Matthew Proves the Importance of Planning and Preparation
While the devastating winds, rain and rising waters created by Hurricane Matthew stayed out to sea as it passed by Surfside, many coastal areas from northern Florida to the Carolinas suffered severe property damage, dangerous floods and loss of homes and lives. The event was a stark reminder of the dangers posed by tropical storms in our region. With a long period without a major storm threatening South Florida, it is easy to become complacent. On behalf of Surfside and all our staff, we thank all of those residents who heeded the warnings and adequately prepared for the potential impacts from Hurricane Matthew. The importance of planning and preparation cannot be overstated. Surfside is a narrow coastal community located between the Atlantic Ocean and Biscayne Bay. From June 1 to November 30, you must stay prepared and have an evacuation plan, supplies and food. Once a tropical storm or hurricane watch or warning is declared DO NOT prune trees or dispose of any large bulky items, tree limbs or clippings on the right-ofway. These items could become airborne, causing injuries and property damage. Items in the gutter will also prevent proper draining and cause flooding. Finally, after a storm be patient. It will take time for our the Public Works Department to perform its clean-up duties. Most importantly, keeping you and your family safe should be your number one priority. Surfside Named Among the Most Successful of Florida Cities Take a bow, Surfside. On-line data firm Zippia.com has compiled a list of the 10 most successful Florida municipalities and the Town of Surfside came in at number six. Zippia looked at 215 Florida municipalities with a population of at least 5,000. Their criteria included financial strength, poverty level, median household income and the unemployment rate. They averaged all the rankings into a “Success Score” to determine the top municipalities. The statistics on Surfside included a population of 5,927, median income of $70,042, a poverty level of 5.7% and an unemployment rate of 5.6%. Overall, four in the top 10 were from Miami-Dade County and two from Broward County.

Home Offices and Home Businesses The use of home offices and home businesses are allowed in Surfside with the following restrictions: 1) Must be the resident of the premises. 2) Must be clearly incidental and secondary to its use for residential purposes. 3) No outside display, storage or use of the land for the home office and no change in the outside appearance of the property as a result of the home office. 4) No equipment used by the home office is allowed to create any noise, odors or electrical interference. 5) No trash, sewage, solid waste or waste than normal household trash and recyclables is can be generated. 6) No retail or wholesale sales are allowed on premises except for telephone, mail, delivery service, internet sales or similar electronic sales. 7) No traffic is generated by such home office in greater volume than would be normally expected in the neighborhood. 8) No customers, clients, business associates or sales persons shall visit the residence for a business purpose. The Home Offices Ordinance also states that a residence cannot be used for personal services, such as the practice of medicine, chiropractic medicine, dentistry, massage, cosmetology, barber shops or salons. There is an annual local business tax of $125 the home owner must pay to the Town of Surfside. Other license requirements apply. Four Seasons Recruitment Event on November 18 The Four Seasons at The Surf Club will be conducting an Employment Recruitment Day at the Surfside Community Center on Friday, November 18 from 10:30 a.m.–3:30 p.m. The hotel will be looking to fill a variety of positions at the new facility in Surfside.

Donate Socks for the Homeless
The Town of Surfside is again joining with other organizations to participate in the 5th Annual Socks on a String Drive. Surfside will be collecting donated white socks for the homeless community during the holiday season. All sizes of socks are needed. They can be brought to Town Hall by November 10, 2016. By making this generous donation, you are helping Lotus House, the Miami Beach Community Church and Project UP-START, a program of the Miami-Dade Public School System.

Surfside Resident Constance Collins Renews Hope For the Homeless
After a career in commercial real estate in New York, Boston and Washington, D.C., Constance Collins came to South Florida with the intention of retiring. She was still working at the time, focusing on urban in-fill projects. One day, she found a homeless woman bathing in a fountain at one of her properties. After befriending the woman, Constance discovered there was no specific services devoted to the fastest growing segment of the homeless: women and women with young children. Soon after, she purchased a run-down apartment building in Overtown and founded Lotus House Woman’s Shelter in March of 2006. Constance, now a Surfside resident, had found her calling. In the past decade, her labor of love has lifted thousands of women, youth and children out of homelessness. Lotus House has grown into a full service, free transitional residential facility and resource center serving up to 250 women and young children at a time who are experiencing homelessness with wrap-around support services, including counseling, child therapy, parenting classes, health care, job readiness training and arts and crafts.

