We about try to spread in what is happening in Toothill, Freshbrook and Westlea. The Link is run entirely by volunteers, we live in the area, we could be a neighbour of yours. Welcome News fare Out with 7-Eleven, here's 'NEWSFARE'. R S McColl and 7-Eleven never got on with the residents of Toothill, so there is no loss in seeing them go. Lets hope their successors can improve the local shopping service to the village. Newsfare is operated by Misselibrook and Weston Ltd who have been in the shopkeeping business since 1848. They are based in Southampton and run eleven 'Newsfare' shops in Southern England. Mr Weston, Managing Director of Newsfare, told The Link that his company will be trying to operate the 1980's version of the old style village shop. They are not competing with the Carrefours of this world, they are a shop offering the convenience of being on the customer's doorstep. He also said they will be trying to make the Toothill village shop more attractive in appearance with a better product range. Mr Weston appealed to the customers to give 'Newsfare' a little time to settle down, they will be trying to do their best because after all "We are in the people pleasing business"

The new Thamesdown Council sheltered housing scheme for the elderly is rapidly filling up at Freshbrook Village Centre. Some residents will be moving to Swindon to be near relatives. A warm welcome to them aswell as to Swindonians moving to Elsie Hazell Court. This is the fourth sheltered scheme in our area and a fifth is under construction. This kind of housing allows elderly persons to maintain an independent lifestyle within their own private flats, while offering social contact with other residents in the communal lounge, and the security of the warden's neighbourly eye. Although the Council have fitted the lunge with the essential things, there are always items which the residents would appreciate, which can come either through donations or by their own fund raising efforts. •.•••••••••••• Thamesdown Law Centre is a democratically run organisation with a voluntary management committee that has overall responsibility for it. This Committee is elected annually from representatives of local community groups. There are 4 full-time workers including qualified solicitors. The

The purpose of the centre is to respond to unmet need for legal services. All the services are free to users. The management committee has decided that the Law Centre should give priority to to providing legal advice and specialist in information to support and strengthen the network of community organisations, especially welfare rights information and advice groups. The Law Centre can see cases right through where relevant to the court and tribunals. The four workers can also advise individuals on their rights and to cater for this, there is an open session on Thursdays 10 am-2 pm where no appointment is necessary. It is also possible to be possible to be referred by an agency and to visit the Law Centre by appointment. There are some areas of the law which the Law Centre cannot deal with i . e. Happy Wanderers I would like to take this opportunity to thank Dave & Carol & staff for making our Xmas dinner held at the Toot & Whistle on the 8th December so enjoyable. We Freshbrook Mums are absolutely fed up being confronted every school morning with (for want of better words) "Doggies Whoopsies" every few yards along the footpath outside Freshbrook School. Everyday we have to manoeuvre our children over and around it all. Inevitably it gets onto their shoes and they take it into school with them. DOG OWNERS Please, oh please take your dogs onto the waste land opposite the school for the sake of our childrens health. 'laygroup Thoughts by Janice Scott Coming to the end of a year as Chairman of Dunwich Drive Playgroup there are some thoughts I want to share with readers. People often assume playgroups are run by the Council and it is the parents rights to put their children in them when— ever they want. Well this is not the case. Playgroups are run by volun— teers - usually parents - who work hard to keep them going on a shoe— string. Parents who complain about the playgroup fees or perhaps don't pay them promptly just do not realise the time and effort put in by the Committee in going to organisation meetings, supporting the staff, fund raising and helping at the playgroup sessions. The fees paid foreach session has to pay for the rent, the materials, equipment and the staff who work in the playgroup more for love than money; you certainly don't get rich on £20 a week. Playgroup Committees perhaps have to do more in telling parents about playgroups so that they can understand who they are run by. The best thing for parents reading this is to stay behinçl and help at a playgroup session. It can be enjoy— able and rewarding. I've enjoyed my year with Dimwich Drive playgroup and would like to thank the staff and committee who have made this possible.

