Town Manager’s Message With the focus on our children returning to school this month, there is still time to enjoy Surfside’s charms. Right in our backyard, we are spoiled by nature’s wonders. We encourage you to explore your neighborhood with back to school street safety in mind (see Page 3) and shop local. Did you know that Harding Avenue is home to almost two dozen restaurants? Soon Surfside will also be home to a restaurant by Michelin-star Chef Thomas Keller – an exciting addition to the local culinary scene. A full list of businesses can be found on the new business district map and guide on Pages 12-13. Take time to admire the larger than life sea turtle sculptures at Turtle Walk located along 93rd Street and plan a visit to the oceanfront Community Center. Familiarize yourself with the wealth of Parks & Recreation Department’s programming about to start in September – be sure to register this month! Best of all, you can uncover these destinations and much more within walking distance of your home. Whether a longtime resident or a recent transplant, there is always something new to discover in the Town. Finance Department Receives Budget Award Congratulations to the Surfside Finance Department for receiving the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA). This award is the highest form of recognition in government budgeting and is a significant achievement for the dedicated Finance staff. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. To receive the award, Surfside had to satisfy nationally recognized guidelines for effective budget presentation.

Construction Work Times and Prohibited Noise

SUMMER FUN AT FIRST FRIDAY

Visitors and residents gathered around an inviting beach venue at the Summer Harvest-themed First Friday on July 6. Attendees enjoyed delicious treats, a live band, children’s games, drumming lessons and fresh smoothies. The event series is sponsored by the Tourist Board. Did you know that Surfside has Ordinances that regulate the days and hours of construction work and prohibited noises? All residents, businesses, developers and contractors are required to adhere to and follow the Ordinance requirements. All construction activities that require a building permit, such as electrical, plumbing, mechanical, roofing and structural work, are restricted to working on Monday through Friday, from 8 am to 6 pm, and are prohibited on Saturdays, Sundays and all federal holidays. There are some exceptions, such as work related to infrastructure and utilities, roadways, public right-ofway construction, minor repair and maintenance activities inside of private dwelling units and painting with manual tools (no commercial sprayers). For construction projects over 10,000 square feet in size or valued over $1,000,000 in costs, contractors are required to post notice signs at the property to state that the property is an active construction site. In addition, the contractor is required to provide contact information for public complaints and concerns. The Town’s Noise Ordinance provides additional rules and regulations as to noise that is generated from construction activities and from residential properties. In general, any loud, excessive or continuous noise, such as barking dogs, is prohibited, and especially on Sundays and legal holidays. Lawn mowing and other landscaping work is only allowed on Monday through Saturday from 8 am to 6 pm. PARKING RATE INCREASE FOR OFF-STREET SPACES

Town of Surfside Resolution No. 18-2517 was adopted by the Town Commission on July 10, 2018 - it increases the parking rate fee by $0.25 per hour, from $1.50 per hour to $1.75 per hour for all Off-Street (Municipal Parking Lot) spaces. The previous parking meter rate of $1.50 per hour had been in effect since September of 2015. Increased maintenance and operational costs necessitate the rate increase. The new parking rate of $1.75 per hour is comparable to the hourly rates of surrounding jurisdictions. Surfside residents may participate in the Annual Resident Parking Program and purchase up to three parking permits per household by completing a Resident Parking Permit Application (see Page 15 of this Gazette), it is also available on the Town website and at Surfside Town Hall during regular business. Surfside’s new Police Chief Julio Yero held an informal meet and greet on July 11 in the Town Hall Commission Chambers. The Chief discussed the Department’s plans and residents shared matters of interest during the event.

Monday, August 20 is the first day of the new school year, a time when children are at their highest risk of transportation-related injuries from pedestrian, bicycle, school bus and motor vehicle crashes. Drivers should use caution as children walk and ride their bikes to school. There will be increased traffic on roadways with parents dropping off children, school buses, school speed zones and traffic enforcement. The safety of our children is our utmost priority and it is critical that all drivers be especially vigilant during the posted school hours. The Surfside Police Department will be enforcing speed limits and drivers should be extra careful during this period. A Sweet Afternoon at the Mango Tasting Contest

At an only-in-South Florida event, seven Surfside families brought the very best of their treasured backyard mangoes to the Community Garden to find out who has the tastiest treats in Town. A lucky panel of judges, including Mayor Daniel Dietch, scored the sample mangoes for flavor, texture and color. The winning fruit was from Stuart and Meghan Rote, and tied for second were mangoes from Andres and Maria Rey and Jennifer Zawid. Community Garden President Dalia Blumstein coordinated the fun event, now in its second year. Plan to participate next year with your 2019 mango crop!

