Question of the Month DEAR ANN MARIE, There’s a new number luxury buyers and sellers in New York City need to keep an eye on—and it isn’t the asking price. The new non-primary residence surcharge, often called the “pied-à-terre tax,” is now affecting certain NYC co-ops and condos that are not used as a primary residence. For the current tax years, qualifying co-ops and condos with a Department of Finance market value of $1 million or more can be subject to the surcharge. So, will it bring down home values?

DEAR HOME VALUES, I don’t think it will affect every property, but I do think it will change the conversation. For buyers purchasing a second home, the annual cost of ownership is now an even bigger part of the equation. A buyer may look not only at the purchase price and monthly maintenance or common charges, but also at the potential tax liability. For sellers, this means pricing and presentation become even more important. A buyer may be willing to pay a premium for a truly exceptional property—but may negotiate more carefully when an additional recurring expense is involved. The bigger question is whether the surcharge becomes reflected in future sales prices. That will take time to determine. NYC real estate has always been influenced by scarcity, location, quality, and demand, and those fundamentals haven’t disappeared. My advice to buyers and sellers? Know the numbers before you make a move. In today’s market, understanding the cost of ownership may be just as important as understanding the value of the property itself. M

ore than two years after I saw the bagpipers pipe their last song at Neary’s and a year since The Derby Club’s sporting green awning attracted peering eyes, we are officially (and very fortunately) off to the races with the highly anticipated opening of The Derby Club! While the iconic brass Neary’s plaque remains outside on Jimmy Neary Way and the same heavy wooden doors lead you in with echoes of a storied past, The Derby Club, by the celebrated Chef Ed Cotton, co-owner Craig Hutson and restaurateur Chris Coco, offers a welcoming dining experience and is fast becoming a Sutton Place staple. Sitting in the dining room by a stunning Bird Studio mural depicting the historic neighborhood with the East River, I took in a scene that felt both familiar and flirty. Whimsical lampshades stamped with derby hats, a vintage chandelier from the original Waldorf Astoria, comfortable ruby red banquettes, and a sea of flowers on the central serving table all reflected the electric vibe in an oversized mirror. As my friend and I each sipped on a signature “Sutton Place” cocktail, a sophisticated must-try, rye-forward Manhattan variation with a Maurin cherry, we talked with co-owner Craig Hutson, who shared the team’s vision: “We’re paying homage to an older era of New York — the city Jimmy Neary came to and built his life in. It’s important to us that the restaurant feels like the kind of place he created: warm, familiar, and rooted in a sense of family. That guest experience is something we’re deeply focused on, alongside showcasing Ed’s culinary vision.” Tempted by nostalgic and hearty dishes such as Chicken Pot Pie, Steak Diane, Rack of Lamb Persillade with Neary’s Mint Jelly, and Hawaiian Wagyu London Broil, we asked Chef Ed about the menu: “It is rooted in a classic American chophouse style. A lot of the dishes are throwbacks, things I started cooking early in my career. They’re familiar, identifiable, and grounded in the idea that classics never really go out of style. At the same time, there are influences and personal touches that reflect where I’ve cooked, what I’ve seen, and how I approach food today.” The stage was immediately set with a one-of-a-kind pull-apart warmed croissant loaf with everything-spice seasoning, followed by flavorful cottage pie croquettes with beef ragu and curry aioli. Wanting a taste of everything, we decided to invent a “Hot Dog” course to dedicate a well-deserved moment to the Grilled Wagyu Beef Hot Dog served with spicy brown mustard, sweet relish, sauerkraut, pickle, and crinkle cut french fries. We also enjoyed the Broiled Black Cod with miso-braised leeks and scallions, a perfectly prepared New York Strip Steak with a signature 57 steak sauce, and a side of the most deliciously crisp yet soft Au Gratin Potatoes that are not to be missed.