Since the last AGM there has been massive change in Freshbrook. House numbers have gone up from 700 to 1300, we now have a primary school, a village hall, a shop and the beginnings of a pub. Many community groups are putting on activities for babies, toddlers, 3-5 year olds, young people, teenagers and other groups. The Freshbrook Village Group has encouraged and supported all these community activities and has tried to represent the individual residents of the village. The AGM is a chance for all residents of Freshbrook to get together to hear a report of the past and discuss the future. The residents also have to elect a new committee to run the village hail and take up residents problems - to be a voice for Freshbrook.

This year we have a speaker Mr. Blythe Director, Development & Housing at Thamesdown Council He will talk about 'The Urban Village-How do people fit into it?" It should be an interesting talk. ALL RESIDENTS OF FRESHBROOK ARE INVITED TO COME TO THE A.G.M. WE NEED YOUR SUPPOR Maureen Starkie Chair

Now that the Turkey has digested and the New Year has been welcomed we returned to the community problems with new vigour. Following requests from Langstone Way residents application has been made for the bus routes to be slightly altered but the bus company has said no. Perhaps Langstone residents would like to consider this reply and let us know what they would like to do now. The temporary Community room is now almost complete internally; just a few furnishings to go. The Upper Shaw Farm project seems to be foundering in a mass of red tape and council double talk. Could I just make one point at this juncture. If those people on the council would stop worrying about their own petty squabbles and make a decision for once perhaps a lot more would get done in this borough and a lot of money would not be wasted. Freshbrook Village Centre is really coming together. The Spar shop is doing very nicely and will soon be joined by a Chinese fish 'n Chip shop and a Greengrocers. Now the foundations have been laid for the third pub in the Western Expansion area. To be run by Whitbread Flowers, it should be open by the Autumn. At present it is called the Freshbrook Mill but we don't know if this is the final name. 'Whitbread Flowers are off the ground in Freshbrook' Work is now well underway on the new Flowers Pub which will open towards the end of August 1982. The interior will depict an old mill with a mill wheel and a large open fire place. Facilities will include a children's room, Skittle Alley, Darts and Pool. Home Cooked food at lunchtime with a Cold Buffet Bar. In the evenings hot snacks and salads. The atmosphere will be warm and comfortable and very traditional. The day after the last issue went out, our phone was ringing with offers of things to "kit out" the common room of our sheltered housing scheme for the elderly. To date we've acquired a colour TV, a stereo, a piano, a dart board, several large cheese plants and lots of puzzles. Heartfelt thanks are due to the kind donors. ave you ever been in the situation where you've got to go into hospital and there is no-one to look ter the children? Or, perhaps you work and your childminder is ill? You have a particular family uroblem and you are not sure who-to ask for help? Perhaps your child is driving you crazy and you ust need someone to talk to for half an hour. If so, the West Swindon Family Project may be able to elp you. i he project will operate for an experimental period of two years. It has been set up by Thamesdown ouncil, Wilts. C . C. Social Services, the Hambro Life Charitable Trust and the National Childrens' ome,who will manage the project. A worker has just been appointed and she is Audrey Johnson. udrey told us that the aim of the Family Project is to help alleviate the sorts of situations above sefore they reach crisis proportions. Volunteers will be introduced to families ,.to provide practical elp and counselling, which might be a friendly chat or more formalised counselling. Audrey will sO be recruiting Day Foster Parents who can provide short-term, possibly emrgency, child care ntil a family crisis has been overcome. he scheme is seen as encouraging self-help in the community but with access to expert knowledge nd advice from the social services. THE TOOT 'N NEWS The story so far:— Dave & Carol, newly appointed managers of the yet unnamed pub in Toothill - Oh, not Toothill, yes Toothill (everyone says that, I don't know why) are at their first site meeting in a little hut behind a very large pile of builders rubble soon to be named "The Toot and Whistle". Tracy Tremblin, a pupil at Toothill Primary School won the competition run by Wessex Taverns to find a suitable name for their latest development, a £300,000 pub at Toothill. The pub design, by Michael Sassoon, is loosely based on a Spanish rancho style with lots of wood and wrought iron work. Some special features are to include a children's room, skittle alley, darts, pool table and a spacious landscaped area for summer use. Truly a social and leisure centre for the community. Now, as I was saying, we were in this site hut behind the pub, and had been deliberating on the merits (in broken Irish) of bird extinction, as the whole project was in jeopardy because two blackbirds were in the throes of forming their own little community, and our friendly workmen refused to disturb them. Our only alternative was to restart work with the birds permission. After this, building progressed quite quickly, although no-one really expected us to open on