MESSAGE FROM THE TOWN MANAGER The Town is busier than ever this month as October marks the beginning of the new fiscal year. I would like to thank everyone who attended our budget workshops and hearings, as well as the Budget Committee for working with our Finance Department to establish this year’s budget. A number of capital improvement projects are planned to enhance the quality of life in our Town. Of great interest is the 96th Street Park renovation project, which entails a redesign of the existing park and playground. The conceptual phase is complete and efforts will begin to secure a construction company and break ground. During this time, our Parks & Recreation Committee will help select playground and exercise equipment that residents young and young-at-heart can enjoy. Additionally, our Public Works Department will undertake two beach end improvement projects at 88th and 89th Streets. These upgraded beach entrances will offer a beautiful gateway to our community’s pristine beaches and provide a space for all of us to get to know our neighbors. This month, we will also reopen our Tennis Center after repairs are complete. As we continue to grieve our loss as a community, we hope that the reopening will restore a sense of togetherness and remembrance. Right outside the tennis courts is a temporary memorial wall where anyone may leave their messages of peace, hope and condolences for those we lost on June 24. HISTORICAL WALKING TOURS RETURNING OCTOBER 24
Surfside’s popular Historical Walking Tours will return on Sunday, October 24 at 11 a.m. Led by South Florida native and HistoryMiami Resident Historian Dr. Paul George, the tour begins at the Community Center and leads participants back in time to The Surf Club’s exterior, the most eminent landmark building in the community and a place of myths and legends.
A stroll through Collins Avenue’s historic district will show attendees to the collection of Art Deco and Miami Modern architectural buildings. Dr. George will also cover the history of Surfside’s quaint, twoblock downtown area on Harding Avenue. Limited to 30 per tour. To sign up, please visit townofsurfsidefl.gov/walking-tours. Building Permits
Are you ready to begin the kitchen or bathroom remodel you have been dreaming of? How about converting your garage into an extra bedroom or replacing the flooring at your condo unit? Under the Florida Building and Town Codes, you are required to apply and obtain a Town of Surfside Building Permit before commencing any type of construction work, including some repairs. If you need to add, remove, or make any changes to any electrical, plumbing, mechanical or structural portions of any building, you must hire a state-licensed contractor and follow all the applicable permitting processes. No work is allowed to begin until a building permit is issued by the Town of Surfside Building Department. Building Permit Applications are available at Town Hall, and online at: https://townofsurfsidefl.gov/ departments-services/building/documents-and-forms. Once your permit is issued, work is expected to commence and continue until completed. Therefore, you or your contractor need to periodically communicate with the Building Department to request inspections. If inspections aren’t performed within 180 days of the issuance of the permit, or if work is suspended or abandoned for 180 days after the last inspection, the permit will expire, and you will need to re-apply and pay for a new building permit. If you have any questions regarding the building permit application process, call the Building Department at (305) 861-4863 and press number 5.

Surfsiders should be aware of several King Tides expected in the fall months. This natural phenomenon takes place when tidal forces from the sun and moon bring the highest tides of the year, often leading to flooding. 9/11 20TH ANNIVERSARY CEREMONY
Surfside Captain Antonio Marciante attended the 20th anniversary of 9/11 held on September 11, 2021 at Tropical Park. The Ceremony of Remembrance was held in memory of all who lost their lives during the 2001 terrorist attacks. The event focused on local heroes including firefighters, police officers and first responders serving our country today. OCTOBER 2021 SURFSIDE GAZETTE
Surfside is mourning the loss of a dear neighbor and public servant, former Commissioner Orestes Jimenez. Orestes immigrated to the United States in 1962 during Operation Peter Pan. He lived in Arlington, Massuchusetts before returning to South Florida where he lived in Surfside for 38 years. As a resident, he was a friend that many came to know and love through his generosity. “He was a courageous advocate for the Surfside community,” said former Mayor Paul Novack. In 2004, Orestes was honored by the Town Commission for outstanding public service. He was an active parishioner of St. Joseph’s Church, regular volunteer throughout the Town and served on the Planning and Zoning Board. He was a staunch opponent to overdevelopment in the Town and always prioritized public interest over private interest, Novack shared. Commissioner Jimenez will be greatly missed by his community.