Topping it off were three options for dessert including a Pistachio & Coconut Pudding Cake, Meyer Lemon Trifle, and Brownie Sundae á La Mode. During the meal, we started chatting with a local couple at a nearby table who was celebrating their 30th wedding anniversary with friends. Much like Neary’s of yesteryear, there was an immediate familiarity, and we leaned into what The Derby team calls its “unapologetically social” spirit. We swapped a sample of our lemon trifle with their brownie sundae as the crowd erupted into a “Happy Anniversary” song to the tune of Happy Birthday! As my dinner companion Michelle from England quipped, “This is SO New York!” I have to agree. We cannot wait to return — hats off to The Derby Club team and Chef Ed Cotton. You can visit The Derby Club for a cocktail and snack at the bar or for a divine dinner seven days a week, with the bar opening at 4 p.m. and dinner service starting at 5 p.m. Neighbor tip: Be on the lookout for a traditional Sunday roast coming this fall at 358 E 57th St.

BAREnzo FROM THE TEAM BEHIND THE GREATS OF CRAFT

N

ear the corner of 59th and 1st, Bar Enzo has already settled in as one of the best cocktail bars in Midtown East, opening its doors in Sutton Place only a few months ago. Narrow, dimly lit and chicly decorated, the room does not waste any space pretending to be something it is not. It is built for close conversations and drinks to be lingered over, not rushed through.

The concept has real roots. Bar Enzo takes its name from the founder's grandfather Vincenzo, "Enzo," who came to Queens from Sicily in the 1960s and, by family legend, never had an empty seat at his table. That spirit shows in the bar's Italian-American identity, styled as a callback to gatherings in grandma's basement (the kind of night that shaped many of us). This Sutton Place spot is the second location for Bar Enzo, joining the original in Long Island City, and it comes from the same team behind The Greats of Craft, a dependable name readers of the magazine will recognize. Design wise, the details do a lot of the talking. Warm lighting, antique bronze fixtures, layered tile, and framed photos that give the walls a sense of history

the bar is only just starting to build. It is polished, without feeling stiff, and familiar in a way that makes you forget you just walked in for the first time. The drink menu is organized by mood as much as category — martinis, spirited & complex, light & bright, non-alcoholic, wine, birra, and spuntini — making an otherwise long list easy to navigate. Two cocktails stood out on our visit. The Amuni, rich and dessert-forward, a sweet treat in a glass, brings together Plantation dark rum, Tempus Fugit cacao, espresso, dulce de leche, sambuca, and salt. The Pino goes the opposite direction with a blended, frozen mix of passion fruit sorbetto, Contratto Aperitivo, Antica Torino Dry, lime, and prosecco, light and playful, perfect for a hot day. Both drinks reflect a bar that clearly knows what it is doing, and that impression is only strengthened thanks to their bartenders Daniel and Gio, whose hospitality is as memorable as what was in each pour. Bar Enzo Midtown East keeps a tighter schedule than some of its neighbors, open Wednesday through Sunday from 5 p.m. to midnight, closed Monday and Tuesday, a setup that positions it more for after-work unwinding and date nights than all-week regulars. The bar handles private events as well, for gatherings big and small, if you are looking to host an intimate occasion.

Located at 420 East 59th Street between Sutton Place and First Avenue, Nostos celebrates the depth and diversity of Greek culinary traditions with a contemporary approach. The restaurant’s name comes from the Greek concept of nostos, a longing for home, and is meant to evoke the flavors, gatherings and memories associated with that feeling, particularly within the Greek diaspora. The menu emphasizes seasonal ingredients and traditional Greek flavors, with offerings that include slow-braised dishes, handcrafted pies, wild herbs and seafood classics. The kitchen aims to honor traditional Greek cooking while giving the menu its own personality and reflecting the diversity of Greece’s regional cuisine. The dining experience is equally focused on creating a welcoming atmosphere. The space has an elegant yet homey feel, while the energy behind the scenes is intentionally kept light. At the heart of the restaurant's philosophy is the idea that Greek food is inseparable from hospitality, family and community. The team wants guests to be able to relax, enjoy themselves, share a meal, and feel genuinely welcomed. or Talita, Sutton Place has been home for 15 years, and she is proud to serve the community that has given her so much. As a nurse practitioner providing aesthetic and injectable treatments in collaboration with Dr. Alexes Hazen for nearly two years, she brings more than 15 years of experience in the medical field to her patients. Over the course of her medical career, Talita has cared for people across a range of healthcare settings. She eventually found her way to aesthetic medicine after seeing how much a person’s confidence and sense of well-being can be affected by how they feel about their appearance. “I was drawn to aesthetics because it combines clinical expertise, artistry, and personalized care,” she explains. That balance shapes her approach to every patient. Talita believes aesthetic medicine should be treated as medical care, with every treatment beginning with a conversation about the patient’s goals, a thoughtful assessment, and an individualized plan. Confidence IS BUILT

