.” He added Persimmon Homes will be developing the first phase of housing on the site.

Toothill people unhappy at loss of Tesco
Whilst some towns around Britain have fought against Tesco’s arriving in their community, people living in Toothill expressed disappointment at the end of October when they heard their Tesco Express has been rebranded a One Stop. The unit used to be a One Stop before Tesco bought the value chain in 2010 and turned it into an Express outlet. A resident who was unwilling to be identified said the decision was a poor one. She said Tesco had improved the quality of produce, kept the post office, tidied up the environment around the store, and took on a security guard to give village centre users assurance of safety. After visits by the Enthuse team sponsored by Swindon based energy company nPower over the last five years, the number of pupils taking these subjects at GCSE level has rocketed from around ten each year to over fifty. Enthuse staff run workshops to give Year 9 pupils across the country a taste of what STEM courses involve at GCSE, A level and beyond. Youngsters were given a range of practical tasks which tested their time management, information organisation, investigative abilities, problem solving and team work skills. said the session had opened her eyes. “I didn’t realise how much there is to different kinds of engineering; it’s used everywhere. I was surprised when the Enthuse man said that a Nintendo Wii was designed by engineers.” Maths teacher and Enthuse coordinator Gill Sergeant confirmed the positive effect the programme has had over several years. “The difference the team has made has been amazing. We had a handful taking GCSE engineering about four years ago; now fifty are taking it. Last year we had 100 per cent passes at A* to C and we know quite a few pupils have gone on to study engineering.”

Describing the inspiration behind the project Jennifer said: “Harvey was my dog who sadly isn’t with us anymore, but he was so well-mannered and friendly that he gave me the idea to help children live healthier lifestyles by learning more common sense from our animals and pets.” Now Harvey the Lifestyle Dog features in the activity booklets that Jennifer has produced for children to work through and have fun along the way, both in the classroom and at home. She said: “The books contain things to colour in and information about healthy food and exercise. Children can share them with parents, and keep records together about their achievements. This way it becomes not just education but a way of life.” For many years Jennifer has had a strong connection with the island of Malta where she owns a home, and
where her work with Harvey the Lifestyle Dog featured in the local media. Scrapstore appeals to organisations to share space
Swindon Scrapstore, the well-loved charity that has been turning waste things into play things in the town for twenty years, was thrown into turmoil when they were told in late October that they had just eight weeks to vacate their base on the Westmead Estate in West Swindon. Scrapstore moved to part of the old Farepack Hampers warehouse off Westmead Drive in March 2011 after a fire destroyed some of their storage in Cheney Manor. Students from Uplands Special School in North Swindon launched a new venture on 7 November which extends their education and life training skills, as well as providing residents with a place to go for coffee and cake whilst browsing through donated clothing, games and DVDs.

Every class will be involved in some aspect of the shop which is run by Uplands Educational Trust, from making cakes and craft items, to sorting donated items to sell to customers, waiting at tables, taking money at the till, designing leaflets to be circulated to homes in the community and creating seasonal shop window displays. Headteacher Jackie Smith said she was delighted the shop was now open. “The young people, staff, parents and our supporters like Zurich and Richard James Estate Agent have worked really hard to make it happen. “All the profits will go into the Uplands Educational Trust to further our aim of providing training
and support to 19 to 25 year olds in Swindon who require extra help to succeed in life.” The Mayor of Swindon Michael Bray added: “The shop is providing a wonderful opportunity for young people to gain practical life skills within a community setting. The shop, opposite Isambard School main entrance, is open six days a week: Monday, Wednesday to Friday 10am to 4pm; Tuesday and Saturday 10am to 2pm.

