Trying to do the best for Swindon As Swindon Council completes another round of job rationalisation and its cabinet presents its 2013 budget, council leader Rod Bluh explains the pressure being piled on the council by the changing community of Swindon and the public spending reductions being imposed by central government. Swindon Borough Council provides over 600 services that touch all our lives, quite literally, from birth to death. While many people think of the traditional services such as street cleaning, rubbish collection, libraries and so on, these are the smallest areas of expenditure. The council’s main role is to provide care services for society’s most vulnerable members. However, since Swindon expanded massively after World War II, we now have many people retiring at the same time. In fact, we have the second fastest growing elderly population in England. This is a major challenge. Another role is to safeguard children. The cost of getting this wrong is not calculated in pounds, it is measured in human tragedy, even death. To date Swindon has avoided that horrendous outcome. We still have new schools to build, as we are legally obliged to ensure that every child has a place. At present lollipop man Mick Younger struggles daily to ensure a large number of children and parents can cross the road safely as the main pedestrian gate is right next to the crossing point and becomes very congested. A narrow muddy grass verge between the road and footpath and a manhole cover standing proud of the grass makes the location slippery and unsafe in wet conditions. Parents who insist on parking close to the crossing point, when there is a perfectly good, half empty car park at Toothill Village Centre, opposite the crossing point, add to the potential hazards. Toothill councillor Steve Wakefield, above, has asked council

ofﬁcers to investigate the scene. “I don’t know why this safety issue was not foreseen when the new school was opened a couple of years ago,” he said. “The parents are not asking for expensive lights to be installed. What they want is three drop curbs, some barriers to prevent people stepping into the road at the wrong place, and markings on Stokesay Drive to show drivers where they should not park. It also requires a short footpath across the grass on the village centre side of the road. Haydon Wick flood alleviation work to start in the new year

Haydon Wick Parish Council is reassuring residents that work to raise the banks of Haydon Wick brook to reduce the risk of flood water affecting homes in the area, will go ahead in the new year. Since Thames Water completed the £12 million project to replace sewers and surface water drains in the area, which is likely to in-

crease the amount of run-off water entering the brook, there have been community concerns that without better defences the brook would overflow again. “We don’t have details about the revised design, but we imagine the Environmental Agency have had to plan to build stronger foundations for the concrete wall that will bor-

Can Tadpole Farm go ahead? asks North MP After well over a year of speculation, discussion and consultation, Crest Nicholson has applied to Swndon Council to build 1,700 homes, a primary school, shops and an employment area at Tadpole Farm, north of Oakhurst and Redhouse. North Swindon MP Justin Tomlinson will be speaking about his position on the proposal at a meeting on Friday 2 December, 7pm, at Blunsdon Village Hall. Here he makes it clear that Crest have yet to satisfy him that the project is viable. Let me be clear and say that I remain opposed to this development. Whilst it is welcome news that the proposed housing numbers have been cut from 3,000 to 1,700, ongoing concerns about traffic, infrastructure and school places mean that the plans are not acceptable. There are five key areas to be considered in determining whether the development is sustainable and appropriate.

Roads in North and West Swindon are already stretched to breaking point with Oakhurst Way and Garsington Drive difficult and dangerous for school children to cross, coupled with the volume of traffic that uses Tadpole Lane/ Oakhurst Way as a rat run to get from the A419 to Swindon instead of using Thamesdown Drive. Swindon Council’s own forecasting predicts that there will be a need for around 400 primary places and 300 secondary school places. Crest’s latest plans includes a primary school but no land allocation for secondary places. There is also very little employment in North Swindon, so people moving into such a development will need to commute, adding yet more traffic to the roads. Swindon’s Core Planning Strategy states that developments should be designed to minimize reliance on car journeys. There are also unanswered concerns about the impact of the development at Tadpole Farm and River Ray and flooding upstream. The proposed Waste to Energy plant next to the Tadpole Farm site is a major worry in terms of being an untried technology, as well as concern about transport, storage and processing of municipal solid waste adjacent to a residential area. Head of languages James Turney said: “We’ve been working together on a multi-media topic entitled ‘my town through my eyes’ where students look at their home towns from a different perspective and introduce others to them.” Year 11 prefect Anna Jones acted as one of the student guides during the visitors’ stay. In the business of promoting child fitness Phil Scarisbrick of West Swindon has launched SuperSpor tStars, a dedicated children’s fitness provider offering sports camps, after school clubs and weekend sports sessions, fun fitness at parties and fetes. He also runs adult circuit classes and junior football tournaments. All Phil’s activities have the aim of increasing participation in sport with fun at the forefront. Buddies tackle bullying at Brook Field

