As this is my first column as Town Manager, an introduction to the Surfside community is in order. Local government has been a lifelong interest, perhaps even a passion. I recall as early as 7th grade, taking a bus to downtown Erie, Pennsylvania and attending City Council meetings. Even though the term might not have been in vogue in the 1960s, many of my friends thought of me as a “political geek.” Local government has been my career for over 35 years. These years have been exciting and rewarding as it is at the local level where citizens can become involved and have the greatest impact on policy decisions, thus determining the type of community they desire to call home. Over the past month, I‘ve been asked what is my vision for Surfside. I begin my duties as Town Manager with no preconceived ideas on what Surfside should be or not be. Initially, I will try to become knowledgeable on the issues and, equally as important, listen to all segments of the community. I’m Especially looking forward to the challenge of working with the Commission, advisory boards, residents and business community in undertaking consensus building as the Town proceeds with the exciting opportunities currently in progress and helping to shape the Town’s bright future. The first 30 days have been a whirlwind as I transition into the duties of Town Manager. I have been fortunate to work with out-going Town Manager Roger Carlton. In the past 30 months, incredible accomplishments have taken place under his leadership including the new Community Center, the $23M water/ sewer/storm drainage project, on-going effort to underground utilities, quality development projects that include upgrades/improvements to benefit Town residents and undertaking studies to address important issues such as parking and traffic. Many managers would be proud to achieve such accomplishments over a career. To have done so in such a short time speaks volumes of his managerial expertise. Thank you Roger for the courtesies you have shown to me and may good health and happiness be your future as your relocate to your retirement home in North Carolina! An initial, critical priority of mine will be to keep strong, and, improve where possible, the outstanding municipal services you receive from the Town. Continued on Page 6
Roger Carlton Receives Proclamation
At his final Commission meeting as Town Manager, Roger M. Carlton was presented a proclamation listing the many accomplishments and projects completed during his 30-month tenure. Elected officials also gave him gifts, thanked him for his service and leadership and wished him well in his welldeserved retirement (see more on Page 10).

Wake Up and Smell the Starbucks
Parking Structure Study Available On-line For those interested in reviewing the recently completed Parking Structure Study, it is now available on the Town Website. Go to www.townofsurfsidefl.gov and click “Parking Study Documents” under Town News.
Recycling at Publix Publix offers recycling of paper and plastic bags at all of their retail locations, including our Harding Avenue store. The bins are at the bottom of the escalator. Shoppers can drop off any brand grocery paper bags or plastic shopping bags, as well as plastic sleeves from dry cleaning and newspapers.
It won’t be long before Surfsiders can get their Starbucks fix right in their own neighborhood. The ubiquitous coffee chain will be opening a store at 9560 Harding Avenue in a space previously occupied by a men’s clothing store. Look for a late summer/early fall opening.
Newtown Police Officer Visits to Give Thanks
New Streetscape Plan Unveiled Computer renderings show how downtown Surfside could look by enhancing the streetscape with stately Medjool date palms lining Harding Avenue. The designs were financed with funding secured by the Town Commission for Harding Avenue Business District improvements from recently approved developments. The renderings will be discussed at the Wednesday, May 15 Commission meeting. Pending approval, this new Harding Avenue streetscape could be completed by Winter 2014.
Newtown Police Officer Mary McCarthy made a surprise visit on April 25 to the art class at Ruth K. Broad K-8 Center that created the Ruth the Turtle sculpture that was donated to Newtown. Officer McCarthy was so touched by the gift and joy it has brought to Newtown that she made the visit and gave out Survivor Bracelets to each student and presented a book she created about Ruth the Turtle’s impact on the community. Art teacher Maggie Vidal-Santos had each student tell of an act of kindness each has done since the donation of Ruth in honor of the victims of the tragedy. A Rockin’ Good Time at Surfside’s Third Thursday It was another successful season of music and entertainment at the series of Third Thursdays in Surfside’s Downtown Business District. The April 18th event included lively music at Harding Ave and 96th Street. Can anyone recognize the suprise guest singer (at far right)?
New Business Directory Available The new 2013-14 Surfside Business Directory is available from the Surfside Tourist Bureau and Town Hall. It is also available on the Town website.

Irrigation Water Meters Installed Surfside residents who have taken advantage of the installation of a separate water meter for irrigation will soon see savings in their sewer bill. Every gallon of water that passes through the irrigation meter is for outdoor use and will not enter the sanitary sewer system – so will not be included in the sewer potion of utility billing. New Bus Rolls Into Surfside Surfisders are now riding in style with a brand new mini-bus serving residents. Check the Town website for the routes and schedule for the bus, which is trimmed in blue and green graphics to match the Surfside brand.

Special Shuttle Service to Mount Sinai The free Surfside shuttle bus and the Sunny Isles shuttle bus are linking to provide transportation to Mount Sinai Medical facilities. This special shuttle service is available on Monday, Wednesday and Friday only. Passengers wishing to utilize the Sunny Isles Beach Bus shuttle service for transportation to Mount Sinai should call 305-792-1706 to arrange special pickup.
Endlesly Organic Drop-off to Move The Endlessly Organic produce drop off location will be changed for the months of June, July and August, because of Summer Camp. The location during the summer will be Town Hall.

