During the recent elections of November, 2012 more than 75 percent of Surfside citizens voted in favor of a Citizen’s Bill of Rights. The turnout was very high despite long lines. This strong voter support has sent a message to us all ... that our citizens want an open and transparent government. Now they have that right codified in the Town Charter Bill of Rights. One of the most significant sections reads as follows: A1: No Town official or employee shall knowingly furnish false information on any public matter, nor knowingly omit significant facts when giving requested information to members of the public. As my tenure draws to a close, it is my fervent hope that the next Town Manager and current and future Town Commissioners hold these rights of an open and transparent government to be the highest priority and, if necessary, defend these rights no matter the cost. Moving on, here are some quick updates on various Town projects: • The Water/Sewer/ Storm Drainage project is drawing to a close. The final lift of asphalt has started on the south end of Town and will continue until completed. • The Traffic Calming Study regarding various speed tables and other devices to slow traffic would be brought to the Town Commission in April, 2013 for a determination. If accepted by the Town Commission, it will require a series of neighborhood meetings and the residents within a certain distance of each traffic calming device will actually vote on the proposal near their homes. Once this is done, Miami Dade County signs off and then the traffic calming devices will be installed. This has a ways to go. • The Downtown Parking Study is nearly complete. It will be reviewed by a Citizen’s Committee in March, 2013 and then forwarded to the Town Commission in April, 2013. Look for some very innovative solutions to our parking needs which will surely engender a wide variety of opinions. • The Seawall Repair Study has been finished and is now in the grant application stage. This project will repair all the deteriorated seawalls at the street ends in the single family neighborhood. • The Downtown Streetscape Project, funded by developer contributions in the amount of $650,000 is in the design phase. If the project proceeds per schedule, we hope to have it done before the winter tourist season. Look for stately medjool palms to replace the current stick trees and upgrades to benches and other street furniture. Continued on Page 3

Donated Surfside Turtle Helps to Heal Newtown, CT

Love was in the air on Harding Avenue as businesses decorated their windows in the ﬁrst annual Valentine’s window display competition. The winning display was Absolute Flowers. The Surfside Business Association thanks all participating establishments: Armoire Chi Chi, New Dimensions Beauty Salon, Specchio, HSBC Bank, Bistro, The Greek Place, Kukla Boutique, J & V Flowers, Carousel Barber Shop and The Scarlet Letter. Restaurant Update • The newest eatery in Surfside is Kosh, a new Kosher steakhouse and tapas restaurant in the former Adriana location at 9477 Harding Avenue (305) 763-8601, visit www.koshmiami.com. • Josh’s Deli will be transforming to a Taquería each night, except Tuesday, from 6-10 pm.

Meetings on Business District, Tourism Plan Surfside business property owners and operators attended informational meetings regarding the proposed establishment of a Business Improvement District for Harding Avenue and creating a 5-year Tourism Strategic Plan. The meetings were led by RMA and CJF Marketing International. An on-line survey was also conducted.

Friday Breakfasts at JGB Bank JGB Bank, at Harding Avenue and 96th Street, is hosting a free breakfast each Friday during the month of March 2013. New Business Directory Available The new 2013-14 Business Directory is available from the Tourist Bureau and Town Hall. It is also available on the Town website.

Third Thursdays on March 21 The sounds of the islands will echo through the business district at the corner of Harding Avenue and 95th Street at the March Third Thursday musical event. The events are sponsored by the Surfside Tourist Board.

In the year-long planning of the community art project, Tales of the Surfside Turtles, organizers could not have envisioned that one of the fiberglass sculptures would help heal the wounds of a community more than 1,000 miles away. “Ruth,” a boldly-colored turtle created by 31 middle school art students at Ruth K. Broad K-8 Center, has been installed in Newtown, CT. It is a gift from the Town and the students, serving as a memorial to the tragedy at Sandy Hook Elementary. PARKING/TRAFFIC ALERT 94th Street and Collins Avenue With the construction of the new Grand Beach Hotel, the 94th Street parking lanes and meters on the north and south side between Collins and Harding Avenues will be closed, effective Feb. 19 - Nov. 2013. Two-way traffic will continue as will southbound alley access. The parking lane and meters on the west side of Collins Avenue from 94th Street to the 95th Street Parking Lot will also be closed. There will be a flag person to assist with traffic concerns on the days of construction. Your patience is appreciated during the construction period. Dept. of Motor Vehicles Services at Town Hall If you need the services of the Department of Motor Vehicles (DMV), including renewal and replacement of driver’s license and to pay ﬁnes, come to Town Hall on Wednesday, March 6, 2013 from 9:30 am to 3 pm in the Police Training Room. Community outreach specialists from the DMV will be providing services. The services, fees and required documentation is available on the Town website. Town Manager’s Message - continued from P. 1 • The related Business Improvement District (BID) study is under way. The BID provides a method for the downtown business community to fund special projects, upgrades and marketing with their own funding and with their own determination of projects with overall limits placed by the Town Commission. • The Town’s Five Year Tourism Plan is underway. This study will provide guidance as to how to return Surfside’s tourism mainstay to a sustainable level in the most cost effective manner. This study is necessary because the two percent food and beverage and four percent bed tax will increase nearly fivefold when the new Surfside Grand Beach Hotel, Surf Club and 92nd Street All Suites (hotel flag not finalized) projects open in the next few years. This increasing revenue must be spent wisely. • The Five Year Parks and Recreation Study is also underway. This plan will propose a series of improvements to the park system and the cost to operate those improvements. The energy for this study came when the Surf Club and the Chateau projects contributed $700,000 to the Parks and Recreation system including the possibility of a second floor on the Community Center. • The Five Year Financial and Strategic Operations Plan is

