MESSAGE FROM THE TOWN MANAGER
2016-17 Fiscal Year Budget Approved by Commission On Tuesday, September 27, the Surfside Commission approved the 2016-17 Fiscal Year Budget – which began on October 1. The final approval marked the end of months of meetings, reviews, workshops and hearings. The work of Town staff and elected officials resulted in a budget that provides the highest level of quality service for the lowest possible cost to residents. In the past year, rising property values resulted in a increase of more than 12% in Surfside’s total Certified Taxable Value (just over $1.7 billion). The increase of tax revenues are needed to maintain a balanced budget without the use of reserve funds. Within the approved budget, there are many funds to account for the operation of the Town, including the the General Fund, Capital Projects Fund and the four Enterprise Funds. The Capital Project Fund includes funding for the third phase of financing a new Enterprise Resource Planning (ERP) system. The Enterprise Funds include the Parking, Solid Waste Collection, Water and Sewer and Stormwater Funds. The current water and sewer rates will be analyzed during FY 2016/17 to ensure sufficient revenues are received to meet operating cost and debt service ratio coverage. - Guillermo Olmedillo, Town Manager

Surfside Tourist Bureau Wins State Marketing Awards The Town of Surfside Tourist Bureau received two awards at the annual State of Florida Governor’s Conference on Tourism in Orlando. Visit Florida, the State’s destination marketing organization, presented the Flagler Awards, named after Henry Flagler. One was the top prize for the Town’s inaugural Visitors Guide in the category of Resource/Promotional Material–Consumer. The Visitor Guide was also selected by the judges as one of the Best In Show Marketing Awards. Director of Tourism, Economic Development & Community Services Duncan Tavares accepted the “Henrys” on behalf of the Town (at right). The awards recognize outstanding tourism marketing in Florida and are evaluated on creativity, innovation, production quality and effectiveness. Congratulations!

Is it time to sell, rent or lease your house? If so, your realtor will be putting up a sign on your front lawn. Be sure that you follow the Surfside Town Code of Ordinances as they relate to temporary real estate signs. Only one professionally lettered real estate sign is permitted per street frontage. The maximum sign panel area is 18 inches by 24 inches. A maximum of two “rider” signs are allowed and can be attached above or below the sign. The riders may not exceed 6 inches by 24 inches per rider for in-ground signs. Examples of riders are Single-Family Only or Swimming Pool. The maximum height for in-ground signs, including support frame, is 42 inches from the ground to the top of the sign. The sign shall be located outside of the sight visibility triangle of the property (away from all hedges and walls that may obstruct the view of the roadway or intersections). Signs shall be constructed of rigid, weatherproof materials. All real estate signs shall be black and white, and may include a trademark logo or symbol. Signs shall not be illuminated or lighted in any manner and cannot extend across the property line. For commercial properties, signs must be mounted flat against the building wall. For vacant lots, signs shall be securely fastened to a wood or freestanding stake or post of sufficient strength to support the sign. Finally, real estate signs shall be removed within seven (7) days of a lot, building or residence space being leased, rented or sold. Drug Drop Off on Saturday, Oct. 22 The Surfside Police Department is hosting a National Take Back Initiative on Saturday, October 22, 2016 from 10 a.m. to 2 p.m. The National Take Back Initiative is an opportunity for the public to surrender expired, unwanted and unused pharmaceutical controlled substances and other medications to law enforcement for destruction. A collection box will be placed at the Surfside Police Department for citizens to drop off pharmaceutical products and liquids, sealed in their original container. It is a program of Keep America Beautiful and is a nationally recognized day dedicated to promoting and celebrating recycling in the United States. check with their lighting department to find out why it was not done and when restoration will be done. Once completed, FPL will report back to the person who reported the street light out.

