Town Manager’s Message In February, the Town Commission and the Fraternal Order of Police (FOP) agreed to a new contract effective through September, 2016. The negotiating process proceeded professionally and smoothly resulting in a continuing and positive partnership between the Town and the Police Department. The accompanying photo captures the signing of the three year contract by FOP staff representative John Puleo, Officer Tammy Campbell and Town Manager with Chief Allen observing. As we prepared for the negotiations, what became very evident was the value the Town and its residents derive from its Police Department. Having been in top managerial positions in each of the last five decades, I’ve come to recognize successful communities as those who view their expenditures for municipal services, especially public safety, as an investment in their community, rather than merely a business cost (liability). With each investment, there is anticipated return on investment. What is the return for the tax dollars invested in Surfside Police services? The following will help answer this question: • Residents feel safe living in Surfside • Overall crime reduced by 23.6% for the most recent full reporting year (2013) • Crime clearance rate increased from 13.1% in 2011 to 21.6% in 2012 • Awarded Law Enforcement Re-Accreditation – a prestigious designation for a department to receive The Surfside Police Department is a dedicated, high producing public safety agency. The current staffing levels of sworn officers in the Department is 28. This is four officers less than the Department had several years ago or a 12.5% decrease in staffing. The current funded staffing levels of communications officers in the Department is four. This is two communications officers less than previous Department staffing. Your Surfside Police Department is a well-run, disciplined, accredited agency that under the leadership of Chief Allen performs at a high, ethical level. A key ingredient of our quality of life is feeling safe living, working and playing in Surfside. Our police officers perform extraordinary duties each day to make this happen. We should all thank our Town cops for their service! Commissioners Joe Graubart and Michelle Kligman chose not to seek another term on the Town Commission. I would like to express appreciation to Michelle and Joe for their willingness to serve our Town and recognize their service, commitment and significant accomplishments Moreover, Staff and I will miss the genuine pleasure of interacting with these two dedicated and enthusiastic elected officials. Simply Surfside! In all the attempts to get to the essence of Surfside through the various committee meetings, presentations and surveys, a clear single identity remained elusive. With the Grand Beach Hotel set to open, Surfside needed to establish a presence that all present and future private tourism marketing could build upon. If Surfside was not directing the “conversation” about how the town should be portrayed, then the story would be told by private enterprises. The message also had to subtly educate potential visitors on the location of Surfside. The Tourist Bureau and Board, under the guidelines of the town’s Five Year Tourism Strategic Plan, teamed with Jacober Creative to create a simple message to convey this essence. The town offers a more relaxing getaway than available to the north and south. There remains a quaint quality reminiscent of times gone by but still offering all of the amenities required of a premier destination - without the pretense. It really is about the simple pleasures of life. A safe family environment where one can reconnect to all that really matters. In many ways it is effortless. Special. Unforgettable. Simple. Simply Surfside.

Surfside Turtle Souvenirs Available For Sale Surfside calendars and stylish T-shirts featuring the distinctive Tales of the Surfside Turtles are on sale in time for the new year. Surfside license plate frames are also available. The January 2014-June 2015 desktop calendar features 18 of the iconic turtles with colorful front and back views. Shirts are available in a variey of sizes. Both the calendars and shirts are $10 each. Town license plate frames are $5. All prices include tax. Cash or checks only. Business District Celebrates New Landscaping at Third Thursday

With 95th Street lit up like a movie set, hundreds joined Surfside officials and residents at the official ribboncutting of the completed landscaping and sidewalk refurbishment along the Harding Avenue Business District and on 95th Street to the beach. The ceremony was held at the February Third Thursday event amid 10 food trucks, live music and dancing and a filming crew from the Food Network. Mayor Dietch thanked staff, residents, contractors and developers for their efforts in the District’s dramatic make-over.

Surfside General Municipal Election Set for Tuesday, March 18 A General Municipal Election will be held on Tuesday, March 18, 2014 from 7 a.m. to 7 p.m. in the Town of Surfside Town Hall Commission Chambers, 9293 Harding Avenue. The purpose of this election is to elect four Commissioners for a term of two (2) years. iShare Business Clothing Drive for March Four students from Nautilus Middle School started a project called iShare in which they collect gently used and new men’s and women’s professional clothes and donate them to Camillus House, Dress for Success, Miami Rescue Mission and Needy, Inc. to provide professional attire to homeless people in Miami-Dade County who are trying to ﬁnd jobs. Suits, ties, jackets, shoes, belts, skirts, blazers and other professional clothing is all accepted. A receptacle donation bin will be located at Surfside Town Hall throughout the month of March. The students will pick up the donations and deliver them to the organizations at the end of the drive.