time. But we did, even though it meant Carol and I had to several times climb in and out of first floor windows because workmen had nailed up the doors. The opening was graciously overseen by his worship the Mayor of Thamesdown who pulled and sampled the first pint, which was closely followed by half of Swindon, ensuring regular deliveries of Ushers Best Real Ale and Carlsberg Lager for some months. After about six months, things began to stabilize, and this was brought home to the pub by the arrival of our first Guiness drinking baby. Our youngest regular, Craig Harbour, weighing a healthy 6'/2lbs was born in July to happy parents Carol and Steve. During the next month or so, we were to play hosts to Liverpool footballer Alan Kennedy, and to celebrate the diamond wedding of Kath and Harry Smith, who were wined, dined and presented with gifts from Guiness as they are both regular Guiness drinkers in the Toot. During the month of October, we felt it was time to promote our food which was going quite well but not making quite the impact it should have. We overcame this problem by featuring food from different countries, e.g. Italian, French and traditionally English, all accompanied by a free glass of wine or beer, whichever was applicable. Our first bit of real trouble (the night Glen Palmer didn't come in!) was when Mighty Mick Malone decided to give the Toot and Whistle the benefit of all the drink he had consumed that day by arriving at 6.30 p.m. "steamed out of his brains", shouting and swearing as only he knows how. When asked to leave, as was by now the procedure in the pub, our Mick decided to make an offer I could not refuse. He offered to re-shape my face with his bare hands. This sort of talent is rare these days so led me to give some thought on the subject ... could I cope with the proposed improvements? Would this be too much, being smooth, debonair, sophisticated, all this and a ski-slope for a nose? No - it was too much, so in marched P.C. Tom O'Connor, immediately grabbed the situation by the neck, and proceeded to talk loudly in our friend's ear who, upon hearing the magic word "nicked" he left the pub in short, sharp, jerky movements, later to be found in court facing a hefty fine as he had made the same generous offer to someone who was not so easily impressed as yours truly. October also brought the Raft Race, a silly idea really but great fun. Beer barrels, bits of string, lumps of wood and whisky to console and thaw out frozen bodies numbed by October rain and freezing conditions. The race, run on the Thames at Lechlade is planned to be an annual event to raise money for the R.N.L.I. The event was followed in the evening by a Tramps and Tarts fancy dress night - lumps all over the place, especially on some very different—looking male customers. This years race is planned for July, so watch press for details. December brought a most bizarre happening. 110 red and white monsters dressed in Santa Claus outfits, all done in the best possible taste, to raise money for St. Margaret's Hospital at Stratton. This event captured the imagination of the media as national papers clambered over each other to take photographs of our leggy barmaids in their (SPECIALLY MADE BY GWEN) outfits. TV., Canadian radio and even veteran wrestler Jacky Pallo were there to make the occasion a very worthwhile fund raising venture, raising £550 for the old folks at Christmas. Our first Christmas in the pub was a very busy affair as is traditional. Christmas dinners for The Happy Wanderers, and a very large raffle with lots of prizes, the star prize being a bicycle donated by Artdeans. This yet unclaimed prize is to be raffled off again on 23rd May during our 5-a-side football tournament fun weekend. Into the New Year with piper Alec Hendry, and things remain steady with pool and darts teams holding their own in local leagues. In our first 9 months our regulars were to get quite a reputation for charitable and fund-raising activities. This is what probably stimulated the Toni Bamford appeal, instigated by Veronica Tooze and friends at Art Wallpapers in Regent Street. This was to be our biggest and best effort so far, raising nearly £1,500 in sponsorship and raffles held in the pub, the highlight of this event being the pool marathon. The marathon, set over 72 hours, was a mammoth challenge for our lads who rose to the occasion with their usual gusto. This certainly was a memorable period with bodies strewn all over the skittle alley in various stages of sleep, meals cooked and served by Carol, food incidentally generously supplied by Newsfare and Fruit Basket. Ruling was strict, no drinking of alcohol outside licencing hours and no leaving the premises, so it was not as easy as some might think, but the lads coped admirably. We now find ourselves in April, an established clientele, pool, darts and football teams poised to attack another year in their respective leagues. The football team applying for the first time under the guidance of Mick Turner, tel. 29376 for those interested. The darts team are waiting to collect their trophy for winning the league in their first season - a tremendous effort. Well Done Lads!! All this, and more, not specifically mentioned, paints the picture so far, as we end our first year in your company. We can proudly boast of having the best customers around. So, good people of Toothill - yes, that's right, Toothill - you can be assured of a continued warm welcome at the Toot and Whistle as both Carol and I look forward to another year in your company.

