Do you want to place your name on the ballot for the Office of Mayor or Town Commission? Candidates wishing to qualify for either Mayor or Town Commission may do so between November 1, 2019 and November 22, 2019 at 12:00 p.m., by obtaining a qualifying packet from Town Clerk, Sandra Novoa, MMC. In order to receive information vital to your campaign and financial reporting requirements, please visit the Office of Town Clerk, Town Hall, Second Floor, 9293 Harding Avenue, Surfside. November Message from the Town Manager
Election season is upon us. If you are interested in running for the Office of Mayor or Town Commission, then remember to pay attention to the requirements and qualifying dates above to have your name placed on the ballot. The opportunity to be of public service and make a continual positive impact on the community is important. The Surfside Municipal General Election is scheduled for March 17, 2020. Further information can be found in the Election section of the Town website. Another key date is America Recycles Day on November 15, 2019. This year, our Public Works and Parks and Recreation Departments are teaming up to educate both youth from the after school and Teen Scene programs, plus all residents about the importance of recycling. The Town will host a special recycling event with representatives from Miami-Dade County’s Solid Waste Department in the month of December (we will notify residents of the final date). To learn more about the recycling process, as well as what materials can be recycled, refer to the flyers enclosed in this Gazette and found on the Town website. Residents are also invited to take part in a commemorative ceremony on Veterans Day, Monday, November 11 in Veterans Park as we honor the brave men and women who have served our country. This month is also a time to give thanks. BEACH RENOURISHMENT UPDATE: NOVEMBER 2019 The Beach Renourishment Project in Surfside is entering its third month this November. As October concluded, crews were hard at work on the 88th Street area of the beach. During this process, residents and visitors are reminded to be aware of construction signs when visiting the public beach in Surfside. For information on the project, visit the Town website and read the “Beach Renourishment - Surfside, Florida” item under the Town News section.
LGBTQ SENSITIVITY SERVICE TRAINING
On September 26, 2019 Human Resources and the Tourist Bureau hosted two LGBTQ sensitivity customer service training events in partnership with the Greater Miami Convention & Visitors Bureau and the YES Institute. Separate sessions were provided for Town Hall employees and area hotels and businesses. Participants learned best practices in addition to personalized ways to effectively engage with Lesbian, Gay, Bisexual, Transgender and Queer visitors and residents while providing the best possible customer service experience.

ENVIRONMENTALLY FRIENDLY PRACTICES Surfside and its administrative staff remain committed to protecting the environment and have created specific practices to help promote environmentally-friendly practices. In past years, the Town Commission has adopted ordinances such as lighting ordinances for coastal properties to minimize the impact on sea turtles nesting on the beach. The Town has also developed ordinances that prohibit the sale or use of plastic straws and the distribution, sale, or use of polystyrene (Styrofoam) to reduce the amount of plastic refuse that impacts marine life of all types. The Town encourages residents to be conscious and adopt environmentally friendly practices, such as reusable fabric grocery bags, refillable water drinking containers and rejecting plastic bags when ordering food for take-out. Remember the three Rs: Reduce, Reuse, and Recycle! These environmentally friendly practices are easy and accessible to all, and everyone can participate. All residents and visitors play an essential part in protecting the environment and should be part of a positive change. SURFSIDE SHOWS SOLIDARITY DURING BREAST CANCER AWARENESS MONTH
NEW POLICE RADAR TRAILER WILL ASSIST IN REDUCING SPEEDERS The Surfside Police Department’s newest tool to enhance traffic management is the RU2 Fast-650 Speed Radar Trailer. This highly visible trailer accurately displays the speed of on-coming vehicles and is easily read by drivers even at a distance. The device automatically flashes when overspeed violators approach. The trailer also collects data to produce reports detailing dates, times, speeds and volume. The trailer is easily deployed and repositioned throughout the community for maximum effectiveness. It operates continuously for up to seven days and is equipped with a solar panel for extended operation.

At the Surfside October Commission meeting, a proclamation was presented to Bay Harbor Islands Council Member Isaac Salver. Vice Mayor Daniel Gielchinsky thanked him for his community service to many organizations and congratulated him for his recent installation as President of the Florida League of Cities.

COMMISSION ACTION AT THE OCTOBER 10, 2019 MEETING ADOPTED THE FOLLOWING RESOLUTIONS • Approving work authorization No. 127 with Calvin Giordano & Associates, Inc. for engineering services related to the preparation of a stormwater master plan for the Town. • Approving Budget Amendment No. 1 for the Fiscal Year 2020 Budget. • Recognizing Florida City Government Week on October 21 to 27, 2019 and encouraging all citizens to support the celebration and corresponding activities. • Approving a software service agreement with LexisNexis Coplogic Solutions, Inc. for electronic ticket services and electronic police record portal services. • Establishing minimum annual contribution requirements for the Town of Surfside Retirement Plan. ADOPTED THE FOLLOWING ORDINANCE:
• Amending Section 2-235 – “Lobbying” to provide an exemption from lobbyist registration fees for principals and employees of Town businesses.

• Amending Section 101, “Qualifying for Elected Office” of the Town Charter pursuant to Sections 100.3605(2) and 166.021(4), Florida Statutes, with limited applicability to establish qualifying dates and supplemental qualifying dates for the Town’s March 17, 2020 general election.