Surfside Student Studying Local Sea Level Rise Surfside resident Isabella Cooper has launched the Sea Level Awareness Project (SLAP), a science-based community service project. SLAP entails installing a shoreline pole to show the anticipated rise of the ocean waters over the next 100 years. The purpose of the SLAP pole is to raise awareness of the eﬀects of climate change on rising sea levels in Surfside and to identify mitigation actions that residents can take. Aside from bringing awareness to a real environmental threat and spurring action, Isabella is undertaking the project to achieve the Girl Scout Gold Award and to complete her community service commitment at her high school, Miami Country Day. The Parks and Recreation and Public Works Departments are working together with Isabella to make SLAP a reality. Look for the pole at the Surfside beach soon.

Women Entrepreneurs Help Energize the Business District

The Surfside Business District has a storied history stretching back to the 1940s post-war boom in south Florida. Just as it remains today, the Harding Avenue strip has always been known for a wide variety of high quality of retail shops, popular restaurants and topnotch professional services. One aspect of the District that has changed in recent years is the number of business owned and operated by women. From financing, licensing and marketing, staffing and long hours, a start-up retail business is a difficult environment for any entrepreneur. But for women, it can be especially tough. Which is why the success of female-owned businesses in Surfside bodes well for the vitality of the district. Here are just four examples of the businesswomen making a difference in Surfside. “The most important thing to remember is that Surfside is a small town and you have to know what your customers want and be willing to change to fit their needs,” said Jessica Weiss Levinson, owner of Serendipity Yogurt Cafe at 9457 Harding. As a long-time resident of Surfside, Jessica saw a demand for a casual spot to serve refreshments and sweets. She opened her cafe six years ago and her father helps dish out the ice cream, yogurt and other goodies. Other businesswomen picked Surfside because of its location and nearby clientele. Six years ago, Jessica Bazan opened The Scarlet Letter, a gift and stationery store at 9473 Harding. She was a long-time employee of the business and purchased it from the owner when it was located on Lincoln Road. “We had a lot of customers in the surrounding communities,” she said. In addition to high-end household gifts, her business includes the design and production of specialized invitations, personalized stationery and printed items for individuals and corporations. Thirty-year-old Arielle Schrader of Elle Air, a blow dry and make-up bar, also selected Surfside for its location. “Blow dry salons are a new and growing

She opted to create and brand her own salon rather than getting a franchise. “I wanted the freedom and ﬂexibility to do what works for me,” she said. Elle Air also oﬀers make-up and custom spray tanning. Jenny Alexopoulos Skodilis is a second-generation Surfside businesswoman. Along with her three sisters, Pamela, Emmy and Nicki, Jenny and siblings are proof that there is strength in numbers. Her parents have owned and operated The Greek Place for 18 years and Jenny and her sisters opened Koukla Kouture two years ago a few doors down from the restaurant. It is a clothing and apparel store. “We all work together at both businesses, whenever and wherever we are needed,” Jenny said. “We’ve grown up in Surfside and know the community and the residents. It is a great area to live and work. This group of businesswomen all agreed that Surfside is a special place that welcomes the energy and ideas new businesses bring to the District. And if they can inspire other women to follow in their footsteps, that would add to the success they have already achieved.

On-Line Tool Promotes Community Engagement SeeClickFix is a web tool that allows citizens to report on non-emergency neighborhood issues, which are communicated to local government, as a form of community activism. It has an associated free mobile phone application. The tool centers around a webbased map that displays all user comments. Users may add comments, suggest resolutions or add video and picture documentation. Anyone can elect to receive email alerts based on “Watch Areas” by geographical

area and ﬁltering reports by keyword. The site aims not only to hold government accountable, but to facilitate community volunteering. The tool has also been made into an iPhone App, which combines GPS tracking and the iPhone’s built-in camera to allow users to report issues from their mobile phones. Officer and Civilian of the Year Honored The Surfside Police Department recently announced the Officer and Civilian of the Year awards for 2013. Officer Bryant Luke was a top performer in 2013, issuing 481 traffic citations, 35 parking citations and 224 traffic warnings. He also completed 24 arrests, reviewed 830 red light camera violations and participated in nine community events. Officer Luke serves as a member of the Police Honor Guard and is a field training officer. He was also nominated for a LEO award in the area of uniform services and received letters of commendation for the 5th Annual Police Teen Summer Camp and Bring Your Child to Work Day. He was commended by Fire Chief Downey of the Miami-Dade Fire Rescue for providing life saving assistance to fire rescue officers treating an injured child. Congratulations to Officer Luke! Although Parking Enforcement Officer Alain Acosta issued 3660 parking citations in 2013, he never received a complaint. Rather he was praised many times for helping residents. Alain is proactive, professional and is always willing to help. He is highly visible in the business and residential districts. He was named Police

Civilian of the Month for April and September and received commendations for volunteering his time for the Kiwanis car wash, Bring Your Child to Work Day, and directing traffic and distributing candy during the Halloween Block Party. Alain also provides support and security to the volunteers coordinating the Trap, Neuter, and Release Program. Thank you for your outstanding effort and professionalism!

