High Court decision could open developer flood gates

A ruling in the High Court on 10 November that the coalition government’s decision to scrap the Labour government’s Regional Spatial Strategy (RSS) planning system was unlawful will give hope to developers who want to build on huge swathes of land on Swindon’s borders. Until the General Election Wiltshire Council had identified land to the north of West Swindon for 2,800 houses and developers Primegate (South) had put forward a counter proposal for 2,000 houses between Grange Park and Hook, adjacent to the M4. The ruling means that developers can submit planning applications in advance of local councils agreeing new planning Core Strategies to guide decisions on the number and location of houses to be built in the long term. However Swindon South MP Robert Buckland said the government’s new Localism Bill would clarify how council planners will deal with speculative applications. However Crest’s community consultation representative Sarah Foster told The Link that a drawing had been posted on the internet by the master planning consultants and could not be considered an official proposal. She said, “Crest is committed to carrying out extensive community consultation prior to the submission of any planning application and we’re sorry that plans found online have caused confusion in the community. “I will be setting up discussions and meetings with as many residents’ associations, parish councils and schools as possible early in the new year.” The Link revealed in December 2009 that Crest wanted to build 2,500 houses - 1,000 more than was originally conceived in the now defunct Swindon Core Strategy. Crest has been told by Swindon planners that fewer than 2,000 would be appropriate in the rewritten Core Strategy and Stephanie welcomed the fact that there is to be wide consultation. “It seems that we can’t stop this development - even though it is outside the original North Swindon master plan area. “It’s important that all affected communities come together with

local councillors and MPs to ensure that Tadpole Farm does not impose itself on the existing facilities. “Oakhurst Residents’ Association accepts Crest’s apology for the unfortunate way potential plans were put online and we’re looking forward to the consultation which will give the people of Oakhurst the chance to talk to Crest about the details.” Traffic volume could be a particular problem with major growth expected on Oakhurst Way to access Thamesdown Drive, Mead Way and Great Western Way. Justin Tomlinson said he had received a flood of e-mails as a result of the suggestion in the November Link that Swindon planners had considered whether Lady Lane could be reopened for traffic from Tadpole Farm. “This development can only go ahead if Crest can sort out a green buffer, land for schools, as well as access and transport issues. “It seems to me that this is the final phase of the northern development and the new planning legislation will give local authorities and residents a much greater say in what kind of development might take place.” • Redhouse residents work to overcome Big Society frustrations. Developer appeals against Grange Park housing decision

Government policy to give residents more power in planning decisions is to be put to the test after developers Primegate Properties (Hook North) lodged an appeal against Swindon Council’s planning committee’s decision on 12 October to reject a plan to build 175 homes on the last field between Grange Park and Lydiard Park.

The November Link reported the delight of Grange Park residents after the committee meeting where officers stated the site is outside Swindon’s defined urban boundary whilst the scale, layout and density of the Primegate proposal was deemed inappropriate to the site next to Lydiard Park. Councillors spoke against the application saying approval would encourage further proposals for development on unallocated greenfield sites across the borough.
Specifically councillors and residents expressed concern that more houses would place pressure on an already inadequate road network, on local schools and on health services. There are considerable fears that heavy rain water flowing off the site would not be contained in proposed flood storage ponds and would again flood homes in Grange Park and further afield in Westlea. There are also major fears that the Hook North proposal represents a wedge to prise open the door to development of 2,000 houses south of Lydiard Park to join Swindon to

