MESSAGE FROM THE TOWN MANAGER
A Healthy Environment Important to Surfside Several stories in this issue of the Gazette remind Surfsiders that working to improve the quality of our environment is important within our Town and throughout our region. As a community that touches both the Atlantic Ocean and Biscayne Bay, issues such as clean water, sea level rise, pollution run-off, litter and land use directly affect Surfside’s environment and the quality of life for our residents. Your Town elected officials regularly pass resolutions urging local, state and federal government agencies to address critical issues and projects to improve the natural environment. By strengthening our public seawalls, we are protecting the bay by keeping pollutants out of the water (below). On page 2, the South Florida Water Management District acknowledges a resolution promoting a healthy Biscayne Bay and on page 9 is a story about our thriving butterfly garden at the Community Center. Thanks to our Town staff, committees and residents for their on-going awareness and efforts to protect and nurture the beautiful environment we enjoy every day. - Guillermo Olmedillo, Town Manager
Surfside Receives FIND Grant for Seawall Replacement
The Florida Inland Navigation District (FIND) presented Surfside with a grant for nearly $500,000 to replace Town-owned seawalls along the bay front as part of the recent infrastructure upgrades. FIND is a special State taxing district for the management and maintenance of the Atlantic Intracoastal Waterway. FIND also provides assistance to governments and municipalities to develop waterway access and improvement projects. Miami-Dade County’s FIND Commissioner Spencer Crowley presented the Surfside Town Commission a check at the January 2017 meeting.

On December 13, 2016, the Town Commission adopted a new Ordinance that will regulate the placement of beach furniture on the public beach. The goal of the Ordinance is to protect the public health, safety and welfare of all beach users. The Ordinance defines beach furniture to include any chair, umbrella, tent or any other object that is used on the beach. The Ordinance places specific limitations on beach furniture placement. Beach furniture items shall not inhibit access to the public beach, nor obstruct reasonable access on the beach for pedestrians and emergency vehicles, nor impact native vegetation, nor affect sea turtles or other wildlife. Beach Furniture Operators, as defined in the Ordinance, must obtain a Town issued permit to place beach furniture on the public beach. In addition, they must procure a local business tax receipt to engage in beach furniture operations. The Ordinance does not require a permit from the general public to place beach furniture on the public beach for their personal use. Any person or entity that is found to be in violation of the Ordinance will be subject to pay a civil fine. Surfside Encourages Wetlands Restoration Federico Fernandez (L), Miami-Dade County Representative to the South Florida Water Management District Governing Board accepts the Town of Surfside Commission Resolution to expedite the completion of Biscayne Bay Coastal Wetlands restoration project from Assistant Town Attorney Jane Graham (R). The health of Biscayne Bay is intrinsically linked to the economic well-being of Surfside through nature-based tourism and commercial and recreational boating, water sports and fishing. Hawthorne Tot Lot Open – Renovations Completed
The Hawthorne Tot Lot reopened on January 12 after comprehensive renovations to better serve Surfside families and children. The new and improved shaded and fenced Tot Lot offers high grade playground mulch, benches, picnic tables, water fountain and bike racks. Also new playground equipment includes swings, slides and a number of climbing apparatus. Located at 90th Street and Bay Drive, the Tot Lot renovation was a number one priority in the Parks and Recreation Department Five Year Capital Plan. The extensive renovations were planned with the input of the Parks and Recreation Committee and the Town Commission. The facility is open daily from dawn till dusk.
Dept. of Motor Vehicles to Visit on Feb. 16
Outreach Specialists from the Department of Highway Safety and Motor Vehicles (DMV) will be on-site at Town Hall to take care of your driver’s license needs on Thursday, February 16, 2017 from 9:30 a.m. to 2 p.m. in the Commission Chambers, second floor. Blood Drive on Wednesday, March 22