Significant Decrease in Surfside Crime in 2013 The 2013 Uniform Crime Reporting Statistics show that overall crime decreased by 26.3 percent compared with 2012. The crimes include murder, forcible sex offense, robbery, burglary, aggravated assault, larceny and auto theft. The chart below shows significant decreases in aggravated assault (66.7%), burglary

(39.1%), and larceny (22.5%). The total number of arrests decreased by 19.9%, from 211 in 2012 to 169 in 2012. “These statistics show the excellent results of the hard work at all levels of the Department and the involvement of the community,” said Chief David Allen.

Residents Beware of Distraction Crimes Distraction crimes are committed primarily during daylight hours. The suspects work in pairs and target senior residents. The suspects will approach the victims at their home, either in their yards or at the door, and state they work for an agencies, private contractor or Town departments. They state they are are there to make repairs or check meters. The suspects will ask for entry into the home or backyard and one of the suspects will distract the victim while the primary suspect will steal items such as cash and jewelry. A distraction crime occurred in Surfside on February

17, 2014. Two individuals approached an elderly resident. The subjects posed as contractors claiming they were offering an estimate to repair the dock. One of the individuals distracted the elderly victim in the backyard while the other went into the master bedroom and stole miscellaneous jewelry valued at $3,000. If you are approached at your residence by a stranger requesting to perform work, obtain identification and confirm their identity. If you are suspicious, call the Surfside Police Department at 305861-4862.

Surfside Beach Renourishment Planned Many residents have observed the recent renourishment of the beach in Bal Harbour and have asked when will sand be added to our beach? Beach renourishment is usually initiated through a multi-year planning process, which in Miami-Dade, is planned and coordinated through the County. Funding for projects is planned years in advance primarily through federal and state allocations. Brian Flynn, County Special Projects Administrator recently informed Staff that Surfside’s beach is the next phase of the ongoing beach renourishment initiative and scheduled for 2015. The need for beach renourishment along the Atlantic beaches was intensified in 2012. Hurricane Sandy and high full moon tides and wind caused significant erosion on our beach. Due to the storm, Surfside lost up to 75 feet of beach (with nearly 25 feet returning by natural drift of sand). Town Staff began working on many fronts to ensure that various agencies with authority and funding initiate a renourishment program. A meeting was held with Miami-Dade County staff in December, 2012 and the County committed to coordinating the renourishment. Congresswoman Debbie Wasserman Shultz

sponsored a Coastal Community Roundtable in April, 2013. Governmental representatives from MiamiDade and Broward Counties heard presentations from U.S. Army Corps of Engineers in Jacksonville, Florida. Of local interest, Corps representatives presented an overview of the sand renourishment project scheduled in Bal Harbour. After the Bal Harbour project, it was stated that compatible sand sources for renourishment in Miami-Dade would be depleted. The Corps began a study to attempt to locate compatible sand (non-County borrow area) for future projects and the initial findings indicate that the sources of compatible sand is located north of Miami-Dade as far north as Martin/St. Lucie counties. Brian Flynn, Special Projects Administrator, Miami-Dade DERM is confirmed for the March 11 Commission meeting to present an update on the Sand Source Study and for the County beach renourishment project scheduled for 2015 in Surfside. Refurbished Tennis Center Unveiled The Surfside Tennis Center recently reopened after a complete refurbishment of its facilities, including the courts, lighting, fencing and nets. Dust oﬀ your racquet and visit this beautiful facility. The courts are open every day of the week, 8 a.m. - 10 p.m. Private classes are available during day and night by certiﬁed tennis pros. Adult Doubles are every Monday (March 3, 10, 17, 24) from 7:30 -11 pm. The cost is $13 for residents and $15 for non-residents. Remember that Surfside residents receive discounts on lessons, rackets, grips and other products and activities.

Daddy & Daughter Dance

Daddy’s and Daughters were dressed to impress as they joined the Parks and Recreation Department to dance the night away. The night included music, dancing, light refreshments/treats and a night of fun.

Inspiring Anti-Bullying Event Attracts a Crowd The Parks and Recreation Department and Locomotion Theatre presented a heartwarming, yet funny theatrical anti-bully event (see photo below). The show concluded with participation and feedback from the audience. Following the performance, Officer Dianna Hernandez from the Surfside Police Department said a few words and the event ended with Teen Scene participants (ages 12-18 years) who gave facts and statics on the effects of bullying. One of the Teen Scene members who is hearing impaired told an inspiring story about being bullied and how he responded. His story touched the audience members to see the effects of bullying through his eyes.

First Brunch Bunch a Success More than 30 attended the ﬁrst Brunch Bunch event on Friday, February 14 from 11-1pm. The event included a catered brunch, refreshments and desserts. It ended with a game of Bingo, having 6 winners who won small prizes. The next Brunch Bunch will be March14.

Father & Son Fishing Trip on May 3 Mark your calendar for an all-inclusive ﬁshing trip planned for Saturday, May 3. The four hour trip with will include bait, tackle, rod, reel and an experience crew. If you plan on keeping your catch, you must bring your own cooler. Cost is $45 per person.