stranger to Freshbrook would have observed an interesting Spring ritual one Friday evening, as local residents, heavily disguised in tribal costume, made their way to the Community Centre. The participants in this ancient custom were divided into two distinct factions; one group sporting disreputable garments of dubious cleanliness and origin, the other an enterprising selection of underwear and female attire. This second group made a particularly interesting study as members of both sexes took part with great enthusiasm. In fact part of the evening entertainment was deciding which 'tarts' were female, those sporting facial hair and lopsided 'boobs' of startling dimensions were especially difficult to categorise - but it was all in the best possible taste friendly bar was run by Churchill House Hotel (on the right-hand side of the road to Wootton Bassett, which extends a warm welcome to non-residents) and 'Cats Eyes Duo' provided excellent live music and background disco. Thank you to all thoe who contributed to a great night out for 75p and for supporting the Freshbrook Village Croup. We look forward to seeing you at our next venture.

Now in our second year 1 Despite the unexpected snow, the Sunshine room was well filled for our first A.G.M. Visitors, Peter Hartland and Glyn Moser of Carrefour, Robin Harding of Bradley Planning Services and our Local Councillors faced Questions, Criticism and Compliments from Westlea Residents. Robin Harding gave us some cheerful news - When Bradleys sell the Show Village, they will offer the Sales Offices for use as a Doctors Surgery/ Health Centre L Let's hope the Regional Health Authority take up the offer quickly 1 Next came the main part of the meeting - a review of the Associations first year, plans for the future and the election of the Committee for the coming year. Our thanks to 'retiring' members for their work on our behalf. Thanks to Steve Whipp, ou.r Chairman, for all the time and effort he spends on the Association, and to Chris for letting him The District Centre Since the A.G.M. an open meeting was held for Councillors Hobb and Midwinter to give us a preview of proposals for the future extensions to the District Centre; Proposals which include Community Facilities, Library, Swimming Pool, Shops, Squash Courts, Amusement Arcade and of course, the infamous Ice Rink. We also heard about the School, Fire and Police Stations and the Lydiard Park Development. The lack of progress of our permanent Community Centre at lJpper Shaw Farm was also mentioned. On reading the article in the May Link re: Dirty Dogs, I felt I had to write and put my point of view and experience to you. Whilst I am a dog owner I do agree that dog fouling should be kerbed, but, when my dog was first allowed out we took the trouble to try and train him to use the gutter and we were doing very well until some thoughtless driver thought it funny to come close to the kerb nearly running the dog over. Since then we have tried again only to find him very reluctant and frightened to place himself in the kerb. Whilst a lot of his duties are performed in my garden I cannot guarantee that on walking to the fields for exercise that he will be able to 'hold himself' until we get there. Surely as much should be said and done about the people who let their dogs roam the streets from early morning until late afternoon. Several can be seen daily in Freshbrook and with such frequency that they could'n'thave escaped.

At last t here are signs of movement of the Commu nity Centre project for Upper Shaw Farm Proposed plans which went before Co uncillors have now beer made available to the jJ.R.A, and, as you know, an open meeting was held on the 14th (tha nks again, to Thhnson: :crtrols for the u se of their premises) and residents were given a chance to see the propo sals and air their views to the Counc ills Project Fanager Fr. Hislop an d his officers. It is hoped that work on the Centre - which is to include a small hall and a couple of large 'mu lti—purpose' rooms - will commence early next year By the time this Link reaches you, Westlea should have enjoyed its first mini—fete on the 19th - which, I bop, was well supported by you, particularly after the hard work out in by plan, Imoen, Roger and the others.