Full Careers of Surfside Couple Touch the Lives of Many
SURFSIDE STARS RESIDENTS OF NOTE
Surfsiders may know resident Melissa Moonves as the founding president of the Surfside Urban Gardeners and the person who spearheaded the Community Garden on Dickens and 89th Street. What many do not know is that she and her husband, Yves, have both had distinguished and full careers working and volunteering in public service, community development and journalism. After growing up on Long Island and graduating from the University of Virginia, Melissa spent two years in the Peace Corps. She worked as a middle school teacher in Cameroon, a country in west central Africa that is mostly known for its talented soccer teams. She returned to the U.S. to pursue a graduate degree in community development at the University of Missouri. There she met and married Yves Colon, a journalist and native of Haiti. They first came to South Florida when Yves was hired by the Miami Herald. For five years, Melissa also worked at the Herald on the popular Action Line, helping readers with questions, community issues and cutting through red tape. Melissa followed Yves to Haiti after the fall of Duvalier in 1986 where he was a journalist and she worked for the U.S. Agency for International Development. The family moved a few more times for career changes. But with two young sons, the couple wanted to settle down in a vibrant, diverse city. Where else but Surfside? They arrived in 1994 and will soon mark 20 years as Surfsiders. Melissa has worked with community-based nonprofits such as the Miami Fellows Initiative and as done affordable housing construction in Miami’s low income communities. She has also served on the Board of the Woman’s Fund, an advocacy group that provides support for underserved women and girls in Miami-Dade and Diaspora Vibe, a cultural arts

incubator supporting artists. Meanwhile, the two boys received top-notch educations at magnet public schools with Jacques attending MAST and Ian at DASH. After the 2009 earthquake in Haiti, Yves returned for short period to assist in the recovery. He coordinated an emergency radio broadcast that provided information to victims of the disaster. He now teaches at the University of Miami School of Communications. Melissa is now pursuing a new career as the designer of purses and accessories from “upcycled” materials such as fabric samples, fishing line and thrift shop treasures. Her wearable art is sold on-line at www.melissabags.etsy.com And thanks to Melissa’s leadership, Surfside’s community garden continues to flourish. Three new plots were recently added this year and the garden now serves up to 22 families with fresh vegetables, spices and flowers.
Free Tax Filing at the Community Center Miami-Dade County Commissioner Sally Heyman and Town of Surfside Commissioner Michele Kligman along with the Brances Organization sponsored a FREE Tax Preparation and Filing Event at the Community Center.
DecoBike Adds IPhone App DecoBike now has an “app” that can be downloaded from ITunes. It allows you to use your IPhone to find the nearest DecoBike location, select your favorite station and check bike availability. DecoBike is the official Surfside bike sharing and rental program. It is a new alternative mode of transportation that is green, healthy and fun.
Residents Thanked For HOPE Clothing Drive
Members of the Northshore Kiwanis left cars squeaky clean at their annual Surfside carwash to raise funds for children’s camps. The event was sponsored by the Surfside Police.

The 2013 Hope Clothing Drive to Help the Homeless ended on April 10 and was a great success. Town of Surfside residents dontated more than 5 truck-loads of clothing. On April 13th, HOPE hosted an event to distribute the clothing and more than 300 homeless and low-income folks attended. H.O.P.E., located in Miami Beach, has been serving the homless since 2002. Detectives Honored For Arrest of Predator Sgt. Patrick McKenna and Detective Marian Valino were honored as Officers of the Month for March for their work in arresting a Surfside resident for unlawful sexual activity with a minor. The sexual predator, who met the Palm Beach County minor on-line, was also arrested in 2010 for child pornography and was preparing to serve a three year sentence. That sentence could now be extended to 50 years after Sgt. McKenna and Det. Valino put together the case against him, including search warrants, multiple interviews and working with Palm Beach Sheriff’s Office and the State’s Attorney. Both were recognized for their outstanding efforts in investigating and clearing a complex case.

Lt. Rory Alberto Graduates from FBI Academy Meow Mobile Making a the Lieutenant Rory Alberto graduated from the FBI National Academy in Quantico, Virginia on March 22, 2013 alongside Command Staff Officers Difference from 49 states, 26 countries, all branches of the Armed Services and The Meow Mobile visited Surfside on April 13 as part of the on-going effort to spay and neuter the feral cat population in the Town. At the event, 30 cats and kittens were spayed and neutered while eight were adopted. More than 170 cats have been spayed and neutered since 2012 as part of the Feral Cat program. Thanks to the volunteers and the individuals and organizations who have supported this important program.
Federal law enforcement agencies. In addition to a demanding academic load, Lt. Alberto performed the heaviest bench press and was awarded a yellow brick for completing the U.S. Marine Corps Yellow Brick Road fitness course and a blue brick for swimming 34 miles. He is the first Surfside Police Department Officer to attend the prestigious academy. FBI Director Robert Mueller gave the commencement address and presented the diplomas to the graduates. The Alberto family attended the graduation services. Congratulations to Rory for excelling at Academy and for his family for their support while he was away the past several months. The FBI National Academy is a professional course of study that serves to improve the administration of justice in police departments and agencies at home and abroad and to raise law enforcement standards, knowledge, and cooperation worldwide.
Egg-stravaganza at 96th Street Park! The Surfside Annual Spring Egg Hunt took place on Saturday, March 23 at the 96th Street Park. Children in different age groups – from under three up to 12 – searched for the winning egg. The day also included a bounce house, arts and crafts, face painting, snow cones and cotton candy.