British slackline walker champion Jacob Hirsch-Holland from Shaw completed a marathon slackline walk on Saturday 3 November to raise money to fund a three month trip to work with vulnerable children in Nicaragua. Jacob, who is known in the town as Jake the Juggler, set himself the target of walking 5 kilometres on a one inch wide 50 metre line, hung two metres off the ground, between two trees in Town Gardens in Old Town. Walking the line in stages, after 8 hours he was exhausted from keeping his balance. He said: “Because it is not tight between the trees, the line is moving around all the time as you go down into the dip or up the slope at the other end. Who’s a Swindon Treasure?
In our first of occasional articles about Swindon Treasures Juliet Platt talks with painter and muralist Ken White, from Old Town,who gained national media coverage in the 1970s for his enduring mural of the Golden Lion Bridge at Whalebridge, yet does not have one of his paintings in the town’s much vaunted collection of British modern art housed in Swindon Museum & Art Gallery. Ken is also well known for creating the Scarlet Lady, the glamorous mascot which adorns Richard Branson’s Virgin aircraft and his work for Virgin branded locations around the world. Ken is less famous in the town for his own considerable portfolio of oil on canvas artwork, reflecting his memories and experiences of Swindon’s industrial past. Swindon born and bred, Ken began his apprenticeship in the railway works as a rivet hotter, before moving into sign-writing. At the age of 17 he began studying art at night school, then went on to Swindon Art College, on the top floor of the recently demolished Swindon College building. His work as a designer and illustrator took him to London and New Zealand before he returned to Wiltshire to raise his young family. Ken created the Golden Lion Bridge mural in 1976 as part of a job creation scheme. Explaining the commission he said: “At the time I was on the dole and receiving £30 a month, having just returned from six months living in New Zealand where I’d worked as an illustrator for the Auckland News. Swindon Council offered me £25 to do the painting, and to teach young students how to paint as well. Then the chemical company Bayer used the mural in an ad campaign and I became a muralist over one weekend.” For 26 years Ken worked for Richard Branson, and travelled all over the world, meeting many of the famous musicians and rock stars of the day, and creating murals at Branson’s recording studios, mega-stores, hotels and in the

Ken’s wife Jan even knitted some of the Virgin boss’s jumpers. Describing the charismatic businessman Ken said: “He was a brilliant boss. He’d just leave it all up to me. It was nerve-wracking to be shown a white wall and told to get on with it.” Ken has now retired from mural work and dedicates himself to his own paintings, which he sells through a London gallery. Commenting on the global appeal of his work Ken said: “I think people like scenes of how things used to be. My paintings have been shipped to the States and to Canada; I sold 18 paintings at a London gallery exhibition in February this year.” Yet, ironically, there is not a single painting of Ken’s in Swindon’s art collection, although MacArthurGlen bought seven canvasses for the Designer Outlet Village, and Steam Museum have a couple of Ken’s works on loan. Ken is saddened by the disappearance of so much of old Swindon and the demise of its heritage. He dreads what might be constructed on the old college site. Asda’s Community Life Project which champions local groups and promotes community spirit has had a great reception in West Swindon with groups benefiting from customers voting for groups using tokens given out with purchases - but some 50,000 tokens have gone missing. Each other month the group with the most tokens deposited in a special box at the West Swindon Centre receives £200 whilst two runner ups get £50 each. West Swindon Asda community coordinator Jan Kilby said: “There has been a great response because people know the local groups involved.” But some shoppers have taken a liking to the tokens and Jan is appealing for them back. “I had 100,000 when we launched in May, but at least Jan Kilby presenting a cheque to Michael half have disappeared. Explaining the provenance of the teddies, charity leader Jo Heaven said: “They were collected by Mike and Patricia Reid but couldn’t go to the bigger charities because they don’t have a kitemark. Fleur blossoms close to the park It’s been three years since Sue Durrant moved her Fleur flower shop from Abbey Meads Village Centre to larger and less expensive premises in Park Lane, Rodbourne and the business has grown to fill the space. With a dedicated workroom, tackling large weddings has become much easier and the town centre location has raised Fleur’s profile within the Swindon business community. The florist is one of only two in the town found in the Good Florist Guide. On street parking is available closeby but Fleur now offers a Call & Hoot service where customers phone with their order, then toot their horns when they arrive and the flowers are brought to the car. The on-line ordering now attracts customers from overseas and is used by many Swindonions who wish to order late at night. Sue said: “The move away from North Swindon reduced overheads and raised the profile of the business to all of Swindon. We’ve been able to expand in difficult times.”

