Town Managerâ€™s Message Between Labor Day and the High Holy Days, September is a big month for the Town of Surfside. It is also when Town Commission convenes to adopt the Town budget for Fiscal Year 2019 (FY 2019), which begins October 1, 2018 and ends September 30, 2019. However, what some residents may not realize is that budget preparations begin as early as March. This allows for the Mayor and Commission to focus on short-term and longterm strategies, and hear from residents about matters most important to our community. For FY 2019, Surfside residents can look forward to an adjusted millage rate, resulting in tax savings for property owners. The Town administration continues to enhance service levels and quality of life for our residents. Additionally, the budget plan includes the replacement of aging vehicles and equipment, plus funding for Capital Improvement Projects. Surfside is fortunate to be experiencing a period of great economic strength and is in a strong financial position. Nevertheless, our main objective in FY 2019 is to increase our healthy reserves for long-range financial planning and future needs. Save the dates for our budget hearing meetings, starting at 5:01 pm in the Town Hall Commission Chambers on September 12 and 26, 2018. There will also be an important presentation of a unsolicited Public-Private Partnership (P3) proposal at a Special Town Commission Meeting on Wednesday, September 26, 2018 at 6 pm (see page 3). Surfside Scholar Recognized by Commission

At their August 2018 meeting, the Town Commission recognized and congratulated the 2018 Town of Surfside Higher Education Scholarship winner Jorge Cortes and his family. A resident of Surfside since 2004, Jorge attended Ruth K. Broad K-8 Center and Christopher Columbus High School, where he graduated in the top 15 percent of students and volunteered for 348 service hours. He will attend Florida International University.

SAVASANA ON THE SAND AT FIRST FRIDAY Yogis know that savasana means relaxation and Surfside residents and vistors followed their beach zen to kick back and enjoy the August First Friday. A healthy body and spirit theme included a yoga class, meditation, massages, mini-spa treatments, healthy bites, demonstrations and give-ways. This season’s final First Friday will be on September 7, 2018 from 4-7 pm with an Endless Summer theme. See you there!

DOWNTOWN DISTRICT PHOTOSHOOT

On July 31, 2018 the Surfside Tourist Bureau along with agency Jacober Creative photographed several downtown businesses. Images will be used for promotional purposes, including the VisitSurfside.com blog, social media, public relations outreach and more! It is one of several photoshoot sessions that will be taking place before October 1, 2018.

Lawn Watering Limits Lawn watering is limited all year by the South Florida Water Management District’s (SFWMD) year-round landscape irrigation rule and local ordinances. The year-round rule is a component of the SFWMD Comprehensive Water Conservation Program, established to encourage more responsible use of water resources. The Year-Round Rule limits landscape watering to two days a week. Reclaimed water used for irrigation is subject to voluntary watering limits unless restricted by a local government or utility. Water conservation makes good environmental and financial sense. It protects the water supply and assures there will be water available in the future. Water conservation can also reduce household spending and cuts government expenses. Residents must follow the MiamiDade County Water Conservation restrictions: • Watering is not allowed between 10 am and 4 pm. • Hand-watering with one hose fitted with an automatic shut-off nozzle is allowed for 10 minutes per day for landscape stress relief and to prevent plant die-off. • Restrictions apply to all users of any water resource within Miami-Dade County, whether from publicly or privately-owned water utility sewer systems, private wells or private connections to surface water bodies. •Residences and businesses with an odd-numbered street address (ending in 1,3,5,7,9) can water on Wednesdays and Saturdays from 4 pm to 10 am. •Residences and businesses with an even-numbered street address (ending in 0,2,4,6,8) can water on Thursdays and Sundays from 4 pm to 10 am. •Residents should choose a “watering window” (before 10 am or after 4 pm) for their designated watering days. Avoid irrigation during both time periods on the same day. There are some exceptions to the restrictions: •Restrictions do not apply for car and boat washing, pressure cleaning of paved surfaces, decorative fountains and water-based recreation (swimming pools, etc.). •Users of 100 percent reclaimed water are exempt from restrictions, but encouraged to conserve water. •Low-volume irrigation, including the use of drop and micro jet systems that apply water directly to plant root zones, is not restricted but is encouraged to be reduced. •For the first 90-days, newly-planted gardens and landscaping can be watered during the corresponding hours listed above every day except for Fridays To report water use restriction violations, call 3-1-1 or email to: 311@miamidade.gov. SPECIAL TOWN COMMISSION MEETING • WEDNESDAY, SEPTEMBER 26, 2018 AT 6 PM PROPOSED P3 (PUBLIC-PRIVATE PARTNERSHIP) PROJECT - SURFSIDE CIVIC CENTER

