October Message from the Town Manager
Neighbors helping neighbors. This was the underlying theme last month when so many of our residents and staff members joined efforts by donating essential supplies to the Town-coordinated disaster relief initiative in aid of our neighbors in the Bahamas. Thanks to your generosity, the Surfside Police, Public Works and Parks and Recreation Departments delivered multiple truck loads of supplies to be transported to areas impacted by Hurricane Dorian - once again proving the warmth and compassion of our community (see more on page 5). October 1 marks the beginning of the 2020 Fiscal Year. The Town Commission and staff worked diligently over several months to craft the FY 2020 budget, continuously striving to provide the Community with the very best in services and safety. See page 6 for budget highlights. The deadline for candidates to qualify for Town election will take place in November. Please find qualifications and other important information regarding the 2020 Town election on page 3. With fall in full swing, residents are invited to join family-friendly festivities around Town, including the Parks and Recreation’s annual Halloween Spooktacular at the 96th Street Park on Friday, October 25. Students are Honored with Town Scholarships
Two Surfside scholars were recognized and congratulated for receiving the 2019 Town of Surfside Higher Education Scholarship Awards at the September Commission meeting. Receiving the $1,000 scholarship are Farah Ritter Vazquez and Louis D’Antuono (accepted by his parents). Farah has lived in Surfside for seven years. She attended the Design and Architecture Senior High School and helped with Surfside’s Teen Scene. She is a Fashion Design major. Louis was born and raised in Surfside and grew up enjoying the Town’s parks and Community Center. He was involved in community service and led charity events. He is majoring in business administration at the University of Florida.

TURTLE WALK RECEIVES A FACELIFT
Surfside’s famed Turtle Walk, an installation of 13 turtle sculptures painted by local artists located on 93rd Street between Collins and Harding Avenues and in front of the Community Center, has been given a well overdue facelift. With fresh new banners installed, and a new console table with fun facts and details about Turtle Walk, this local hot spot is looking its best thanks to the Surfside Tourist Bureau.

CODE COMPLIANCE CORNER
CODE ENFORCEMENT LIENS
The Code Compliance Division is authorized by state statute and Town Codes to impose fines for violation of state, county and municipal codes and to charge property owners for service costs incurred by the Town to maintain property values. If code enforcement fines and service costs are not paid by the property owner, the Town will record the amount due as a lien placed against the property, plus interest and lien fees. Liens levied against a property shall become a lien to the extent and character as a lien for special improvements, with the same priorities, penalties, rights of collection, foreclosure, sale and forfeiture. Until fully paid and discharged, these fees, late charges and accrued interest constitutes a special assessment lien. This is equal to the lien of the Town’s ad valorem taxes and superior to all other liens, encumbrances, titles and claims. The Code Compliance Division mails to non-compliant property owners an invoice or notice with the total amount due for code enforcement fines, civil tickets and service costs. Following a delinquency in payment, the Town records in the Miami-Dade County Public Records a claim of lien document against the property address. The notification informs the property owner of the existence of the lien, the amount of the lien and related fees due, as well as the work or service performed or provided by the Town. Property owners have 30 days to file an appeal to the Town Manager. The Appeal Form is available at the Town Clerk’s Office. Failure to file an appeal within the 30-day time period will constitute abandonment of any right to contest the lien. All unpaid liens become delinquent and, thereafter, accrue interest at the highest statutory rate. The Town is authorized and entitled to recover attorney’s fees, court costs and costs of enforcement and investigation in any action to enforce liens. Once a lien has been paid in full or discharged, then the Town will record a release of lien document in the Miami-Dade County Public Records as evidence of the satisfaction and discharge of such lien. Proclamation For Childhood Cancer Awareness Month

