MESSAGE FROM THE TOWN MANAGER In May, we introduced a potential project brought forth by the Town Commission—the undergrounding of overhead utilities. With the new fiscal year underway, updates on this project will occur more frequently at Town Commission meetings. During this month’s meeting the probable cost estimate will be presented to the Commission, who will then decide if the project should move forward with a vote by residents on the upcoming March election ballot. Last month, Paul Abbott, a leading consultant in utility undergrounding, presented a glimpse of what the project may entail in Surfside, based on recent projects in nearby municipalities. Here is a brief overview of what the actual construction project may look like as crews move through our residential areas: • Outside of homes where existing powerlines stand, trenches will need to be dug. • Residents will not lose access to their homes during the digging. • The digging requires a week or so of time per home, including restoration of the pavement and driveways. • Residents will not experience service disruptions. • Residents can expect to see pedestals (green utility boxes) roughly every three to four homes. Transformers will be placed about every six homes. • Prior to the potential ballot question vote, examples of the equipment will be placed in Town to provide residents an example of the pedestals and equipment boxes they will see in their neighborhood. The entire project would be completed in three phases, with the existing street poles being removed once the project is finished. We hope you will join us for the upcoming meeting. Although the Henry Flagler railroad helped usher in a new era of development and led to the incorporation of the City of Miami in 1896, our region’s early history dates much further. Known as the Tequesta Indians, the native people of this region and their ancestors lived in southeastern Florida for at least 3,000 years, leaving behind plenty of evidence documenting their presence. Hunter-gatherers keenly in touch with the elements and heavily dependent on canoe culture, their territory stretched from Boca Raton to the Florida Keys and westward towards the Everglades. Their main town was at the mouth of the Miami River in modern day Biscayne Bay given its advantageous location to Miami Beach, Key Biscayne and Fisher Island. According to HistoryMiami’s Resident Historian Dr. Paul George, evidence of a Surfside burial mound and village were discovered in 1923 when land was being cleared for the Altos del Mar development. “The Mound,” as it was known, contained the remains of 50 Tequesta natives, potsherds, arrowheads and other artifacts. A subsequent dig unearthed additional items. The Tequestas would first come into contact with Juan Ponce de Leon and the Spanish in July of 1513. The encounter led to challenges, as slavery, disease and lost territory ravaged the population. The last remaining Tequestas eventually followed the Spanish to Cuba in 1763 following the First Treaty of Paris when Florida was turned over to the British. KEEPING VEGETATION AWAY FROM POWER & UTILITY LINES Surfside has been named a Tree City USA by the Arbor Day Foundation for five years in a row! Keeping and increasing a healthy tree canopy are essential for communities committed to the environment such as Surfside.Maintaining a well-kept landscape on your property not only keeps the neighborhood aesthetically pleasant, but also gives a sense of pride and increases property values. However, landscape to include trees must be maintained regularly to avoid any potential safety issues. The Town Code provides that “Each property owner is responsible for hiring a qualified, licensed and insured contractor as necessary to maintain all trees on their property or within the right-of-way adjacent to their property, free and clear of power lines so as to prevent or alleviate the danger of the tree damaging power lines.” As such, we remind you to assess your property and make arrangements to keep all power and utility lines free of any type of vegetation.

Breast Cancer is the second leading cause of death from cancer for women in the United States, according to the National Cancer Institute. To show support for survivors and those fighting breast cancer, each Friday in October Town employees sported “Hope, Love, Cure” shirts to spread awareness of the disease and hope for a cure.

IN A BUSY LIFE, MARIANELLA LUCES SQUEEZES IN A MARATHON

Among the 35,000 runners in this year’s Chicago Marathon in early October was the Town of Surfside’s Marianella Luces, acting Aquatic Supervisor. This was her second time completing the Chicago Marathon, the first was in 2008. She also followed up with the Dubai Marathon in 2009 and the Miami Marathon in 2012 (which she completed while pregnant). Luces, a busy mom of four, made the last-minute decision to participate this year after pausing some of her training after an injury and efforts to support the Town and fellow staff members following the Champlain Towers South collapse. “We have such a great team here, with a supportive supervisor and staff at the Community Center,” Luces said. “No one is afraid to help out.” She uses skills she’s picked up through her own training to encourage the students in her classes and the lifeguards she supervises at the Community Center. “To run a marathon is not just physical, but also mental. If your brain isn’t ready, you can fail,” Luces said. “I teach the kids to always be persistent, to push a little harder each week. You can see a big difference from week one to week eight.” Originally from Venezuela, Luces moved to the area in 2015 and has worked for the Town for almost three years, beginning as a part-time lifeguard. Since then, she has taken on a couple of roles, continuing to teach, serve as a lifeguard and carry out the day-to-day operational needs of the beach and pool functions as an interim aquatic supervisor. All the while, working in some time to train on land and sea. This year the race coincided with her birthday, marking kilometer of the race as another year in her age. She finished in 5 hours and 33 minutes—not a personal best for Luces—but an absolute inspiration for the aspiring athletes in all of us. Next time you visit the Community Center, take a moment to say “Hi!”