The Town of Surfside received an unsolicited P3 (Public-Private Partnership) project proposal for a “Surfside Civic Center” for the design, construction, financing, operation and maintenance of a Town Hall and Civic Center on the current Town Hall site located at 9293 Harding Avenue, Surfside, Florida and the municipal parking lot immediately north of Town Hall located on 93rd Street. The proposal includes a new Town Hall, police station, retail/restaurant, office space, parking garage and community recreational space (“P3 Project”). The P3 Project will be evaluated following the statutory process set forth in Florida Statute 255.065 for P3 proposals. The P3 Project will be presented to the Town Commission at a special meeting on September 26, 2018 at 6 pm for consideration and possible further action. The meeting is open to the public and public comment and input is invited. Pursuant to State law, details of the proposal are not public records until such time as the Town provides notice of an intended decision on the P3 Project. Accordingly, in compliance with State law procedure, the proposal will be available for public inspection at the meeting on September 26, 2018 and on the Town’s website when the meeting agenda is issued as well as at Town Hall on or after September 19, 2018. Surfside Recognized in Official Opening of New Skate Park & Pump Track at Haulover Beach The August 7, 2018 ribbon-cutting to officially open a 7,500 square-foot hybrid skate park and pump track at Haulover Beach Park proves that local municipalities can join forces to provide their residents a new and exciting recreational source. The fee-free skate park and pump track, located next to the dog park on the ocean-side of Haulover, were developed and funded in collaboration with the following municipalities: Bal Harbour, Bay Harbor Islands, Miami Beach, Sunny Isles Beach and Surfside.

Surfside Community Center ID Cards or Renewal

Renewal Commencing on Monday, October 1, 2018 for the fiscal year of Oct.1, 2018 to Sept. 30, 2019 • If the resident is the owner of the property, he/she must bring his/her driver’s license and two of the following documents: current utility bill current bank statement, current credit card statement. • If the owner of the property has multiple owners, proper documents must be presented indicating ownership of multiple owners. • If the resident is a renter, they must bring in their driver’s license, and a copy of the lease that includes the dates of rental and people authorized to reside at the property, and one of the following documents: current utility bill, current bank statement, current credit card statement. • If the resident is a renter without a valid lease, the owner must fill out the Temporary Community Center Access Form and have it notarized, which must include the dates of rental and people authorized to reside at the listed property. • The renters must provide the notarized Temporary Community Center Access form, and their driver’s license and one of the following documents: current utility bill, current bank statement, current credit card statement.

Access to the facility may be denied upon three notifications and failure to renew your Resident ID card. Surfside ID Cards expire on an annual basis and are valid from October 1st to September 30th of each fiscal year for owners. Renter ID cards expire at the conclusion of the lease or September 30th – dependent on which date occurs first. • Everyone 18 and older must provide current proof of residency. • Resident ID Cards are limited to one family per address (owners or renters). • Adult family members and siblings is not defined as a family eligible for ID cards. • There is a $5 charge for lost, stolen or replacement cards. • All children in the system will have photos taken and may need periodic updating. ID Cards are issued to children 5 years and older. Parental proof may be required for ages 17 and under. OFFICERS OF THE MONTH - JULY 2018 SERGEANT JAY MATELIS