Hook, and also 800 houses north of Peatmoor at Ridgeway Farm - both areas outside Swindon in Wiltshire Council. However Les Durrant, managing director of Swindon planning consultants DPDS, said his client has grounds to mount a challenge. “After taking the considered advice of a top QC at the Planning Bar, as well as our professional team, an appeal is being lodged. We do not accept any of the reasons for refusal as being valid. As an example, in refusing the Hook North application, the council claimed that there is not an issue about the five year housing land supply within the borough, as required by government advice. In fact the actual supply position is between 2.5 and 3 years supply.” A forward planner at Swindon Council confirmed that the Hook North site had never been part of a land allocation for housing and will not be as it is not a preferred site for an urban extension of the town. The scheme is much the same as the last successful application in 2008 which did not proceed because of the recession. This will include office space and a youth training facility, provision for the existing covered market, 450 new houses and a new care home. However overflow car parking on event days will no longer be available at the Groundwell Park and Ride site which is currently closed. Gaming International has agreed a five year lease of an unused field next to the Motorola building. The new stadium will be built at

right angles to the current 60 year old facility and opened before the old site is demolished. Abbey Meads councillor Vera Tomlinson, vice chair of the planning committee, welcomed Gaming International’s renewed interest in pursuing the project. “There was unanimous support from the committee who want to see a high quality stadium built. Leaving Freshbrook a stronger community

Millbrook Primary School head Clare Griffin-Felton is saying farewell at Christmas, leaving a legacy of a community standing together and looking forward – an amazing change from when she came in 2007. Unveiling the centre South Swindon MP Robert Buckland said, “I’m delighted to open a much needed facility that offers excellent opportunities for young people who see the world in a different way and require specific support and encouragement.” The centre provides two large classrooms, two group rooms, an atrium linked to an open space, with a computer area and a kitchen to learn independent living skills. The guest of honour was Julia Cook, who before retiring as Autism Advisory Teacher with Swindon Council in September, was the driving force in securing the funding for the centre. “It’s wonderful to return and see the building actually open. It will provide a safe provision which children with various levels of autism can access mainstream school but at the same time receive support for their particular needs and learn how to manage life in our society.” Centre manager and specialist ASD teacher Anne Hutchings said “most of our pupils find it very difficult to handle the hustle and bustle of a large school. They cope much better in small groups and the centre provides pupils the choice

of accessing school activities at lunchtimes or being here in a quieter environment. “Although a separate building, the centre brings a heightened awareness of what ASD is - any education about disabilities helps bring understanding and empathy.” The centre has the capacity for fifteen pupils.

Computer attack chaos Greendown’s IT systems were completely knocked out in late October by a major virus and the problem may not be resolved until Christmas Rebuilding the network free of infection is going to take several weeks with some 300 computers having to be cleansed. School business manager Mark Lanchester said, “we’re working hard to eradicate the problem. The network has to be rebuilt in stages to ensure the system is totally clear of any lingering virus elements that could cause further upset.” The virus is thought to have been imported by visitors to the school. A Greendown teacher said staff were spending more time directly teaching pupils without the distraction and demands of an administration laptop in the classroom.

Engineer who eschewed personality for quality and precision Local historian Steve Wakefield, continuing his review of the 175th year of the Great Western Railway, considers the contribution of CB Collett

Charles Benjamin or CB Collett was a ‘safe pair of hands’ and became Chief Mechanical Engineer after Churchward from 1922 to 1941. He was a thoughtful, predictable man, with an eye for detail and engineering precision, which was what the Great Western needed after the rationalisation of railway companies following World War I.

He received the Order of the British Empire for his work during the first World War. As he approached retirement it is said that he was not happy about the Swindon Works being geared up for armaments production in WWII. He had witnessed the disruption caused to the repair and manufacture of railway equipment between

He had a completely different attitude to his predecessor and was not as domineering. Churchward’s designs had satisfied the company’s requirements, therefore Collett concentrated on improving the quality and speed of manufacture. Though more relaxed than Churchward it is said that Collett was aloof and respected by those around him. He was the son of a journalist, being born in Worcestershire and living within a stone’s throw of Paddington Station. He studied engineering at London University, with a view to becoming a marine engineer but arrived in Swindon to become a junior draughtsman. Within five years he was appointed assistant to the chief draughtsman. Once in the role as GWR’s Chief Engineer Collett updated Churchward’s Star Class and created the Castle Class. The magnificent Caerphilly Castle, on display in Steam Museum, was one of the first. In 1924 it was shown at the British Empire Exhibition alongside the Flying Scotsman, which pleased the GWR board members. Collett went on to design the King Class, the most famous of which King George V was displayed in Steam for several years. The loco can now be found in the National Railway Museum, (NRM) in York. Collett, was known to be a spiritualist and a committed vegetarian. Never one for taking much interest in the town, he did become a local magistrate.