Confidence Is Built, Not Born. For a long time, I thought confidence was something you either had or you did not. I would look at girls who could walk into a room without overthinking everything, raise their hands without worrying about being wrong, or put themselves out there without caring what everyone else thought. I assumed they were just naturally confident. Now, at 17, I have realized something completely different: Confidence is not something you are born with. Confidence is something you build. And you build it by doing the things that scare you. This year, I published my first song, "Fallin," on Spotify. I became Student Government President of my high school and Captain of my Varsity Soccer team. I started Confident Kids by Keeva to empower younger kids and Songs of the Heart to introduce children to the power of music. I have also built a social media community of more than 100,000 followers where I share my message of confidence and empowerment with my love of growing up in NYC. I have had the incredible experience of being featured in The New York Times and on Fox 5 News. That attention taught me something important: Having a platform is not just about being seen. It’s about what you choose to do when people are listening. It taught me to use my platform for good. Confidence Comes After the First Step. Before releasing "Fallin," I could have found a hundred reasons not to do it. What if people didn’t like my voice? What if nobody listened? What if people judged me? But every time we allow fear to make a decision for us, we give fear more power. So I released it. That taught me something I wish every teenage girl knew: You don’t have to feel confident to act confidently. Action comes first. Confidence follows. As Student Government President, I wanted to turn that belief into something other girls at my school could experience for themselves. My goal is to bring Model Mugging, a self-defense and empowerment program to girls at my school. To me, empowerment is more than telling girls to be strong. It is giving them opportunities to discover their own strength. Being a leader is not about having a title. It is about asking yourself: What can I do with this opportunity to help someone else? 14

The Secret to Living Is Giving. One of my favorite beliefs is simple: “The secret to living is giving.” You too can make a difference. Wings Over Haiti is a nonprofit helping children in Haiti through education and opportunity. Supporting their work has helped me understand that success means more when you use it to make a difference in someone else’s life. That’s also why I created Confident Kids by Keeva and Songs of the Heart. If I can help one younger girl believe in herself, inspire one child through music, or use my platform to bring attention to something that matters, then my confidence has a purpose beyond me. Having more than 100,000 followers has taught me that the number isn’t what matters. What matters is what you do with your voice once people are listening. At 17, I am still discovering who I am. I am still learning, failing, growing, and dreaming bigger. But I have learned not to wait until I am fearless. Take the first step. Use your voice. Do the thing that scares you. And when you discover your own strength, use it to help someone else discover theirs. Because confidence can change your life. But giving can change someone else’s. LOVE, KEEVA

