Recently, I had the good fortune to attend a presentation by Peter Kageyama, author of “For the Love of Cities”. This book is subtitled “The Love Affair Between People and Their Places”. Events over the last month in our Town are strikingly similar to Kageyama’s examples of the love affair between people and their places. On July 17, the dog park was officially dedicated and dozens of residents and their four-legged friends attended the ribbon cutting. Kageyama stated as he began his presentation that “dog parks humanize a community.” Take a few minutes and stop by the dog park and you will soon realize that his words ring true. The dog park is located at 93rd and Byron Avenue and is open from 8 am till dusk. Also on July 17, a ceremony took place recognizing one of Surfside’s most notable, historic residents – Isaac Bashevis Singer. New street signs were unveiled along 95th Street which contain his full name. Previous signs omitted “Bashevis”. He won the Nobel Prize in Literature in 1978 and also received two U.S. National Book Awards. Isaac Bashevis Singer passed away in Surfside in July, 1991 at the age of 88. A deeper sense of community is achieved when the past is remembered and celebrated. July 4th presented the best example of the “love affair between people and their places”. This was my first Independence Day in Surfside and I was truly impressed by the community participation and enthusiasm. The celebration of our Nation’s Birthday included a day long party at the Community Center concluding with a spectacular fireworks presentation. My guess is that about 50% of our residents participated in some part of this celebration! With the summer rapidly moving along and schedules freeing up as vacations are completed, there are several important meetings on the horizon that require participation and input from the public. The first is a joint meeting between the Commission and the Planning and Zoning Board to discuss zoning issues. While no date has yet been finalized, we are seeking input from the residents on the zoning code. To facilitate an efficient means Continued on Page 6

Isaac Bashevis Singer Street Sign Unveiled
Ike’s Diner Now Open on Harding
Joining the list of popular culinary establishments in the downtown district is Ike’s Diner, located at 9476 Harding Avenue. The Diner was created by a partnership between long-time restaurateur Samir Elnomany and Kosher Chef Yossi Horowitz. The diner serves breakfast all day, pastas, salads, pizzas, fish, sandwiches, ice cream by the scoop and delicious iced coffees. Ike’s Diner is serving from 7:30 a.m. – 11 p.m. every day except Saturday. Home deliveries are available. For more information, call (305) 397-8559.

Business Improvement District in Planning On July 17th a public meeting was held to discuss the possibility of creating a Business Improvement District (BID) for Downtown Surfside. Redevelopment Management Associates (RMA) presented information on how BIDs work and described possible BID programs for Downtown Surfside. Similar to a Homeowners Association, but for commercial properties, a BID formalizes a process for property and business owners to work together to improve a commercial district. Property and business owners will finalize plans for a BID and bring the project for approval by the Town Commission. Isaac Bashevis Singer, a 1978 winner of the Nobel Prize for literature and a leading figure in Yiddish literature, was a resident of the Town in the 1980s. Now the Surfside street named in his honor has new, more prominent signage. A brief ceremony attended by residents and Town officials marked the unveiling of the signs on 95th Street. In addition to the Nobel prize, Singer also won two National Book Awards for his novels and short story collections. He died on July 24, 1991.
Parking Lot Renovations Planned The Town Commission has approved renovations and new landscaping for two major parking lots in the downtown Surfside district. The first is the Abbott lot between 95th and 96th Streets (west of Harding Avenue behind the CVS and Flanigan’s). The other is the 94th Street lot (on the southeast corner of 94th and Harding Avenue). Contractors Lynx Construction and Luke’s Landscaping will be working with Public Works to complete the renovation. The project is scheduled to begin before the end of August.
Streetscape Improvement Takes Next Step The plans for the Harding Avenue Streetscape are now being reviewed by the Florida Department of Transportation, since Harding Avenue is a state-owned street. The Town is planning to start the project as soon as it is approved by the Florida DOT. Designed by the firms of Stantac and Rosenberg Gradner, the Harding Avenue Streetscape plan will transform the downtown area with Medjool palms, colorful tropical shrubs and pocket parks with benches, pavers and street crossings. • AUGUST 2013