Steam will be full of stalls selling luxury gifts and seasonal fayre, along with a Christmas cafe and Santa in a magical grotto. First local history festival brings together groups from across the town

The national lottery funded Local History Fair at Steam Museum, based around a celebration of GWR poet Alfred Williams in mid-November, brought dozens of groups together and hundreds of visitors to learn about a wide range of historical subjects - from the history of Highworth, Wroughton and Rodbourne, to the campaign to save the derelict Mechanics’ Institute. New hall helps Steam turn financial corner to relieve taxpayer

An ambitious refurbishment project backed by Swindon Borough Council is proving to be a real success, as corporate hospitality bookings at Steam, Museum of the Great Western Railway - which opened in 2000 - reach their highest levels ever. Originally the old ‘20 Shop’ of Swindon Works and part of the Grade II listed building, the Great Western Hall is now completely refurbished and contributing to reducing museum running costs. Swindon councillor Nick Martin, who was charged with sorting out the museum’s drain on council tax payers, said, “six years ago Steam was costing the taxpayer about £850,000 a year. the bigger picture Toothill Junior Youth Club - which is almost twenty years old - has beaten over 60 other clubs to win the Robert’s Trophy for its range of activities and training of staff. The club, which has 80 members and a waiting list, offers sports, cookery, gardening, crafts, discos, computer games and games nights to youngsters between 5 and 15 years old. Anne Fisher, club trustee, said, “Youth Action Wiltshire awards the Robert’s Trophy annually to a club within its membership. We are very proud of our staff and volunteers for running such a successful club and for receiving this award. At least sixty of our 80 members come along regularly each week so we must be doing something right. We firmly believe that sixty children and young people engaged in positive activities and off the streets one evening a week goes a long way in reducing potential anti-social behaviour in the future.” The club meets on two evenings a week at Toothill Farmhouse which was refurbished by Swindon Council in 2007. Stratton-based financial adviser and footie lover Carl Heritage travelled to Lesotho in South Africa in September as part of the Kick 4 Life tour, a charity which promotes AIDS awareness and health education in schools and orphanages through the medium of football. “We were there for 12 days, playing educational games with the children, giving them messages about HIV and AIDS,” said Carl. “In the afternoons we played football matches against the teachers and other volunteers which provided a further focal point for health awareness.” Kick 4 Life works on the premise that football provides a universal language that so many people from diverse cultures love, so it is a great way to engage young people and get them thinking about their health. Coach had formative effect on young footballers

Players in a West Swindon children’s football team AFC Greendown from 1988 to 2000 were shocked to learn via Facebook of the death of their one time coach Gary Williams, aged 45, at his home in Grange Park in October. Kingsdown Crematorium was packed with over 100 family, friends and former players and their parents to hear tributes to a vibrant, passionate character who in recent years started to suffer from failing health. Alex Bridges flew back from Barcelona to be there. He said, “Gary was a massive character in my childhood. He was inspirational and taught me and many others the importance of working together and how you can achieve your goals with determination and self-belief. “He was also a brilliant community-spirited man. His passing is such a loss but us kids will always have the amazing memories he gave us and the feeling that he shaped us as adults.” Parents Martin and Helen Reed from Nine Elms were saddened to hear of Gary’s passing. “He left a deep impression on the boys. Gary taught them at a young age a sense of teamwork and provided them with lifeskills for adulthood.” Gary Williams with his newly formed AFC Greendown team in 1989 Gary’s son Jamie from Shaw said he and the family were touched by the messages of condolence. “He obviously affected a lot of people in ways we didn’t realise.”