or Sabria Celaj, beautiful brows have never been about changing the way someone looks. They are about bringing out what is already there. That philosophy is at the heart of Sabria’s Brows, her professional brow-shaping business built around personalized service, natural-looking results, and helping clients feel confident in their own skin. Sabria has been in the beauty industry since 2014, but for her, the journey has always been about more than beauty. She began with a bigger purpose: to be an example and an inspiration to her three daughters. “I wanted them to see their mother believe in herself, take a dream and turn it into something real, and never be afraid to work hard for the life they want,” she explains. Building Sabria’s Brows has allowed her to turn her passion into a business while creating a legacy for her daughters. aklea and Jay Fidlow have built their life around the things they love most: family, food, New York, and each other. Sutton Place has given them the perfect place to bring it all together, from raising their family to enjoying the city they love and becoming part of a close-knit community. For Daklea, the path to that life began much farther away. Born in Albania, she moved with her family to Greece at age seven and spent much of her childhood there, where summers meant long days at the beach, time outdoors, and making memories with childhood friends. “I am definitely a beach person,” she exclaims. At 16, her family moved to New York, first settling in South Salem and later Katonah. “Each place shaped a different part of who I am today and deepened my appreciation for family, education, culture and community,” Daklea emphasizes. While Albania and Greece will always be important parts of her story, New York has become her forever home. Today, she considers herself a “die-hard New Yorker at heart.” Jay’s connection to New York began in a very different way. He grew up on Sutton Place in the 1990s, spending his childhood playing in the parks along the East River, playing tennis in the bubble beneath the Queensboro Bridge, and attending Multimedia Preschool in the location where Garden House School is today. There were relatively few children in the neighborhood then, and for a while, Jay was the only child in his building. Somewhere between those two stories, Daklea and Jay found each other. They met in 2013 at a fast-growing startup where they were both new hires. Two desks had been placed next to each other in a hallway, and they quickly became friends. Before long, that friendship turned into what they thought was a secret office romance. Their coworkers figured it out fairly quickly. Jay laughs, “I guess we weren’t that secretive.” They married in 2019 at the New York Botanical Garden, a day Daklea describes as “one of the most treasured moments of our lives.” From the beginning, their relationship was built around friendship, laughter, and the small gestures that made each other happy. Jay would surprise her with flowers and thoughtful little gifts, simply to make her smile. “Our love has been fun and exciting, romantic and playful, and deeply caring,” Daklea reflects. “Those moments, big and small, became the foundation of our relationship built on love, friendship, laughter, and truly enjoying life together.” Before becoming parents, they spent several years living together in Greenwich Village. Jay’s loft on 10th Street just off Broadway had an unusual distinction: It had more outdoor space than indoor space, thanks to a large patio. They hosted cookouts, entertained friends, sometimes rented a projector and hung a large white sheet, inviting friends over for outdoor movie nights. They remember those years through food and neighborhoods: Bloody Mary brunches in the West Village, art and culture in O CTO B ER 2 0 2 6 / S U TTO N P L ACE SOCIAL

NoHo, and the rawer energy of the East Village. Joseph Leonard, Freeman’s and Cafe Mogador were among their favorite places. Food remains a big part of family life. The Fidlows love trying different cuisines and discovering restaurants, from neighborhood staples to somewhere completely new. Locally, they regularly visit Ánimo, Le Veau d’Or, Katagiri Japanese Grocery, Ideal Cheese, Elia’s Casa Bianca, Au Za’atar and Crave. The neighborhood has changed since Jay was a child. Jubilee was on 54th Street, Vong was a popular destination, and there were no chains. Some of the same newspaper shops, locksmiths and electronics-repair businesses remain, while new restaurants, stores and families have joined the community. But much of what Jay remembers is still present: the quieter streets, the East River parks, and the feeling of being in a neighborhood within the heart of Manhattan. Henry, their 9-year-old chocolate Lab, joined the family in 2017. He was Daklea’s first dog; Jay had grown up with dogs. Henry’s parents were North American show dogs, and his size became apparent early. At the Washington Square dog park, another dog once ran into him at full speed, bounced off, and left Henry barely fazed. He earned the nickname “Tank.” As a puppy, Henry was also something of a celebrity. Walks through Greenwich Village regularly turned into stops for people who wanted to pet him. Today, he is a neighborhood regular in Sutton Place, where people still stop to say hello. His favorite things are the beach, swimming, dog parks and, above all, food.

Henry was Daklea’s first dog, and now he has become 4-yearold Madeline’s best four-legged friend. Her love of dogs started early with Henry. In fact, her first word was “Henny,” her name for him. She loves watching for dogs from the window, and Henry has always been remarkably sweet, gentle and patient with her.

By around 2020, Daklea and Jay were thinking about where they wanted to raise a family. The pandemic complicated those plans, and they temporarily moved into the lower floor of Jay’s mother’s penthouse duplex in Beekman. Being back in the neighborhood reminded Jay of what he had always loved about it.