NHS changes will have Healthwatch speaking up for and working with patients
Have you noticed? The latest reforms of the National Health Service are coming thick and fast – some have already happened and more take effect from April, writes Jo Osorio of Swindon LINk. But as people and patients, do we really need to care about organisational and structural changes? For most the key questions remain: can I see the doctor when I need to; will the advice and help I get be what I expect; if I need to see a specialist will I get a convenient appointment in a place I can choose; above all, can I get good quality health and care, will I have to pay – and who decides what I can have anyway? Healthwatch Swindon will be the consumer champion for health and social care services from next April and replaces Swindon LINk (the Local Involvement Network). It will be a local, non-profit, independent organisation. Like the LINk, Healthwatch will be there to engage and involve local people to influence how services are planned, commissioned and provided and make them as good as they possibly can be. Healthwatch will be both local, commissioned by Swindon Borough Council; and also national as an independent part of the Care Quality Commission - www.cqc. org.uk. Healthwatch England will gather information and experience from local areas to influence
national policy. None of this is an easy job for NHS and council planners when budgets are squeezed and demand for services increases all the time. But Healthwatch will be there to inform and signpost people to the services that are available – explain, for example, what choices we have including the rights and responsibilities enshrined in the NHS Constitution- www.swindonlink.org/news/475/64/NHSConstitution-2012. When things go wrong, Healthwatch will provide support, if it’s wanted, to go through the NHS complaints system. Healthwatch will gather the views of local people about health and care services using its own research. Most importantly, it will be working alongside and with other local organisations, self-help and community groups and complementing the council’s own health scrutiny committee. But you don’t need to wait till next April. Swindon LINk is still working to make health and care services better. Plans to turn Swindon into the leisure magnet for the south of England were revealed in November when Moirai capital investments provided more outline details of their proposals to spend £65 million on refurbished and new facilities at North Star. Central to the project is the renewal of the 35 year old Oasis Leisure Centre which will be complemented by an indoor ski slope and fun snow play area, a multi-purpose concert, event and sports arena capable of seating 7,500, shops, restaurants
and a hotel. It’s predicted that they will attract 4 million visits annually. Swindon Council handed over the Oasis to Moirai to redevelop in June. The iconic dome will be retained and renewed, a 100 station gym installed where the indoor bowls area used to be and the entrance and changing areas improved. On the old Clares factory site, opposite the Oasis, the indoor snow facilities using the latest snow making technology, will incorporate a

200 metre slope, a shorter training slope and a snowball throwing area. The arena will be the largest in the south outside London, big enough to attract some of the bigger touring acts, and capable of accommodating large exhibitions and sports events. The existing vehicle through route will be closed so that a pedestrian plaza can be created between the main facilities. A value hotel is proposed behind the Oasis so that visitors can stay after a day of fun, or a concert, as well as a 10 pin bowling centre. Some form of accommodation, whether apartments or student flats, is also being considered. To provide for the huge influx of visitors three multi-storey car parks are planned, whilst Swindon Council is looking at greatly improved pedestrian routes over the railway from the town centre. It has already committed £10m to rebuilding Bruce Street Bridges roundabouts to improve traffic flow on Great Western Way. Moirai was set up by a group of investors led by chairman of the board Martin Barber who said he had been looking for a project. “I had retired from companies in the UK and the USA and having been responsible for X-scape in Milton Keynes, Castleford and Braehead, Scotland, I was looking for a site in the south to get involved with. “Swindon Council were interested in working with us and it’s been a very productive relationship. This project is very exciting and will put Swindon once again at the forefront for leisure.” Fellow Moirai partner Peter Holmes said: “When it opened in the 1970s the Oasis was one of the first in Britain to create the concept of a leisure destination. We are very pleased that Moirai were chosen by Swindon Council to recreate that vision of the town as a major attraction. “Situated between the O2 Arena, the NEC and the Cardiff Millennium Centre, Swindon is the perfect location for what we propose. “Many visitors to the new development will want to explore what else Swindon and its surrounds offer. The economic benefits to the town are going to be huge.” However councillors representing wards close to the Oasis are seeking assurances that streets in their areas will be protected from the huge volume of traffic that will come into the town. Simon Jackson, chief executive of town centre management company InSwindon, said if a free flow of people between the town centre and North Star can be created, he thought Swindon would become a nationally recognised destination.

