Town Manager’s Message Typically, as summer approaches there is a slow down in the number of public meetings; however, that is not the case this year in Surfside. Several meetings will be held in May that will lay the groundwork for community projects that will either be completed or unveiled in coming months. Your participation in these meetings will ensure that your voice and opinions are heard. These meetings include: • Community Center Expansion (Second Story) – The kick off meeting of the Community Center Expansion (second story) will be held on May 14 at 7 pm. The FY 13/14 budget contains funding to begin the conceptual planning and design. This May 14 meeting will be a community dialogue on the process to be used to ensure that the ultimate vision for the Community Center Expansion (second story) reflects the desires of our residents. • FY 14/15 Budget – Over the past several years, the initial public budget workshops were held in the latter portion of June. By the time these workshops were held, Staff had substantially completed work on its recommended budget. In order to provide a more meaningful opportunity for the public and the Commission to provide input on budget preparation, a meeting will be held on May 22 (6:00 to 7:30 pm). In addition to this workshop, the FY 14/15 budget will be discussed at a minimum of four additional public meetings. Future editions of the Gazette will provide the budget schedule. • Sign Code Update – The past several years has seen remarkable improvements in our business district. It has become apparent that the existing sign code is outdated and it is not reflective or complimentary to the recent upgrades in the business district. The Town Commission and the Planning and Zoning Advisory Board will hold a joint meeting on May 22 (7:30 – 9:30 pm). This meeting will include a report on the

Enjoying a Successful 3rd Thursday Series
It is appropriate that a town with a rich tourism history and in the midst of a tourism renaissance recognizes its incorporation around the same time as National Travel and Tourism Week (May 3 -11). The theme for this year’s tourism week is the Travel Effect, a term from the U.S. Travel Association that translates to “travel is good for you.” The recognition is also to remind legislators, the public and those in the business community that the enterprise of travel accounts for 3% of the national gross domestic product, 12% of all jobs and close to $130 billion in state, local and federal tax revenue. It’s good for the economy. “Travel Effect” takes it a step further: Travel is good for what ails you. Business travel to meetings, conferences and training events are good for a company. Vacations are good for employees. They come back refreshed and energized. Vacations are good for families, who can spend quality stress-free time together. Travel is good for everyone! On a local level, The Greater Miami Convention & Visitors Bureau (www.miamiandbeaches.com) recently initiated a new branding campaign that focuses on local neighborhoods. The new ‘People and Places’ campaign taps locals for insights into neighborhoods like Little Havana, Coconut Grove, Little Haiti, and Wynwood. How about Surfside? The town definitely fits the bill and it is somewhat of a secret with lots of “hidden” jewels. Content, specifically video tours. Go to: miamiand beaches.com/travel-guides/ insider-guides. Locals guides and crowd-sourced tips are at the heart of this new campaign. The trend comes as travelers continue to seek more authentic local experiences. Surfside celebrated another successful series of music, food and fun at the popular Third Thursdays. This season’s addition of the food trucks attracted visitors and media, including the Food Channel and Ion TV. Above Duncan Tavares, Director of the Surfside Tourist Bureau, is interviewed by Be Free Media.

Bring in Hazardous Waste on May 17 Bring your hazardous waste products to the Public Works Department on Saturday, May 17, 2014 from 8 a.m.-noon. Hazardous materials will be collected on this day ONLY and residents must follow these guidelines: • All materials must be sealed tightly and properly to avoid any spills • All material that is loose (i.e batteries) must be bagged. • All bio-hazardous waste/medical waste (sharps) must be secured and shall be placed into the sharps container by the resident disposing it. Public Works staff reserve the right to refuse residents if the guidelines are not followed. Public Works staff will assist but will not handle any incoming materials. The following items will be accepted: anti-freeze, household chemicals or fertilizers, propane tanks, paint and paint thinner, household pesticides,batteries,pool chemicals and used motor oil. Not Accepted: mercury thermostats/thermometers or devices containing mercury and medicine/pharmaceutical waste. For ammunition of any type, contact the Surfside Police at 305-861-4862. Harding Streetscape Receives County Beautifcation Leadership Award The Miami-Dade Community Image Advisory Board (CIAB) has recognized Surfside’s new Harding Avenue Streetscape as an example of leadership in beautification, gateways and maintenance and presented the Town with the Inviting Duncan Tavares (R), TEDACS DiGateway Award at the rector, accepts the CIAB award. Miami-Dade Great Parks Summit. The award recognized the Business District’s new trees, landscaping, lighting and “pocket parks.” The mission of the CIAB is to develop partnerships, principles, and projects that support the sustainable beautification and greening of the community.