Officer Juan Duran Joins Police Department Juan Duran was recently sworn in as Surfsideâ€™s newest Police Officer, although he is hardly new to the Town. He previously served as a Surfside Police Department Community Service Aide and, before that, a Town Park Attendant for the Parks and Recreation Department. Seaweed on Surfside Beach? Know That It Protects Turtles Most days, Surfside’s beach looks like a postcard. Endless sand, dunes covered with coastal vegetation and the ocean a blue-green mirror reflecting the tropical sun. Residents and visitors who have spent years enjoying the beach know it is continuously changing along with the rise and fall of the daily tide. Recently, there has been an unusual amount of sargassum seaweed washed ashore on the beach and floating in the ocean. The common goldish-brown seaweed is seen throughout the world’s oceans and beaches. Here in Surfside, the sargassum seaweed washes up periodically throughout the year, usually after strong wind events. Although it may seem to be a nuisance to some, it is important to remember that it is a critical part of our ocean and beach ecologies. Sargassum does not grow on the bottom of the ocean. Rather, it lives only on the surface, staying afloat by tiny air-filled balls. In our Atlantic ocean, sargassum comes from an area bordered by major currents called the Sargasso Sea (see map on next page). Winds, storms and currents move the seaweed thousands of miles. Known as a “floating forest,” the large patches of sargassum serve as a home, nursery and refuge for hundreds of ocean species, including fish, crabs, sea turtles, jellyfish and squids. Even ocean-going birds have been seen resting on the floating seaweed.

Surfsiders will be interested to know that sargassum is not only a source of food for grazing turtles, the seaweed also provides a critically important camouflaged shelter once it has come ashore and is strewn along the sand. These patches on the beach aid newly hatched turtles as they instinctively hide from predators and make their run for the waves. The number of baby turtles that survive to adulthood is approximately one out of 100 hatchlings. The seaweed currently on the beach vastly improves the hatchling turtles’ chances and makes up for the drastic loss of nests because of development.

and Keeps the Beach Healthy Once in the sea, the baby turtles immediately seek out the floating patches of sargassum for hiding, resting and grazing stops along their trek to the breeding grounds of the Sargasso Sea. The sargassum on Surfside beach will soon dry, break into small pieces and ultimately mix into the sand. Parts of the decayed seaweed are string-like shapes that help to hold the sand together and serve as a fertilizer that keeps the Townâ€™s dune vegitation healthy. Over time, the remnants of the seaweed serve to protect the beach from erosion from future storms â€“ currently a concern throughout South Florida beaches. These are just a few of the reasons it is important that sargassum continues to wash ashore on our beaches. Although at first glance it may seem like an inconvenience or nuisance remember that sargassum is a vital part of our ecology and a home to millions of animals.

Jorge Cortes Receives 2018 Town of Surfside Scholarship

The Town of Surfside Parks & Recreation Committee has awarded 18-year-old resident Jorge Cortes with a Higher Education Scholarship. Jorge has lived in Surfside since 2004 and began school at Ruth K. Broad K-8 Center, where he made his first friends and discovered his talent in art. He showcased his abilities in 2012, when the school organized a memorial project after the Sandy Hook shooting. Jorge painted his own design on Ruthie, the turtle sculpture, and wrote a poem about the turtle and the project. As a student at Christopher Columbus High School, he graduated

at the top15% of his class, with 348 service hours. He earned service hours by volunteering at a food drive at Saint Joseph Parish Hall. During the last three summers, including 2018, he worked as a counselor at the Miami Yacht Club, a summer camp teaching children about sailing and fishing. Jorge will attend Florida International University this August, pursuing a degree in computer science. He is very excited and grateful to have received this scholarship and is looking forward to a great college experience and to continue sharing his talents and gifts with the world.

