Message from the Town Manager November brings us election month. We strongly encourage our residents who are registered voters to visit the polls. Whether casting your ballot on Election Day (Tuesday, November 6th) at Surfside’s Town Hall or at an early voting site, your civic participation is important. Become familiar with the candidates and make an educated vote on the legislators and policies that best represent your values or interests. As long as you participate, it is a win for our democracy! The month of November also heralds in the holidays. The holidays are a good time for reflection and gratitude. Additionally, they serve as an opportunity to take a respite from life’s hectic pace and spend quality time with friends and family. PET RULES Surfside is a pet-friendly town, where pets can be an important part of family life. But with the responsibility of caring for a pet comes the responsibility of keeping and maintaining the pet according to Town Codes. While dogs, cats and other domestic pets are allowed, the maintenance of horses, poultry, farm animals and non-domesticated pets is prohibited. In addition, the outdoor feeding of stray or feral cats is prohibited as a public nuisance and public health hazard. One of the most common Code Compliance complaints is barking dogs. The Town Code prohibits loud, frequent, excessive, sustained and habitual barking or howling noise. When this problem is reported, either the Code Compliance Team or the Surfside Police Department will investigate the occurrence. Dog owners should take appropriate measures to ensure that their dogs do not bark excessively to the point that it disturbs their neighbors. This code violation may result in a civil fine. All dogs must be vaccinated and must wear a substantial, durable collar or harness at all times to which a license tag shall be securely attached. Dogs must be securely leashed when off their owner’s property. If your unleashed dog is found roaming the streets, it is considered a public nuisance and the dog owner is subject to receiving a civil fine. In addition, the dog may be impounded as provided by MiamiDade County ordinance. Dogs are not allowed in food establishments or on the public beach unless the dog is a guide or service dog, and the dog’s owner is deaf or hard of hearing, or totally or partially physical disabled and the dog is specifically trained for such assistance purpose. However, leashed dogs are allowed on the hard-pack area of the beach. If you have any questions concerning the keeping of pets, please call the Surfside Code Compliance Team at (305) 861-4863.

BRINGING THE JOY OF THE BEACH TO ALL The Town of Surfside Public Works Department recently installed an Americans With Disabilities Act (ADA) access beach mat at the beach entrance located behind the Community Center. The mat extends 100 feet from the hard pack towards the beach and will promote the enjoyment of the beach by all Surfsiders! Thanks goes out to the Public Works staff for their excellent work.

Annual Chlorine Water System Treatment

In November, the Miami-Dade Water and Sewer Department (WASD) will temporarily change its method of chlorination at each of its regional water treatment facilities. Specifically, free chlorine treatment will be used to provide a somewhat stronger disinfection and bleaching process than the combined chlorine treatment which is normally used. This change in treatment will occur beginning November 5, 2018 and will continue through November 18, 2018. During this period, a consumer may experience unusual chlorine taste or odor in the tap water. However, these temporary conditions will not cause adverse health effects. This periodic change in chlorine treatment has taken place annually and will ensure adequate disinfection levels in the water. This task is part of our ongoing effort to provide a safe, potable water supply for the citizens of Miami-Dade County.

FREE CHLORINE TREATMENT FACTS

1. The free chlorine treatment period will begin November 5 and continues through November 18, 2018. 2. This process has been coordinated with MiamiDade County Health Department and Permitting, Environment and Regulatory Affairs. 3. Free chlorine residual produces trihalomethanes {TTHM’s). Combined residual chlorine, as normally applied greatly reduces the formation of TTHM’S. 4. Studies concerning the carcinogenic effect of TTHM’s in drinking water are based on the consumption of 2 liters (slightly over 1/2 gallon) of tap water per day for 70 years. Short periods of exposure o increased levels of TTHM’s should be of little health significance. Consuming water with elevated TTHM levels during this two-week treatment period will not result in any adverse health effects. 5. There generally is no adverse effect to pets consuming water during these treatment periods; however, consumers with tropical fish should contact their aquarium supplier or pet shop for specific guidance regarding water changes during this period. 6. Public Notices announcing the “Free Chlorine Treatment Period” will be published in local newspapers. All hospitals, kidney dialysis centers, and pet shops will be notified individually by certified mail.

