Town Manager’s Message Over the next several weeks, a number of community projects will be completed. Perhaps the most noticeable is the completion of the Harding Avenue Streetscape Project. The main street of our business district has undergone a transformation as a result of the addition of 69 medjool palms with up-lighting; creation of pocket parks with enhanced landscaping and the soon to be added street furniture, including benches, waste receptacles, etc. As part of the 3rd Thursday event on February 20th, there will be a ribbon cutting ceremony at 7:00 pm. You are invited to attend this community celebration. “Around the corner” from the Harding Avenue Streetscape project is the 95th Street Project (Collins east to the beach bulkhead). This street end has been enhanced with installation of a new road consisting of colorful pavers in an ocean wave design complemented by the installation of medjool palms lining the new installed pavers and drainage improvements. Please take a look at this project as other streetends leading to the beach will be upgraded over the next several years by the developers of approved projects along Collins Avenue. Get your tennis rackets ready as it is anticipated that the new tennis facility will be ready for play in February. In November, work began on replacing the tennis courts, lights and fencing. Where is Surfside?
One of the most difficult tasks in creating an identity for Surfside is informing visitors about the town while promoting and protecting the charm of the community. As we begin attracting visitors to new hotel properties and assist in creating a more vibrant downtown district, visitors should not only know where Surfside is but that it is different here. Surfside is not Lincoln Road or Miracle Mile, or even Bal Harbour, and that is its charm – a unique destination. From a marketing view, the town has begun to create an image for itself in the colors of the wave motif on the entrance signs, having blue Deco Bike stations and the turtle image coming from the beloved sculptures now seen in the town wide banners. Even the Downtown Visions Advisory Committee has tackled the dilemma of finding the right slogan but the result was many great ideas but no consensus on one that truly fits. The Tourist Board has used the following successfully for its various programs, events and initiatives: “Shop. Dine. Stay,“ Taste The World On Two Blocks” and “It Happens On Harding.” But what would capture the essence of Surfside and evoke a desire, within the right demographic, to learn more about the town and it’s attributes? What would inspire these coveted select visitors to come to Harding Avenue and/or stay at the new hotels? Next month Let’s Talk Tourism will explore the launch of a first endeavor at achieving such an elusive goal.
Food Among the Flowers on Harding Chef Soren Bredahl was born to cook, operating several successful restaurants in South Florida. After a brief retirement in his native Denmark, he has opened Food Among the Flowers (www.foodamongtheflowers. com) - a casual bistro at 9427 Harding Avenue in Surfside. The restaurant is open for lunch from 11 am-4:30 pm. The Chef offers a Sunset Dinner (5:30pm - 6:30pm) and a regular dinner menu. Diners can choose from a selection of wine and craft beers, fresh juices and fruit smoothies. It’s the perfect spot to enjoy exceptional food and wine in a relaxed atmosphere. ON HARDING AVE Small Business Grant Deadline is Feb. 7 The deadline to apply for a 2014 “Mom & Pop” Miami Dade Small Business grant is Friday February 7. Business owners in downtown Surfside are encouraged to take to take advantage of the free program, sponsored by Miami-Dade County District 4 Commissioner Sally Heyman. The mall Business Grant Program was created to provide financial and technical assistance to qualified small businesses that are approved for funding. The program provides financial assistance to purchase equipment, supplies, advertising/marketing, inventory, building liability insurance, security systems and minor renovations. February’s 3rd Thursday to Include Streetscape Completion The February 20th 3rd Thursday event will include a ribbon cutting ceremony to celebrate the newly completed Harding Avenue Streetscape Project. The ceremony will be held at 7 pm at the intersection of 95th Street and Harding Avenue. Come out to mark this important event and enjoy Surfside’s downtown, dance to the live music and partake in the food truck experience.
Town Manager’s Message - Continued improvement projects were funded by contributions from the development community – Grand Beach, Chateau Group (site of former Best Western), Surf Club, 9501 Townhome Project and the Marriott project (92nd and Collins). Finally, there will be a Special Meeting of the Town Commission on Tuesday, February 4th at 7 pm in the Commission Chambers on Hedges/Visibility at Intersections (Sight Triangles). For over a year, this has been an issue of considerable discussion and debate both in the community and at the Commission level. Commissioner Kligman Graduates From Government Excellence Program Congratualtions to Commissioner Michelle Kligman on her recent graduation from the Good Government Initiative’s third Leaders of Excellence class. She was among 16 elected officials from 15 jurisdictions in three counties plus two state representatives who participated in the 2013 program. The training provides elected officials with knowledge to assist in their public service, creates more effective decisionmakers and forms a network of officials who can share ideas and provide support. The curriculum included leadership and service, ethics, growth and planning issues, diversity and inclusion, budgets and finance, community involvement and redevelopment strategies.