In the District Centre a new 1,115 square metre Library is to be built at a construction cost of half a million pounds and this has been included in the 1983/84 capital programme. In the meantime Len Hobbs is pleased to say that the mobile library service is to be extended this summer to provide a van with a lift for the elderly and disabled to be located at the District Centre. What is it? You may Well ask and how on earth can it possibly affect me? Some mums expecting babies may have spoken to Charmaine at an ante-natal class. She would have explained about our tea and tots afternoon on Thursdays which is a sort of mums and toddlers group who use NCT as their anchor. It is a chance to talk about the niggling little things like colic or sleeplessness which sound pretty tame until you are caught out night after night trying to come to terms with it. We also have antenatal and relaxation classes as 'natural childbirth' and a less painful labour are priorities we feel important. Having had your baby you are able to contact a breast-feeding counsellor should you have difficulties trying to feed your baby; they are available at any time which is quite a relief because most things seem to go wrong at night when there are no shops open etc. There are also items which can be hired as well as a list of items which other mums are prepared to lend like camp cots, baby bouncers, safety gates, play pens-all of which can be expensive if bought only to find that baby does'nt like them. Last but not least we hold post natal support group meetings which sound terribly official but is in fact run by a rota of mums who come along because perhaps they too were lonely or worried about things that seem too trivial to tell the doctor. Most other members are only a pnone call away.

Making Tracks For Toothill

is just what Swindon Bike Group are doing at the moment. They are in the process of converting part of the disused Midland and South Western junction line into a track suitable for cycling (and pushing the pram) along with a parallel bridlepath for horseriders. The track starts from the site of the former Old Town station which is being redeveloped for housing and industry (very reassuring for intrepid explorers from 'West Swindon' suffering from a touch of homesickness) and runs in a deep and decidedly eerie cutting crossed by bridges overhung with menacing cre epers - definitely not for persons of a nervous or imaginative disposition As the cutting continues it gradually becomes shallower until the track suddenly opens out somewhere in the vicinity of Mill Lane. The view here is well worth pausing to admire, while you take a few deep breaths of the good rich country air, courtesy of the good rich country cows nearby. The banks on either side of the track are covered with trees, shrubs and beautiful drifts of wild flowers; there are interestin little holes and burrows which doubtless house little furry squeaky things, an enchanting variety of butterflies and, particularly nearer the Old Town end, little puddles full of less than enchanting squiggely black creatures. Some of the rock exposures are registered as being sites of Special ScientifioInterest. Eventually link roads will be built at the Old Town end and to join the track to Toothill and Westlea but at present access is more limited. It looks possible to scramble down onto Mill Lane but much the easiest way is to use the path that has been built to connect the track with the canal tow path at the bottom of Kingshill behind the garage. Note the unusual skew bridge over the canal. Note also that the way home from here is almost bound to pass an inviting hostelry or two - and what better way to end a most enjoyable (and healthy) afternoon out! P.S. Those of you already familiar with the track may have noticed the omission of any mention of the raspberry canes etc. to be found in plenty there. It adds a lot more walking, pushing up sloping roads and paths - you get off your arse and try it sometimes, instead of critisizing from the driving seat. The next cry will be they won't use the bridge. That is built for the strong and healthy and the nearest, how can an elderly person, crippled with arthritis etc climb the steps or push a pram or a wheelchdir either up the steps or up that large ramp. It's a ridiculous waste of money, when all was needed were traffic lights and proper walkways around the magic roundabout and on to the Centre. H E Willis.