Approving a renewal/amendment to the agreement with Pinzur Communications, Inc. for public information representative services. 3. Approving an agreement with Luke’s Landscaping, Inc. for landscape maintenance services; finding that the services are exempt from competitive procurement pursuant to Section 3-13(3) of the Town Code of Ordinances. 4. Approving an agreement with Waste Management Inc. of Florida for recycling services; finding that the services are exempt from competitive procurement pursuant to Section 3-13(3) of the Town Code of Ordinances. 5. Authorizing the Town Manager to negotiate and enter into an agreement with Trane U.S. Inc, for maintenance and service for the existing Trane chiller and air conditioner system. ACCREDITATION TEAM INVITES PUBLIC COMMENT ON SURFSIDE POLICE DEPARTMENT

The Surfside Police Department is an Accredited Law Enforcement Agency though The Commission for Florida Law Enforcement Agencies (CFA), Inc. The Surfside Police Department successfully achieved initial CFA accreditation in 2009, and re-accreditation in 2012 and in 2016. The Surfside Police Department is proud to be an accredited law enforcement agency, which demonstrates that the agency is committed to the highest standards of professional law enforcement service. A team of assessors from the CFA will arrive on January 8, 2019 to examine all aspects of the Surfside Police Department’s policies and procedures, management, operations and support services. The Surfside Police Department must comply with more than 250 standards to receive reaccredited status. Many of the standards are critical to life, health and safety issues. As part of the on-site assessment, Surfside Police Department members and the general public are invited to offer comments to the assessment team. A copy of the standards is available through the CFA’s website: www.flaccreditation.org/standards.htm. The assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written materials, interview individuals and visit offices and other locations. When CFA assessors complete their review, they report back to the full Commission which will decide reaccredited status. The Surfside Police Department’s reaccreditation occurs every three years. Verification that the Surfside Police Department meets the Commission’s standards is a highly prized recognition of law enforcement professional excellence. NOVEMBER 2018

PUBLIC WORKS INSTALLS TIDEFLEX VALVES Prior to the 2018 King Tide season, the Town of Surfside Public Works Department underwent an in-house project to install a total of ten Tideflex check valves at ten critical outfalls throughout the Town. The diameter of these valves varied from 15-inches to 36-inches! A Tideflex check valve is a valve that allows the flow of water only through one direction. The intent of these valves is to allow for water to drain out of the storm water system while restricting the inward flow caused by natural bodies of water such as the bay. This improves the storm water system by stopping natural bodies of water from entering the Town’s infrastructure with the intent of minimizing flooding and promoting storm water pump station efficiency. A special thanks goes to the Town of Surfside Public Work staff for planning and implementing the installation of the Tideflex check valves!

KING TIDES RETURN NOVEMBER 4 - 9 King Tides are the highest tides of the year and in South Florida occur during the fall months with the last week of King Tides expected November 4 - 9. Tide predictions are provided by the National Oceanographic Atmospheric Administration (NOAA). King Tide tidal flooding takes place 1.5 - 2 hours before and after high tide. Follow these tips: • Driving through floodwater is not advisable as it maybe deeper than it appears and unseen debris could damage your vehicle. • Do not park your vehicle in low lying areas. • Do not enter floodwater or allow children to play in floodwater. It may contain unseen hazards such as

trash and pollutants, wildlife, broken glass and other debris. Those who come into contact with floodwater, should clean themselves with soap and hot water. • Boaters should be aware that king tides can cause lower clearance levels than normal under fixed bridges. • Properties in low lying areas should use flood mitigation options such as sand bags. • During King Tides, tidal forces from the sun and moon also influence the groundwater below our feet! A higher groundwater table reduces the capacity for soils to store rain water, which may cause additional flooding when coupled with high tides and rain.

Catching a Wave of Summer

The Surfside Parks and Recreation Department recently hosted the 7th Annual Surf and Watersports Adventure Camp. The camp is an inclusion camp that includes and is open to children diagnosed with Autism Spectrum Disorders as well as other behavioral and social challenges, and children who carry no diagnosis or have no behavioral/social challenges who serve as peer models. The happy campers enjoyed learning to surf, kayak and paddle board. When they were not busy catching waves, the children played together on the beach and in the Community Center pool, engaging in various games and making new friends. The event is sponsored by the Pediatric Psychology Associatesâ€™ Growing Tree Foundation, a non-profit organization created to help increase accessibility to their exceptional services within the South Florida community.

MACCBI HAIFA BASKETBALL CLINIC The Town of Surfside Parks and Recreation Department played a huge part in involving our programs such as Lifeâ€™s Sports Fitness Afterschool and Teen Scene Program to welcome the professional basketball team, Maccabi Haifa, from Israel. The team was in our community Thursday, October 4 hosting a free basketball clinic for the kids of the community. Players and coaches taught important values such as teamwork, leadership, cooperation, reliability, motivation and helping others through basketball.

VETERANS DAY CEREMONY The Town of Surfside Parks and Recreation Department will be hosting a Veterans Day Ceremony.
