Preparing for the 2018 Hurricane Season
June 1st is the arrival of hurricane season. It is the unpredictable and sometimes sudden storm events can leave many caught off guard, which is why we strongly urge Surfsiders to stock up on hurricane supplies and to make preparations and evacuation plans well in advance. Town of Surfside staff begins taking proactive measures in early spring, starting with the review of emergency management procedures and notification of residents about overgrown trees that could potentially impact powerlines and cause dangerous situations during a major storm. Additionally, the Surfside Police Department participates in a series of Miami-Dade County led trainings and workshops, focused on pertinent hurricane topics and communication with the Emergency Operations Center. As many know, we were spared by the wrath of Hurricane Irma visited. We can only be so lucky this year. Should a major storm with hurricane-force winds and rain descend on Surfside, it is imperative for Surfsiders to heed the warnings and evacuate when the Town is under a mandatory evacuation order. Florida Inland Navigation District Grant to Assist in the Repairs of Street Ends on Biscayne Bay
The Town of Surfside received a $350,000 grant from the Florida Inland Navigation District (FIND) to repair the sea walls and drains at the street ends along Biscayne Bay. A check was presented at the May 8 Town Commission meeting. FIND is a special State taxing district created by the Florida Legislature in 1927 to be a state sponsor of the Atlantic Intracoastal Waterway. The Navigation District includes the 12 counties along the east coast of Florida from Nassau through Miami-Dade.

Surfside Visits Hotels as Part of Tourism Appreciation In honor of National Travel and Tourism Week (May 6 – 12, 2018), Surfside’s Tourist Bureau visited area hotels to Residence Inn Miami Beach Surfside personally thank staff members for their year-round efforts in welcoming tourists to our community. Maintaining Trees and Mulch on the Right-of-Way
Overgrown, untrimmed trees can potentially create a hazardous situation. In addition to damaging property, fallen trees and tree branches can cause power outages during storm events. This was the case during Hurricane Irma in September 2017. Also, heavy rain storms will often wash mulch onto the roadways and eventually into the Town’s storm drain system. Debris in the storm drain system goes directly into Biscayne Bay. To address the concerns of overgrown trees and mulch in the right-of-way areas adjacent to private property, the Town Commission recently adopted changes to the Town Code on Property Maintenance Standards. Town Code requires property owners to maintain the right-of-way adjacent to their property, including sod, landscaping and trees. Property owners are expected to keep Florida Power & Light electric power lines free and clear of tree limbs and to eliminate all types of mulch from the front of their property. In an effort to empower businesses in the downtown district with marketing tools and know-how, Surfside’s Tourist Bureau hosted its second Tourism Business Enhancement session at the Community Center. Participants enjoyed presentations by local digital marketing agency Bizhack on how to tell their business story and out-of-the-box marketing ideas from Creative State—who produced this year’s Third Thursdays event series. Three Surfside staff members were all smiles as they walked across the stage for their diplomas on the first weekend of May. Parking Operations Manager Elinor Joseph, Payroll/ Accounts Payable Specialist and Police Department Intern Marisol Rodriguez and Aquatics Supervisor Elizabeth Hopkins are now all college graduates. Elinor (left) received a Bachelor of Science in Business Administration degree from Barry University. Marisol (center) received a Bachelor of Applied Science in Supervision and Management degree and a Business Specialist-Human Resources certification from MiamiDade College. Both Marisol and Elinor worked full time while earning their degrees. Surfsiders Drop Off Household Hazardous Waste
A rainy day did not stop environmentally-sensitive Surfside residents who dropped off their household hazardous waste at the annual Hazardous Waste event on Thursday, May 17. The event, coordinated by Public Works Department, yielded over a cubic yard of paint, medical needles, batteries and other hazardous items. Remember that the Public Works Department collects batteries and electronic items year-round at Town Hall. Thanks to all who participated in this recent event and stay alert for information on the next scheduled hazardous waste drop-off.