Toothill Residents Organisation

The officers of the Toothill Residents Organisation have decided that in view of recent events they have no option but to resign their positions and ask the Director of Finance for the Borough of Thamesdown to act as trustee for the property and finances of the TRO. When the TRO was formed three years ago on 4th July 1979 the Evening Advertiser carried a story under the headline "TOOTHILL FOLK FIND THEIR VOICES", and those same "Toothill Folk" might be interested to learn how that voice came to be gagged. At the Annual General Meeting of the TRO held last November, the following resolution was carried 16 votes for to NONE against: "In view of the apparent lack of enthusiasm by the residents of Toothill to organise or run a community centre, the Borough of Thamesdown are urged to divert the money which has been set aside for the centre, to the Toothill Farm Steering Committee, for their project, with the proviso that community rooms be included within same. Bearing in mind that it was the TRO who in January 1980 called the meeting that began the Farmhouse community project, the resolution was totally consistent with previous TRO policy... The officers of the TRO have always regarded as their duty to campaign for those things which residents have expressed their support for. On 28th June 1982,a meeting of residents was called to discuss the future of the TRO. During the course of the meeting several attempts were made by a group of residents, supported by Cllr. ,Midwinter, to divert the discussion to the question of the community centre. These attempts were ruled out of order by the chairman. At the end of the meeting, under an item of any other business, the following motion was moved and seconded: "This meeting has no confidence in the officers of the TRO because of their attitude towards the Councils proposals for a community centre on Toothill". The motion was carried by 7 votes for to 5 against. Not only did Councillor Midwinter vote for the motion, he also insisted that since the officers themselves had not raised their hands, that they be recorded as abstentions. Thus the TRO was killed off by a minority vote, most of whom had never been to a TRO meeting before. We would like to thank all those residents (especially street representatives) who have given us their support over the past three years; that support was not enough to prevent the stilling of Toothills' independant voice by politically motivated forces. This is even more ironic when one remembers that as recently as March of this year, an attempt was made in Council to deprive the TRO and similar organisations of their yearly grant, on the basis that we were not Community Councils and might therefore become involved in Political activities. We wish all Toothill residents, and our friends in Freshbrook and Westlea, good luck for the future, but TAKE CARE. ob Banister (Chairman)

My name is mentioned in connection with the TRO meeting of the 28th June called to discus its future. Far from diverting discussion, the majority of those present in fact wanted to talk about the Toothill community centre and the TRO5 attitude towards it. I supported them and was sorry that there was little chance for full discussion. On the question of voting, it is not normal for officers to cast their votes after a vote is taken and I pointed this out. As a resident of Toothill and thearefore a member of the TRO like everybody else at the meeting, I think I had a right to vote - there was nothing wrong in that. Also I am disappointed that the TRO officers fail to admit that I voted at council to give TRO a grant and in fact ÂŁ150 was given. I refute any suggestion that the TRO has been killed off by some kind of conspiracy. Toothill residents should give credit and thanks to the officers of the TRO for the hard work they put into representing the views of Toothill in the past. But interest in the TRO and attendance by residents at monthly meetings had dropped to nothing over the last 15 months. In the end I am afraid the TRO represented very few people. I believe it is important to have a residents organisation to give Toothill residents a voice, to bring individuals and community groups together to discuss common problems and to take responsibility for the new community centre which is now going to be built. This happens very successfully in Freshbrook and Westlea and I shall support any organisation in Toothill that makes a genuine E'ttempt to bring residents together for the good of the area.

IN OUR AREA

It seemed to good to be true. A few months ago we heard that the opening date for the West Swindon secondary school was September 1986. Now we are told that the school will not be ready until a year later Wiltshire County Council are responsible this terrible decision. And next year, will it be delayed again unti 1988? Any parents with children aged 7 now who had an idea that they would not be bussed can think again. The County Council have just ignored, yet again, the needs of the parents and children of this huge and growing community. Seconc'ary children are now bussed and 10 year olds in the four local primary schools will be transported from next year. Solving this intolerable problem is now even further out of reach. Parents with any concern about the provision of a local secondary school should be expressing their disgust by this continuing inaction. GET ANGRY.'