Commission Action at the January 10 Meeting Voted to approve the following Resolutions:
1. Approving a voluntary collection agreement for resort tax between Airbnb, Inc. and the Town of Surfside. 2. Urging the U.S. Army Corps of Engineers, the Florida Department of Environmental Protection and the South Florida Water Management District to take all steps necessary to expedite and complete the construction of Phase I of the Biscayne Bay Coastal Wetlands (BBCW) project; further urging the U.S. Army Corps of Engineers, the Florida Department of Environmental Protection and the South Florida Water Management District to take all steps necessary to expedite the planning of Phase II of the BBCW project prior to the current scheduled date of 2021. 3. Urging the appointment of municipal officials to the 2017-18 Florida Constitution Revision Commission; supporting the protection of municipal home rule; supporting the positions of the Florida League of Cities, Inc.; supporting the appointment of Florida League of Cities President, Boca Raton Mayor Susan Haynie to the 2017-18 Constitution Revision
Commission; directing the Town Clerk to transmit a copy of this resolution to the Governor, the Florida Senate President, the Florida House Speaker, the Chair and Members of the Miami-Dade County State Legislative Delegation, the Florida Secretary of State, the Executive Director of the Florida Department if Revenue and the Florida League of Cities, Inc. 4. Holiday Season Shines Bright for Children at Toy Give-away With the blaring siren of a Miami-Dade Fire Rescue truck from Station 21, dozens of children waiting outside Town Hall knew that Santa, Mrs. Claus and their helpers had arrived for the Seventh Annual Surfside Toy Give-away on December 23. Coordinated by the Police Department, the event collects donations and new toys to distribute to selected disadvantaged children

during the holidays. This year, the office of Miami-Dade Commissioner Sally Heyman also provided 10 skateboards which were raffled off to lucky recipients during the party. The children also enjoyed refreshments. Thanks to all who donated to the toy drive and to those who enriched the holiday for 79 children attending the giveaway event.

CIVILIAN OF THE MONTH FOR DECEMBER
Dina Goldstein Recognized for 8th Annual Toy Give-Away As she has for the past seven years, Dina Goldstein recently managed the 8th Annual Police Department’s Holiday Toy Drive – an event that requires much time, effort and commitment. The process begins with advertisements for donations of new toys and hundreds were donated, purchased and stored. This year 79 needy children and their families were selected to attend the Toy Giveaway Party on December 23, 2016. Miami-Dade Fire Rescue participated by bringing Santa and Mrs. Claus to Town Hall on a fire trucks with flashing lights and siren. Town personnel were recruited to dress up in costumes and assist with registration, decoration, refreshments and cleanup. Police officers assisted in the escort, street closure and traffic direction, while Parking Enforcement officers provided security and a photographer documented the memorable event. Plaques to recognize sponsors were ordered and numerous thank you letters were sent. The event was spectacular and enjoyable for all, especially the children and the parents who attended. Thanks goes out to all
who helped but Dina certainly deserves credit and recognition for making Surfside look great.

Surfside Police Officers Participate in Local and State Events
Florida National University hosted a Human Trafficking Awareness Walk on January 18, 2017 at their campus in Hialeah. Officer Alejandro Lorente (R) represented the Surfside Police Department at the event.
Officer Alex Lorente, who represented Surfside along with thousands of officers nationwide at a memorial event held for City of Orlando Police Lieutenant Debra Clayton who was fatally shot while attempting to arrest a wanted murderer.
Owners Must Leash and Pick-up after Dogs
The Town of Surfside enforces unleashed dog violations. According to section 10-28(c) of the Town Code, the daily civil fine for a first offense is $50 and a daily fine second/repeat offense is $100. 6th Annual National Mayor’s Challenge for Water Conservation in April
The National League of Cities and the U.S. EPA Office of Water are once again coordinating the National Mayor’s Challenge for Water Conservation and Surfside will be participating. This non-profit, no-cost, community service campaign was created specifically to boost our conservation and education efforts. The Challenge takes place during the month of April. The Mayors will challenge their residents to conserve
Town of Surfside Higher Education Scholarship The Town of Surfside Higher Education Scholarship funds will be awarded to the successful student applications upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher
water, energy and other natural resources.The challenge is designed to: save costs for consumers, save infrastructure and operating costs for cities, promote resource resiliency, protect watersheds and ecosystems and create positive shifts in awareness and mindfulness about conservation. FAMILY FUN DAY AT 96TH STREET PARK It was a sunny and breezy day for the hundreds of Surfsiders who attended the 2017 Family Fun Day at 96th Street Park. The event provided plenty of activities for kids of all ages: rides, bounce houses, games, face painting, henna tattoos, balloon sculptures, arts & crafts, snowcones, cotton candy, music and a delicious picnic lunch. Congratulations to the Parks & Recreation staff for another successful event!
Community Center Hosts Senior Health Fair
The Town of Surfside hosted an informative Senior Health and Wellness Fair at the Community Center on January 13. The event included exhibits by local organizations, free screenings, education, awareness and give-aways.

Community Center Butterfly Garden Thrives
The Butterfly Garden created by the Parks and Recreation Department and located at the Surfside Community Center green space area is open to residents and has been thriving. Recently completed, the garden has already seen the cycle of life in full effect. Make a visit to the new butterfly garden soon.
