TOW N M A N AG E R As I reflect on my first year as Town Manager, I am filled with a sense of gratitude, appreciation and admiration for our residents and employees. This last year we endured unexpected tragedy and immense loss, leaving an indelible mark on our community. Our neighbors, friends and business owners sprang into action with support, donations and words of healing. Town employees worked around the clock to ensure our residents’ needs were met—going above and beyond their normal job duties. Tragedy brought out Surfside’s true character, that of compassion and selflessness. As we begin the holiday season, let us keep those qualities in mind. Make this season special by shopping local and supporting our diverse, locally owned businesses downtown. They opened their hearts in the aftermath of the Champlain South collapse and donated their time, services and products to victims and first responders. The unique shops on Harding Avenue truly do have something for everyone! On Sunday, December 12, our Parks and Recreation Department will host our annual Winter Wonderland at the 96th Street Park. The Park will be transformed into a magical wintry escape. Where else can you go to find snow in South Florida? We hope to see you there! T h i s was an incredibly humbling and amazing gesture. These clerks, who are from all over the state, felt touched by what occurred on June 24, 2021. The graduation project created a dedicated G o Fu n d M e p a g e a n d a l l p r o c e e d s w e n t t o the Support Surfside fund, a total of $3,570. The check number is the date of the incident, 0 6 2 4 2 1 . R e m e m b e r i n g Fo r m e r M ayo r M a r i o n P o r t m a n 1923 - 2021 To Jared Sloan, Marion Portman was grandma. Despite a lifetime filled with accolades, Portman always stayed grounded, Sloan shared with the Gazette. It was not until he became an adult that he understood how influential his grandmother had been in Surfside. Marion and her husband, Stanley, moved to Surfside in 1958. Marion was a mathematician and worked as a public school teacher, while raising four children, and Stanley was a general contractor, building 25 homes in Town. In 1974, friends urged Marion to run for Town Mayor. Marion beat out six men, winning the election and setting a first for Surfside and also becoming the first female municipal mayor in the County. She served as mayor until 1976 and two additional years as a commissioner. In 1975, she was named Woman of the Year by Miami-Dade County. To help women gain traction in local government, Portman founded Women In Government Service (WIGS), drawing Janet Reno and Gwen Margolis as members. Later, Portman would self-publish a book called “My Story” recounting her life, as she continued to practice as a real estate agent into her 90s. Marion also served as the Grand Marshal of Surfside’s 75th Anniversary parade in 2010. Her lifetime of achievements lives on in her children and grandchildren, several of whom work in the mathematics field. She will be greatly missed by her community.

B u i l d i n g D e pa rt m e n t U r g e s ‘ D o n ’ t Wa i t. . . Ac c e l e r at e ! ’ 4 0 -Ye a r B u i l d i n g R e c e r t i f i c at i o n P r o g r a m In the aftermath of the Champlain Towers South tragedy, the Building Department, under the leadership of Building Official James McGuinness, is strongly advocating for the acceleration of the 40-Year Building Recertification Program from buildings that are 40 years to buildings that are 30 years in age. Starting one week after the collapse, the Department delivered a memo to all multi-story buildings on Collins Avenue with the message: “DON’T WAIT…ACCELERATE!” This important memo includes links to the Miami-Dade County protocols for the evaluation of the structural load bearing components and the electrical services of these buildings by Florida registered engineer(s). The goal is to certify that multi-story buildings continue to be safe to live in. Mr. McGuinness has taken this call for acceleration to the Miami-Dade County Building Officials Association and, after gaining consensus there, to the Miami-Dade Board of Rules and Appeals (BORA). Miami-Dade BORA has also reached a consensus to accelerate the 40-year program to 30 years along with additional requirements. The next step is consideration and potential adoption into law by the Miami-Dade County Commission. This will be achieved by amending Miami-Dade County Code Chapter 8 Section 11 titled: 40-Year Recertification Program. The Champlain Towers South tragedy occurred when the building was only 39 years old. The urgent need to accelerate the 40-year recertification period to 30 years is obvious. It is both a critical and necessary change to protect the lives and safety of all our citizens who live in multi-story buildings in the Town of Surfside.

