February Message from the Town Manager The Surfside General Municipal Election is scheduled for Tuesday, March 17 at Town Hall. According to a New York Times op-ed, on average only 27 percent of eligible voters actually vote in municipal elections nationwide. This is a relatively low turnout considering the direct impact that local government has on the lives of citizens. You can meet the various candidates who are running for the Office of Mayor and Commission, as well as learn about how they propose to govern Surfside by attending two Candidate Forums this month (refer to the box below for dates and details.) Surfside elections are held every two years for the Mayor and all four Commissioners. Check your voter registration status, request an absentee ballot if needed, become familiar with the candidates, and join us on March 17 to cast your vote. In addition to exercising your right to vote in the upcoming election, we invite you to the popular Third Thursdays block party on Thursday, February 20 with yoga and wellness activities (see page 2.) We also want to put your body and mind in motion at the Get Fit Surfside event, hosted by the Parks and Recreation Department on Sunday, February 23 at the Community Center (see page 7). GLENN DOUGLAS WINTER CHAMBER MUSIC FESTIVAL RETURNS TO SURFSIDE Sponsored by the Surfside Tourist Board, the Glenn Douglas Chamber Winter Music Festival by the Sea ‘Teatime Matinee’ performance took place on January 2nd at the Four Seasons Hotel and Residences Art Gallery. A sold-out crowd was on hand as lead organizer and Music Director Shana Douglas and her talented group of musicians delighted attendees with stunning pieces from Haydn, Prokofiev, Bartók and Dvořák. A free rehearsal performance for Surfside residents was held the previous day on January 1 at the Community Center.

Minimum Housing Standards
In 1963, Dade County established minimum housing standards to protect the public health, safety, morals and welfare of all residents. In May 2002, the Town of Surfside adopted and incorporated by reference the County ordinance to govern the condition, occupancy and maintenance of all dwellings in the Town. The ordinance covers all dwelling units and the premises relating to utilities, facilities and other physical components and conditions that make dwellings safe, sanitary and fit for human habitation. The standards also fix certain responsibilities and duties of owners, operators, managers, agents and occupants of dwellings, and imposes penalties for the violation of any provisions of the housing standards. The housing standards authorize Code Compliance Officers to make inspections to determine the condition of dwellings, including single-family homes, duplexes, triplexes, apartment buildings, condominiums, rooming houses, hotels and other premises to safeguard the health, safety and welfare of the public. All dwellings are required to be kept clean, sanitary and in a weather-tight condition. Multi-family buildings are required to be structurally sound and maintained in good repair. Utilities, plumbing, public spaces and common facilities and amenities in all multi-family buildings are required to be kept in a good condition and in proper working order. Surfsider Named a National YoungArts Finalist in Design Arts Ariel Swedroe Weinberg, a Surfside resident and a junior at the Design and Architecture High School (DASH), has been named a 2020 National YoungArts Foundation Finalist. Ariel was recognized for her achievement in design arts and joins the nation’s most accomplished students in the visual, literary and performance arts. From 8,000 applicants, Ariel was selected as one of the 149 finalists. She recently participated in National YoungArts Week in Miami where she also presented her award-winning designs. National YoungArts Week is an intensive, all-inclusive master classes, workshops and mentorship from leading artists in their fields. “I’m honored to be a YoungArts finalist.” Ariel said. “It was great to meet the other artists from around the country. I loved incorporating sustainability into my fashion designs and seeing what the future brings with new processes and material innovation.” Ariel and her twin brother Adam, both grew up in Surfside and attended Ruth K. Broad Bay Harbor K-8 Center before going to high school. Her mother, Laurie Swedroe, said Ariel has always been interested in fashion and she started to design as a child. Among Ariel’s many striking and creative designs, it was the bold dresses made of sheets of recycled plastics and other repurposed fabrics that caught the eyes of the YoungArts judges. Ariel reuses a wide variety of fabrics and even industrial pieces to create her dramatic
clothing (see at left). When she is not creating colorful beachwear, outfits and accessories, Ariel enjoys photography, spending time with her family and a close circle of friends. • Approving a $50,000 contribution to the Miami-Dade County Homeless Trust. • Approving an Interagency Agreement with MiamiDade County/Miami-Dade Police Department for access to the Florida Crime Information Center (FCIC) and the National Crime Information Center (NCIC) for the administration of criminal justice. • Providing for ratification of the Collective Bargaining Agreement between the Florida State Lodge Fraternal Order of Police and the Town of Surfside in effect from October 1, 2019 through September 30, 2022. • Urging the Florida Legislature to approve Senate Bill 182 and any companion House Bills relating to the repeal of Sections 403.7033 and 500.90, Florida Statutes regarding the use or sale of single-use plastic bags and polystyrene materials and preemption of local laws.

ADOPTED THE FOLLOWING ORDINANCES • Amending Chapter 2, Article V, Division 2 of the Code of the Town of Surfside regarding the Retirement Plan for Employees; amending section 2-176(A) of the Town Code to lower retirement ages for non-public safety employees; amending section 2-176(C) of the Town Code to increase the maximum benefit limitation from 68% to 80% for general employees; amending Section 2-192 of the Town Code to increase the cost of living adjustment from 1.5% to 2% per year for non-public safety employees. • Amending Chapter 3 “Purchasing” of the Town Code relating to purchasing limitations and exemptions from competitive bidding. • Amending the Town Code of Ordinances by amending Section 90-85.2 “Definitions” to establish a definition for synthetic turf; amending Section 90-87 “Installation of Landscaping and Irrigation” to permit synthetic turf on all properties. 11th Annual Toy Giveaway Brings Holiday Cheer
Children of all ages greeted Mr. and Mrs. Claus as they arrived at Town Hall on a shrieking fire rescue truck from Miami-Dade Fire Rescue Station 76 at the 11th Annual Surfside Police Department’s Holiday Toy event. With seasonal music playing, Santa and his team of elves (all Town staff in costume) danced on the sidewalk and led the children into Town Hall where a mountain of donated toys awaited. The children selected age-appropriate toys that brightened their holiday season. The Office of MiamiDade Commissioner Sally Heyman donated a skateboard which was raffled off during the event. Town of Surfside Higher Education Scholarship
The Town of Surfside Higher Education Scholarship funds will be awarded to the successful student applicants upon evidence of registration in an accredited post-secondary institution. The Town of Surfside would like to promote higher education by providing two $1,000 scholarships. The scholarships will be awarded to two deserving Town of Surfside graduating seniors interested in or

intending to pursue post-high school course of study. Continuation of education must be at either college/university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee.
CRITERIA:

2.) Applicant must be a graduating high school senior in the year of the award.
DEADLINE for all applications is Friday, April 24, 2020 by 5:00p.m.
