Town Manager’s Message In response to the issues and concerns relating to the recently completed sand transfer project, a sand project community monitoring committee has been formed. The Committee consists of seven members that represents a cross-section of community stakeholders. The tasks the Committee will undertake include:

• Sand testing results (chemical composition) - Determine process to resolve this issue and bring closure based upon best scientific data and evidence. • Sand - Review options identified by the Florida Department of Environmental Protection (FDEP) available to address citizens’ concerns regarding the color/texture issue (1. no action; 2. mix blend; 3. cap with layer of lighter sand; 4. move/replace), and provide recommendation. The Committee will also address the other current issues/concerns raised including debris on beach; dune restoration; remedial action to address recent cliffing/walls/escarpments; and encouraging statewide legislation to require testing of sand prior to being placed on the beach. Finally, an educational component of this effort is to have the Committee serve as a clearinghouse of ideas and information for the community as our beach will receive a full renourishment in 15/16. Sand color and texture are important, so it is not too early to proactively work with the agencies that will be undertaking this effort. The organizational meeting of the Committee was held on June 25. The Committee is anticipated to complete its work within 60 days. A Marketing Plan
Business Improvement District Update
As the Tourist Board debates the details of the Tourism marketing plan for FY 14/15 over the next few months, the following are proven components of a well-rounded (marketing) approach for a destination.
The submission of the ballots from the downtown property owners, for the Business Improvement District (BID) election, were due 5 pm on Thursday June 12, 2014. A total of 47 ballots were issued and mailed via certified mail (one for each downtown property) The official results: • 15 ballots in support of the BID • 12 ballots against the BID • 20 unreturned ballots Therefore, the Business Improvement District (BID) failed and cannot be established at this time due to the fact that 24 supporting ballots were required to form a BID.

Owned Media: This refers to items we produce and control such as the Tourism website www.visitsurfsidefl.com, eblasts through Constant Contact and social media outreach. More traditional avenues include a Visitors’ Guide (coming soon!) and the use of banners in Town.

Earned Media: Here the objective is to get your message out through others via public relations efforts (press releases), industry and media tours, leveraging other websites and social media, working with area concierges and other partnerships
•
Paid Media: While this includes traditional advertising, there is also a tourism industry component of participation, with all related necessary collateral and partnering with other organizations such as GMCVB, at trade shows regionally, nationally and internationally

Special Events: the Third Thursday event series is a successful example that has potential to grow in popularity and scope. Another recent example was the use of the Turtle sculptures at an event centered around Art Basel. There is room for other appropriate signature events that capitalize on our beach location or focus on our downtown
• Memberships/Conferences & Seminars: These are crucial to leverage opportunities that exist in the market place, expand ones’ knowledge of the industry as well as current and future trends and to network This blueprint, as identified in the Town’s adopted Tourism Five Year Strategic Plan, effectively pinpoints avenues to expend the Resort Tax funds that are earmarked for Tourism promotion. It also fulfills the requirements outlined in the State Statute, Town Charter and Ordinance that govern the use of these funds. Fully embracing the plan will serve the Town well when competing with our neighbors to the north and south. The Tourist Board meets the first Monday of the Month at 6pm in the Town Hall Commission Chambers. The meetings are open to the public and broadcast on Channel 77 and streamed live on the Town’s website www.townofsurfsidefl.gov

Social Media Workshop on July 22 The Town of Surfside Tourism Bureau and Alex de Carvalho, Regional Development Director for Constant Contact, invite you to Social Media 101, a workshop on Tuesday, July 22 from 6:30-8 p.m. at Surfside Town Hall. The workshop will focus on simple strategies for marketing small businesses and organizations and the value of using social media to reach customers. Attendees will learn about gaining traction in the online world and how to generate more referrals, repeat business and participation from clients and potential customers. Learn how social media outlets can interact together, ways to leverage their inherent strengths and tools to evaluate the best use for your business or organization. This is a free educational, interactive workshop and suitable for all experience levels. Light refreshments will be served. Town Begins Work on 2014-15 Budget It’s that time of the year when Surfside sharpens its pencils. A budget meeting will be held on Wednesday, July 16 at 5 p.m. at Town Hall on the Fiscal Year 2014-15 Budget. They were the first North American authorized dealer chosen to launch Maybach eyewear, which features hand-made frames made of exotic materials such as porcelain and buffalo horn. The store also has Maybach leather goods and accessories, such as key chains, magnifiers and cell phone covers. Consensus Reached on Corner Visibility

The Town Commission reached consensus to address the hedges and corner visibility CODE issue at a special June 19, 2014 COMPLIANCE meeting. After hearing recomCORNER mendations and comments from a concerned resident group and weighing the administration’s findings, the Commission took steps towards a final resolution.
Creating a healthy tree canopy is not only instrumental in keeping a safe and beautiful environment but also beautifies your home and the Town. Residents may not realize all of the benefits trees provide, such as shading the roof of homes. This can reduce the temperature by 20 degrees, thus reducing A/C usage. Trees also play a critical role in alleviating global warming and flooding.
The Town Administration was directed to prepare an ordinance amending the Town Code’s corner visibility provisions to provide for a 15-foot sight triangle, and was given policy direction to ensure that right-of-way easements are kept clear of hedges and plantings, review and relocate stop signs (if needed) and mark curbs to keep vehicles from parking near the intersections. The ordinance is expected to go to the Town Commission in July, and then reviewed by the Planning & Zoning Board prior to a second reading by the Commission.