Senior air cadets earn their certificates

Three senior members of West Swindon’s 633 Squadron Air Training Cadets were presented with certificates confirming their promotion to Cadet Warrant Officers, the highest rank a cadet can achieve, on 5 November whilst cadet Sgt Christopher Wilson showed the squadron the certificate presented to him by the Lord Lieutenant of Wiltshire John Bush the previous week. 633 commander Flt Lt Helene Woodham said she nominated Christopher for all round performance in knowledge of flying, leadership skills, sports and commitment to cadet activities. He said he was thrilled he had been chosen by the Lord Lieutenant, who will call upon him to attend special events when he visits Swindon over the next year, such as the Royal visit to the Wootton Bassett Field of Remembrance on 9 November. “It came out of the blue, the position means the world to me. Swindon Council has had £403,000 of the £550,000 paid back. By next March eight more play areas will be refurbished, including Shelfinch in Toothill. It’s been a very exciting year. I’ve met a tremendous number of people, all doing very different things, and what has struck me most about them is their commitment and creativity. It’s given me a huge sense of pride in my adoptive hometown. Originally from Lancashire, I came to Swindon to join WH Smith’s graduate training scheme back in 1992. When I was offered the job, they asked me how I felt about moving to Swindon, as if it was something like a life sentence. But having spent the last 18 years here, and especially having written for The Link, I do really appreciate the can-do attitude and generosity of Swindon folk. Amongst my most memorable encounters during the past year have been Della Parsons, who embarked on the Clipper round the world yacht race and Stan Dibben, the 1959 international side-car champion, author and inventor of a supermarket trolley steering

device. I’ll also never forget going on patrol with North Swindon beat officer PC Troy Smith. It’s really a privilege to have gained an insight into the lives and work of so many different people. I have always been a writer, but learning to write journalistically has been a new challenge. Getting to the essence of a story as quickly as possible, and making good use of people’s quotes to really bring articles to life are vital to a publication like The Link. So many people praise the magazine for its usefulness and readability, so I hope I’ve been able to honour that tradition. One thing that is important to me in my journalistic work is reporting responsibly and with integrity. I always like to get as many perspectives as possible on a story in order to report it in the most fair and balanced way. If you don’t respect your readership, you don’t deserve one.

From bees to Brownies and boys doing ballet, what gives me a buzz about writing for The Link? The great thing is talking with people about the (usually) wonderful things they’re doing for the community. There are many unsung heroes and in these days of depressing news, it’s lovely to hear about those who help others. Hanif Robani, of the Bombay Lounge in Peatmoor is one. He runs two charity evenings a week where he donates all the profits, contributing £30,000 to good causes. He told me, “we do these nights purely because we have seen the difference they make and especially how it helps the smaller charities - and they’re fun evenings.” Other unforgettable stories? Well, apart from publisher Roger Ogle asking me to do a fun, feel good, story about turkeys losing their heads at Christmas (not sure the turkeys would feel too good - bit of a challenge that one - just as long as the story wasn’t a turkey…), the most memorable moment was early on, meeting Sue Povey and some of her 15 children. Dubbed ‘Britain’s biggest brood’ I was intrigued. As someone who

grew up with two brothers, a sister and a house full of relatives who were always popping in, I longed for privacy. I even considered asking if I could turn a cupboard in the hall into my personal space, despite being too tiny to consider it a room of even new-build proportions. So, along with all my Link questions, I wanted to know if they wished for privacy. Try as I might I could not get any of the Poveys I met to admit such a thing. They all loved being part of a big family, there was no problem in sharing a room and always having people around, and they all loved it. I believed them. One of the most exciting events occurred in the Autumn with the reopening of Freshbrook Community Centre. A week of special taster sessions was followed by a fun fete. Locals were relieved and excited the centre was back and better than before. And reporting how Clare GriffinFelton has brought the Freshbrook community together at Millbrook Primary School after difficult times was very moving. As I said, there are plenty of unsung heroes, and I’m proud The Link spotlights their contribution.

