MESSAGE FROM THE TOWN MANAGER
Looking Forward to the Year Ahead The New Year brings with it a fresh start, new opportunities and a strong sense of rejuvenation. We at the Town of Surfside are looking forward to the year ahead with anticipation and already have strategies and programs in place to make our Town an even better community to live, work and visit. On March 20, 2018 Surfside will hold a special election and general election (see Page 2) . In addition to electing the Mayor and all four Commissioners for two-year terms, the Town will consider the following Charter Amendment on the ballot. Plan now to vote on this important amendment. The Charter provides for Mayor and Commissioners to be elected to two year terms, with the Commissioner receiving the most votes becoming Vice Mayor. It is proposed that the Charter be amended to retain a two year term for Mayor, while providing for transition to four year, staggered terms for Commissioners beginning in 2020, and for Vice Mayor to be selected by the Commission from among its members. Shall the Charter amendment be adopted? YES [ ] NO [ ] The start of a new year is also the time to express gratitude, respect and appreciation to friends, family and coworkers. I would like to thank the Surfside staff, community volunteers and Elected Officials for their dedicated efforts throughout 2017. On behalf of the Town, I would like to extend warm holiday thoughts and wishes for a happy and healthy new year to all residents. Seasonal Holiday Decorations
It is that time of the year when many residents decorate their homes and yards with lights and other displays. We want to remind all residents that the Town Codes do regulate the use of seasonal holiday decorations. Any plastic or similar artificial landscape material is allowed for up to 60 days duration during a holiday. Please follow the Town Codes. NOTICE OF GENERAL AND SPECIAL MUNICIPAL ELECTION
A General Municipal Election will be held on Tuesday, March 20, 2018 in the Town of Surfside Town Hall Commission Chambers, 9293 Harding Avenue. The purpose of this election is to elect the Mayor and all four Commissioners of the Town of Surfside for a term of two years. The qualifying dates to run for office are from Monday, January 15 to Monday, February 5, 2018 at 12 p.m. Pursuant to Resolution No. 2017-2450, adopted on September 18, 2017 by the Town Commission of the Town of Surfside, notice is hereby given of a Special Election to be held on Tuesday, March 20, 2018 to consider a Charter Amendment. Blood Drive at Town Hall on Jan. 31
The Surfside Police Department is hosting a blood drive in conjunction with the One Blood organization. The blood drive will take place on Wednesday, January 31, 2018 from 12 - 4 p.m. The Blood Mobile will be located in the Town Hall parking lot. Surfside Resort Tax Revenue Increased by 16% This Year Surfside is in the midst of a tourism renaissance and all of us have an important role to play in its success. As the state’s number one industry, tourism attracted 112.4 million visitors in 2016 spending more than $108.8 billion, generating $11.3 billion in state and local tax revenue and employing roughly 1.4 million. Surfside benefitted from almost $2 million in Resort Tax revenue last fiscal year, ending September 30, 2017. This revenue is generated by a 4% accommodation tax collected by the local hotels, and a 2% food and beverage tax collected by the local restaurants. These revenues are up by nearly 16% from the previous year, with the addition of the Four Seasons at the Surf Club Hotel and other new local businesses. Surfsiders should note that 66% of the revenues are used for the operation of our Community Center – lessening the burden on residents. With the help of the Commission-appointed Tourist Board, the other 34% is used to promote the Town as
a tourist destination throughout Florida and across the globe. Our destination marketing program and the marketing efforts of local hotels and businesses have put Surfside on the proverbial “map.” Surfside continues to evolve our community as a destination. Surfside Improves Flood Rating
Modifications made by the Town of Surfside has resulted in an improved rating under the National Flood Insurance Program (NFIP). Surfside now has a Class 7 in the Community Rating System (CRS). The CRS classification is determined by credit points earned for public information, mapping and regulations, flood damage reduction and warning and response. Under the CRS, flood insurance premium rates are discounted to reward community actions that meet three goals: reduce flood damage to insurable property, strengthen and support the insurance aspects of the NFIP and encourage a comprehensive approach to floodplain management. The new classification must be accepted by the Federal Emergency Management Agency and the Department of Homeland Security and will be effective for Surfside starting May 1, 2018.