Presentation to Focus on Sea Turtel Awareness
As the Town of Surfside continues to be associated with sea turtles, residents will be interested in a special free presentation at the Community Center that allows attendees to enter into the world of sea turtles. On Saturday, August 24, 2013 from 7-8:30 p.m. residents and guests are invited to participate in an informative sea turtle presentation. Learn about different sea turtle species and their life cycle, as well as the dangers they face throughout their lives. There will be a PowerPoint presentation, an assortment of sea turtle displays and informational material. Call the Parks and Recreation Department to make reservations (305) 8663635. Commissioner Michelle Kligman Selected For Leaders of Excellence Surfside Commissioner Michelle Kligman has been selected to be a member of the highly regarded Good Government Initiative at the University of Miami. She will be in Class III of the 2013 Leaders of Excellence program. Founded by former Miami-Dade County Commissioner Katy Sorenson, the program is designed to work with elected officials at the state and local levels on the issues they face and further develop the skills they need to be effective in office. Classes begin at the end of August, 2013 through mid-November and will be conducted in a variety of venues. Now in its third year, the program has granted certificates to 36 elected officials. Previously, Surfside Mayor Daniel Dietch (Class I) and Vice Mayor Michael Karukin participated (Class II). The 2013 class of 18 includes municipal and state office-holders from Miami-Dade, Broward, Monroe and Palm Beach Counties. The Good Government Initiative’s mission is to cultivate leaders of excellence in South Florida through the development and training of elected officials as well as those aspiring to run for office, and to engage the community in its governance through outreach and education. • AUGUST 2013

Hats Off to Ida Tomshinsky, a Writer, Librarian and Fashion Expert
Early in July, a crowd gathered at the Bal Harbour Shops Books & Books store to celebrate the publication of The Chronicle of Hats in Enjoyable Quotes, by Surfside resident Ida Tomshinsky. The group saluted Ida and her fifth book in a series on the history of fashion accessories. A 20-year resident of Surfside, Ida has leveraged her passion for fashion with a 40-year career as a librarian to write the unique series of books. Her training as a researcher allowed her to uncover fascinating information on her fashion topics. Her previous titles focused on accessories such as socks and stockings, gloves and mittens and handkerchiefs. Ida is a native of Riga, Latvia, one of the Baltic countries. There, her father was an acclaimed fashion designer. While Ida developed an interest in fashion at a young age, her parents did not let her near the sewing machine. “Instead, my father said no matter where I went in my life, there would be libraries who needed librarians,” she said. “He was right.” Ida earned her bachelor’s degree in Philology (the study and interpretation of written records) and a Master’s in Library Science. She began working as a university librarian in Latvia. When she moved to South Florida with her husband and two children, she continued her career. She was able to combine her fashion knowledge and library skills at Miami’s International Fine Arts College. She also worked for 10 years at the Miami-
Dade County’s Main Library. And for those of you who might think librarians are an endangered species in our digital age, Ida continues to work as the Administrator of the Learning Resource Center for a virtual library of 89,000 ebooks at ITT Technical Institute. “Digital books and the internet have changed the industry, but professionals are needed now more than ever to manage the explosion of information,” she said. Ida is also a poet and enjoys photography. She lives with her husband and son on Harding Avenue and her daughter is an attorney in Gainesville, FL. In addition to being a fashion advocate, Ida is also a strong supporter of Surfside, often writing poems about the Town. “It is a mix of everything,” she said. “There are small town touches in an urban area. It is like a big city, but we have the natural beauty and calmness of the ocean. I love Surfside, it is the best of everything.”
If you are a hat lover, pick up a copy of Ida’s book at Books & Books at the Bal Harbour Shops, where a display on The Chronicle of Hats will remain until September.