On 18 November Brook Field School marked Anti-Bullying Week with the official opening of its Peer Mediation Room, to be used by a team of pupils specially trained in resolving playground differences. There will also be a large wi-fi enabled learning area where classes can access books and laptop computers, and we want to use this as an adult learning space where parents and children can work together. “There will also be a new staff room where teachers from both schools will meet, rather than the separate arrangements of the past, whilst the old staffrooms and offices will be used as new learning areas.” Mrs Cockwell said the school governors and parents association OliStars are planning a series of small fundraising events each year to involve parents and the community, the first being the fireworks display in early November. A Bombay Lounge charity night night on 22 November contributed more to the fund, as will sales of pictures taken on a trip to an adventure centre in Wales. Chair of governors Nigel Howarth said: “The work to join the two buildings will make a huge difference in continuity for the children and helping us to become one community. Rhian Cockwell and her team are working very hard to ensure that we make the most of the strengths and skills across the combined schools. We’re looking forward to the opening in January.”

The centre moved into purpose built rooms at Abbey Meads Community Primary school in the spring, having first established itself in a temporary building with two large meeting rooms, next to Catherine Wayte Primary School, at the other end of Elstree Way in Abbey Meads. A weekly stay and play group, baby massage and groups for babies under 1 year old also takes place in the community rooms at Oakhurst Primary School. Centre manager Tanya Parkinson, said: “The high density of housing and the baby boom in North Swindon means we have a very large number of families within our area. Meeting places in the area are few in number and our challenge is to find enough space to run a variety of groups and drop-ins. We’re desperate to start activities in Redhouse.” Apart from drop-in stay and play activities, Butterflies has become a base for baby health and midwife clinics. A young mums group, Swindon Twins or More, a dads group, and a Mandarin Mums group have established themselves there. In January Little Ninjas will start daytime classes at the centre. Butterflies also offers stress management and parenting skills courses, offers advice with CV building, skills matching and training opportunities, linked with Job Centre Plus.

At an opening fete launched by Swindon children’s author Neil Griffiths on 28 October, Abbey Meads primary headteacher Bob Buckley said: “It’s a pleasure to have the Butterflies Children’s Centre at our school. Tanya is an outstanding leader of an excellent team. Considering that they are covering a huge area, with a large number of families, the team have done an amazing job in a short space of time.” North Swindon MP Justin Tomlinson added: “Butterflies have done exceptional work to set up so many groups and provide individual support to parents in only a year. There is a really positive atmosphere about Butterflies.” Coun David Renard, Swindon Council cabinet member for children’s services agreed. “The northern sector is a challenge; it may surprise people that there are a significant number of vulnerable families here. “Butterflies are doing a tremendous job to provide help and guidance and I realise that the centre is oversubscribed. Scholarships on offer to sing about the last 60 years in Swindon

Next July Swindon’s Janice Thompson Performance Trust will be singing the town’s history, with particular reference to its art and cultural activity, through the reign of the Queen, from 1952 to the present day, and it is offering free classes to talented children with a passion for singing. The trust won £60,000 lottery funding in a public vote earlier this year to stage a brand new work ‘Swindon: The Opera.’ Part of the grant is being used to give less advantaged children the opportunity to take part. Jubilee Scholarship Class will provide free singing lessons from professional singing teachers on Friday evenings at All Saints Church, Southbrook Street, Swindon. To qualify, children must receive free school meals, be in school years 4 to 6 and be available next July. Women perform for refuge

Customers and staff celebrate 30 years of West Swindon Centre

Customers and staff who were present when West Swindon’s shopping centre opened on 27 October 1981 came together to mark its success three decades later. Originally a Carrefour, then a Gateway, before Asda took over, the centre opened to its first customers just five years after the first residents arrived in Swindon’s western expansion. Arthur Beltrami, 75, from The Prinnels was living in Freshbrook at the time. “It was amazing how quickly the centre was built, just like the growth of West Swindon; new areas appeared every week. “The covered shopping centre was very exciting, there wasn’t anything like it in Swindon. There was a pharmacy, a carpet shop and large glass garden centre. I thought the best thing was the Red Balloon restaurant. It served well cooked meals, the fish and chips were gorgeous and on Fridays steaks were half price; fantastic.” Lynn Hosey, 56, from Penhill transferred to West Swindon from another Carrefour and is one of three original members of staff working at the centre.The others are Jenny Masters and Keith Bradley. Lynn said, “I’ve always worked in catering, either in the Red Balloon or the staff restaurant. I’ve enjoyed it a lot here.” Staff member Karen Ramel was also present on opening day, but she

was only seven years old. “There was a huge crowd ready to see the new shop and I got lost as people pushed in. I started crying and the staff looked after me but my mum told me off. “It was a big day out for us because we had to come by bus on the back roads from Purton.Tewkesbury Way hadn’t been built yet.” Current general manager Sarah

Pillinger said: “Our West Swindon Asda is still a major attraction in the town. People like shopping inside and the fact it’s a bit smaller and more friendly. You always see people chatting to each other in the mall. We have a very loyal customer base matched by the loyal team of colleagues.” After 30 years owners of commercial buildings often undertake a

major redevelopment. However Ms Pillinger hasn’t heard of any plans for West Swindon. “I’d always say that we could do with more space to offer more to our customers but I’m not aware of anything in the pipeline.”