A Lifetime of Community Service for Pioneering Doctor
Imagine being a young Peruvian woman and recent college graduate who, seeking to further her education, arrives unannounced at the door of Harvard Medical School in 1942. Never mind that the iconic Boston institution did not even accept women at that time. That was the situation facing a courageous Raquel Cohen. Both her credentials and timing were perfect. With a shortage of men because of the war, Raquel became the first woman admitted to Harvard Medical School. The Surfside resident would go on to earn her Masters in Public Health and a medical degree in Psychiatry, serving the public good throughout her stellar career. This spring, she will celebrate her 65th anniversary of her graduation. Raquel served as an assistant professor at Harvard Medical School and a professor emeritus at University of Miami Miller School of Medicine. Dr. Cohen is worldrenown in the field of disaster intervention, working with survivors and workers after earthquakes, mudslides and hurricanes. She developed new intervention protocols and procedures currently used in disasters and after incidents of terrorism. She has also authored a book on the subject. Now in her nineties, Raquel continues to lead training modules and presentations world-wide. She first came to South Florida to coordinate the treatment of the more than 1,000 unescorted children of the 1980 Mariel Boatlift. More recently, she worked for the Miami Dade State Attorney’s office, developing
procedures for video taping children’s testimony that would be used during sexual abuse trials. She also played a major role in the establishment of Cristy’s House, a children’s intervention and advocacy facility in Miami. Among her many honors, Dr. Cohen is a Distinguished Life Fellow of the American Psychiatric Association and named by the National Library of Medicine and the National Institutes of Health as one of the women responsible for Changing the Face of Medicine. In April, she traveled to Peru to be inducted into the Academy of Peruvian Medicine for her contributions to medicine and public health. She has lived in Surfside since 2000 with her daughter Polita and son-in-law Peter Glynn. She also has a son, Mike, who is a lawyer in Broward County and another daughter, Sarita. “Surfside is a real treasure,” Raquel said. “It is a small town that offers a lot. It is a great place to live.” Town of Surfside Parks and Recreation Department
New School Playground Dedicated The students of Ruth K. Broad Bay Harbor K-8 Center now have a brand new playground thanks to the partnership of local municipalities, Miami-Dade County Public Schools, determined parents and residents from the surrounding communities who raised funds for the worthy project. In the center is school principal Dr. Maria Rodriguez, flanked by Surfside residents Julia Magnani (L) and Veronica Lupinacci. In the back are Surfside Police Chief David Allen and Town Manager Michael Crotty.

Bobby Gabriel January Officer of the Month
Officer Bobby Gabriel with his parents and Lt. Jay Matelis On the afternoon of January 23, 2014, undercover Sunny Isles detectives requested assistance stopping an occupied stolen vehicle heading south on Harding Ave. Officer Bobby Gabriel was working an off duty detail in Surfside and with clearance from his supervisor, responded to the area of 97th Street and Collins Avenue. With the assistance of Officer Gabriel, the stolen vehicle was stopped and both occupants arrested without incident. The vehicle also contained drug paraphernalia. Officer Gabriel was the first backup to arrive and two criminals were arrested with minimum risk due to his quick response and willingness to fellow officers. He is an example of a professional whose quick response kept a potentially dangerous situation under control. Congratulations Bobby!
New Neighborhood Resource Police Officer
Officer Dianna Hernandez was recently named the new Neighborhood Resource Police Officer (NRO). She has been with the department for three years and has worked in the patrol division where she participated in the Citizens Police Academy, Police Teen Camp and the Town’s Feral Cat Program. Dianna’s new responsibilities as the NRO are interaction with the residents, crime prevention and addressing quality of life issues. Dianna grew up in Zanesville, Ohio and received an Associate degree in Medical Laboratory Technology at Zane State College. She served honorably in the U.S. Navy and, in 2001, started her law enforcement career with the Miami-Dade Schools Police Department where she worked as a school resource officer, patrol officer and detective.

