Surfside Weathers Irma’s Wind and Water
Our 12 consecutive years without a hurricane striking South Florida came to an abrupt end on Sunday, September 10 when Irma came ashore in the Florida Keys as a huge and powerful storm that impacted most of the southeast U.S. Irma left its mark on the Town of Surfside with downed trees, flooded streets and loss of power. While our lives were disrupted by the storm, we were spared the most devastating winds and water. It could have been much worse. That fact emphasizes our concern that many residents did not heed the mandatory evacuation order for all beachside municipalities. Hurricane preparation in Surfside MUST include an evacuation plan. We thank all of those residents who heeded the evacuation warnings. Surfside will continue its efforts at all levels to clean-up, repair and replace the damage caused by this major event. Please be patient. Remember to remain on guard. The 2017 hurricane season continues through November 1. You can receive phone, text and email alerts regarding storms and emergencies by signing up for CodeRed on the Town website (see page 5). Also, mark your calendar for a Post Hurricane Workshop at Town Hall on November 1 at 5:30 pm. Gratitude goes out to our Town staff who have worked tirelessly before, during and after Irma to protect and serve residents and their property. Surfside Beach Gets a Taste of the Mediterranean The final Friday Beach picnic of the season was held on September 1 and attracted vistors and Surfsiders of all ages to a Mediterranean themed afternoon of activities, music and fellowship. The popular event included Mediterranean-style snacks crafts, belly dancers, a Dead Sea mud scrub bar, kids activities and art tours provided by curators from Pérez Art Museum Miami. Thanks to all the partners who helped make the event a success, including BASK, Sesame King Tahini, Rubio’s Brownies, Harmless Harvest and Water Keepers.
NEW TIMES LISTS BEST THINGS TO DO IN SURFSIDE In a September story by the Miami New Times, Surfside was again in the spotlight as the publication outlined the “Eight best things to do in Surfside.” The story highlighted the refurbishing of the historic Surf Club, the quality restaurants and retail stores on Harding Avenue, the beauty of the beach paths, the high level of public art and the recent Friday beach picnics. Overall, the story profiled Surfside as a friendly “Uptown Beachtown” with quiet neighborhoods, safe streets and a vibrant business district. Garbage and Trash Collection
The Town of Surfside collects garbage and trash in the residential district every Monday through Friday. This is done to prevent decay, noxious odors and the breeding of flies and other germ carrying insects. The Town has strict rules relating to garbage and trash: • Garbage and trash collection is restricted. Only
Public Works employees may collect the garbage or trash within the Town. Scavenging is not allowed. • No garbage or trash may be placed on a property for pick up unless it originates at that property. • Industrial waste or construction materials must be removed from a property by the property owner or contractor performing work at the property. • All buildings and commercial properties which are located on Collins and Harding Avenues must enclose their garbage and trash within a suitable plastic bag of sufficient thickness to prevent the bag from breaking. • Business establishments, hotels and apartment buildings that utilize dumpster containers must break down or crush up wooden and paper crates before placing this waste into their dumpster container. • Grass clippings and hedge trimmings must be placed inside plastic bags before being placed curbside for pick up. • If you use a professional gardener, they must promptly remove all grass clippings and hedge/tree trimmings. They are not allowed to leave anything behind for the Town to pick up. • It is illegal to dispose of any garbage or trash on any vacant property or onto any street or public property within the Town. • It is unlawful for anyone to sweep or deposit on the street or into the gutters any garbage, trash, grass clippings, hedge or tree trimmings, or any other type of debris. All property owners are charged a fee for solid waste collection. The rate schedule is adopted by Resolution by the Surfside Town Commission. For single-family homes, Miami-Dade County bills annually for the collection. For commercial properties and condominiums, the Town bills monthly. SEEKING RESIDENTS TO SERVE ON BOARDS AND COMMITTEES The Town of Surfside is seeking volunteers to fill vacancies on Town Boards and Committees. The Boards and Committees looking for new members are: Design Review Board, Planning & Zoning Board and Sustainability Subcommittee. If you are interested in volunteering to serve, please submit an application available at Town Hall or on the Town website, under “Residents.” The completed application should be sent to Town Clerk Sandra Novoa at snovoa@townofsurfsidefl.gov. BLOOD DRIVE ON WEDNESDAY, OCT. 11
The Surfside Police Department is hosting a blood drive in conjunction with the One Blood organization. The blood drive will take place on Wednesday, October 11 from 12 to 4 pm. Community Outreach Specialists from the Department of Highway Safety and Motor Vehicles will be setting up a mobile DMV at Town Hall on Thursday, October 19, 2017 from 10 am to 2 pm in the Commission Chambers. The services provided, fees for the services and documentation required is located on the Town website. SHRED-A-THON & PRESCRIPTION DISPOSAL
The Surfside Police Department will join with four other local agencies to host a shred-a-thon and prescription drug drop off on Saturday, October 28 from 10 am to 2 pm at the Bill Bird Marina in Haulover Park. By safely shredding personal papers and correspondence you can reduce your exposure to fraud and identify theft. There is a three box limit and no CDs, x-rays, binders or plastic will be accepted. October 28 is also National Prescription Drug Take Back Day. Bring your unused or expired medications for safe and proper disposal. For more information, contact Dina Goldstein at 305-861-4862. SURFSIDE Surfside Doctor Karen Koffler a STAR Pioneer in Integrative Medicine When consulting with a patient, Karen Koffler, M.D. goes miles beyond today’s conventional medical practice of ordering tests and prescribing pharmaceuticals. As an integrative doctor, she combines the best practice methods with a preventative and healing oriented approach to health care which encompasses body, mind and spirit. Originally from Long Islands, NY and a graduate of University of Miami School of Medicine, Dr. Koffler first worked as an internist and emergency medicine doctor in Chicago. Early in her career she noticed that patients were often treated for their symptoms and not the origin of their disorder. “I was putting out fires and then tossing the patient back into the same causes,” she said. Seeking a change in how she practiced medicine, Dr. Koffler enrolled in a new program at the University of Arizona’s Center for Integrative Medicine founded by the world-renowned doctor, author and holistic health guru Dr. Andrew Weil. Here she changed both her approach and mind-set towards health care. “I applied my medical knowledge to a wide variety of alternative methods, everything from herbs to tai-chi to acupuncture,” she said. After interning at Northwestern University in Chicago, she and her husband, Rafi, wanted to move to a warmer climate. Dr. Koffler accepted a position at the Canyon Ranch Miami Beach Resort, which provides integrative health services to its clients. When they moved to South Florida, she told the realtor that the neighborhood must have two things: an A-plus