Freshbrook Village Group The Village Group is established to benefit the inhabitants of Freshbrook and indeed every resident of Freshbrook is a Village Group member. The group owns and runs the temporary community centre at the Village Centre which is widely used by various groups in the area. Within the next two years we shall see a purpose built community building built by Thamesdown. As a group, we try to take up matters arising from within the area-things that affect you-roads, street lights or general improvements. It must be stressed that without support from the residents of Freshbrook, the Group could not exist; so please come along and have a say about how Freshbrook a1ould be developed. And. What About Toothill Toothill residents will have read in the September Link that the officers of the Toothill Residents Organisation have resigned. Right now, therefore, there is no community organisation in Toothill which is trying to bring people together. Does this matter? In other parts of Swindon there are Community Councils and Residents Associations which try to do several things. They a) bring people together in a regular forum to discuss common issues individuals as well as representatives of community groups, b) take up problems which affect the whole area, i.e. street names, lighting, pollution, lack of amenities with both local councils and other big organisations which affect our lives so much, c) put on social events which involves the whole area - carnivals, fetes bon-fires, d) try to give - an area identity, a positive image - like "Totthill is O.K. O.K." e) they often manage community centres which can be a focus for people living in an area. Keeping a residents organisation going is hard work there is no doubt about that. It takes time, energy and commitment. But do residents of Toothill see any benefit to them in the list above? Is it important to bring people in the area together? Are you quite happy withthe way things are? Have all the needs and problems gone away? Is it important for the new community centre to be managed by local people? So many questions! COMMON SENSE VICTORY RESIDENTS PUT INCINERATOR IDEA UP IN SMOKE

few months ago, Carrefour applied for permission to site an incinerator within their complex adjacent • the petrol station. The matter was deferred by Thamesdown Council whilst councillors from the lanning Committee visited the site to examine the problem. Meanwhile Andy Blunt and a few conerned residents were invited to view a similar incinerator in Swindon and learned some lessons. he Westlea Residents Association made contact with the manufacturers of the incinerator-Hoval arrar Ltd. -and also received reports that the Belgian Government did not seem to favour the in stalltion of this kind. As they are still experimental in this country, the Atomic Energy Research Estab'shment at Harwell indicated they could carry out efficiency monitoring. Additionally the Association iscovered that a chimney 30m (over 90 feet) was recommended to help disperse toxic fumes into the tmosphere. However, when Carrefour re-submitted their application to install the incinerator, it as on the basis of a 22m (72feet) high chimney. Lo make the views of the community felt, over 50 residents of Westlea with supporters from Freshbrook Ind Toothill gathered at the Civic Offices to lobby the Planning Committee on 15th November. Our yard councillors Rick Midwinter and Andy Blunt were present and Rick was permitted to speak to the ommittee on our behalf.. When the vote was taken the Committee turned the application down (10 - 0), lanning Permission was NOT granted. \Te objected to the incinerator because of: *POLLUTION: the waste to be burnt would have included a percentage of plastics of various types yhich produce dangerous fumes and particles when released in the atmosphere *NOISE: there was a possibility of noisy machinary operating at unsociable hours close to houses :*VISUAL POLLUTION: a chimney standing 72 feet high would have been a blot on our landscape :*SAFETY: the proposed incinerator woudd have been only a few yards from petrol storage tanks 'he success of our objections shows that the community can make itself heard. Thanks to our local ouncillors for their support and to all those who involved themselves in this campaign.

There are, at present, over 560 secondary school age children living i-n Toothill, Freshbrook and Westlea, attending 20 different schools in the area, and yet Wiltshire County Council has just postponed work on the new secondary school to serve the Western Development Area of Swindon for one year.

The earliest the new school will open has therefore been put back by one year. The likely opening date is now September 1987, assuming no further postponements. On the lowest possible estimate there will be 1,300 children agred 11-16 in West Swindon In 1987. So, after allowing for children attending other schools by choice, there will be more than enough children to fill a school for 900 pupils the day it opens.

Although the lowest estimate for 1987 is around 1,300 children aged from 11 to 16, it is more likely that there will be between 1,400 and 1,500 in this age range.

In practice, when it does open, the school would not take the full age-range at once. Children preparing for exams would not be moved and the school needs time to get settled and established. The new school will probably only take 1st year pupils in 1987; or it might take 1st .and 2nd year pupils.