1. Approving the first amendment to concession agreement with Deco Bike, LLC. 2. Approving the Memorandum of Understanding (MOU) with Bal Harbour Village and the Town of Bay Harbor Islands to retain the Lehman Center for transportation research at Florida International University (FIU LCTR) to assess shuttle bus services. 3. Approving the agreement between the Town of Surfside and the state of Florida, Office of the State Attorney for the Eleventh Judicial Circuit of Florida, for reimbursement to the state for the cost of State Attorney prosecution of criminal violations of the Town of Surfside Code. 4. Providing for the Town to join the Seawall Coalition and supporting its policies. 5. Approving the general terms and conditions, Customer Care Service Agreement, Software License Agreement and Addendum (collectively, Agreement) with Audio Visual

Innovations, Inc./Signal Perfection, Ltd. for the high definition network managed broadcast system. 6. Approving public information outreach for proposed Charter Amendment and authorizing the expenditure of funds from the fiscal year 2017/2018 budget.
VOTED TO ADOPT THE FOLLOWING ORDINANCE ON SECOND READING: 1. Amending Article VII. - “Code of Ethics” by amending Section 2-230 to provide for continuing application for two years after Town service; amending Section 2-231 prohibiting certain appearances and lobbying by current personnel, officers, committee and board members; and amending section 2-235 (1) to amend the definition of lobbyist. 2. Amending the Town of Surfside Code of Ordinances by amending Section 90-2, “Definitions”; and by amending Section 90-41, “Regulated Uses”, to change the list of permitted uses related to drug stores and medical marijuana dispensaries and provide related regulations.

Ronald Donoso Sworn in as New Surfside Officer Officer Ronald Donoso was recently sworn in as the newest police officer for the Surfside Police Department. Born in Ecuador, Ronald Donoso and his family came to South Florida when he was one. Ronald earned his Associate degree at Miami-Dade College and graduated from Florida International University with a Bachelor’s degree in Criminal Justice and a minor in Psychology in 2014. Ronald attended the Police Academy as a member of BLE 326. At graduation, Ronald’s exceptional performance was recognized as he received the Top Shot Award and the Best Overall Award. In July 2017, Ronald was hired by Surfside as a Community Service Aide. He proved himself to be a responsible and dedicated employee and is excited to start his law enforcement career and serve the Surfside Community.

SURFSIDE POLICE RAISE FUNDS FOR FALLEN OFFICERS
During the holiday season, Surfside Police Officers are proud to support the Police Officer Assistance Trust (POAT) by collecting donations at shopping malls in Miami-Dade County to support the families of fallen police officers. Sergeant Cruz, Officer Luke, Officer Lorente and Executive Assistant Goldstein volunteered their time on December 2 at Aventura Mall (above left) and The Falls Shopping Center (above right).

The Town of Surfside has a pilot program offering high-visibility safety vests to make the wearer more visible to motorists. Research has shown that reflective vests will increase safety to pedestrians as they walk near traffic areas or cross streets. The “Civilian Safety Vest Program” is providing vests at no cost on a first come, first served basis, available at Town Hall.

Dina Goldstein, Assistant to the Chief, organized the annual Halloween Block Party on October 31, 2017. More than 1,000 bags of candy were Chief David Allen and Dina Goldstein filled and 2,000 glow sticks were distributed to children. The block party required street closures, traffic direction and logistics to ensure the safety of families and children. Thousands filled the streets to safely enjoy the party on Halloween night – one of the largest annual Surfside events. Congratulations to Dina as the recipient of Civilian of the Month!

Curbside Recycling Basics: All items together, but no contamination
Surfside’s recycling program is now using the single stream system which uses optical scanners to process all recycled materials. This means all recyclables go into one container and no sorting for residents. However, contamination of garbage and non-recyclables can cause the entire truckload of collected material to be rejected by the processor if 30% or more of the load is unacceptable garbage. The Florida Department of Environmental Protection has launched Rethink. Reset. Recycle, a statewide public education campaign to educate residents about curbside recycling. It reminds residents of the basics: only recycle clean and dry aluminum and steel cans, plastic bottles and jugs, and paper products and cardboard. Contamination costs $125 per ton. By eliminating the 30 percent of contaminated materials in curbside recycling bins, Floridians could save up to $100 million in recycling costs in one year. Snow & Holiday Cheer at Surfside’s Winter Wonderland
Surfside’s annual Winter Wonderland attracted children and families to the 96th Street Park to enjoy a host of holiday activities on a warm - but snowy - morning. The event included plenty of cool snow to slide down and play on, arts and crafts, face painting/glitter tattoos, train rides, music, a dancing Davy the Dreidel and a North Pole station that included photos with Santa. Congratulations to the Department of Parks & Recreation for another successful and well attended event.
ARTISTS TRANSFORM A PIANO Keys 4/4 Kids is a charitable organization that strives to transform the lives of children, donors and the community through the production and exploration of art and BEFORE ... music. The Town of Surfside Commission made a donation to Keys 4/4 Kids and received a beautiful piano as a community project. The Surfside Teen Scene group was guided by longtime Surfside resident and artist Oliver Sanchez (at center right) who volunteered his talents. The group painted the piano using spray paint, using various objects, such as forks, hinges, leaves and coral to create a colorful and unique masterpiece. The piano now has a new home and new look in the Community Center. JANUARY 2018