While Dewayne Berger Runs, he Keeps the Surfside Publix Running
Dewayne Berger, a career Publix employee, was managing the Hollywood store on Young Circle in 2005 when he heard about a “great opportunity” to take the reins of the two-year old urbanstyle Publix in Surfside. Eight years later, Dewayne has forged a strong partnership with Surfside’s residents, officials, businesses, schools and organizations and making generous donations that benefit thousands. “It is the philosophy of Publix to be involved with the local community,” he said. “But our relationship with Surfside is unique and it is a relationship that continues to grow.” Dewayne began working at Publix 29 years ago as a teenage bag boy near his hometown of Cooper City in west Broward County. He decided staying with Publix was his best bet for a successful future. Coming to Surfside from working in suburban stores meant getting used to the fact that customers, carts and all his deliveries have to be elevated, escalated, moved or carried up to the second floor. “There are daily
challenges that we have to overcome,” he said. “Even the amount of time it takes to unload a delivery truck is critical, because we don’t want to take up any customer parking spaces.” It did not take Dewayne long to connect with Surfsiders. Whether it is the Surfside Parks & Recreation Department or Police Department, the Shul, Ruth K. Broad Bay Harbor K-8 Center or many other civic organizations, Dewayne makes sure their special events have bottled water, snacks, bags, food and even gift cards to insure success. Since Dewayne and his wife, Nicki, are avid runners, Dewayne’s favorite event is the upcoming Surfside 5K Beach Run/Walk (on February 23 - see page 12). Not only has Publix supported the event since its inception, Dewayne has participated every year, often winning the Master’s Division. Dewayne regularly trains four times a week, putting in 20-30 miles, as he prepares to compete in several marathons and half-marathons each year. Despite his job and running, Dewayne still has time to tend to his large family of seven children. He and Nicki, a school teacher, have a ‘yours, mine and ours’ family with children ranging from 19 to a five-yearold. A daughter who is now in college briefly worked at Publix like Dad. “I really enjoy coming to work each day,” he said. “We serve a great community made up of great people.”
Sister City Program to be Discussed Finance Department Honored With Award
The Surfside Finance Department has received the Certificate of Achievement for Excellence in Financial Reporting for the Fiscal Year ending Sept. 30, 2012. Less than 11 percent of all municipalities in the U.S. receive the award. Showing off the Certificate are Financial Director Don Nelson and Controller Mayte Gamiotea.

At a joint Town Commission-Tourist Board meeting on Monday, February 3, discussion will be held on the Sister Cities program for Surfside. Becoming a Sister City (or Town Twinning) creates a broad-based relationship and partnership between two communities nationally or internationally. This relationship traditionally includes a cooperative agreement between the two towns that promotes cultural and commercial ties. Linda Miller, Town Attorney The Charter Review Board (CRB) has held five meetings (November 14, 2013, December 2, 2013, December 16, 2013, January 6, 2014 and January 21, 2014). The next meeting is scheduled for Monday, February 3, 2014 at 5 p.m. at Town Hall in the Manny Crawford Conference Room. The CRB intends to complete Phase I review of Charter issues limited to certain “election matters.” On Tuesday, February 18, 2014 at 7 p.m. a “Public Meeting” in the Town Hall Chambers will take place and be televised. The Public is invited to attend. A final report will be presented to the Town Commission at the Commission meeting held on March 11, 2014.
Banners Designate ‘Turtle Walk’ Colorful new banners proclaim to residents and visitors that the area between Collins and Harding Avenues on 93rd is now “Turtle Walk,” encouraging all to visit and admire the 10 turtle sculptures that were recently relocated to the site.

One Year Later, Love Letter Shows Ruth the Turtle Still Healing and Making Friends February 14 is the one year anniversary of the dedication of the Newtown, Connecticut Health Art Center and the introduction of Surfside’s Ruth the Turtle to the Town. Painted and given by the students of Ruth K. Broad Bay Harbor K-8 Center, the famous colorful sculpture continues to inspire compassion and a connection among children and residents of Newtown. When the Mayor Dietch and Surfside representatives went to Newtown for the dedication, they met local police officer Mayhelen McCarthy, who later visited Surfside and met with the school children who created Ruth. Officer McCarthy wrote a letter about the experience and it was published in a book Letters from Sandy Hook – Newtown To The World, by Suzanne Davenport. The book is available to be viewed from the Tourist Bureau office in the Community Center. Coffee With the Cops: Police Community Initiative on Feb. 28
Commercial Vehicles Now Limited to Two Hours in Municipal Lots To address the lack of available parking within the Town and the large number of commercial vehicles occupying parking spaces in the municipal lots all day, the Surfside Police Department began enforcing the two hour parking limit in all municipal lots in January 2014. Signs were installed and violators of the two hour limit have been towed at the owner’s expense. The definition of a commercial vehicle per Town code Chapter 74 – Traffic and Vehicles:
Sec. 74-1: Commercial vehicle. As herein used, shall mean a motor vehicle of one-ton capacity or more or a motor vehicle or trailer of any size or capacity which is used in commerce. A motor vehicle shall be conclusively presumed to be used in commerce if the vehicle bears a sign, insignia, trademark, trade name or business designation of any nature, wherever the same may be located on the vehicle; or the vehicle is used for the transportation of persons or property for compensation. A motor vehicle will be presumed to be used in commerce if, upon visual inspection, it contains equipment and other personal property regularly, normally and ordinarily used in commerce business or trade, such as, for example, construction tools and equipment, commercial lawn mowers, tractors, ladders, paint, auto mechanics’ tools, such as hydraulic jacks, tire changing equipment and towing equipment. Such presumption shall be subject to rebuttal by competent evidence.

Coffee with the Cops is the Surfside Police Department’s community initiative held each month in coordination with the local Starbucks restaurant. The regularly scheduled events provide an opportunity for residents, business persons and visitors to meet with the Police over coffee to discuss community issues or provide feedback on the Police Department. Dina Goldstein Commended for Outstanding Work
It was a busy and productive fall for Dina Goldstein! First, she coordinated the Police Department’s 12th Citizens Police Academy, the department’s most successful community initiative. Surfside Kicks Off 2014 With Family Fun Day On a bright and crisp Sunday, Surfside gathered to enjoy an afternoon of food, fun and fellowship on a memorable Family Fun Day 2014. Kids were thrilled by the slides, zip line and bounce houses, as well as arts and crafts, lawn golf, spray on tattoos, ice cream, balloon sculptures and music from a DJ. Thanks goes out the Parks & Recreation team who made the event a great success.