February Group Nabs Dangerous Car Thieves
Sergeant Julio Torres, Officers Bryant Luke, Craig Lovellette, John Gentile and Dianna Hernandez all responded to the 9500 block of Abbott Avenue where a stolen vehicle being pursued by the Bal Harbour Police had crashed. Four subjects bailed out and fled into the residential area. Officer Dianna Hernandez immediately arrested one subject who dropped a firearm. The other officers took perimeter points and, with the assistance of helicopter pilot Patrick Van Gils of the Miami-Dade Police Aviation Unit, the subjects were spotted hiding in an alleyway. Also recognized was Communication Operator Tameka Burnell, who handled two radio channels and numerous citizen phone calls while tracking the officers. Three of the four subjects were arrested and it was determined the recovered firearm was used in a home invasion robbery in Miami Gardens. This crime was a high priority and exceptional police work was efficiently conducted. Job well done!

The Surfside Police Department is hosting a Women’s Self Defense Class on Wednesday, May 21, 6–8 pm at the Community Center. The training teaches how to resist and escape a sexual assault. The techniques are easy-to-learn and easy-to-use. These techniques do not require strength, speed or coordination and are perfect for women of all ages and physical types. This class is free of charge. A waiver must be signed. Please wear gym attire including sneakers. Pre-registration is required. Spring Break Camp Draws a Crowd
Surfside youngsters took their spring break vacation right in their hometown and had a picture perfect time with plenty of fun activities indoors, in the pool and on the beach.

Splash! INTO SPRING
Surfsiders celebrated Spring with the annual Splash into Spring event at the Aquatic Facility. Egg-cited children (and parents)dashed into the Sand Dollar Key pool to collect prizes and win the gift basket - claimed by the lucky girls at left. They may have been only colorful plastic eggs, but the chance of finding the special one with the golden ticket brought out the competitive spirit in kids (and adults) at the 2014 Spring Egg Hunt on April 12. Yes, this year, the adults had their own egg hunt! The golden ticket winner received a huge gift basket. The popular event was held at the 96th Street Park and included arts and crafts, bounce house, cotton candy and snow cones. Thanks to the Parks and Recreation Department for their efforts.
Artist Sol Gersh Displays Art at Community Center
Well known artist Sol Gersh is currently displaying his paintings at the Community Center, with a theme of the sea and water. Among many of his prizes, Sol won first place for original oil painting at the Surfside Community

Center competition three years in a row. He was classically training at the Rhode Island School of Design and has served as President of the Allied Artists in North Miami. He works in his studio in Christ Fellowship Church in downtown Miami and had three one man shows in Wynwood in the past year. He will be having a show in June in downtown Miami near the Freedom Tower.

96th Street Park Sports New Playground
Attention Skateboarders!
Surfside to Host SafeSkate Skateboarders of all ages are invited to attend a fun and educational SafeSkate event on Saturday, May 10, 2014 from 10 am to 12 pm in the parking lot across from Town Hall. The free event is being organized by the Surfside Police Department and Parks and Recreation Department along with the University of Miami’s SkateSafe Program. SkateSafe will involve educational skateboard safety stations such as tuck and roll, how to identify a concussion and proper helmet fitting. There will also be a group ride and skateboarding prizes in a raffle. Mayor Daniel Dietch, Andy Andras (Longboard Distance World Record Holder), and Jonathan Strauss (Founder of International Distance Skateboard Association) will be special guests to promote this event and raise awareness about being safe and wearing a helmet while skateboarding.
Surfside kids are climbing, sliding, hanging and swinging in style! Just in time for spring, new playground equipment has been installed at the 96th Street Park.