Renewal Commencing on Monday, October 1, 2018 for the fiscal year of Oct.1, 2018 to Sept. 30, 2019 • If the resident is the owner of the property, they must bring their driver’s license and two of the following documents: current utility bill current bank statement, current credit card statement • If the owner of the property has multiple owners, proper documents must be presented indicating ownership of multiple owners. • If the resident is a renter, they must bring in their driver’s license, and a copy of the lease that includes the dates of rental and people authorized to reside at the property, and one of the following documents: current utility bill, current bank statement, current credit card statement • If the resident is a renter without a valid lease, the owner must fill out the Temporary Community Center Access Form and have it notarized; which must include the dates of rental and people authorized to reside at the listed property. • The renters must provide the notarized Temporary Community Center Access form, and their driver’s license and one of the following documents: current utility bill, current bank statement, current credit card statement.

Access to the facility may be denied upon three notifications and failure to renew your Resident ID card. Surfside ID Cards expire on an annual basis and are valid from October 1st to September 30th of each fiscal year for owners. Renter ID cards expire at the conclusion of the lease or September 30th – dependent on which date occurs first. • Everyone 18 & older must provide current proof of residency. • Resident ID Cards are limited to one family per address (owners or renters). • Adult family members and siblings is not defined as a family eligible for ID cards. • There is a $5 charge for lost, stolen or replacement cards. • All children in the system will have photos taken and may need periodic updating. Surfsideâ€™s Fourth of July Party Starts With a Splash

Surfsideâ€™s annual Independence Day celebration was full of fun and fireworks at the Community Center and the beach. The Aquatic Center pool was full of waves as children and adults competed for medals in swim races. There were also games, give-ways, food trucks, a photo booth, face painting, music and refreshments. After dark, a spectacular fireworks display exploded over the Surfside beach. Thanks to the Parks & Recreation staff for another memorable holiday event.

Workshop Teaches How to Collect Rainwater Surfside residents attended a workshop to learn how to reduce pollution while capturing rainwater for a free supply of water for their gardens and potted plants. The Rain Barrel Workshop, part of the University of Florida Institute of Food & Agriculture Extension, teaches homeowners to keep rainwater on their property to reduce run-off into storm drains. Sixty-gallon rain barrels were available for purchase at the event, held at the Community Center. AUGUST 2018

TOWN OF SURFSIDE 2018-19 AFTER SCHOOL PROGRAM

The Town of Surfside is excited to bring back the After School Program for the 2018/2019 school year! The Parks and Recreation Department is working with Life Sports Fitness for youth programming during the school year. Transportation provided from local schools to the Community Center. Program follows the Miami-Dade County Public School Calendar. Daily activities include sports and fitness activities, swimming, homework, tutoring, life skills and core values. After School Program will be Monday-Friday, from school dismissal until 6 pm - public school days only Surfside residents: $280 monthly. Non-residents: $330 monthly All program fees will be paid directly to Life Sports Fitness.

Registration Dates: Returning 2017/2018 Participants: July 16. Surfside Residents: July 23. Open Registration: Aug. 6 *Proof of current Surfside residence will be required for early registration and resident rate. SURFSIDE FLOOD INFORMATION

LOCAL FLOOD HAZARD

Storm surge may flood the entire Town. Any storm surges experienced here will most likely be as a result of a hurricane or tropical storm, typically from June 1 through November 30 each year. Other flooding can occur due to heavy rains over a short period of time, especially at times of high tide.

TOWN FLOOD SERVICES

To assist residents in understanding the National Flood Insurance Program and the effects on construction, remodeling and maintaining buildings, the Town offers the following services to residents: Access to the Flood Insurance Rate Maps to show if our property is in a Special Flood Hazard area, and if it is susceptible to coastal erosion, consultations on the Substantial Damage/Improvement 50% rule, elevation certificates, flood mitigation financial assistance advice, general information and brochures. Town Staff will offer advice and visit properties upon request to review its flood problem and explain ways to stop or prevent flood damage. Please contact the Town’s Building Department at (305) 861-4863, Ext. 231.