PUBLIC WORKS NEWSPAPER RACK ON ABBOTT AVENUE
The Surfside Public Works Department recently installed a newspaper rack at the Abbott Avenue parking lot on 95th Street. This brand new rack features a fresh, modern look that compliments the appearance and colors of the Town of Surfside. Keep an eye out for it when walking down Abbott Avenue!
PUBLIC WORKS RELOCATES 90TH ST. SHOWER The Public Works Department recently relocated the 90th Street shower to a more pedestrian-friendly spot for beach goers. The new location is elevated to prevent puddling and water runoff while minimizing the washing away of any hard pack sand. Plans are in the works to also relocate the 88th Street shower.
COMMISSION ACTION AT THE SEPTEMBER 10, 2019 MEETING ADOPTED THE FOLLOWING RESOLUTIONS
• Approving a statewide Mutual Aid Agreement with Florida Division of Emergency Management. • Approving an engagement letter with Marcum LLP for financial auditing services for Fiscal Year ending September 30, 2019. • Approving a Memorandum of Understanding among the Town of Surfside, the Village of Bal Harbour, and the Town of Bay Harbor Islands relating to a school address verification plan contribution. • Authorizing and approving the purchase of summer camp bus services for 2019 from Academy; authorizing the expenditure of funds in the amount of $11,970 from the Parks and Recreation Operating Fund 2018/2019 budget. • Accepting a $6,000 Pedestrian and Bicycle Safety High Visibility Education and Enforcement Campaign grant from the Florida Department of Transportation through a grant with the University of North Florida Training and Services Institute, Inc. • Approving an amended and restated Section 125 Flexible Benefits Plan for the Town. • Approving a service agreement with Granicus, LLC, for Novus Agenda Management Software. • Confirming the termination of the State of Emergency declared for the Town related to hurricane Dorian. • Adopting a travel, transportation and meal policy for Town officials and employees • Relating to solid waste management services, including collection, disposal and recycling of residential solid waste in the Town; reimposing solid waste service assessments against assessed residential property located within the Town for the Fiscal Year beginning October 1, 2019. • Approving a Memorandum of Understanding (MOU) and addendum with the American Flood Coalition for a flood adaptation assessment.

ADOPTED THE FOLLOWING ORDINANCES • Amending Chapter 2, “Administration” of the Town’s Code of Ordinances by repealing Section 2-28, “Reimbursement of Travel and Other Expenses.” • Amending Section 90-77, “Off-street Parking” of Chapter 90, “Zoning” of the Town’s Code of Ordinances to extend the parking exemption program to address vacancies and economic revitalization in the SD-B40 zoning district. • Repealing ordinance No. 2019-1698, which amended portions of Section 34-11, “Prohibition on Distribution, Sale or Use of Plastic Straws” of the Town’s Code of Ordinances, and amended the title to “Prohibition on Distribution, Sale or Use of Single-Use Plastics.”

Dina Goldstein Leads Annual Police Summer Camp
Executive Assistant to the Chief Dina Goldstein organized, directed and coordinated the Police Department’s 11th Annual Police Teen Summer Camp. Dina has been the leading force behind the scenes of this program, including managing and scheduling classes, instructors, venues, transportation, equipment, refreshments, correspondence, supervision and the graduation ceremony. Dina worked closely with the instructors so the teenagers received exciting presentations and field trips (see September Gazette). Dina is commended for her hard work, selfless dedication and commitment to the Police Teen Summer Camp program, the Police Department and the Surfside community. Congratulations as Civilian of the Month!
Classes Begin for Annual Citizens Police Academy
The Police Department’s 18th Annual Citizens Police Academy began on September 5, 2019 with an introduction of the Department from Chief Julio Yero (left) and an exceptional presentation on the Judicial System from Florida State Senator Jason Pizzo (above). We are truly appreciative of Senator Pizzo’s outstanding and continued support to Surfside.
Surfside Steps Up to Help Those Suffering from Dorian
To provide relief to the people of the Bahamas devastated by Hurricane Dorian, Surfside established a drop-off location for supplies. Twelve truckloads of generous donations have been delivered to the Relief Collection Center at the Youth Fair Grounds. The donations has been made possible by the Surfside Police Department, the Parks and Recreation and Public Works Departments. Surfside thanks residents for their outpouring of support and solidarity, providing canned foods, clothes and essential supplies.
Police Event Brings Awareness to Childhood Cancer
The 2nd Annual Childhood Cancer Police Car Initiative hosted by the Mystic Force Foundation was on September 14, 2019 at Dante Law Plaza in North Miami Beach. The Gold Ribbon Event showcased police vehicles from all the departments in Miami-Dade County wrapped and decorated with Gold Ribbons in support of children battling cancer. Attendees experienced an unprecedented show of unity and support by law enforcement officers. At left, Officer Ronald Donoso and Public Safety Specialist Analily Perez participated in this event supporting childhood cancer awareness.

FY 2020 SURFSIDE BUDGET RECAP At the first budget public hearing on September 10, 2019, the Town Commission approved tentative millage rate of 4.4000 mills. The final public hearing was held on September 24, 2019 to adopt the final millage and FY 2020 budget. Any updates from the final public hearing were not available by the printing of the October Gazette.

If you observe an adult sea turtle or hatchling sea turtle on the beach, follow these rules and guidelines: • Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatchling sea turtles.