Dressed in rags, skin bursting with cuts and boils, with leaden eyes, and blood caked around their mouths, they persuaded shoppers at West Swindon Centre and visitors to Shaw Ridge Leisure Park to part with their money in aid of LEPRA, Health in Action. The charity treats, educates and supports people in some of the world’s most deprived communities. Originally formed in 1924 with the aim ‘to rid the British Empire of leprosy,’ it has built on years of experience to prevent and treat leprosy, and also other diseases of poverty including lymphatic filariasis, tuberculosis, HIV/AIDS and malaria. Zombie organiser Rebecca

Sweeney from Peatmoor said she had learnt about leprosy in Year 8 at Bradon Forest. “A person from LEPRA came to school to talk about the disease. I’ve always wanted to do more fundraising for them.” Now a Media Make-up BTEC student at Swindon College, Rebecca decided to use her skills over halloween weekend. She said: “My friends liked the idea and my brother Dan brought along his friend from Bradon. I did the make-up and my mum and me used white and red Zombie contact lenses.” The group raised £47 for the charity and ended their evening with 10 pin bowling at Shaw Ridge in their Zombie kit.

On the same day the organisers of the 2012 London Olympic announced the route of the Olympic ﬂame, which includes a visit to Swindon on 23 May, on the way to London in July, they called on people to step forward to become ‘Local Leaders’ to take the games into their community and create their own celebrations - for the torch relay and other key moments during the Olympic and Paralympic Games. We’re using boxing and kickboxing as a way of keeping in shape and to help young people acquire the discipline to learn a sport and the social skills of working together and learning from each other. 01793 466155 After nearly two years of planning, cadets and staff of 633 (West Swindon) Air Training Squadron celebrated achieving squadron status at the end of last year with a special expedition in July to climb some of the highest peaks in the Pyrenees. The 10 cadets taking part and other squadron members came up with different ways to raise money for the trip, including car parking duties, bag packing, cake stalls, a laser quest evening and a sponsored night hike. The John Thornton Young Achievers’ Foundation, the Ulysses Trust and Mini Swindon also made important contributions to the cost of undertaking the trip. The cadets also set themselves the target of raising £1,200 to be split between Wiltshire Air Ambulance and Royal Air Force Association. But the cadets raised twice the amount and on 11 November presented the two charities with cheques for £1,138 each. In addition Rolls Royce added a further £200 to the total for the Air Ambulance. New Year courses to understand the planning system Swindon Civic Voice has received a National Lottery ‘Awards for All’ grant to organise courses for residents on understanding local government and the planning system. Given the huge changes going on in local government and the controversial changes central government is making to the planning system, the courses will be of great interest to anybody concerned with civil society said Swindon Civic Voice chair Lisa Hawkes. “We believe these courses are more relevant and necessary than ever. They will be aimed at both individuals and members of community and voluntary organisations in Swindon. “If people are to become ‘active citizens’ as part of the the government’s ‘Big Society’ initiative, they must have the appropriate information in order to make informed comments and decisions - whether fighting/supporting a development, commenting on a new council policy or strategy, or working to save a heritage building.” Swindon Civic Voice, formerly Swindon Civic Trust, has been working in Swindon for 10 years. It has carried out several formal consultations on local issues and held numerous public meetings on varied subjects. Lisa added: “Community volunteers and activists and the public in general find both the planning system and local government processes convoluted and unfathomable.” The courses will take place in January/February 2012. Think about the reality of accommodating the needs of extended family and friends. Let people help, even if it is just getting the kids to set the table or help clear up. It is worth considering how much doing everything yourself contributes to feeling resentful, sad or being a failure. At the end of the day, and it’s always a long one, the thing to remember is that lots of people would love to have family around them at Christmas to be annoyed with. Joe Wilding from North Swindon helps Myleene launch Make-A-Wish campaign

Celebrity mother of two Myleene Klass has joined forces with Fairy and Make-A-Wish Foundation® UK to launch the latest campaign to help grant the wishes of children and young people ﬁghting lifethreatening illnesses. Myleene has worked with the partnership to help raise awareness of the great work Make-A-Wish does throughout the year and in October St Francis Primary School, Taw Hill pupil Joe Wilding helped her promote her second year’s campaign. Joe, 7, was diagnosed with a brain stem tumour 18 months ago. His wish was to not just meet the Prime Minister, but to actually do his job. Not an easy wish to grant, but Make-A-Wish made it happen for Joe who met Prime Minister David Cameron at No. 10 Downing Street partnership is now in its eighth and took over the reins.