This is a plan which incorporates all the revenues and expenses currently in place and predicts outcomes over the next five years. When we did this study two years ago, it became clear that infill with high quality developments at various vacant sites in Town was necessary to avoid the projected tax burden going up dramatically for our residents. All of these projects have come to fruition from the development approval stand point (Grand Beach Surfside under construction and Chateau in design, Surf Club in design and 92nd Street All Suites hotel building permit soon to be requested). •We are beginning the budget process for FY 2013/14. My first budget was FY 1973/74 – 40 years ago! While this administration will begin the budget process, the new Manager will complete it. My best wishes to whomever is chosen. There are many more small projects which are reported on every month in the Town Manager’s Points of Light. All in all, Surfside has come alive and it has been my great pleasure to have been part of the process. Globe-trotting Restaurateur Finds Success in Surfside

Giovanni Fusillo looks quite youthful considering he has nearly 40 years of experience as a restaurateur on two continents. For the past 16 years he has been the proprietor of Specchio Cafe, a fixture in Surfside’s downtown business district and a favorite for many residents. For Giovanni, it was a long road to Harding Avenue. He has born and raised in a small town in the “heel” of southern Italy and began training in the food and hospitality industry as a teen. Before he could finish school, he took a chance on an opportunity to work at a restaurant in London. “I came from a small town and was curious about other places,” he said. “But I was only 17 and spoke little English, so it was a big gamble for me.” A quick learner, within a year Giovanni was helping to manage the restaurant. He quickly moved on to high profile London addresses such as the Savoy Hotel and the Hippodrome. Still in his twenties, he relocated to a Monte Carlo hotel on the French Rivera. After another stint in London, he turned his sights on the bright lights of New York. “My timing was good because the new Italian cuisine was just taking off in the U.S.,” he said. “Wood-burning

ovens, Italian wines and tiramisu were all in fashion.” He spent nearly a decade running successful restaurants in Manhattan. With a young daughter, Giovanni began looking for a more family-friendly lifestyle. Surfside provided the perfect setting. Within a year of moving here, he opened the popular Specchio Cafe. He attributes his longevity here to a philosophy of customer-centered menus, quality service and paying attention to details. Often putting in 12-16 hours a day, he knows all his regular customers by name – chatting in ﬁve languages. “The recession has been diﬃcult for all of us in the district,” he said. “But there is a good energy right now – a feeling that business is improving. We are looking forward to better times as more people discover Surfside as a destination.”

Cat Program Volunteers Honored

Surf Bal Bay Club Hosting Event In Surfside

Suely Caramelo (C) and Mary Thingelstad are thanked by Mayor Daniel Dietch for their tireless eﬀorts on behalf of the spay and neuter program for the Town’s feral cat population. Though they are not residents, Suely and Mary have helped to stabilize the population of cats by coordinating treatment for more than 100 animals.

The Surf Bal Bay Club will be hosting a free event at the Community Center on Wednesday, Mar. 13 at 10:30 a.m. to provide information on their services. The Club is a program of the Jewish Community Services of South Florida and promotes independent living through a variety of in-home services to retirees and seniors.

New Oﬃcer Joins Surfside Force

Carol Sawaya is the newest member of the Surfside Police Department. Carol is a native of Beirut, Lebanon and previously worked in a variety of positions in the banking industry. Carol was one of the youngest branch managers for Regions Bank. A year ago, Carol decided to pursue a life-long dream of becoming a law enforcement oﬃcer. She attended the Police Academy while maintaining her full time bank manager job. She is currently enrolled at Florida International University, pursuing a degree in Business Management.

For the second consecutive year, Officer John Gentile has been selected by his peers as Police Officer of the Year. He is a consistent a high achiever, leading the Department in enforcement statistics for the past two years. During 2012, he recorded 431 traffic citations, 252 traffic warnings and 30 arrests. John was nominated along with his squad for the Miami-Dade LEO Award for Uniform Services in 2012. He was the Officer of the Month for September 2012 and received ten departmental commendations and/or citizen letters of appreciation. He serves as an acting supervisor, Field Training Officer and Off Duty Detail Coordinator. Congratulation on being Surfside Officer of the Year!