DRAINAGE SYSTEM MAINTENANCE

A serious risk to the safety of residents is the blockage of catch basins by debris which prevents proper drainage of storm water. The Town sweeps the streets twice a month and monitors all catch basins after each storm event. As a resident you can help by not placing lawn cuttings or any other debris by the curb on the weekend. This is a violation of the Town Code. Please contact Town Hall (305) 861-4863 if you see or know of anyone illegally dumping materials/debris into any catch basins within the Town.

FLOOD WARNING SYSTEM

In cases where flooding might occur during emergency situations, local radio and television stations will provide critical information as part of the Emergency Broadcast System. Emergency information and evacuation routes are available through the Miami Dade County Office of Emergency Management, (305) 4685400 or on the Town’s website at www.townofsurfsidefl.gov. In the event of a hurricane, all residents are required to evacuate when ordered by the Mayor of Miami-Dade County. Each resident should make plans well in advance of the emergency. Public emergency shelters should be your last resort. You can call the Surfside Resident Storm Hotline at (305) 993-1070.

FLOOD SAFETY

Stay away from power lines and electrical wires! The number two flood killer after drowning is electrocution. Electrical current can travel through water. • Immediately report downed power lines to Florida Power & Light (FPL) at 1-800-468-8243 or to the Town’s Police Department (305) 861-4862. • Look out for animals, especially snakes! Small animals that have been flooded out of their homes may seek shelter in yours. • Look before you step! After a flood, the ground and floors are covered with debris including broken glass and nails. Floors and stairs that have been covered with mud can be very slippery. • Be alert for gas leaks! Don’t smoke or use candles lanterns or open flames until the gas has been turned off and the area has been ventilated.

PROPERTY PROTECTION

It is imperative that you know what to do to minimize flood damage. “Flood proofing” means making physical alterations to your building that improves the ability of property and structures to withstand the damages caused by flooding. You should take action now to minimize losses to your property and possessions. Dry flood proofing includes sealing or waterproofing with special materials and compounds which provide a chemical or physical barrier against water intrusion during times of flooding. Construction of a small flood wall or earthen berm, or redirecting drainage to keep water away from the building is another example of property protection. Call the Town Building Department at (305) 8614863 for more information or search the Miami-Dade County Library for “Flood” information.

FLOOD INSURANCE

Property losses due to flooding are not covered under standard homeowners’ or renters’ insurance policies. Two types of flood insurance coverage are available; building and contents coverage. Contents coverage should be purchased by renters. Flood insurance coverage may be mandatory for some mortgage loans. If you don’t have flood insurance for your property and its contents, contact your insurance agent. Information is also available from the www.floodsmart.gov website. Don’t wait until the next flood is coming to buy flood insurance protection as there is usually a 30-day waiting period before a flood insurance policy takes effect.

ANNUAL RESIDENT PARKING PERMIT PROGRAM RENEWAL COMMENCING TUESDAY, SEPTEMBER 4, 2018 Parking Permits will be available for renewal commencing on September 4, 2018 for the upcoming ﬁscal year of October 1, 2018 to September 30, 2019.They will be available at Town Hall during business hours between 9:00 AM – 5:00 PM, Monday through Friday. Note: The annual parking fee will be waived for active or retired military. Proof of military service is required (DD Form 214).

REGISTRATION PROCESS

1. Residents will be required to complete a Registration Application (on reverse side). The application is on the website, in the August and September 2018 Gazettes and at the Town Hall’s Front Ofﬁce Counter. 2. Residents will be required to provide proof of residency. Examples include, but are not limited to: • Property tax bill • Utility bill (FPL, Water/Sewer) • Property Rental or Lease agreement • Current Driver’s License with a surfside address • For active/retired military: DD Form 241 3. Residents will be required to bring their current year’s vehicle registration certiﬁcate. The vehicle must be registered in the name of the surfside resident. 4. The Permit Fee is $10.70 per permit/decal, sales tax included. 5. There is a maximum of three (3) parking permits per household. The decal will have a permit number printed on it and a space available for the license plate number to be entered by the Customer Service Representative.