SURFSIDE HURRICANE PREPAREDNESS Hurricane season is from June 1–November 30. Surfside residents should ALWAYS be prepared for any storm.
BEFORE THE STORM Be Prepared: Purchasing supplies once a storm is threatening is expensive and strenuous. Shopping for items a little at a time before an event eliminates the stress and avoids long lines and empty shelves. Before the storm approaches make sure you have the following items: • Food • Water (Store enough water for drinking, bathing, cooking for all members of your family including pets) • Health & First Aid • Storage (Protect important documents in zip locked bags such as: birth certificates, social security cards, insurance documents, etc.) • Cleaning & Supplies ( disposable eating utensils, mosquito repellent, gloves, liquid soap) • Tools (flashlights, batteries, pliers, hammers, goggles, dust mask, screwdrivers, etc.) • Generator • Battery Operated Radio • Special Items (spare eye glasses, diapers, wipes) • Auto fuel (Make sure your gas tank is full) • Money – ATMs will likely be down during and after a storm, make sure you have cash on hand if needed.
Important details Pets: In addition to food, make sure pets (cats/dogs) have proper identification tags and properly working pet carriers and leashes. Shelters: Keep maps and numbers of your nearest shelter listed in case of emergency evacuations. (If you have pets call ahead to locate shelters that allow pets). Photos: Take pictures of your property before and after the storm for insurance purposes.
LANDSCAPE Properly pruning trees and shrubs before a hurricane can reduce the debris that may become airborne. Proper pruning also increases the likelihood that a tree can weather a storm. Consult or hire a certified and licensed arborist prior to tree pruning. Landscapers hired to maintain residential and commercial properties must remove vegetation including grass/tree clippings. Do not begin any pruning or cleanup activities or place trash on the curb during a Hurricane Watch or Warning.

IF A STORM IS IMMINENT
Protect the areas of your home where wind can enter. Secure indows and doors, preferably with permanent County-approved storm shutters. A second option is to board up windows with 5/8” plywood. The boards should already be cut to fit and ready for installation. Note that tape does not prevent window damage. Bring in lawn furniture, garbage cans, bins and other items that are not secured and could become airbourne. If you own a boat, use double lines at the marina. If it is trailered and cannot be garaged, stake it to the ground with rope and fill the hull with water. Monitor the storm’s progress regularly. Visit www. miamidade.gov or call 311 for updates on services. Depending on conditions, bus, rail, garbage and recycling services, as well as airport and seaport operations will be affected. If an evacution order is given, you must leave the area and move to a location outside the evacuation zone. Make sure you take your local identification, so you can return after the storm. Turn off your electricity at the main breaker. Unplug appliances.
FLOODING The Town of Surfside is a coastal community. Storm surge and flooding is possible during a hurricane. The Town of Surfside is currently operating on a storm drain pump system, which helps clear out flood waters quicker than expected. If electricity is lost the pumps become less effective causing water to clear out at a slower gravity flow rate.
EMERGENCIES USE PHONES ONLY FOR EMERGENCIES. Call 911 only for life-threatening situations. After the danger of the storm is passed, call police or utility companies immediately to report hazards such as downed power lines, broken gas or water mains, overturned gas tanks, etc. (STAY AWAY FROM DOWNED POWER LINES) Do not drive or walk through standing water.