CODE CORNER

Te m p o r a r y S i g n s Town Code Section 90-74 regulates all temporary signs. Temporary signs include real estate signs, political signs, signs on construction sites, temporary banner signs, and temporary window signs. Section 90-74 (d) regulates the duration of temporary signs, such as political campaign signs, and it states that: “Signs shall not be erected more than 90 days prior to the event or occurrence and shall be removed no later than seven (7) days after the event or occurrence.” All temporary signs must be professionally lettered and may not be lighted or illuminated in any manner. In addition, these signs must be placed on private property with the express consent of the property owner. Any sign placed on public property will be removed and disposed of by the Town without prior notice. Three professionally lettered political campaign signs are permitted per street frontage. The sign(s) shall be wall-mounted flat against the building wall or securely fastened to a wood or metal freestanding stake or post of sufficient strength. The maximum sign area shall be three square feet per sign. Sign face shall be constructed of metal, plastic, wood, pressed wood, or cardboard. The maximum sign height for in-ground signs, including support frame, shall not exceed 42 inches from the ground to the top of the sign. KCE Structural Engineers to proceed with the study of the Champlain Towers South collapse at an additional $750,000. The Town utility undergrounding project will be placed as a ballot question for Surfside voters in the March election. On Thursday, November 18 a Curative COVID testing site opened on the west side of Town Hall. Free PCR testing is available between 8 a.m. and 5:30 p.m.

The next Town Commission meeting will be Tuesday, December 14 in the Commission Chambers.

M AYO R C H A R L E S B U R K E T T Greetings, 2021 is almost complete – and needless to say, Surfside has been through much. Our residents have braved a global pandemic and a horrific catastrophe – but still we have marched forward with courage and love, and done for others what not many would have expected. These last two years, of the testings we’ve endured, have changed and enlightened me, and at 60 years old, I never would have expected that. I’ve seen, up close, pain I’ve never imagined and at the same time, courage, kindness and dedication I’ve also never known – and all in my own small town. I’m proud to be a part of our diverse and vibrant community, a community that is now coming to be known as one of the best places to live - anywhere. A place we’ve all built together, and one that is truly priceless and irreplaceable. I value our priceless and irreplaceable community, which is why I work so hard to keep it. Once, a long time ago in 1787, one of our Founders, Benjamin Franklin, was asked, as he exited the Constitutional Convention in Philadelphia - what kind of government do we have? He replied, “a Republic, if you can keep it.” In 2021, if I were asked the same thing about our little slice of paradise, Surfside…. I’d say exactly the same thing. And keep it we must! From my family to yours, I send my warmest thoughts and hopes for a joyful holiday with the ones you love. V I C E M AYO R T I N A PAU L Greetings Surfside, As 2021 comes to an end we can reflect on the past year and find light within twilight skies to move forward with gratitude. We continue getting through the Covid-19 pandemic responsibly with trust in medical technologies providing vaccines and treatments so we can return to familiar social activities. At mid-year our community experienced unimaginable tragedy and we remain determined to find the cause for how this happened, while cherishing the memories of those we lost in the Champlain Tower South building collapse. The devastating reality of precious beautiful lives lost will always leave a void for families and close friends especially during the holidays. In loss we reflect upon happier times with our loved ones that brings a smile to our remembrance. The support within our Surfside community and from around the world renewed our strength to focus and build upon with thoughtful actions and goodwill. This month the holidays celebrated are inspirational. Chanukah is the festival of lights as a celebration of determination and the possibility of miracles commemorated by traditions. The message of Christmas celebrates the birth of Jesus and his vision of compassion and forgiveness with love. Kwanzaa is a celebration of family, community and cultural heritage. Holidays can be a time for appreciation with gifts, they can be festive and fun, and can also be lonesome. Memories of happier times will get us through difficulties during this season of faith, adding goals to improve our lives with opportunities for a better year ahead. May the miracles of this holiday season shine on our community as we enter the New Year 2022 together. Happy Holidays Surfside! The holidays are a time for love and happiness shared with our family and friends. May the New Year bring better times for each and all of my fellow neighbors. Wishing you all a very happy and prosperous New Year 2022!

Together we have accomplished a lot for our town and we will continue to make Surfside a better place for all residents. It has been an honor to serve as your commissioner this year, and I hope for more time to come as we complete the tasks that have been started. The power of unity can accomplish anything, and that was shown at the November commission meeting when residents came together to support what affected so many. I am glad that this commission made the wrong right, again, for all those concerned residents. C O M M I S S I O N E R E L I A N A S A L Z H AU E R Greetings Surfside NeighborsWith the New Year upon us, I would like to take a moment to reflect on the challenges we have faced this year, the hardships we have overcome, and offer support for those still struggling. To say that 2021 was challenging would be an understatement. As a community, we continue to mourn the loss of our Champlain South neighbors and struggle with the best way to memorialize their lives while enabling the survivors to rebuild their own. As individuals, we struggle to assert our own “rights” within the confines of living in a small community in which our own actions directly impact our neighbors.

Even the night of the disaster we we had not even walked a block before a young boy and his mom came up and offered something to drink. They had filled their arms with whatever they had in their refrigerator and went out on the street.” (sic) David Shaw 5:50pm June 28, who with his family was witness to and displaced by the Champlain Tower South tragedy. We are all in this together.