Inventor Roger Mugridge showed an increasingly fascinated Mr Duncan the simplicity of his solar lights that have been installed by volunteers in The Gambia, Zimbabwe, Zambia, Kenya, Lesotho and The Philippines. Roger also demonstrated his new invention which allows computers to be run using a battery charged by solar panels, without the need for a stable, mains electricity supply. The minister told Roger that he was going to have an official in his ministry guide the charity in how to apply for funding so that Lights for Learning can be extended to more communities in remote areas. Afterwards Roger was delighted by the response. “We’ve been trying to reach people in government to tell them about Lights for Learning for a long time. “We’ve met Justin Tomlinson
uncomplicated yet safe the system is. As he left he told us the simple things always work best.” Justin Tomlinson said Alan Duncan was still talking about Lights for Learning several days after his visit to Swindon. “I met him in Parliament and Lights for Learning had made an impact on him. He’s obviously fascinated by the technology and he could see how a modest investment could give so much to people in parts of the world without services like electricity that we all take for granted. “Roger and his team of volunteers at Lights for Learning represent the very best that the voluntary sector can offer.” During November Roger Mugridge has had enquiries about installing solar lights in Vietnam, Thailand and Ethiopia. www.lightsforlearning.org
Link with Salzgitter in Germany gives Swindon people chance to share with European partner Swindon Salzgitter Twinning Association has had an eventful year with the Queen’s Diamond Jubilee year being celebrated in both towns. Association chairman Roger Gower said the royal river pageant in the pouring rain was a talking point on a visit to Salzgitter in June by association members. “Our German hosts had watched it on TV and were planning to watch all the other events. We were pleased to present Gunther Heinisch, head of twinning activities for Salzgitter,with a commemorative book about the Queen’s reign. “We continued the royal theme when we toured the ancestral home of the Welf family. The museum there emphasises the six British Hanovarian monarchs who had strong family ties with the Welf family.” The group also toured the railway museum in Salzgitter. ‘No room at the inn?’
Andrew Francis from Haydon Wick reflects on the Christmas message
Recently, I went to buy some Christmas cards. They were all full of robins, Santas, and wintry scenes. When asked, the shop assistant said they do not sell religious cards. It made me realise how much of the Christmas message has been lost. Christmas is a time when Christians, the Church and, traditionally the whole of society celebrates the birth of Jesus. He was born in Bethlehem in a stable, because the local pub or inn had run out of rooms – even for a pregnant woman. When I was a child, it was hard to buy a Christmas card which did not tell part of the Christmas story. There were images of Mary and the stable or of shepherds listening to God’s messengers (called angels) or of wealthy Eastern rulers bringing gifts. The Christian Bible unfolds the story of how God comes to us in Jesus to be the example of a new way of living. The Islamic Koran honours the prophetic work of Jesus and his mother Mary. Persian legends tell of kings travelling with gifts. The world of faiths and Christmas find their focus in what happened in that stable because there was no room at the inn. Will the God who shows himself in Jesus find room in your Christmas? Will you find enough to give a gift to those who are homeless?,

or perhaps will you bring an aging relative home for Christmas lunch?, or will you remember to visit that lonely person down your street? Linking people together Pauline Powell, nee Rogers, 65, is a district nurse in Plymouth, and grew up in Park North. She attended Walcot Secondary Modern fifty years ago where she knew Christine Batt, Claudine Powell, Ann la Roche and Ernest Owen. She is still in contact with Claudine and Ann and married Claudine’s brother in 1964 at the age of 17. Sadly he died aged 35 in 1978. Pauline worked at Garrards for a short time and McKilroys in town. Now known as Paula she would love to hear from anyone who knew her in Swindon.