Approving a Memorandum of Understanding between the Town of Surfside and the City of Miami Beach, North Bay Village, Town of Bay Harbor Islands, Bal Harbour Village and The Miami Beach Chamber Education Foundation, Inc. to implement a nurse enhancement initiative for School Year 2018/2019 for participating schools 2. POLICE BEAT A MESSAGE FROM THE CHIEF
Police Chief David Allen To Retire on June 30 My last day with the Police Department will be June 30. It has been an honor and a privilege to serve as your Police Chief for more than 11 years. My time in Surfside has been the highlight of my 40-year career in law enforcement. My direction and focus for the Police Department has always been community policing and to follow our mission statement of providing the highest level of police service to the community in a professional, courteous, ethical and judicious manner. Throughout the years, I have strived to build a strong relationship with the residents and businesses and to always be accessible to listen to the community as well as promptly disseminate important information. We have been successful as crime in Surfside has been significantly reduced. My staff understands that we work for you, the public. I am pleased to say the Police Department is in exceptional shape. We are a state-accredited law enforcement agency and at full staffing with excellent police officers and civilian personnel. We work to maintain
the essential rapport and support between the Police Department and the residents by hosting many crime prevention and community events throughout the year, Captain Julio Yero will take the helm of the Department as the new chief and I am confident he will continue to provide excellent service. Two new Lieutenants will join our Surfside family and become members of the command staff in June. They are experienced and well-respected leaders in law enforcement who will enhance the Police Department and our service to the community. In closing, thank you Surfsiders! It is time for me to spend more time with my family, especially my grandchildren. As I begin my next journey, I leave the Town of Surfside knowing I have served the community proudly. I am truly grateful for the opportunity to be a part of this great Town. The support from the community has been tremendous and greatly appreciated. I will sincerely miss Surfside!
Register Your Dog With the Surfside Police Department Is your family dog registered with the Surfside Police Department? A community program for residents offers a free tag to attach to the collar of your pet dog. The tag will have the Police Department’s telephone and a registration number. This service is free of charge. If the dog is found, the owners can be quickly located through the registration information kept at the Police Department. The dog and owner can be reunited without having to contact MiamiDade Animal Control. Please note that this tag does not replace the Miami-Dade County dog tag.

TOWN OF SURFSIDE HURRICANE PREPAREDNESS GEARING UP FOR THE SEASON Be Prepared: Purchasing supplies once a storm is threatening is expensive and strenuous. Shopping for items a little at a time before an event eliminates the stress and avoids long lines and empty shelves. Before the storm approaches, at minimum, make sure you have the items below: • Food & Water - store enough water for drinking, bathing and cooking for all members of your family including pets • First aid kit and any necessary medicines • Storage - protect important documents in zip-lock bags such as: birth certificates, passports, insurance documents, etc. • Cleaning and supplies - disposable eating utensils, mosquito repellent, gloves, liquid soap • Tools - flashlights, batteries, pliers, hammers, goggles, dust mask, gloves, screwdrivers, etc. • Generator and appropriate fuel • Battery operated radio and/or television • Special items - spare eye glasses, diapers, wipes • Fill your vehicle’s gas tank • Money – ATMs will likely be down during and after a storm, make sure you have cash on hand if needed • Charge your cell phone and mobile devices
IMPORTANT DETAILS
Pets: In addition to food, make sure pets (cats/dogs) have identification tags and working pet carriers and leashes. Shelters: Keep maps and numbers of your nearest shelter in case of emergency evacuations. (If you have pets call ahead to locate shelters that allow pets). Photos: Take pictures of your property before and after the storm for insurance purposes.
LANDSCAPE
Properly pruning trees and shrubs before a storm can reduce the debris that may become airborne. Proper pruning also increases the likelihood that a tree can weather a storm. Consult or hire a certified and licensed arborist prior to tree pruning. Landscapers hired to maintain residential and commercial properties must remove vegetation including grass/tree clippings. IMPORTANT: DO NOT BEGIN ANY PRUNING OR CLEANUP ACTIVITIES OR PLACE TRASH ON THE CURB DURING A HURRICANE WATCH OR WARNING.
IF A STORM IS IMMINENT Protect the areas of your home where wind can enter. Secure windows and doors, preferably with permanent County-approved storm shutters. A second option is to board up windows with precut, ready to install 5/8” plywood. Do not waste time taping windows. This does not prevent damage from wind and debris. Bring in lawn furniture, garbage cans, bins and other items that are not secured and could become airborne. If flooding threatens your home, turn off electricity at the main breaker. Unplug all appliances. Monitor the storm’s progress regularly. Visit www.miamidade.gov or call 311 for updates on services. Depending on conditions, bus, rail, garbage and recycling services, as well as airport and seaport operations will be affected.
EVACUATION Surfside is in an evacuation zone. If an evacuation order is given, YOU MUST LEAVE and move to a safe location outside the evacuation zone. Do not wait. Bridges may close when the storm arrives. Take your local identification, for returning after the storm. Turn off your electricity at the main breaker and unplug appliances.
FLOODING
Surfside is a coastal community. Storm surge and flooding is possible during a hurricane. Surfside is currently operating on a storm drain pump system, which helps to clear flood waters quicker than expected. However, if electricity is lost, the system becomes less effective – with the water draining at a gravity flow rate.
EMERGENCIES
USE PHONES ONLY FOR EMERGENCIES. Call 911 only for life-threatening situations. After the danger of the storm is passed, call police or utility companies immediately to report hazards such as downed power lines, broken gas or water mains, overturned gas tanks, etc. Do not drive or walk through standing water. STAY AWAY FROM DOWNED POWER LINES.