Police Solve Recent Burglaries With Arrest With stepped up protection efforts, quick and diligent police work and close collaboration among police departments, an arrest was made in the recent occupied home burglaries in Surfside. Two homes were broken into and a third burglary was attempted. The fact that families were sleeping in the homes at the time of the burglaries made the crimes particularly severe. After the burglaries on consecutive nights, the Police Department quickly mobilized and a multi-agency task force was deployed to patrol Surfside. Community flyers were distributed, posted Town-wide and on the website. Home security assessments were provided to residents by police officers and an emergency Eye on Surfside crime prevention meeting was held. The Miami Beach Police crime scene technicians
were able to lift fingerprints from two scenes. The prints matched those of a homeless felon who frequents thte north end of Miami Beach. Law enforcement agencies were alerted with the subject’s photo and criminal history. Within two hours, he was located and arrested in Miami Beach in the area of 76th Street and Dickens Avenue. He was also wanted by the Miami-Dade Police for violation of probation and had also been arrested by Miami Beach Police for an occupied burglary. The subject was charged by Surfside Police and is also a suspect in other Miami Beach burglaries. This case was solved by superior police teamwork and from the support of both sworn and civilian personnel from several law enforcement agencies. In particular the Miami Beach Police Crime Scene Unit is applauded for its extraordinary effort.
Town Manager’s Message - Continued from Page 1 The Town is most fortunate to have outstanding public employees who are dedicated to ensuring that the residents are safe in their homes and provide quality services including police, recreation, utilities, public works, building/code services and necessary professional expertise to make these happen. Didn’t our Police Department do an incredible job solving the recent burglaries of several occupied residences? Over the last several weeks, I’ve been involved with closeout issues relating to the $23.6M water and sewer project. A construction project of this magnitude and duration in developed residential areas can cause disruptions. Some disruptions are more intense in neighborhoods where major construction is in progress such as the installation and testing of pump stations or areas where front yards have been disturbed for a number months. I have met with many residents to discuss their concerns and how the Town will proceed to finalize the project and take necessary remedial action. Thanks to the residents for your patience and special recognition to those who have endured the inconvenience of noise and disruption of their everyday life. Contact me anytime if you have an issue or concern as we close out this project. Several projects are currently underway that will require outreach to the community. The Town Commission has recently received two reports. First, a Town Wide Traffic Study has been completed which addresses signal timing improvements, current and future traffic patterns and suggested improvements for traffic calming devices primarily in the residential areas. Second, a Parking Structure Feasibility Study addressed parking in the business district and provided analysis of options for a parking structure. Also, Staff is hard at work on the preparation of the FY 13/14 Budget which will include a Five Year Financial Plan. In the next several editions of the Gazette, schedules will be provided regarding the informational and outreach meetings regarding the two studies and the budget meetings. Your participation is encouraged and welcomed. A little bit about me. I graduated from John Carroll University with a degree in Political Science and received a Master’s Degree in Public Administration from the University of Pittsburgh, Graduate School of Public and International Affairs. Prior to my appointment as Surfside Town Manager, I served as City Manager in Satellite Beach, Florida, a coastal community in central Florida near the Kennedy Space Center, for almost 27 years and served Warren, Pennsylvania as Manager and Assistant Manager for eight years. I am a Credentialed Manager through the International City/County Management Association. Chris, my wife of 31 years, and I reside in Surfside and we have three grown children – Maggie, John and Tim. Kids Welcome Spring with a Splash
The lucky Zananiri Family was named as the 50,000th guest(s) that has entered the Surfside Community Center since its opening less than two years ago. The family received recognition, an award and free lunch or dinner at the Shaka Jon Café.

Teens Participate in Baynanza
Members of Surfside’s Teen Scene help clean up the beach as part of Baynanza on Saturday, April 20. Teen Scene, for ages 12-15, is every Tuesday at 6 pm at the Community Center. The teens participate in events and programs to serve the community and gain community service hours.
Gifts and Events Mark Town Manager Retirement Surfside residents, staff and the business community all joined to provide a fond farewell to retiring Town Manager Roger Carlton. A staff luncheon was held in the Commission Chambers and each department presented him with a going-away gift. Since the date was also Earth
Day, a special tree was planted on the beach side of the Community Center in Roger’s honor. A reception was also held at the Surf Club. His last day on the job was April 26.