POLICE BEAT LEARNING AND ENJOYING AT THE CITIZENS POLICE ACADEMY The Surfside Police Department’s 18th Citizens Police Academy continued through October with Sgt. Jaime Rojas from the Miami Beach Police Department and Corporal Thomas Philpart and Officer Raul Diaz from Sunny Isles Beach Police Department conducting an exceptional K-9 presentation. Participants also enjoyed an outstanding marine patrol class in the intracoastal waterways with marine patrol officers from Indian Creek, Miami Beach, North Bay Village and North Miami Beach.
SEPTEMBER OFFICER OF THE MONTH On September 26, 2019 Officer Edward Carrasquillo observed two juveniles riding on a single bike acting suspiciously in the residential neighborhood. Officer Carrasquillo stopped them and they admitted to being suspended from school. They had a backpack containing burglary tools, knew no one in the area and had no explanation for their actions. Both subjects were arrested for Loitering and Prowling. Officer Carrasquillo’s alertness and keen observation skills protected a residental neighborhood. Officer Carrasquillo is commended for his professionalism and commitment to protect and serve. Congratulations in receiving the Officer of the Month award. Well deserved!

DONATED PIANO IS TRANSFORMED TO ART WITH HELP FROM TEEN SCENE ARTISTS Longtime Surfside resident and wellknown artist Oliver Sanchez guided members of the Parks & Recreation Department’s Teen Scene as they recently transformed a piano into a piece of art. Mr. Sanchez and the teens, aged 12-16, used everyday items to create unusual shapes mixed with bright paint colors as they decorated all sides of the piano. The piano was donated by Keys 4/4, charitable organization that repurposes used, donated pianos in ways that promote a love of music in our community.

The Parks and Recreation Department, in collaboration with the Sunflower Society and Miami Beach and Community Education Center, is Town ofAdult Surfside Community Center offering an Arts and Crafts program for older adults. VOLUNTEERS COMB THE BEACH AT THE INTERNATIONAL COASTAL CLEANUP
Despite blustery weather, more than 30 volunteers came to the beach in Surfside to join in the world-wide Annual International Coastal Cleanup on Saturday, September 21. The event is the largest, one-day volunteer effort to help clean oceans and waterways and to reduce marine debris. Thanks to all who volunteered!

IMPORTANT INFORMATION REGARDING LAWS GOVERNING THE USE OF THE TOWN SEAL AND TEMPORARY SIGNAGE USE OF TOWN SEAL
As a general rule, it is improper to use any protected or trademarked Town symbol in a campaign advertisement or literature, and the use of the Town official seal in any campaign materials is prohibited. Section 2-1 of the Town Code provides that the Town seal or image shall be deemed the official Town of Surfside logo to be used in official Town business, and that no other than the Town may employ this image or anything similar. Section 165.043, Florida Statutes, similarly provides that the manufacture, use, display, or other employment of any facsimile or reproduction of the municipal or Town seal, except by municipal officials or employees in the performance of their official duties, without the express approval of the governing body, is a second degree misdemeanor, punishable as provided in s. 775.082 or s. 775.083, Florida Statutes. Notwithstanding the foregoing, the incidental use of the Town logo or seal for campaign activities may be permissible under limited circumstances.
TEMPORARY SIGNAGE
The Town’s Sign Code (Article VI., Chapter 90, of the Town Code) establishes the location and requirements of temporary signage and all political or campaign signs shall comply with the Town’s Sign Code regulations. As provided for in the Town’s Sign Code, temporary signs are regulated in Section 90-74 of the Code, including the maximum sign area or size, mounting, type of material, duration (signs shall not be erected for more than 90 days prior to the event or occurrence and removal is required seven days after the event or occurrence), prohibition on lighting and illumination, and a prohibition on placing temporary signs in the public rights-ofway or property. ANNUAL CHLORINE WATER SYSTEM TREATMENT IN NOVEMBER In November, the Miami-Dade Water and Sewer Department (WASD) will temporarily change its method of chlorination at each of its regional water treatment facilities. Specifically, free chlorine treatment will be used to provide a somewhat stronger disinfection and bleaching process than the combined chlorine treatment which is normally used. This change in treatment will occur beginning November 4, 2019 and will continue through November 17, 2019. During this period, a consumer may experience unusual chlorine taste or odor in the tap water. However, these temporary conditions will not cause adverse health effects. This periodic change in chlorine treatment has taken place annually and will ensure adequate disinfection levels in the water. This task is part of our ongoing effort to provide a safe, potable water supply for the citizens of Miami-Dade County.
VIOLINS OF HOPE CONCERT ON DEC. 2, 2019 AT THE SHUL Violins of Hope: Strings of the Holocaust is a concert that uses restored violins originally played by Jewish musicians during a dark time in Jewish history. While the Nazis used music, especially violins, to humiliate and degrade Jews in ghettos and camps, Violins of Hope concerts are the ultimate answer to their plan to annihilate a people and their culture, to destroy human lives and freedom. The concert will take place at The Shul, 9540 Collins Avenue, Surfside, on Monday, December 2 at 8 pm. This special performance features world famous violinist, Gary Levinson, Sr. Principal Associate Concertmaster of the Dallas Symphony, who will lead
some of the finest violinists playing a repertoire of Jewish compositions. The Violins of Hope concert is being co-sponsored by the Young Israel Congregation and The Shul. Tickets are $54 per person.
