‘Competition’ to set up Oakhurst school

Although - after pressure from parents - it was thought that the decision had been made to provide a primary school off Pioneer Way, Oakhurst, ready to open in September 2009, Government policy requires Swindon Council to hold a ‘competition.’ This allows local groups, parents, charities and the local authority to bid to establish the ethos, aims and type of school. To brief interested parties, a seminar is planned for 29 July, 7pm, and this will be followed by a four month bid submission period. An independent organisation, the Ofﬁce for Public Management, has been appointed by the Government Department for Children, Schools and Families to support competitions for new schools and to provide free consultancy to help potential proposers draw up their proposals. An elected mayor for Swindon? Reclaim the right to be heard! Why is The Link giving so much space to the idea of an elected mayor for the town? Last month we highlighted a recent Institute of Public Policy Research (IPPR)report on how elected mayor’s have benefited other towns and cities over the last seven years. In 2001 The Link was the only local media to draw attention to the potential benefits of Swindon having one, and how the idea was quietly killed off by those who controlled the town at the time. Let us make four things clear from the outset: • This is about every single voter deciding who will lead the council on their behalf; • An elected mayor is different from the present honorary mayor;

It’s open to debate whether an elected mayor leading Swindon will be as successful as Mayors in other towns, but we were denied finding this out for ourselves because Swindon’s political elite quashed any further discussion in 2001. On the right, Geoff Reid of www. talkswindon.org revisits how Swindon Council buried the issue and says its time to look at the idea again. A petition of around 7,600 electors would be needed to makre the council ask its citizens if they want an elected mayor or not.

Mayor for Swindon: let the people decide says Tory leader Even though David Cameron wants to see a police commissioner elected by the people in every police authority, he isn’t sure whether places the size of Swindon should have an elected mayor.

The point is that no one system should be enforced upon an area. “But in the end it’s up to the people of a town to decide.”

Agenda Item 59 and how you were robbed Geoff Reid looks back at a murky moment in Swindon’s civic affairs and says the issues not discussed in 2001 are still unresolved You probably won’t remember, but if you were an adult and living in Swindon on Thursday 27 September 2001, you were quietly denied a democratic right. Whilst Swindon enjoyed a warm and balmy evening, a political bonfire was raging in the council chamber in Euclid Street which saw a Conservative Party motion of no confidence being passed on the Labour Group in control of the council under the leadership of Sue Bates. The Labour cabinet resigned on the spot and the meeting was adjourned for 15 minutes. The council reconvened and continued working through the huge agenda: bus lanes, garden composting, fire authority precepts, foot and mouth, Swindon Town Football club. It’s perhaps understandable that the councillors’ minds were on the abrupt change in political power that had just occurred. By the time they reached number 59 on the agenda, they wanted to be away from the chamber to discuss, mourn and celebrate the evening’s events, which is how you came to be robbed. Item 59 ‘Council Constitution – Recommendations of the Review Panel on Consultation on New Political Structures’ sounds fairly boring. In fact it should have spurred an in-depth debate on how the council power structure should be arranged, and how you, the voter, would be given the chance to exercise your vote in a local referendum to choose between electing a mayor

to lead the council or continue allowing the largest political group of councillors to pick one for you. Public consultations had been conducted during the summer months and a long report written, all of which showed a majority of respondents in favour of the public electing a mayor. The report which had been sent to a review panel of the leaders of the three main parties and a couple of non-elected independent members quoted all the consultation data correctly, but the report summary did not. This states that 71 per cent of stakeholder attendees had been in favour of an appointed leader; impressive until you learn that this conclusion was reached at a conference the previous year attended by less than 40 people. So 71 per cent would be the views of only 28 people. In stark contrast, the 2001 public consultation saw over 7,000 people responding to a letter box survey sent out by the council, and some 1,300 responses to a more in-depth ‘Swindon Peoples Voice’ survey. The in-depth survey clearly showed 56 per cent of respondents in favour of electing a mayor. Yet despite the evidence to the contrary, the summary of the report

proclaimed there was ‘little support’ in the borough for an elected mayor. So, on 27 September 2001, the council agreed to continue with the leader and cabinet model which had been adopted the previous year. I doubt many councillors

realised they were accomplices in a democratic mugging; the review panel report states that other councillors were not consulted on its contents. We can safely assume that, caught up in the drama of the night, they wouldn’t pay too much attention to a seemingly unimportant late agenda item. Whilst other media focussed on the mass resignation and the changing of the political guard at the civic

offices, only The Link noticed and reported the fact that the council was to continue the status quo, even though 56 per cent of people surveyed supported the idea of an elected mayor. Your vote is for life, not just for elections and a vote denied will eventually return stronger and more determined to be exercised. It is entirely appropriate that the elected mayor discussion be dusted off and aired again. Last time it was hurriedly and unfairly bundled away underneath the stairs at the civic offices, this time around it deserves a properly open and fair debate. The Local Government Act 2000 states that if 5 per cent of the electorate (around 7,300 people) sign a petition calling for a local referendum on whether a local authority should have an elected mayor, the council must arrange one to give citizens the chance to choose between electing a mayor directly, or continue allowing councillors to appoint a leader for them through the present leader and cabinet system. Whichever we individually prefer, it is in all of our interests to discuss both the democratic options available to us today, and those denied to us in 2001.