Renown nationally for its success, the unique Lotus House model is based on innovative principles of education, empowerment and holistic programs to heal the body, mind and spirit. “Often, the women and children who come to us have experienced persistent emotional and physical trauma. At Lotus House, we help them rebuild their lives and relationships,” Constance said. While Lotus House has expanded, it is still forced to turn away 2,000 women and children a year. To face this overwhelming need, a $28 million planned mixed-use shelter and comprehensive health and wellness facility designed to prevent and end homelessness has been launched. Called Lotus Village, the facility will bring the residential capacity up to 500 women and children and will have a clinic, classrooms, kitchens, computer library, early learning center, a salon, community pavilion and gardens. Several years ago, when looking for her own residence, Constance moved to a “small bungalow” in Surfside. She loves the warm feeling of the small community. “First, I was looking for security. I wanted a neighborhood where I could safely walk at night on the streets and look at the stars. Plus I love the architecture of the older homes,” she said. “Being close to the ocean was important for me. I like beach combing and I am an avid ocean swimmer. Team Surfside Supports Walk to End Alzheimer’s Disease The Town of Surfside is participating in the Walk to End Alzheimer’s® to raise awareness and funds to advance the fight against Alzheimer’s disease. The end of this disease starts with your help! A 2.5 mile walk will take place on Saturday, November 5 at Museum Park, 1075 Biscayne Boulevard in downtown Miami. POLICE BEAT New Business District Officer Program Underway The Surfside Police Department has initiated a new program on October 10: the Business District Officer. Officer Alejandro Lorente (at right) has been designated as the Business District Officer and is on duty from Tuesday through Friday from 12 noon to 10 p.m. This assignment is designed to incorporate a consistent police presence in the Business District during its busiest hours. The business owners and regular visitors to the area will develop a relationship with the Business District Officer and further enhance the Community Policing philosophy and practices. Chief Allen will host a safety/security meeting to address any concerns of Surfside businesses on November 15 at 11 a.m. in the Police Training Room.
Surfside Brothers Enjoy Being the ‘Chief for a Day’ As part of National Community Policing Week, Chief Allen participated in the Chief for a Day program with two young Surfside residents who “shadowed” him on October 3. Trey and Logan Brennen enjoyed a special experience that included a tour of the Surfside Police Station, patrolling the community, riding in the Polaris on the beach and taking a boat ride with the Bal Harbour marine patrol. National Community Policing Week was October 3-7 and law enforcement departments throughout South Florida made dreams come true for young people in their community. The program enhances efforts to build trust and strong bonds between police departments and the youth of their communities as the boys and girls spent the day with a leader of their Town. Trey and Logan also met Surfside officers, toured Town Hall and enjoyed a K-9 demonstration from Miami Beach Police Department.

Combat Veteran Speaks at Leadership Training Event Greg Stube, a Sergeant First Class in the U.S. Army Special Forces, spoke at a Leadership Training event sponsored by the Surfside Police Department. Sgt. Stube told the audience an inspiring and extraordinary story of service, sacrifice and heroic leadership. He survided severe injuries while fighting in Afghanistan and is the honorable recipient of the Bronze Star, Purple Heart and multiple army and national medals. Surfside, Bal Harbour, Bay Harbor Islands, North Bay Village and Sunny Isles Beach Police Officers attended the seminar.

PUBLIC WORKS Participate in National Recycling Day November 15 has been designated America Recycles Day. It is a program of Keep America Beautiful and is a nationally recognized day dedicated to promoting and celebrating recycling in the United States. Every year on or around November 15, America Recycles
Day educates neighbors, friends and colleagues about the importance of recycling. The Town of Surfside will be observing America Recycles Day on November 15 and we need your help. The Town is looking for block leaders to help promote recycling within the community. The block leaders will be responsible for going to door to door within their assigned area (a great way to meet your neighbors) and discuss thoroughly what items can be recycled. These items will be collected on November 15 during your regularly scheduled recycling pick-up. Surfside: Transforming Tides Photographs by Tina Paul Now on display in Surfside Community Center, are previously unseen images by Town Commissioner and photographer Tina Paul. The photos represent the transforming tide of Surfside within its illustrious paradise. Tina Paul has chronicled life in Surfside having been raised here since birth. Her creative curiosity evolved while attending Miami Beach Senior High and the friendships she formed at Miami Dade College influenced Tina to study photography at School of Visual Arts in New York City. Tina developed her style and edge working commercially and artistically, documenting culture within its many different layers. Surfside was the special place Tina came back to every year to visit family where she could access and explore the charm and changing of Miami Beach. The importance of Tina’s work evolved over time, as her subjects became more prominent and culturally historic. After years of life and work in New York, Tina relocated back to Surfside to live close to her parents. Her return coincided with the influx of development that continues to challenge the look and feel of Surfside. Until recently, this progression had been a gradual steady expansion. Last year, during Art Basel Tina collaborated with the Museum of Fashion in the exhibition, Beyond the Limelight, NYC’s Nightlife in the 80s & 90s. Her work will return to Wynwood this year during Art Basel, as Tina joins Patricia Field ArtFashion Basel Miami edition at White Dot Gallery in December. NOVEMBER 2016 SURFSIDE GAZETTE

Surfside Flag Football Team Celebrates With Trip to UM Game
Get Familiar With Beach Warning Flags
The Surfside Youth Flag Football celebrated a successful season of participation with a trip to the Hard Rock Stadium to cheer on the University of Miami Hurricanes in their game with North Carolina on October 15. In the center photo, the Surfside team was honored to greet the Canes as they went on the field.
Surfside beach uses a uniform flag warning system to advise beachgoers of potential safety risks. These colored flags indicate the nature of the threat and the current surf/current conditions. The flag warning system is consistent throughout Florida. Flags are displayed at the lifeguard tower located on 93 Street beach. Movie under the Stars Friday November 18, 2016
Join the Town of Surfside Parks and Recreation Department as we collaborate with Super Soccer Stars to bring in a new and exciting program. At Super Soccer Stars, it is our goal to teach soccer skills in a fun, non-competitive, educational environment. Our philosophy is to use soccer to nurture, to build self-confidence, and to develop teamwork in every class. Our specially designed curricula use positive reinforcement and a low child-to-coach ratio to ensure that each child improves at his or her own rate while having endless fun.

During this event, special guest speakers will be reviewing health and safety, dog park rules, how to maintain a pet friendly environment and include a FUN kids corner!