Police Chief Julio Yero to Retire November 1
It is with much emotion that I will retire as the Town of Surfside Chief of Police November 1st. It has been an honor, privilege and the highlight of my 38-year career in law enforcement to serve as your Police Chief. My focus and direction for the Police Department has been to follow our mission statement of providing the highest level of police service to the community in a professional, courteous, ethical and judicious manner, always striving to maintain the highest quality of life and safety for all who live, work and visit our beautiful community. It has been a blessing to work with and alongside exceptional professionals dedicated to service. We have worked tirelessly to keep Surfside safe and navigated through unimaginable circumstances. The Covid-19 global pandemic and devastating collapse of the Champlain Towers South tragedy have forever impacted our community and proven that together we are Surfside Strong. I am pleased and proud to say our Police Department is in exceptional standing. We are a well-respected stateaccredited law enforcement agency with extraordinary

ACCREDITATION TEAM INVITES PUBLIC COMMENTS ABOUT THE SURFSIDE POLICE DEPARTMENT The Surfside Police Department is an Accredited Law Enforcement Agency through The Commission for Florida Law Enforcement Accreditation (CFA). The Surfside Police Department successfully achieved initial CFA Accreditation in 2009 and re-accreditation in 2012, 2016 and 2019. The Surfside Police Department is proud to be an accredited law enforcement agency through CFA and demonstrating to the community that the agency is committed to the highest standards of professional law enforcement service. A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive on December 7, 2021 to examine all aspects of the Surfside Police Department’s policies and procedures, management, operations and support services; the Surfside Police Department has to comply with more than 250 standards in order to receive reaccredited status. Many of the standards are critical to life, health, and safety issues. As part of the on-site assessment, Surfside Police Department members and the general public are invited to offer comments to the assessment team. Our Command Staff, Captain John Healy and Captain Antonio Marciante are experienced and respected leaders, committed to serving Surfside and I know they will continue the SPD trajectory of excellence into the future. In closing, thank you Surfsiders! Having returned to SPD in 2014, where I began my law enforcement career in the 1980s, is a story book ending. I am forever grateful to all of the special people in the Surfside Police Department and Town staff for sharing this journey with me. As I enter a new chapter in life, I look forward to time with my family, sharing new adventures with Barbara, my wife of 33 years, special moments with my son and daughter, and watching my first granddaughter!

The assessors will review written materials, interview individuals, and visit offices and other places where compliance can be observed.
Once the CFA assessors complete their review of the Surfside Police Department, they report back to the full Commission, which will then decide if the agency is to receive reaccredited status. The Surfside Police Department’s reaccreditation occurs every three (3) years. Verification by the team that the Surfside Police Department meets the Commission’s standards is part of a voluntary process to gain or maintain accreditation, which is a highly prized recognition of law enforcement professional excellence.

Officers Rescue Resident from House Fire
On August 2, 2021 Police officers were dispatched to a residential fire on Abbott Avenue. The officers saw heavy smoke coming from the interior of the home. Family members were outside, but their elderly and disabled grandmother was still inside in a bedroom. Officers Ronald Donoso, John Gentile and Dianna Hernandez were led to the nearest window to where the fire was emanating. The officers used their fire extinguishers to combat the fire. Then Officers Donoso and Duran entered the home and found the Officer Ronald Donoso Officer Juan Duran woman with the assistance of a family member. The officers carried her out using a blanket as a gurney. Miami-Dade Fire Department Engine 76 treated and released the elderly woman on the scene. The cause of the fire was an overheated lithium scooter battery in the bedroom. Thankfully, there were no serious injuries. The fire caused approximately $5,000 worth of damage to the residence. The home was deemed safe by both MDFD and FPL. The family temporarily relocated to a friend’s home. Officers Ronald Donoso and Juan Duran are commended for their swift actions resulting in the rescue of a disabled woman. Their qualities are indicative of the caliber, bravery, dedication and training of the Surfside Police Department. Congratulations Ronald and Juan on this well-deserved honor!

In August Surfside Police Officers proudly represented the department by serving as members of multijurisdictional Honor Guard Teams at several memorial events for South Florida officers. Due to the increase in cases of COVID-19 in Florida, the Surfside Police Department is postponing the Citizens Police Academy until 2022. We are excited to resume next year and look forward to meeting the 2022 class!

POLICE HOLD DUI CHECK POINT
The Miami-Dade Police Department DUI Unit in conjunction with the Surfside Police Department conducted a DUI checkpoint on 93rd Street and Collins Avenue. This operation showed great community awareness and partnership, resulting in 40 traffic citations,19 traffic warnings and two felony traffic arrests. Surfside Police Officers Loxley Arch, Juan Duran, Craig Lovellette, Bryant Luke and Jose Valino participated in this event.

The Police Department is implementing a new community initiative: R & R (Residents and Radar). Most residents have seen the hand-held Radar equipment used by police departments for speed detection and enforcement. Surfside residents will have the opportunity to conduct radar with members of the police department throughout the neighborhood. More information about this exciting new program will be forthcoming.