Cafe needs volunteers to keep up with popularity

The weekly community cafes that meet at Toothill Church on Monday and in Freshbrook Community Centre on Wednesday are on the lookout for more helpers to sustain their popularity. All volunteers have basic food hygiene training and go on to take more advanced certiﬁcates in hygiene and safety in the kitchen. Since the cafes were launched by Tina Mackie and Carol Gibbon three years ago six volunteers have gone on to full time employment. Which means new helpers are always needed to keep them going. The implications of living with epilepsy became apparent during an eventful and terrifying family holiday. Support for those left behind

Sunflowers Support Group offers online support to people who have lost a loved one through suicide. Wendy, the founder of the group, would like to hear from anybody who has experienced suicide loss. Initially, support will be offered through the web site but if there is enough interest, she will look at organising meetings. When her husband took his own life, Wendy struggled to come to terms with her mixed emotions of shock, anger and despair, while helping her two children through their grief. Six months after his death, she felt she would never heal or be able to forgive him. She said, “I then got in touch with a support group run by people who had lost loved ones through suicide. Meeting them was the first time I could sit and just talk and talk. My feelings were listened to and understood.” Two years later, despite her continuing sadness she feels she can cope and is hopeful about the future. Since moving to North Swindon she realised there was no similar support network in the South West and has launched Sunflowers in response. www.sunflowers-supportgroup. co.uk

Flying start for Orchid Vale

Ofsted inspectors were impressed by Orchid Vale’s polite and friendly pupils during the school’s ﬁrst Ofsted inspection since opening. The school was graded as good in almost every area of the inspection that took place in March. “Pupils achieve well because of good teaching and a broad and enriched curriculum that stimulates their interest and enjoyment of learning,” wrote inspectors. “The school is having a very positive effect on pupils’ growth towards being well-rounded young people.” There was praise for Orchid Vale’s success in raising standards in mathematics, using a variety of strategies including booster groups. In one initiative, pupils were offered double sessions of maths and football with Players Soccer School. The inspectors recommend that writing standards can be improved if pupils were given more opportunities to write independently. The kindness pupils show each other was remarked upon, with

older children helping supervise the younger ones during exercise sessions. Children also have a good understanding of their role in society and regularly organise fundraising events for charities, including Street Children in Goa. The report comments on the excellent use of the wildlife area to develop pupils’ understanding of the natural world. Headteacher Debbie Kalynka was pleased with the inspectors’ comments, particularly about pupils’ personal development and the teachers’ ability to enthuse and motivate pupils. “The report quotes a parent saying that Orchid Vale is a lovely community school which always takes children’s needs into consideration and where teachers make every day new and exciting. That really sums up the ethos of our school.”

The ten students and three teachers were based in the small village of Alicedale in the Eastern Cape province, living under canvas for two weeks at one with nature. Limited electricity meant there was no use of hairdryers and straightners or MP3 players and as the nights drew in it was dark soon after 6pm. Our remit was to work with the local community to provide things they had not had access to before. Together we established that we could teach first aid to the six football teams in the area and teachers from the local schools. We also helped renovate two very old netball courts and participated in football and netball matches with both school and local teams. These were big occasions with the whole community turning out to watch. It was a privilege to buy beaded jewellery from a group of women who had set up their own business. One summed up their situation: ‘Jesus won’t be coming to save us so we must help ourselves’.

We also met two hardworking but very poor men, who we have sponsored to become park rangers so that they can make better lives for their families. We receive regular reports of their progress in training. Our team gelled quickly with everyone supporting each other. This was real life, not TV. As well as the work, we hiked into the bush, watched amazing wildlife from hides, followed their tracks, cooked out over camp fires and slept out under a million stars and spent a day at an elephant sanctuary and on a safari. It was an amazing experience and our eyes were opened wide to the needs of the world. The students worked effortlessly and exceeded their and our expectations. They adapted quickly to bush life without complaint at the lack of facilities or the basic toilet facilities. ‘Trip of a lifetime’ is an easily used expression, but we all know this one will stay with us for a very long time.