Relay For Life Update
The 2014 Relay for Life will take place at Ruth K. Broad Bay Harbor K-8 Center on Saturday, May 31 and will include the communities of Surfside, Bal Harbour and Bay Harbor. The monetary goal for the event is $15,000. Organizers are seeking both participants and sponsors. Help TEAM SURFSIDE reach their goal by becoming a sponsor and/or donating to the American Cancer Society Surfside/Bal Harbour/Bay Harbor Relay. Relay For Life is an 18-hour event meant to parallel the physical and emotional struggle of a cancer patient’s treatment. The Relay brings together cancer survivors, caregivers and those touched by the disease. The best part? Because of the funds raised by people like you and me, more people in our community: · Have the information and tools they need to avoid getting cancer or find the disease early, when it’s easiest to treat · Have a place to turn for help 24/7 · Benefit from the progress being made toward finding cancer’s causes and cures · Get access to lifesaving screenings and treatment Too many people, some you and I may know, will be diagnosed with cancer this year. Student Project Measures Sea Rise on Surfside Beach
Surfside resident Isabella Cooper has launched SLAP (Sea Level Awareness Project), a science-based community service project. SLAP entails installing a shoreline pole to show the anticipated rise of the ocean waters over the next 100 years. The purpose of the SLAP pole is to raise awareness of the effects of climate change on rising sea levels in Surfside and to identify mitigation actions that residents can take. Aside from bringing awareness to a real environment threat to our community and spurring action, Isabella is undertaking the project to achieve the Girl Scout Gold Award and to complete her community service commitment at her high school, Miami Country Day School. The Parks and Recreation and Public Works Department worked together with Isabella to make SLAP a reality. The pole is located on the beach at 93rd Street access.
Miami Beach Rowing Club (MBRC) is located on scenic Indian Creek in Miami Beach, where fair weather allows for year round watersports. The club offers rowing programs to fit your interest and availability and programs are open to all rowers. We aspire foremost to create a safe and supportive environment for our rowing community. If you are new to rowing, you can participate in one of the ‘Learn to Row’ programs, a twoweekend committment offered year round. You will experience fun on the water using our state of the art rowing equipment under the guidance of world class coaching. The four sessions take place over two weekends and are from 9:30 am - 11:30 am. Upcoming Sessions: May 17–18 & 24–25 June 21– 22 & 28–29. Teen scene participants, (ages 12–18), gathered on Saturday, April 5th behind the Starbucks in the Town parking lot to help keep Surfside clean. The group of 12 grabbed garbage bags and made their way around the Downtown area to pick up litter and debris. Leatherback Turtle Picks Surfside for Nest A rare leatherback sea turtle, the largest of the species, has selected the beach at 8877 Collins Avenue for its 2014 nesting spot. The leatherback is the largest of all turtles and lacks a hard shell like most turtles and has a thick skin instead. It is the last of an ancient family of similar turtles, all extinct except the modern leatherback. Without a heavy shell, they are fast swimmers and one of the deepest diving marine animals. The baby leatherbacks that will hatch in Surfside will be slightly larger than other sea turtles hatchlings. But at full size they are as big as a couch and weigh over 1,000 pounds. The largest on record was a car-sized 10 feet long and weighed more than a ton! Thanks to Code Compliance Officer Gustavo Caracas for providing this information.

What to Do if You See a Sea Turtle If you observe an adult sea turtle or hatchling sea turtle on the beach, please adhere to the following rules and guidelines: 1. It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission unless the turtle is in a dangerous situation or has wandered off the beach (on a road, in parking lot, etc.) 2. Stay away from crawling or nesting sea turtles. Although the urge to observe closely will be great, please resist. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. 3. DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. 4. NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or on the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone)

Lifeguarding Classes in May at Community Center If you’re 15 or older and looking for a great summer job or challenging career that’s in demand, the Red Cross Lifeguarding program is the place to start. Through videos, group discussion and hands-on practice, you’ll learn patron rescue and surveillance skills, first aid and CPR/AED. Courses are available with a focus on a variety of environments, including pools, waterfronts, waterparks and shallow water attractions. Course length: 26 - 30 Hours; two year Lifeguarding/First Aid/
CPR/AED certification. • Prerequisites: Must be at least 15 years old and pass certain swimming requirements. • Deepwater skills sessions and/or pre-course will be conducted at a nearby deepwater location. Classes will be held on Fridays (6 pm-9 pm) & Saturdays (9 am- 5 pm), May 17– 31. Cost is $275. Registration is currently open. The deadline to register is May 12, 2014. This function will allow you to watch Town meetings in real time from your computer, tablet or smart phone. When there are no live meetings being broadcast, you will see the same content that is being shown on Channel 77.