OFFICER LESMES RUIZ

Sgt. Jay Matelis saw a man walking west on 88th Street carrying a backpack at 3:30 am on July 29, 2018. When approached, the man immediately became nervous and Sgt. Matelis requested back-up Sgt. Jay Matelis, Chief Julio Yero. assistance. He told Sgt. Matelis that he was carrying marijuana to sell. He also admitted to breaking into vehicles in Surfside and was planning to burglarize unlocked vehicles in the residential area. The man was homeless, on probation in Broward County for fraud and had a bench warrant for no valid driver’s license. The subject, who had an extensive criminal past, was charged with auto burglary, loitering and prowling, possession of marijuana and the bench warrant. Sgt. Matelis used his observation skills and patrol tactics to arrest a subject that would have victimized countless citizens. Well deserved! Congratulations to Sergeant Jay Matelis as Officer of the Month.

While patrolling in the early morning hours, Officer Lesmes Ruiz saw a vehicle operating with their high beams at 90th Street and Froude Avenue. Officer Ruiz stopped the vehicle, which had Officer Lesmes Ruiz, Chief Julio Yero. four male juveniles and one 18-year-old adult male. They said the car was a rental and then stopped answering questions from the officers. The temporary tag did not match the vehicle and further inquiry revealed it was previously reported stolen in Miami Gardens. All five occupants of the vehicle were immediately handcuffed. Officer Ruiz was vigilant and proactive while patrolling, ultimately leading to the arrest of five criminals and charging them with grand theft and recovering a stolen vehicle. Well deserved! Congratulations to Officer Lesmes Ruiz as Officer of the Month.

Surfside’s Tenth Annual Police Teen Summer Camp Soars

Surfside’s 10th Annual Police Teen Summer Camp class graduated on August 2, 2018. The group enjoyed a busy camp that included K-9 and law presentations, outings to the U.S. Coast Guard Air Base and MiamiDade Fire Rescue Department. The teenagers had presentations and hands-on experiences on Crime Scene Investigation,U.S. Customs and Border Protection Marine and Air Interdiction, S.W.A.T and school safety. They also visited the U.S. Air Force Base in Homestead.

Lifeguard Assists Patron in Distress

Nicolas Reinoso, a lifeguard at the Surfside Aquatics Center, demonstrated professionalism and the ability to work under pressure when a patron at the Community Center had a severe allergic reaction and required an EpiPen injection. Nicolas and the other guards on duty, John Franklin, Andres Sassi and Sebastian Pena, are all recognized for a job well done! ANNUAL RESIDENT PARKING PERMIT PROGRAM RENEWAL COMMENCING TUESDAY, SEPTEMBER 4, 2018 Parking Permits will be available for renewal commencing on September 4, 2018 for the upcoming ﬁscal year of October 1, 2018 to September 30, 2019.They will be available at Town Hall during business hours between 9:00 AM – 5:00 PM, Monday through Friday. Note: The annual parking fee will be waived for active or retired military. Proof of military service is required (DD Form 214).

REGISTRATION PROCESS

1. Residents will be required to complete a Registration A pplication (on reverse side). The application is on the website, in the A ugust and September 2018 Gazettes and at the Town Hall’s Front Ofﬁce Counter. 2. Residents will be required to provide proof of residency. Examples include, but are not limited to: • Property tax bill • Utility bill (FPL, Water/Sewer) • Property Rental or Lease agreement • Current Driver’s License with a surfside address • For active/retired military: DD Form 214 3. Residents will be required to bring their current year’s vehicle registration certiﬁcate. The vehicle must be registered in the name of the surfside resident. 4. The Permit Fee is $10.70 per permit/decal, sales tax included. 5. There is a maximum of three (3) parking permits per household. The decal will have a permit number printed on it and a space available for the license plate number to be entered by the Customer Service Representative.