Many residents will be trimming trees during hurricane season. It should be done appropriately. Women Learn Self Protection at Defense Class The recent women’s self-defense course sponsored by the Police Department in May was so successful that it will be expanded into an on-going program. Participants in the training learned key skills and techniques to resist

New Solid Waste Fees For Excess Waste In May of this year, the Town Commission passed and adopted an ordinance for Solid Waste Compliance. The new ordinance allows for Solid Waste to charge a per-cubic-yard fee for anything in excess of four cubic yards (4 cy) for yard waste and white goods (furniture, stoves, etc.). Property owners will now receive a door tag listing the non-compliance and the associated fee. In addition to improving the look of our neighborhoods, the new system will significantly reduce the risk of flooding, blocking the right-of-way and contamination of the storm drain system. Remember that scheduled yard waste pick up is on Monday and can be placed curbside by 6 p.m. Sunday evening. Due to the Town’s limited resources, any vegetation that is not collected on Monday will be collected the following day. Landscapers who are hired to maintain residential and commercial property are required by Ordinance to remove grass and tree

clippings. Landscapers cannot leave them to be picked up by Solid Waste. If left for pickup, a non-compliance door hanger will be issued with the pickup fee. Bulk pick up is scheduled for Wednesdays and can be put curbside no later than 6 p.m. on Tuesday evening.
Biscaya Island Drainage Project The Biscaya Drainage Project is moving forward and plans are now complete with drainage structures and piping ordered. The projected start date is the end of July or early August. During the project, we will be replacing the small existing 10-inch storm lines with new 24-inch lines. After completion of the project the drainage on the island will move more quickly. However, it is still a gravity system and movement of water is predicated on tide levels.
Benches Complete Harding Landscaping
Public Works has completed the upgrade of the dirt parking lot just south of the Town Hall building. The Town saved thousands of dollars by utilizing Town work crews and equipment. The newly paved lot creates additional parking for Town Hall and the Community Center.
The final touches for the Harding Avenue Streetscape were recently installed. Benches were installed to mark the final phase of the project. Residents and tourists alike now have a comfortable place to sit and rest while shopping and dining on Harding Avenue.

This function will allow you to watch Town meetings in real time from your computer, tablet or smart phone. When there are no live meetings being broadcast, you will see the same content that is being shown on Channel 77. Memorial Day Ceremony at Veterans Park
A solemn, but uplifting, ceremony was held in Surfside’s Veterans Park to commemorate Memorial Day. Surfside Police Department’s Color Guard was joined by the Miami Beach High School NJROTC and local scouts for the presentation of the flags and pledge of allegiance. Guest speakers were Lieutenant Colonel Blair J. Sawyer of the U.S. Army and former Surfside Commissioners Steve Levine and Ted Kopelman. Also making comments were Commissioners Barry Cohen, Michael Karukin and Marta Olchyk. After a ceremonial laying of the wreath (below), there was a fly-over by the Miami-Dade Police Aviation Department and a three-gun salute by the Second Infantry Division of Florida.

Successful Relay for Life Surpasses Goal The Surfside, Bal Harbour, Bay Harbor Relay for Life was held Saturday, May 31 from 9 a.m. to 9 p.m. at Ruth K. Broad Bay Harbor K-8 Center. The goal was to raise $15,000 among all teams and to bring awareness to the community about the American Cancer Society’s “world’s largest fight against cancer.” With all our efforts, more than $16,000 was raised over four months – surpassing our goal! Team Surfside ranked first out of 10 teams having raised approximately $6,000. Surfside Merchants (Publix, The Greek Place, Big Daddy’s, Scarlett Letter, Flanigan’s, Specchio Café, Starbucks) provided products/gift certificates to support Team Surfside.

Sea Turtle on the Beach? Follow These Guidelines If you observe an adult sea turtle or hatchling sea turtle on the beach, please adhere to the following rules and guidelines: • It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting (digging or laying eggs) to the Florida Fish and Wildlife Conservation Commission unless the turtle is in a dangerous situation or has wandered off the beach. • Stay away from crawling or nesting sea turtles. Although the urge to observe closely will be great, please resist. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatchling sea turtles.