In 2012, Elinor Joseph was promoted to a new position, Parking Operations Manager. His new duties include overseeing the Parking Department and supervising four Parking Enforcement Oﬃcers and one Public Service Aide. He manages the multi-space pay station system, coin single space meters, credit card accepting meters and eight municipal lots. He is on call 24/7. Joseph also works closely with the Code Compliance Director and issues warnings for violations. He is the administrator of the Property and Evidence Unit which collects and stores all evidence for court or safekeeping. Under his leadership, citations and revenue increased substantially in 2012. Congratulations!

October Officers of the Month While working a special detail to combat auto burglaries, Sgt. Jose Pacheco observed a suspicious vehicle and notified Officer Les Ruis to pull over the car. Inside were three men, all with criminal records. They were arrested for prowling and detained. One of the subjects was identified as comitting a residential burglary the same night in Bay Harbor Islands. Congratulations for preventing crime in Surfside and solving a crime in a neighboring town.

Dina Goldstein Named Civilian of the Month

In November and December of 2012, Assistant to the Chief Dina Goldstein organized a holiday toy drive on behalf of more than 40 needy families, including collecting the toys and coordinating a party in the Commission Chambers. She recruited employees to dress in holiday attire, had the Miami Dade Fire Department bring Santa in a ladder truck and provided refreshments. She was recognized as Civilian of the Month for her eﬀorts on behalf of disadvantaged children.

Runners and Walkers Enjoy a Perfect Day at the Beach

More than 150 runners and walkers enjoyed Surfside’s Winter 5K Beach Run. Mayor Daniel Dietch started the race and participants followed the scenic ocean-front course under breezy, sunny skies. The event included an awards ceremony and plenty of food and refreshments. Top male and female ﬁnishers were Carlos Perez (19:57) and Lisa Dorfman (23:13). The Parks and Recreation Department did an excellent job coordinating the event with plenty of volunteers.

Book Club Sets Meeting Dates

Town of Surfside Higher Education Scholarship

The Surfside Book Club has ﬁnalized its upcoming schedule of meetings and books and invites all residents to participate. • Wednesday, March 20, 7-9 p.m. 24/6: A Prescription for a Healthier, Happier Life, by Matthew Sleeth. This book details the physical, mental and spiritual beneﬁts of observing a “stop day,” unplugging one day each week. • Wednesday, April 24, 7- 9 p.m. Poems of Richard Blanco. Richard Blanco is from Miami and One Today, the poem he read at President Obama’s 2nd Inauguration, will be read. The Town of Surfside Higher Education Scholarship funds will be awarded to the successful student applications upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher education by providing two $1,000 scholarships. The scholarships will be awarded to two deserving Town of Surfside graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college/university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.

CRITERIA: 1.) Applicant must be a Surfside resident for at least 5 years.

2.) Applicant must be a graduating high school senior in the year of

the award.

The Town of Surfside is proud to announce our 2013 Summer Camp. We have planned a variety of recreational activities including arts & crafts, sports, themed activities, field trips and more. Our program is designed to provide each camper with a safe, positive and enriching environment.

Lifeguard Training, March 29-31 Those 15 years and older can learn the in-demand skill of lifeguarding at the Community Center March 29-31. The 26-hour American Red Cross course includes ﬁrst aid, CPR/AED and requires swimming skills. You can register online at: redcross.org/takea class. Cost is $250.

Water Safety Instruction, March 25-38 Learn to teach the six level American Red Cross swimming program to childen and adults. Each step includes basic water safety and how to assist in an emergency. The fourday training is from 9 am - 6 pm. You can register on-line at: redcross.org/ takeaclass. The cost is $300.

Surf Rescue Board Donated To Town The Town received a donation of a custommade surfboard by the Filiberto Family. The board will be available to the Town’s ocean lifeguards in rescue situations. Dispose of Your Prescription Drugs The Surfside Police Department is hosting a National Take Back Initiative on Saturday, April 27, 2013 from 10 am to 2 pm. This is an opportunity for the public to surrender expired, unwanted and unused pharmaceutical controlled substances and other medications for destruction. A collection box will be placed at the Surfside Police Department for drop oﬀ of these products and liquids, sealed in their original container. Teen Camp

The Town of Surfside Parks and Recreation Department is proud to announce the return of our Teen Camp. The camp is provided for children between the ages of 12 – 15 years old. The teen camp will provide an opportunity for children to learn hands on pre-counselor training skills and enjoy their summer by participating in age appropriate activities for teens. All participants must be willing to participate as a CIT twice a week. Campers will receive service hours for hours volunteered.