Report the physical address rather than general location. The Town will contact the County for repairs and the repairs should be completed within 10-12 business days. POLICE BEAT Awards for Police Summer Camp Efforts For their work in planning and coordinating the recent Surfside Police Summer Teen Camp, three Police Department members received the August Civilians of the Month recognition. Executive Assistant Dina Goldstein organized, directed and coordinated the 8th Annual Police Summer Teen Camp and was responsible for the logistics, scheduling, instructors, transportation, equipment, refreshments and supervision of the teens. The workload to successfully continue this program each year is considerable and extremely challenging. Dina did all of this in addition to her regular duties as the Executive Assistant to the Chief. This year new instructors and classes were implemented. The camp was visited by the K-9 Squad, the SWAT Team, Legal, Fish and Wildlife Commission and Crime Scene. They enjoyed trips to the Fire Station, Coast Guard Air Base, and the Miami-Dade Police and Fire Aviation Units. Administrative Assistant Donna Natale-Planas took photographs during each session and CSA Marianne
Durante assisted with the supervision of the teenagers. Surfside Community Service Aide Marianne Durante graduated from the Miami-Dade College School of Justice Police Academy on September 1. She received the prestigious Harry Everett Award for the overall outstanding trainee and passed the state police certification exam at the top of her class.

Sign Up to Receive Emergency and Traffic Notifications Residents can sign up to receive CodeRED emergency alert messages issued by the Surfside Police Department. The system enables the Police Department to deliver emergency notifications and/or informational messages, including evacuation notices, missing child alerts, boil water notices, fire/flood disasters, health related notices and traffic advisories. The notifications and advisories are sent out as voice messages and text messages to registered telephone, cellphone and email addresses of Town residents and businesses. Residents can register by accessing the Town website, www.townofsurfsidefl.gov, type in “Code Red” in the search bar and the first entry will display the link to OCTOBER 2016 SURFSIDE GAZETTE
register for the CodeRED System. There is also a CodeRED app available for your cell phone and you may register via the app. “The CodeRED system is only as good as the database supporting it. If your phone number or email is not in the database it will not be called. In an emergency situation, early notification can help save lives,” said Surfside Police Chief David Allen. CodeRED provides greater protection during critical situations and reduces the demand on emergency personnel so they may better focus and manage their response efforts. Resident ID Card Program
Renewal Commencing Saturday, October 1, 2016
Resident ID cards will be available for renewal commencing on October 1, 2016 for the upcoming fiscal year of October 1, 2016 to September 30, 2017. They will be available at the Community Center during business hours. *Access to the facility may be denied upon three notifications and failure to renew your Resident ID card.
Renewal Process 1. Residents with Current ID cards must bring in their card. 2. If the resident is the owner of the residence they must bring in their driver’s license and two of the following: • Current Utility Bill • Current Bank Statement • Current Credit Card Statement 3. If the resident is a renter they must bring in their driver’s license, a copy of the lease that included the dates of rental and people authorized to reside, and one of the following: • Current Utility Bill • Current Bank Statement • Current Credit Card Statement 4. If the resident is a renter without a valid lease, the owner must fill out the Temporary Community Center Access Form and have it notarized. Resident ID Cards are limited to one family per address. There will be a $5 charge for lost, stolen or replacement cards. ID Cards are issued to children 5 years and older. Parental Proof may be required for ages 5 –17. Parks & Recreation Outreach at School Resource Fair Surfside’s Parks & Recreation Department participated in a recent Resource Fair at Ruth K. Broad Bay Harbor K-8 Center. The fair was held during the school’s open house for parents to be aware of the variety of children’s programs available at neighboring towns.
Upcoming Senior Programs at the Community Center OSHER Life Long Learning Institute (OLLI) from Florida International University will partner with the Parks & Recreation Department to offer classes at the Community Center. OLLI membership is available to those 55 and older. For more information regarding upcoming classes contact the Community Center at (305) 866-3635.
Teen Scene Participants Have Fun While Serving the Community Youths are encouraged to join Teen Scene, a program for those 12-16 years old. The group meets every Tuesday from 5:30-6:30 p.m. Participants can receive Community Service hours while working together to provide fun activities and promote a friendly environment.