APRIL CIVILIAN OF THE MONTH Alain Acosta is a diligent worker and consistently
excels each month in his role as a Parking Enforcement Officer as well as being a proactive presence in the business district and residential neighborhood. He is a professional, courteous, optimistic and great representative of the Town. He also assists with Town special events.
APRIL OFFICER OF THE MONTH Officer Alberto Knight was honored for his perfor-
mance in apprehending two subjects breaking into a car on Collins Avenue. Officer Knight responded to a call and detained the burglers who had stolen property and marijuana. He interviewed the subjects and they confessed to the burglary as well as another Surfside vehicle break in. One of the subjects was also wanted by the Hialeah Police Department for a recent armed robbery with a firearm. Congratulations!
MAY OFFICERS OF THE MONTH Officer John Gentile, Officer Alberto Knight and Sgt. Jay Matelis were named Officers of the Month for May for their work in apprehending a burglar at a Collins Avenue construction site. Officer Gentile arrived on the
scene and began to pursue a subject a foot who ran from the site and jumped over a fence. Officer Gentile radioed his location and Officer Knight and Sgt. Matelis blocked the subject’s escape in an alley. The subject disregarded commands to stop and Sgt. Matelis exited his vehicle, confronted the subject and placed him into custody with the assistance of Officer Knight. All three were praised for exceptional police work in solving this high priority crime.
JUNE OFFICERS OF THE MONTH Officers Donald McGavern and Dianna Hernandez were named Officers of the Month for
June for their extraordinary efforts to save the life of an injured man. They were called to a physical altercation between two landscapers. One victim was unresponsive because of his injuries. Officers McGavern and Hernandez immediately began CPR and were brought to exhaustion from their relentless efforts until Miami-Dade Fire Rescue arrived. The victim was transported to Jackson Memorial Hospital and later expired. The Officers maintained their composure and professionalism throughout this high stress incident. Their actions provided the highest level of police service possible.
Teens Learn Policing at Summer Camp The annual Surfside Police Teen Summer Camp program began on June 13th . The teens enjoyed learning how to do mock patrol stops, how to process fingerprints

and shoe prints and made a visit to Miami-Dade County Fire Rescue Station 21 for an equipment demonstration.

Looking to hold a garage or yard sale at your home? They COMPLIANCE are permitted in Surfside, but residents need to follow a few guidelines prior to having a sale. •A permit is required and may be obtained at Town Hall, at a moderate cost of $10.60. •Permits are only granted once per every 12 calendar months and are good for one twoday sale between the hours of 9 a.m. and 5 p.m. • Only “used” items belonging to the permanent resident of the home may be offered for sale. • The posting of signs, notices, placards or any other form of written notice or advertising on any utility pole, right-of-way, or other public property is strictly prohibited, and may result in a fine. The Commission has held two meetings devoted specifically to the budget with another meeting scheduled to finalize the budget. After nearly two years of planning, coordination and effort by residents, Town staff and elected officials, the corner of Abbott Avenue and 93rd Street is now the home of Paws Up Park (PUP). The project was spearheaded by resident Ann Findlay. She joined the Mayor in cutting the ribbon to open the facility on July 17 – much to the delight of more than a dozen waiting dogs. A special feature of the park is a double gate, allowing residents to safely step into a staging area to remove leashes before entering the park. The bottom of fencing poles are close together to keep small dogs from passing through. There is also grass, shade trees and a water source. Congratulations to all who made the park possible!

Surfside’s Star-Spangled Independence Day Party Residents, families and guests gathered at the Surfside Community Center for an old-fashioned Fourth of July celebration that included an afternoon of swim races, arts and crafts, games, air brushed tattoos and live music. Newest Police Officer Began as a High School Explorer Surfside’s newest police officer already has a seven year history with the Town - transforming before our eyes from a youth to an adult. Bobby Gabriel grew up in North Miami. He was recruited as a Police Explorer by Surfside while attending Michael M. Krop Senior High in 2006. He was an Explorer for two years, learning law enforcement and volunteering at special events. Bobby then became a summer camp counselor with Surfside and, after the summer, he was offered a job to work as a Parks and Recreation leader. After three years in that position, he joined the Police Department in August 2011 as a communications operator. In January 2013 he was offered an opportunity to advance his career as a police officer. He attended the police academy at Miami-Dade School of Justice and graduated on July 17, 2013. Lecture Focuses on Water Conservation
Surfsiders learned the latest techniques to conserve our water resources at a recent presentation by Barbara McAdams of the UF/IFAS Miami-Dade County Extension Office. Topics included information on the South Florida aquifer, instituting lifestyle changes, landscaping tips, use of native trees and shrubs, installation of toilets and water fixtures that conserve water and the use of rain barrels to capture water for outdoor use. Rain barrels were available to purchase and installation information was provided.