Greetings All, Recently I was lectured in the Gazette for refusing to “request” indoor masking at Town Hall. The truth is, I ‘requested’ voluntary mask use for employees. I was also accused of ignoring our residents’ health by voting against a Covid-19 testing tent. My fear was, putting a testing facility in Town would likely bring Covid positive patients here, a dangerous choice – especially given our large vulnerable elderly population. With testing facilities already nearby – risking our seniors’ lives by bringing more Covid positive patients into Town was clearly unwise. I continue to work hard to pass a new protective zoning code (most of us ran on that promise) to replace the hyper-permissive code we inherited. However, Tina Paul, after almost two years, huge legal costs and 14 zoning meetings, is now working to undo it. The new code would stop ocean-front buildings from getting bigger and taller, stop ugly car-park buildings, unwise uses between Collins and Harding, stop developers from constructing houses that leave no yards or green space, allow for resilient and sustainable designs featuring solar-panels and other environmentally friendly components, allow homeowners to add to their homes, rather than tear them down, and hide and sound-proof your neighbors noisy air-conditioning equipment, among other quality-of-life changes. I want to see more beautiful hedges in our new code, however Ms. Salzhauer would only agree to allow smaller hedges, while Ms. Paul maintained that she only supports the existing code’s 4-foot hedges! Both positions hurt residents. You can watch the hedge debate at the mayor’s website, www.teamsurfside.com. Simply put, the more green, lush shrubbery, beautiful landscaping and bountiful trees we have in Surfside, the better.

The Champlain South site must be a Park and Memorial. As the Triangle Shirtwaist Factory fire introduced concepts like fire code and worker rights, and the World Trade Center collapse exposed design weaknesses and wrong assumptions, this tragedy and the investigation will unfold over time. We need patience. Protecting health, safety and welfare is my job duty. Sustainability is our greatest challenge, from flooding and sea level rise; to traffic and the traditional hurricanes. What will the collapse investigation reveal about construction standards and oversight and the integration of our built environment with our natural environment? Greetings Surfside, A land swap idea was recently introduced to the Commission through court proceedings of the Champlain Towers South tragedy. The Community Center at 93rd Street has been the centerpiece of Surfside living since 1962, where many of us first learned to swim, sharing cherished family memories over the years. While the original building had significance for me, the location and sense of place holds special meaning to families today creating new memories at our contemporary facility. After this tragedy occurred survivors and families of those unaccounted for gathered at the Community Center where we all began processing this catastrophic experience. As families waited for news of their missing loved ones, this facility provided an environment for essential community closeness and comfort. A land swap would cause unnecessary disruption to programming residents enjoy and rely on including significant expense to replace what already exists and serves as an integral component of our civic center. Last November residents voted to pass regulations protecting public lands from sale and exchange by requiring a referendum. Clear thinking is needed to find the correct solution for an on-site memorial. The receivership and judge can stipulate for inclusion of a beautiful landscaped park with 98 trees to represent each victim, bringing new life where life was lost to memorialize those who perished. Town residents could vote to consider up-zoning the remaining buildable portion of the site to compensate for added green space. This option is more amenable than the suggested demolition and loss of our Community Center location, the heart and soul of Surfside that provides public benefit for generations. We must explore all options to solve this issue.

People came together during the tragedy and should come together for a Memorial. “People’s Parks” around the world with meaning from Berkeley to Vermont to Sao Paolo and Surfside. A Memorial to the Champlain South Tower tragedy, to be determined by thoughtful process, to be its centerpiece. That’s my vision. What’s yours? Thankfully Vice Mayor Paul, Commissioner Velasquez, and I were clear in our rejection of this outrageous “Land Swap” notion. But our pristine beachfront land is too scarce and too valuable for developers to quietly resist. Our Community Center has been the central focus of community life at 93rd & Collins for generations. A joyous place for families to gather. It will not be relocated to ANY location to deliver a clean conscience & larger profit to developers. Surfside will not build on crying souls. The future of Champlain’s private land remains at the sole discretion of the survivors – to be memorialized or sold, in its entirety or in part. Champlain’s victims deserve answers and justice. Not hush money. We must support our friends and neighbors, but we cannot allow this tragedy to be exploited. Surfside is NOT for Sale. PARKS & RECREATION VOLUNTEERS PROVIDE IMPORTANT DATA ON THE WORLD-WIDE INTERNATIONAL COASTAL CLEANUP Surfsiders of all ages swept the beach on International Coastal Cleanup day to remove marine debris and raise awareness to reduce single-use plastics. The event also provides important data on what trash is collected. Those who attended either used a paper data form or an app on their phone that immediately adds what was picked up. The data was added to the hundreds of other events around the world.