Mending the Town After a Tragedy

The Surfside Public Works Department has been in full force throughout the Town working to restore a sense of normalcy in the community. Crews have been making permanent repairs to the hardpack and walking path along the beach near the collapse site (at right top) and have also begun replacing the 88th Street traffic control islands (at right bottom). Landscaping of these areas is expected to be finalized this month.

FLUSHABLE WIPES DO NOT GO WITH THE FLOW We all use wipes, but no one should flush them down the toilet! Flushing non-solvable wipes (even the ones that say “flushable”) causes backups in sewer laterals and can even damage sewer pumps. This can lead to very costly repairs. Instead of flushing, toss them in the trash.

ACCREDITATION TEAM INVITES PUBLIC COMMENTS ABOUT THE SURFSIDE POLICE DEPARTMENT The Surfside Police Department is an Accredited Law Enforcement Agency through The Commission for Florida Law Enforcement Accreditation (CFA). The Surfside Police Department successfully achieved initial CFA Accreditation in 2009 and re-accreditation in 2012, 2016 and 2019. The Surfside Police Department is proud to be an accredited law enforcement agency through CFA and demonstrating to the community that the agency is committed to the highest standards of professional law enforcement service. A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive on December 7, 2021 to examine all aspects of the Surfside Police Department’s policies and procedures, management, operations and support services; the Surfside Police Department has to comply with more than 250 standards in order to receive reaccredited status. Many of the standards are critical to life, health, and safety issues. As part of the on-site assessment, Surfside Police Department members and the general public are invited to offer comments to the assessment team. The assessors will review written materials, interview individuals, and visit offices and other places where compliance can be observed.

Once the CFA assessors complete their review of the Surfside Police Department, they report back to the full Commission, which will then decide if the agency is to receive reaccredited status. The Surfside Police Department’s reaccreditation occurs every three (3) years. Verification by the team that the Surfside Police Department meets the Commission’s standards is part of a voluntary process to gain or maintain accreditation, which is a highly prized recognition of law enforcement professional excellence.

Detective Arrests Frauds Stealing from Champlain Victims

The Champlain Towers South building collapse on June 24, 2021 impacted many families throughout Surfside, surrounding communities and Miami-Dade County, in unimaginable ways. It was only two weeks after the tragic incident that the first identity fraud report was received. Subjects accessed the victim’s account, transferring $2,000. Family members of five other deceased victims reported fraud in their accounts. The subjects changed the victims’ addresses and stole their identities to buy gift cards and high-end purchases. Surfside Detective Andres Mendoza was assigned to the investigation and discovered the Aventura Police Department had received a seventh fraud report. Detective Mendoza successfully identified the first subject through store cameras and a witness. A surveillance operation was conducted for several days, yielding enough results to proceed with arrest warrants. The State Attorney’s Office granted the warrants, and after days of planning and coordination, local and federal partners arrested four subjects. Each were

dealt high bond and three vehicles were seized. At the residence detectives found personal mail with names of the victims, credit card making machines, blank credit cards and checks, narcotics and a firearm. Detective Andres Mendoza conducted an exceptional investigation leading to the arrest of criminals who further victimized devastated Surfside families. Detective Mendoza is commended for his tenacity in conducting a comprehensive investigation that honored the victims. Congratulations to Detective Andres Mendoza as the recipient of the September Officer of the Month award. Well deserved!

Surfside Police Join in Childhood Cancer Awareness Month

September was National Childhood Cancer Awareness Month and the Forces showed up in Gold. The 4th Annual Childhood Cancer Police Car Initiative Gold Ribbon Parade was hosted by the Mystic Force Foundation in conjunction with the North Miami Police Department. The parade showcased police vehicles from all Miami-Dade departments wrapped and decorated with gold ribbons in support of the littlest heroes battling childhood Cancer. Surfside Officer Micah Smith (pictured in the far left photo) participated in this momentous event and a Surfside police vehicle supporting childhood cancer awareness was proudly displayed.