Paddletopia Festival Spotlights the Bay Front Despite the inclement weather, there was a whole lot of paddling going on at Surfside’s 96th Street Park on May19 & 20. The free Paddletopia Festival focused on Surfside’s bayfront waterway, where a temporary paddleboard launch was installed for the event. Residents and visitors who were not experienced paddleboarders received instructions before splashing out into the waterway. On land there were plenty of activities including fitness classes, healthy food and refreshment samples, a book swap, presentations, retail vendors, giveaways, music and children’s games. The event was presented by the Surfside Tourism Board.

Temporary Tower Keeps Lifeguards on the Watch
Surfside is well-known for its Community Center pool and its beautiful beach. The Parks and Recreation Department lifeguards ensure that residents and visitors can enjoy both locations with safety and oversight. Lifeguards play a key essential role in the day- to-day operation of the pool and beach safety. They also provide swimming lessons, coach the swim team, survey turtle nest and many additional tasks. Unfortunately, in February the Surfside’s main lifeguard structure on the beach was severely damaged by the extreme beach conditions. The Parks and Recreation Department worked in conjunction with the Public Works Department to quickly build a new temporary tower to provide beach safety. The new temporary tower has been put into operation providing for a safe beach experience for beach goers. WATCH FOR SEA TURTLE DURING NESTING SEASON
While most of Surfside’s sea turtle nesting activity takes place in the summer months, the nesting season is already underway. If you observe an adult sea turtle or hatchling sea turtle on the beach, DO NOT report normal crawling or nesting to the Florida Fish and Wildlife Conservation Commission (FWCC) unless the turtle is in a dangerous situation or has wandered off the beach. Stay away from crawling or nesting sea turtles. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. DO REPORT all stranded (dead or injured) turtles to the FWCC. NEVER handle hatchling sea turtles. If you observe hatchlings wandering away from the ocean or the beach, call: 1-888-404-FWCC or *FWC (Mobile Phone).

Town of Surfside Higher Education Scholarship The Town of Surfside Higher Education Scholarship funds will be awarded to the successful student applicants upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher education by providing two $1,000 scholarships. The scholarships will be awarded to two deserving Town of Surfside graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college/university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.
Learn how harvesting rainwater can help reduce pollution from storm water runoff and provide a supply of free, nonͲchlorinated, pHͲneutral water for your garden, prize orchids, potted plants, and much more! MiamiͲDade County residents will also be able to exchange three (3) old light bulbs for energy saving compact fluorescent light bulbs and exchange up to two (2) waterͲwasting showerheads for waterͲefficient models. The workshop is free to attend and recycled plastic 60Ͳgallon foodͲgrade drums (rain barrels) are available for purchase at $40.00 each. You may purchase rain barrels online through registration with a credit card. Rain barrels can be purchased at the workshop with a check or money order only. Cash is not accepted.