Thanks to a Global School Partnership grant from the Department for International Development, Year 9 students at Nova Hreod are having the history of apartheid brought to life for them in a most extraordinary way, through the increasingly strong links with Harold Cressy School in Cape Town, South Africa. Nova community coordinator Tom Wilkes said the contact is now in its fifth year. “Harold Cressy, our partner school is situated right on the edge of District 6, the area of Cape Town that was forcibly reclaimed for whites during the 1960s. Tree planting events coming up

The Great Western Community Forest marked National Tree Week at the end of November and the launch of the government’s National Tree Planting Scheme by organising two tree planting sessions, as well as announcing a big event in 2011. The green team at Ridgeway School will be planting ten fruit trees in an orchard at the school on 1 December and on 4 December runners taking part in Parkrun Swindon around Lydiard Park will be planting 100 trees in the park. With up to 100 runners now attending the Parkrun, participants can combine both activities as Plant ‘n Run. The forest team is planning a big community tree planting day at Mouldon Hill Country Park, near Taw Hill in early February. Volunteers will be asked to plant 500 trees on either 12 or 13 February (date to be decided). Details will be published in the February Link and at www. swindonlink.com

One of the largest living green wall installations in the country can now be found in Swindon town centre. Created as part of the public realm improvements along Canal Walk, they cover the south side of the bridge that connects the Brunel Plaza with the Brunel Arcade and the north side of the vehicle bridge. As well as the visual appeal, the walls absorb carbon and noise, making them a positive ecological counterpoint to concrete, glass and tarmac. Some 25 varieties of plants have been used to create year round form, colour and texture to the feature.

A work of art with a practical use will be installed in the Spring at a memorial garden being created for four pupils from Uplands Special School who have died this year. The double seat made by artist Gordon Dickinson from Purton is ready to be unveiled in the garden designed by Link advertiser Jill Blackwood and built by volunteers from Zurich. Gordon, who hand fashioned the seat out of mild steel, said, “I wanted to get over the idea of the seat being a place where people can go to confide in each other, to share secrets, and to comfort each other. “It is deliberately mishapen to give a sense that we face challenges in life, but working together is the best way to help each other.”

Poinsettias, this traditional Christmas plant, is poisonous to all animals so ensure naughty puppies and troublesome cats keep their distance. 3. For dogs danger also lurks in the form of raisins which can be toxic, so no Christmas cake for dessert! 4. For all you softy owners who love to cook your pets a Christmas dinner try to avoid onions and salt filled gravy. 5. And most importantly ensure your pet has their very own stocking.

Appeals for festive grace St John’s Church, Haydon Wick annual Jar of Grace appeal raises funds for three Ugandan children's projects, and this year hopes to total £3,000. St. John’s Vicar Canon Raymond Adams said that the church provides a Christmas-decorated jar – or you can use your own – which has two functions. “It expresses God’s grace to the world and secondly, the idea is that you put in your money when you say grace, giving thanks for a meal. So you’re both thanking and sharing.” Over the last twelve years the church of less than 200 people has raised £35,000 for Uganda and their support has enabled a school to be built in the remote community of Bwasiba In addition to the Jar of Grace, every penny given during Christmas services at St. John’s goes to Africa. Swindon charity Foodbank - which provides emergency food to people in crisis - was five years old in November, and with the number of people using Foodbank continuing to increase as a result of the recession, organisers are putting out a birthday appeal. Project manager Richard Belsham said, “we’ve been so thankful to all those people who have donated food over the last five years – it’s truly been amazing and we’ve been able to assist hundreds of people.