If the school opens in 1987, taking 1st year pupils, children now aged 7 and over will continue to attend schools elsewhere in Swindon. If it takes 1st and 2nd year pupils, children now aged 8 and over will continue bussing to secondary schools, in which case children now aged 6 and 7 will form the first intake of the new school.

The new school will not be fully operative with 11-16 pupils until 1990 at the earliest, or possibly 1991, or ..?

BUT RIGHT HOW WILTSHIRE COUNTY COUNCIL MUST

ENSURE that no further postponement of the new school is allowed for ANY reason. CONSULT with local people and interested parties about the design of the school, bearing in mind its uses for recreation, for youth, for general community activities, to make sure that the maximum benefits are obtained in an area where there are NO purpose-built places for young people, very few sports facilities, and great pressure on community facilities - and a large, young, active and rapidly growing population. MAKE STRONG LINKS between local primary schools and local secondary schools (Wroughton, Commonweal, Hreod Burna) in time for September 1984, when children leave local primary schools for the first time. If you have read through this page with mounting frustration and anger, don't think you are the only one. Many parents and others feel the same. Can anything be done? The sale of Sweets at the Checkouts was an extension of the range of sweets sold in other parts of the store and that it is a practice used by other retail establishments. Carrefour employs many local people and no reasonable person would begrudge their making a profit. It is their making a 'fast buck' that I object to. Putting 'impulse purchase' items like Smarties right in front of the children is BLACKMAIL. It puts a mother in the position of, at worst, giving way to expensive and unnecessary sweet buying, saying no and having to put up with the consequent hysteria or, at best, engaging in an attempt cc tidy up the sweets a toddler has picked up. All this at the same time as packing and paying. Carrefour says that other retail outlets sell sweets. True! However, Sainsbury have their sweets high up out of a young child's reach. Even Marks and Spencer, who have sweet racks at child level, do not sell easily recognisable sweets that are advertised on television,

Good Things Happening' A project that started life only last February is heading for success by helping many residents of Toothill, Freslibrook and Westlea cope with the difficulties of living in a new, growing community. The West Swindon Family Project began with nothing except a worker called Audrey Johnson, a small office and financial backing from Wiltshire Social Services, Hambro Life Charitable Trust and Thamesdown Council. There is now a solid team of volunteers providing all kinds of FAMILY SUPPORT. Audrey describes the project as offering "warm friendly support to families at a neighbourhood level by using the abilities of ordinary people doing ordinary things.

The project was set up to work alongside professionals like doctors, social workers

and health visitors; but we are not professionals and I think the people we come into contact with appreciate that." All the volunteers do a short course of training to improve their awareness of people's problems and to learn a little of how to give constructive, positive help. Following the training, which takes up about six evenings, the volunteers are placed in families where there are difficulties or stress of some kind. Each family's needs are unique - very young parents finding a new baby a handful and in need of practical help; it could be a lone parent needing a break from the children; maybe it's a family where parents and young teenagers do not see eye to eye, or many other situations. Audrey visits-the family after being asked by health visitors, social workers or by the family itself to explain the project and to ensure that the right volunteer is placed with them. In all cases total confidentiality is kept. The team of a dozen volunteers has been in action for about two months and they have found that giving help in their community has given them a great deal of confidence and enjoyment. Another course of preparation is being arranged for early in 1983; men and women living in West Swindon are invited to become volunteers by contacting Audrey Johnson. The project is also in need of FAMILY DAY FOSTER PARENTS. This entails taking children into the family home on a daily basis to provide care and attention. Payment is arranged to families offering Day Fostering but one of the parents must have done a short training course and needs to be registered with Social Services. A mini project within the project is the WEST SWINDON ADVICE CENTRE which offers advice and information on any kind of welfare benefit available.

Advice sessions are held every Thursday, 7-9 p.m. in the Toothill Temporary

Community Centres. With the help of th Thamesdown Law Centre a group of local residents now have the knowledge to advise people wanting information about supplementary, unemployment, maternity and other benefits, rent and rate rebates etc. And successful they are. For nearly every case where they have given advice, the claimant has received more money from the DHSS than they had before. More people are wanted to help at the advice sessions and another course will be starting in January.