Eventually, they found Southgate. They fell for the Emory Roth architecture, the prewar aesthetic, and especially the beautiful garden tucked into the middle of the block. Jay’s mother still lives nearby, meaning Madeline is growing up just a few blocks from her grandmother. Daklea works in People Operations and Human Resources at RLN US LLP, where she supports leadership and clients across a range of industries, from employee relations, payroll and benefits, to compliance and the broader employee experience. Before joining RLN, she worked at Veterinary Emergency Group, where she supported a nationwide workforce of more than 5,000 employees, as well as Russell Reynolds Associates and Skadden. She earned her undergraduate degree from Pace University and her master’s degree from Columbia University. What she enjoys most is “the human side of business,” like building relationships, solving problems, and finding ways to make complicated processes feel simpler, more personal and more effective. Jay has spent nearly a decade at Sony Music Entertainment, where he works in software engineering and technology leadership. His fascination with computers began at The Browning School, where he was part of the school’s first computer club. He still loves building complex systems, while his work in music allows him to combine his interest in technology with something he cares deeply about: helping artists share their work with the world and receive the recognition they deserve. And then there is Madeline. She is curious, creative, independent and “wonderfully willful,” according to her parents. She loves LEGOs, piano, ballet, puzzles, Lite-Brite and riding her scooter to the park at the end of 49th Street. She reads every night, with recent favorites including "Winnie-the-Pooh," "Nate the Great," "If You Give a Mouse a Cookie" and "Madeline." She can already write her own name and the names of both her parents. She is also unmistakably a New Yorker. Buses, subways and taxis are simply part of her world, and on familiar subway rides she will tell her parents when it is time to get off. Van Leeuwen on Second Avenue is “My Ice Cream Shop,”

and the waiters at Elia’s know her well enough to say hello when she walks by. Madeline has already developed a strong personality, too. If the family is coloring or writing together, she picks the pens, decides what she is going to write, and tells everyone else what they should write. Recently, while at a pool with a friend, the two girls were spraying water toward some older boys. When Jay asked what they were doing, Madeline answered matter-of-factly: “We have to spray the water over there, because we’re BAD GIRLS.” Watching her personality emerge has been one of the greatest joys of their lives. The Fidlows spend their time as a family exploring the city, visiting museums, trying new restaurants and attending the US Open. One favorite day included the Jewish Museum, brunch at Sarabeth’s, a walk down Fifth Avenue and an afternoon at The Frick Collection. They also love the beach and take family trips to the Bahamas, where Jay and Daklea honeymooned, as well as Cape Cod and Martha’s Vineyard. They are active members of the Turtle Bay Association and the Sutton Place community, while Daklea serves on Southgate’s House & Garden and Communications Committees. She is particularly passionate about keeping the neighborhood beautiful. For the Fidlows, Sutton Place connects Jay’s childhood with Madeline’s, Daklea’s journey to New York with the family they have built here, their past with their present. ew Yorkers across the city were surprised in July when the Mamdani administration sent out notices to approximately 17,000 New Yorkers whose properties may be subject to the new pied‑à‑terre tax “surcharge.” The tax, originally pitched as a way to target ultra‑luxury, non‑primary residences worth at least $5 million, has landed far more broadly than many expected and actually includes condos and co-ops worth $1 million or more. The tax begins in the current tax year (July 1, 2026 to June 30, 2027) and is based on the homeowner’s residency status as of January 5, 2026. The pied‑à‑terre tax is supposed to end after June 30, 2031 under the current law, but one has to wonder — once the city becomes accustomed to the extra revenue, will the law be extended, or made permanent? Not surprisingly, the implementation of the pied‑à‑terre tax and in particular the manner in which it was rolled out quickly became the subject of litigation. A Lawsuit (O'Brien v. City of New York) was filed in early August 2026 on behalf of NYC homeowners and challenges the City’s implementation procedures. The suit argues that the City "botched" the rollout by sending notices to thousands of full-time resident homeowners and improperly shifting the burden onto them to prove primary residence exemptions. Initially, the court issued a temporary restraining order blocking the City from collecting the tax, issuing further notices, processing exemption claims, or keeping the online target list active. The City appealed the TRO, which triggered an automatic stay, and the appellate court subsequently granted a temporary stay, allowing the City to technically