Freshbrook Playgroup has raised £4,214 for the world renowned specialist liver unit at King’s College Hospital, London which has provided life saving treatment for one of its children, Amber Martin. To round off its three month fundraising commitment three members of playgroup staff took a leap for liver health by abseiling down the side of the hospital. Cara Hooper, who was joined by Katy Fallon and playgroup chairwoman Hazel Clark, said, “when we got to the top of the wall, we all looked over and decided that the height was not that bad. The problem was climbing over the lip at the top of the building before we could actually abseil down the wall. “It was really nerve wracking. I’ve vowed never to abseil again, but Katy and Hazel wanted to have another go.”

It will be making way for Evening Star, the last steam engine built in the Swindon railway works before old technology was finally killed off by British Rail. Swindon tree fest gets green ﬁt The annual free Swindon festival of all things green linked to the Great Western Community Forest takes place on Saturday 30 August, 10am to 3pm, at the Lawn, Old Town. This year, with funding from Thames Water and Natural England’s Green Exercise Initiative, the event includes the Woodland Games which include frisbee golf, quoits, boules and other fun and functional ways of staying fit and healthy.

There will be circus skills workshops as well as interactive displays and activities like generating your electricity from a bicycle. Everybody who cycles to the festival will receive a free cyclometer. Musical family strikes the right notes

A trio of talented piano playing sisters from Westlea collected a shelf full of silver trophies at this year’s Swindon Music Festival, with nine year old Marion taking the top piano prize in the junior category. She has made remarkable progress since starting piano lessons two and a half years ago with Link advertiser Joy Walker and plans to audition for the Royal College of Music next year. If successful, she would join the college junior department, travelling to London each Saturday for intensive training. Shakespeare’s Globe in the park

The world famous Globe Theatre touring company arrives at Lydiard House with their production of The Winter’s Tale on 26 and 27 August as part of its 22 stops across the UK. The Winter’s Tale, directed by John Dove, in keeping with the spirit of the old principles of touring theatre, is presented by a troupe of actors who will entertain the crowds with a stripped down version of Shakespeare’s magical story of jealousy, love and redemption. Performing in the park is particularly exciting says Dominic Dromgoole, the Globe’s artistic director. “Playing in the open air helps to make it more of an event, since there is such an exciting and changing environment. “It helps to create a sense of collaboration as the cast and the audience have to make it all happen together. Using Shakespeare’s language against grass, trees and the sky helps make it a more meaningful experience.” The setting also has a particular resonance for the company said Dominic. “Lydiard House was originally built in the Elizabethan style, before remodelling, and it is a natural fit for a company that

Celebrate World Peace Day with a lantern on the water

Swindon’s annual World Peace Day Lanterns on the Lake takes place again at Coate Water on Wednesday 6 August. From 2pm to 9pm there will be lantern making workshops ready for the mass launch of floating lanterns at 9.30pm. This will be the sixteenth year of the event at Coate Water, but the sight of the flickering lights floating across the lake will be as breathtaking as ever. The cost of taking part is £1.50 per lantern kit. The workshop is suitable for wheelchair users and everybody should bring a torch and wrap up warm for the evening launch. Sam Page decided to do something about her weight when, at 19 stone, she had lost the energy to play with her young children. She first went along to the Freshbrook meeting of Weightwatchers in January 2007 and has not looked back. “It was daunting at first but I quickly gained confidence,” she said. “Everyone is the same; you all want to lose weight. Shaw phone box attracts vandals

Jane Bowden who lives near Cartwright Drive, Shaw is sick and tired of the vandalism in the area, particularly on the BT telephone box close to her home. Darren Jesson from North Swindon is a man with a mission. On 25 and 26 October he will swim 21 miles in the David Lloyd pool to raise money for Breakthrough Breast Cancer. Darren is no stranger to extreme challenges in an urban setting. Having been a semi-professional rugby player in his younger days, last year the manager of the Designer Outlet M&S store decided at short notice to cycle a Tour de France stage in his shop window and raised £1,500. This time Darren has been doing serious training in the pool and on the treadmill and given himself more time to beat his fundraising total. “I’ve also been training with the Swindon Tigersharks adult team who have been really pushing me,” he said. Big boost for school pond makeover plan

Peatmoor Primary School was given timely encouragement to start a major refurbishment of its wildlife area and pond when Legal & General donated £5,000 at the end of term. The school is the second in the town to be able to ﬂy the coveted eco-schools ﬂag and the pond refurbishment will allow children to study bugs and bees right outside the back door. Year 6 teacher Paul Watermayer said, “the generous donation has made a huge difference to our plans. We have not been able to use the pond area for the curriculum. This grant means we have enough money to make a start on the work much sooner than we expected.”

Heavy rain did not put off over 600 people who turned out for the Rock the Planet festival in Lydiard Park on12 July to watch local bands and performers, including an urban dance group formed especially for the event. Young people from West Swindon, Highworth, Faringdon and Chippenham spent more than 12 hours rehearsing hip hop and other urban dance styles, and performed throughout the afternoon.