Greetings, Our property tax rate and what we charge residents for water/sewer are both too high. According to a recent analysis, Surfside’s homeowners paid more in property taxes in 2020 than Miami Beach, Bay Harbour, Coral Gables, Pinecrest, Sunny-Isles Beach, Aventura, Bal Harbour and Key Biscayne. At our recent meeting to set the upcoming tax rate, I fought for a lower rate and won! Others fought hard to have residents pay more – which I strongly disagreed with, especially in light of the fact that we’ve got millions of reserves and, even at the lower rate I fought for, we will be able to continue to fund our entire budget and add to our savings account every year! Surfside also charges residents more than twice what it pays for its water services. This is not fair for seniors and residents on a fixed income, as it hits those groups much harder than it does our affluent residents. I’ve called for the rate to be cut, but most other elected officials won’t allow that. Lastly, a cautionary notice to residents who love their hedges over six feet – Tina Paul and Eliana Salzhauer want them all cut back. I proposed to allow residents to have big beautiful hedges -and those two fought me like it was WWII. One of them has already suggested that the Town should enforce the six-foot limit and that means that a huge number of residents could be getting notices to cut their hedges. This Thanksgiving, I’m thankful for being alive with my father, sister and mother, who at the time of this article is doing well, with nursing and hospice care. Sadly, others are not alive, and we do not know how or why. Ninety-eight died in the Champlain Tower Collapse. We lost 98 souls -- family, friends and neighbors from 14 countries, recovered over 24 days, in a tragedy which captured the world’s attention. Speculation abounds as to how and why concrete, corrosion and settlement combined with power, corruption and lies to bring down a building. Speculation abounds with profiteering dreams and penthouse designs set on the site of our nation’s third deadliest structural disaster, a site which should be registered on the U.S. Register of Historic Places and designated a UNESCO World Heritage site. 8777 Collins Avenue is sacred ground.

Our innate need for socializing and our gratitude for emotional & physical connections. Our shared belief that Surfside is special and that our unique community deserves defending. As I stood on our pristine beach this weekend, I recoiled at the towering clusters of skyscrapers in the distance. We are surrounded on both sides. It can be overwhelming. We are a tiny 8-block island of modest 12-story buildings in a sea of vast overdevelopment. Our land is rare and very valuable. How are we going to survive?

We are also moving forward with fixing the flooding problem on approved $750,000 in August to prepare another investigation of the cause of the collapse. The federal agency NIST has Abbott Avenue. The park is also on its way to reality. As we fought in the past against the P3 our town-owned property is again already started the investigation therefore Surfside would be duplicating the same efforts at the cost of our tax dollars

Greetings Surfside, The silver lining of hope is found by way of gratitude. We live in a special community with caring neighbors and town employees who look after our needs so we can enjoy communal spaces that include our pristine beach and small business district, providing a familiar closeness. A new zoning code should include a vision for the pattern of development, neighborhood compatibility and sustainability in planning for future years. The intent for the zoning code was to correct a few inconsistencies yet somehow we went back in time to 2006. After several workshops more community involvement is needed to know your thoughts. ThePlanning and Zoning Board are reviewing the new zoning code. I am hopeful their insight and expertise will shape this code into a guide for future development, while maintaining the character of the neighborhood with environmental protections and beautification that conserves our sense of place. Surfside remains a remarkable locale for longtime residents while attracting new citizens and visitors because of the authenticity of our charming neighborhood. Thoughtful historic protections like our skyline height are safeguards placed in our Town Charter that adds to Surfside’s desirability. As I commemorate my 10-year anniversary of moving back to Surfside this month, I am grateful for the honor of being an elected leader in my hometown to cultivate strength and stability as we navigate challenges together. In November the two national holidays celebrated are connected by appreciation. I hope you join us to salute our armed forces at the annual Veterans Day ceremony and I wish you all a meaningful Thanksgiving holiday of togetherness and gratitude for everything you cherish in life.

Why doesn’t a bank, foundation, or benefactor offer zero-interest loans to those who lost their units? If the World Trade Center could be slowed for investigation and thoughtful commemoration, why not Champlain Towers South? The standing half of the building was demolished in the face of Hurricane Elsa on July 4, Independence Day. People filed thousands of signatures to save pets that weren’t there. Where are the signatures for a proper memorial, site preservation and protecting the crime scene in ongoing Miami-Dade Police and NIST investigations into the horrific oversight, engineering and structural failures? The last of the 98 bodies were found on July 17, my birthday. I’m grateful to be alive because I’ve survived drug addiction. Unlike our family, friends and neighbors at Champlain Towers South, I have a choice to live. I choose life.

Then I faced inland, gazed at Surfside, and counted my blessings. For this moment, we live in paradise. We have a spectacular community center in the center of town, steps from the ocean, and free to all our residents. We have a sandy, serene, rope-lined, beach path, landscaped by Mother Nature, nestled between bookends of paved concrete. We have a charter that protects against land grabs, giveaways, or dramatic increases in density and intensity. And we have 4 commissioners devoted to defending it. None of those safeguards happened by accident. They were deliberate choices made over several generations to preserve and protect our incredible town. Choices that we are asked to make every few years. Surfside’s future cannot be taken for granted. I am grateful for your choices and thankful for the privilege of serving.