resume implementation while the lawsuit proceeds. The litigation is still ongoing. Meanwhile, in response to the lawsuit and pushback from property owners, the City has adjusted its enforcement approach. First, by reducing the target pool of property owners flagged as non-primary residents from roughly 17,000 down to 10,800, and second, by extending the deadline for property owners to file for primary residence exemptions to October 6, 2026. Because the lawsuit challenges the City's administrative methodology rather than the constitutionality of the tax itself, legal advisors recommend that owners of potentially affected properties continue preparing primary residence documentation ahead of the October deadline. As you can imagine, once the city decides that the pied‑à‑terre tax applies, the process of appealing this determination and proving to the city that the tax does not apply is difficult and entails a significant administrative burden on homeowners. What is the impact on the real estate market? For buyers, sellers, and long‑time owners alike, this moment gives pause for reflection. The pied‑à‑terre tax was touted as a way to address expanding revenue gaps by targeting non‑primary luxury housing, but a wide range of homeowners who never imagined they’d be included has been caught up in the city’s wide net. My advice is: don’t panic, but do be cautious to keep meticulous records demonstrating your occupancy (especially if your exemption is based on the residency status of a family member, tenant or trust). A significant portion of Sutton buyers and residents are part-time residents who wish to maintain their “foot on the ground” in NYC. Owners may be inclined to sell, take their capital, and stay in hotels or rent when they visit the city. It is also likely to take a little longer to get deals completed because there is apt to be additional due diligence to analyze the impact on the seller, the buyer, and the property. S

abina Klein is a painter and an accomplished printmaker. By working with both media and combining them together, she creates emotional content and a story within a piece of work. The way paint can create greater depth on one hand and narrow that distance on another is integral to her signature interplay of representational and abstraction in her imagery. She studied with S. W. Hayter at Atelier 17 in Paris where she learned that a plate surface could be sculptured and played with to influence the formation or development of her image to create certain effects. She collaborated and worked with many artists: Krishna Reddy, Louise Nevelson, Al Held, Peter Milton, Larry Zox and Richard Haas, among others. She taught for several years at Parsons School of Art and Design and the New School for Social Research. Her studio is located in Chelsea, on the west side of Manhattan; she resides in Sutton Place. Her works are included in the collections of The Flint Museum of Art, The Housatonic Museum of Art, and The New York Historical Society.

W

hen people think about cosmetic dentistry, they often imagine perfectly straight, extremely white teeth. However, some of the best cosmetic dentistry is work that does not look like dental work at all. A natural looking smile is not created by making every tooth identical; it comes from understanding the small details that exist in natural teeth, and carefully recreating that.

One of the most important characteristics of a natural tooth is translucency. If you look closely at the edge of a front tooth, you may notice it is slightly more translucent than the body of the tooth. This area, known as the incisal edge, allows light to pass through and creates a sense of depth. When cosmetic restorations are too opaque and uniform, they can appear flat and artificial. Including that transparency in a restoration or veneer makes the tooth more natural.

The surface of a natural tooth is also much more detailed than people realize. Teeth contain subtle grooves, ridges, contours and textures. This changes how light reflects off the enamel and how we perceive a tooth to be natural or not. A perfectly smooth restoration can appear less natural because while these characteristics may be difficult to notice individually, together they play an important role in making your tooth look real. Color is equally important. One of the biggest misconceptions in cosmetic dentistry is that whiter is always better. The most natural result is actually a shade that complements a person’s complexion, facial features, age, and surrounding teeth. Natural teeth also have variations in color across the tooth. Recreating these variations can make a significant difference in the final result. Anatomy is another major part of creating natural teeth. Front teeth are not all the same size or shape and the edges are not perfectly straight across. The gumline, lips, facial proportions, tooth position and bite also all influence how a smile looks. Taking into account all of these features prevents it from looking overly manufactured. A beautiful smile should fit naturally within the face rather than becoming the only feature someone notices. Modern dentistry has fortunately made it possible to create veneers, bonding, crowns and other restorations. Materials and technology are only part of the process — having a cosmetic dentist who understands that a natural looking result requires careful planning, attention to anatomy, and an understanding of light, color and texture can make a difference in the quality of the restoration. eturning to Capri feels like opening a familiar book and finding that the pages still smell the same. Long before the boat reached the marina, I felt that quiet pull — the island rising in front of me with the same soft glamour.