Every decision to vaccinate saves lives and protects the most vulnerable among us.

Surfsiders can be at times selfless and at other times selfish, welcoming and unwelcoming, smiling and frowning. This is the Town and the world we live in.

Every change in zoning has a butterfly effect on the entire community. Every additional foot of construction height blocks the light and air of your neighbors. Every gate, fence, and hedge transforms our open community from “we” to “me.”

We should not sacrifice our future no matter what pressures are upon us. Quick zoning “fixes,” higher property values and land swaps will not bring lost loved ones and homes back. Insurance will not be enough. Future windfalls or pennies from lawsuits may not be enough. Time will tell.

Every dollar of taxes cut directly impacts how much money the town has left over to spend on new projects and necessary upgrades. The “cuts” made to our town’s millage rate may have saved you a few bucks, but the cumulative impact deprives the community of nearly a million dollars every year. Monies that make living in Surfside magical. Amazing community events like the Fall Spooktacular are just one fabulous example of our tax dollars in action. Political propaganda is never justification for depriving residents of the quality of life they deserve and expect.

Time will tell if Surfside’s fate is that of Atlantis or the Titanic. Or the Maldives. Or Manhattan.

It takes “u” and “i” to form a community. Let’s celebrate the “we” this holiday season. Thank you for the privilege of serving.

God willing, the Commission will implement a comprehensive Zoning Code by March. Then, there should be a year of observation, followed by six months of public feedback, followed by six months of evaluation and assessment, ending in a resident validation by vote in March of 2023. My vote is for a sustainable Surfside and quality of life now and forward. Both sustainability and quality of life include air, light, nature, and peace. Health, safety and welfare always come first. It is that simple. Have a blessed holiday season.

MONTH

The Surfside Police Department in conjunction the Florida Department of Transportation (FDOT) District Six hosted a multi-agency traffic safety enforcement and educational detail on November 10 from 8:30 a.m. to noon. The detail focused on aggressive driving (as part of the Drive Safe campaign), distracted driving, red-light running, speeding, seatbelt use, move-over law compliance, bike/pedestrian safety compliance and general traffic safety. During the enforcement, 113 citations and 28 warnings were issued, two arrests were made and 139 educational pamphlets were distributed. Bal Harbour, Bay Harbor Islands, Golden Beach, Miami Beach, Miami Gardens, Miami-Dade, North Bay Village, North Miami, North Miami Beach, Pinecrest and Sunny Isles Beach Police Departments participated in this event.

The funeral for Hollywood Police Officer Yandy Chirino, who was killed in the line of duty, was held on November 1st at the FLA Live Arena in Sunrise, Fla. Sergeant Alejandro Lorente, Officer Ronald Donoso, and Officer Juan Duran proudly represented the Surfside Police Department as members of a multijurisdictional Honor Guard Team participating in the ceremony.

Surfside, Aventura, Bay Harbor Islands, North Miami and Sunny Isles Beach Police Departments hosted a Multi-Agency Collection Day on October 23 at Haulover Park from 10 a.m. to 1 p.m. Officer Dianna Hernandez and Parking Enforcement Officer Alain Acosta participated in the event.

The Town of Surfside Parking Division comprises Parking Operations Manager Elinor Joseph and Parking Enforcement Officers Alain Acosta, Cristhian Acosta, Josue “JC” Castro, and Willy Perez. The outstanding members of this department are recognized for their service from June to October 2021 for their exemplary performance and integrity. Parking Operations Manager Joseph supervises the Parking Enforcement Officers, manages six municipal parking lots and 37 multi-space pay stations. The Department’s daily duties include monitoring the municipal lots, controlling traffic flow, maintaining pay stations, programming the messaging board and speed trailer and delivering, setting up and removing cones and barricades for events and traffic management. These essential employees also provide exceptional service to the Town Hall and Police Department personnel. The Parking Department was invaluable in the aftermath of the Champlain Towers collapse. They were assigned critical traffic posts, performing exceptionally in extreme heat and inclement weather while aiding frustrated motorists. Furthermore, they distributed meals to on-site emergency workers, coordinated parking for first responders, delivered supplies to key locations and provided comprehensive support to all emergency response activities. Parking Operations Manager Joseph and Parking Enforcement Officers A. Acosta, C. Acosta, Castro, and Perez are commended for their strong work ethic, kindheartedness, highest level of customer service and dedication to the Town they proudly serve. These exceptional gentlemen have proven to be an enormous asset to everyone they assist and graciously accept additional responsibility. They are courteous, optimistic and honorable representatives of the Surfside Police Department and humbly exemplify these qualities and perform these praiseworthy actions every day. Congratulations to all of the recipients of the October Civilians of the Month award!