school and the ability to ride her bike to work. The Town of Surfside fit the bill. “It has been a great place to live and raise our two children. It is a very diverse, small town where I know my neighbors and the check-out people at Publix,” she said. “And yet, we are in a big city with all the culture and opportunities anyone would want.” For the past two years, Dr. Koffler has had a private practice in Hollywood, FL. She focuses on disease prevention and investigating the roots of illness in her patients. A typical consultation with her could last more than an hour, as she learns about a patient’s genetics, diet, exercise, hormones and stress levels. Dr. Koffler believes stress is at the root of many chronic diseases. But luckily for her and her family, they live in Surfside. “The beach is a big part of our life,” she said. “We take long walks along the beach paths in the evening. It is a very relaxing way to end the day.”

1. Endorsing and supporting the expansion of the New Starts Transit Program (NSTP) to facilitate funding for the Strategic Miami Area Rapid Transit (SMART) plan. 2. Calling for a March 20, 2018 Town of Surfside Special Election, for the purpose of submitting to the electorate of Surfside a proposed amendment to the Town Charter concerning Section 5 - “Number; Selection; Term”, Section 8 -“Presiding Officers”, and Section 105 - “General and Special Elections of Commission Members”, as presented in a ballot question on amendments to the Town Charter “Establishing fouryear staggered terms for commissioners and retaining mayor’s two-year term” commencing with Town’s General Election in 2020; providing for the Town Clerk to utilize the services of Miami-Dade County Supervisor of Elections for the special election.

Surfside officers received a call regarding juveniles possibly attempting to burglarize a home on Carlyle Avenue. While enroute, Officer Lesmes Ruiz saw three juveniles riding bicycles on Emerson Avenue and detained them as other officers arrived. The homeowner told the officers that two bicycles were taken from the home. Officer Ruiz questioned the subjects and they admitted to taking the two bikes as well as a third bicycle from a separate home on Emerson Avenue. Both homeowners identified their bicycles. All three subjects were arrested and charged with grand theft and petit theft of the bicycles. Officer Ruiz is commended for alertly detaining the subjects, quickly investigating the locations, making the arrests and returning the properties to their rightful owners.

From June 13 to August 3, Executive Assistant Dina Goldstein organized, directed and coordinated the Police Department’s 9th Police Summer Teen Camp. Her efforts included managing and scheduling classes, instructors, transportation, refreshments, venues, equipment, certificates, thank you correspondence, supervision and the graduation ceremony. This year, new instructors were added and new classes were implemented. The teens enjoyed trips to Fire Station 25, U.S. Coast Guard Air Bases in Opa-Locka and Miami Beach, U.S. Customs and Border Protection and Ocean Rescue. Her dedication led to another successful and educational Police Summer Teen Camp.

