December Message from the Town Manager
With 2020 on the horizon, we wish to express our sincere gratitude to the residents of Surfside for making 2019 an excellent year. Thank you for your participation at Town Hall meetings and events, and for continuing to make this community a great place to live, work and play. Over the past year, we celebrated a number of successes. Notable achievements included the start of the Beach Renourishment Project, in conjunction with the U.S. Army Corps of Engineers and Miami-Dade County, to revitalize the public beach in Surfside; the addition of environmentally-friendly policies, such as the Florida Friendly Landscape Principles; the installation of beachthemed mosaic street signs along the beach hardpack; and the improvements of Channel 663 featuring new lifestyle-centered content and segments. In the aftermath of Hurricane Dorian, countless residents and Town staff members also showed solidarity by donating emergency supplies to our neighbors in the Bahamas. The year is not quite over yet, and we invite residents to “support local” by attending the Surfside Farmers Market, held every Sunday from 9 am to 3 pm. Additionally, our Parks and Recreation Department is gearing up for another exciting Winter Wonderland on Sunday, December 15 at 96th Street Park. Do not miss this family-friendly event! The Town’s Zoning Code, Section 90-74, provides detailed information regarding the use of temporary signs, including: • General Signage: In the commercial district, a limit of three professionally lettered signs; each sign cannot exceed three square feet. In residential areas, a limit of three professionally lettered signs per street frontage. The signs are limited in size to three square feet. SURFSIDE STARTS 2020 WITH A FREE NEW YEAR’S DAY CHAMBER REHEARSAL Surfside residents are invited to a free New Year’s Day rehearsal performance on Wednesday, Jan. 1 in the Community Center, 11:30 am-1: 30 pm. On Thursday, Jan. 2, there will be a Teatime Matinee at the Surf Club Art Gallery at the Four Seasons Hotel and Residences, Surfside. The cost is $35 and is sponsored by the Surfside Tourist Board.
VIOLINS OF HOPE CONCERT ON DEC. 2, 2019 AT THE SHUL Violins of Hope: Strings of the Holocaust is a concert that uses restored violins originally played by Jewish musicians during a dark time in Jewish history. The concert will take place at The Shul, 9540 Collins Avenue, Surfside, on Monday, December 2 at 8 pm. Tickets are $54 per person. COMMISSION ACTION AT THE NOVEMBER 12, 2019 MEETING ADOPTED THE FOLLOWING RESOLUTIONS • Approving a Mutual Aid Agreement with the Town of Golden Beach, a joint declaration of the Chief of the Town of Surfside Police Department and the Chief of the Town of Golden Beach Police Department pursuant to Mutual Aid Agreement. • Approving the purchase of a Mack Truck for the Public Works Department. • Approving the purchase of police vehicles, accessories, graphics and radio equipment. • Approving Work Authorization No. 128 with Calvin Giordano & Associates, Inc. for professional consulting services for the 96th Street Park Facility RFP Design, Assist and Management. • Approving an agreement with Academy Bus, LLC for coach bus transportation services. • Approving a Title VI Program Plan in accordance with Title VI, 42 U.S.C. Section 2000D, Civil Rights Act of 1964, as required for the Town to receive federal pass-through funding from Miami-Dade Transit Agency. • Approving lease amendments/renewals with the United States Postal Service (USPS) for parking spaces at the 94th Street municipal parking lot, and parking spaces at the 95th street municipal parking lot. • Approving a second addendum to the agreement with Harrington Resources, Inc. D/B/A Parker Systems dated November 9, 2016 for modem upgrades on the town’s pay stations.

• Approving the purchase of a vehicle for the Building Department. • Approving Budget Amendment No. 2 for the Fiscal Year 2020 Budget. • Approving a first amendment to the Memorandum of Understanding (MOU) with the Village of Bal Harbour and the Town of Bay Harbor Islands related to the assessment of shuttle bus services by the Lehman Center for Transportation Research at Florida International University. • Directing the town manager to take any and all actions necessary to ban the use of herbicides containing glyphosate by the Town of Surfside (and Town contractors in the performance of landscaping and maintenance work on all town-owned properties and facilities. • Establishing a policy for the maintenance and retention of text messages sent or received in connection with Town business consistent with the requirements of the Florida Public Records Law for an effective date.
ADOPTED THE FOLLOWING ORDINANCE • Amending the Town of Surfside Code of Ordinances by amending Section 90-41, “Regulated Uses,” to establish limitations on hotels in the H-40 Zoning District south of 93rd Street, including: a prohibition on ballrooms and banquet facilities as hotel accessories, prohibiting structured parking facilities, and requiring that parking structures incorporate hotel and/or accessory uses; creating exemptions for existing and approved developments, and for historically designated properties; and amending Section 90-51 “Maximum Frontage of buildings and façade articulations.” SURFSIDE GAZETTE DECEMBER 2019

CELEBRATING MULTIMODAL TRANSPORTATION WEEK
The Surfside Police Department proudly participated in Florida’s second annual statewide Mobility Week from October 25 to November 1, 2019. The week promotes multimodal transportation and brings attention to safe multimodal transportation choices. Initiatives such as Surfside’s Bike with the Chief community ride were spotlighted during Mobility Week. OFFICER ARIOL LAGE JOINS THE POLICE DEPARTMENT
Officer Ariol Lage was recently sworn in as the newest police officer for the Surfside Police Department on November 19, 2019. In 2018, he attended the Police Academy as a member of Basic Law Enforcement class #342. After graduation, he joined the Hialeah Police Department as a police officer and proved himself to be a dedicated and responsible employee. Born in Havana, Cuba, Ariol Lage came with his family to Hialeah, Florida at the age of four. Congratulations to Ariol and we welcome him to the Surfside Police Department family! Surfsiders of all ages showed off their costumes and enjoyed the fall tradition of the Halloween Spooktacular at the 96th Street Park. More than 800 attended the event that included a decorated pumpkin patch, pumpkin decorating station, haunted maze, candy bags, refreshments, inflated climbs and slides, music, games and more. Congratulations to the Parks and Recreation Department for another successful event.

SURFSIDE HONORS VETERANS FOR THEIR SERVICE
On November 11, 2019, the Town of Surfside continued its tradition of recognizing those who have served in the U.S. military by hosting a sincere and heartfelt ceremony at Veterans Park. Vice Mayor Daniel Gielchinsky made opening comments and Mayor Daniel Dietch served as Master of Ceremonies. Presentation of Colors by Miami Beach Senior High School NJROTC, Surfside Police Department and local Girl Scout Troop 739. Guest speakers was Lieutenant Colonel Carlos C. Oquendo, US Army. Commissioners Michael Karukin and Tina Paul made comments and all recognized the veterans in attendance.