Town Staff Thanked by Residents for Extra Effort During Hurricane Irma Surfside families and businesses hosted two special breakfasts for the Towns’ Police and Public Works staff to thank them for putting in long hours under challenging circumstances before, during and after Hurricane Irma’s impact on South Florida. Residents and their families brought home-made goodies and local businesses Publix, Starbucks and Rolling Pin provided baked goods, juices and fresh bagels. The breakfasts were held in Town Hall Commission Chambers.

Street Sweeping Keeps Surfside Safe and Healthy The Surfside street sweeping program helps remove debris from gutters and roadsides that would otherwise go into storm drains and cause water pollution. It also keeps catch basins and storm drains clean and functional, which is critical in the event of a hurricane or rain event. It also enhances the beautification of the Town. Residents can help in this effort by making sure the street in front of your house is free of vehicles and obstacles preventing access to the curbs. Trim low trees and foliage at the edge of your property that would prevent a street sweeper from properly cleaning your street. Residents can also help by not over watering their lawn and gardens. Over watering washes yard clippings, pesticides, fertilizers and motor oil into the street and down the storm drains – directly to Biscayne Bay. Purposely washing any type of debris into the street is against the law. Residents must dispose of all yard waste in waste containers.

Surf Camp Brings Waves of Smiles to Children Surfside is proud to have hosted another successful Pediatric Psychology Associates’ (PPA) Surf and Paddleboard Camp at the end of summer. Dozens of excited children attend the two week camp, which included teaching surfing skills, paddleboarding, kayaking, and enjoying the Surfside Community Center
pool and slide. In between, the campers played on the beach, explored the clear Surfside waters, and had a great time making new friends and interacting with each other. The PPA Surf and Paddleboard Camp is a specialty camp for children with Autism Spectrum Disorders and other socialization difficulties. The success of the camp would not have been possible without generous sponsors, including Island Water Sports (North Miami Beach); Kekoa Collective ( all the way from Hawaii!); UM-NSU CARD, Joshua L. Dubin, P.A. and A. Perry Properties. The PPA extends its deepest gratitude to the Town of Surfside and the staff at the Community Center for helping to make the camp children very happy again this year.
After Irma, Parks & Recreation Gets Facilities and Programs Back on Track
Surfside Parks and Recreation Department worked diligently to get all facilities up and running during the aftermath of Hurricane Irma. The Community Center was fully operational a few days after the storm. Both the 96th St. Park and Tennis Center opened just 10 days after the event. Because of several large trees falling at the Hawthorne Tot-Lot, this park is still closed but will be back up and running as soon as possible. Note on page 8 that the Fall programs for Youth, Adult, Senior and Tennis have been adjusted so we can continue to provide programming operations and events. Surfside Beach has 21 Sea Turtle Nests Residents may encounter endangered sea turtles on the Surfside beach. If you find a dead, sick, or injured sea turtle or hatchling(s), you can contact: Alex Martinez at 786-719-6836 or Teal Kawana at 305-310-3046 with the Miami Dade County Sea Turtle Program (MDCSTCP). You can also call the Florida Wildlife Commission at its 24-hour Wildlife Alert Number at 1-888-404-3922. You may receive further instructions from MDCSTCP OCTOBER 2017 SURFSIDE GAZETTE

Process: If the resident is the owner of the property, they must bring in their driver’s license and two of the following documents: (Residents that are renewing must also provide their Surfside ID) Current Utility Bill Current Bank Statement Current Credit Card Statement 1. If the resident is a renter, they must bring in their driver’s license, and a copy of the lease that includes the dates of rental and people authorized to reside at the property, and one of the following documents: (Residents that are renewing must also provide their Surfside ID) Current Utility Bill Current Bank Statement Current Credit Card Statement 2. If the resident is a renter without a valid lease, the owner must fill out the Temporary Community Center Access Form and have it notarized; which must include the dates of rental and people authorized to reside at the listed property. 3. The renters must provide the notarized Temporary Community Center Access form, and their driver’s license and one of the following documents: (Residents that are renewing must also provide their Surfside ID) Current Utility Bill Current Bank Statement Current Credit Card Statement *Access to the Facility may be denied upon three notifications and
failure to renew your Resident ID card.
Surfside ID Cards expire on an annual basis and are valid from October 1st to September 30th of each fiscal year.
Everyone 18 & older must provide current proof of residency Resident ID Cards are limited to one family per address (Owners or Renters). There is a $5.00 charge for lost, stolen or replacement cards. ID Cards are issued to children 5 years and older. Parental Proof may be required for ages 5‐17.
