MESSAGE FROM THE TOWN MANAGER
Strong Turn-out Highlights 2016 Election The Town of Surfside held its Commission election on March 15, along with the ballot for the 2016 Presidential Primaries. I would like to congratulate the winners: Mayor Daniel Dietch, Vice Mayor Barry Cohen and Commissioners Daniel Gielchinsky, Michael Karukin and Tina Paul (see below). I know the new Commission, with two new members, will dedicate their talents and efforts to lead our Town to the best of their abilities in the next two years. I also want to thank all the other candidates who stepped forward and made the challenging decision to run for elected office. But most importantly, I want to thank the more than 1,500 residents of the Town of Surfside who voted on March 15. Our 42 percent turnout by registered voters would be the envy of most municipalities, counties and states. 2016-18 SURFSIDE COMMISSION The top vote getters of the 2016 Town of Surfside election took the Oath of Office at a swearing-in ceremony in the Commission Chambers the evening after the election. Two new Commissioners, Daniel Gielchinsky and Tina Paul, joined three incumbents: Mayor Daniel Dietch and Michael Karukin (both re-elected for a fourth term) and Barry Cohen, who was re-elected for a second term and will be Vice Mayor after receiving the most votes among the Commissioners.

The 1970s came alive at Surfside’s Third Thursday – a festive event that also attracted St. Patrick’s Day revelers. Traffic/Parking Improvement Recommendation Meeting
The Town of Surfside will host a Town-wide Traffic/ Parking Improvement Recommendation meeting for residents on Tuesday, April 19 at 5 p.m. at Town Hall. The meeting will include a presentation on the current traffic mitigation systems, traffic calming devices and enhanced loading zones. Recommendations will also be discussed about modified traffic patterns between Collins Avenue and Harding Avenue and expanding the use of on-street parking. The goal is to present considerations for these topics and allow for needed feedback from the public. The meeting will start promptly at 5 p.m. and parking is available in the municipal parking lot just north of Town Hall on 93rd Street.
Sewer Line Smoke Test To Be Conducted In April A preventive maintenance smoke test to detect leaks in the sewer system will take place in April on weekdays from 8 a.m.–5 p.m. Exact dates are dependent on the weather. Door hanger notices will be put out a day or two prior to the testing and the dates will be posted on the website. During the 15 minute test, smoke derived from vegetable oil will be forced into sewer lines. The smoke is safe, odorless, leaves no residue and has no adverse effect on people, plants or animals. Workers will observe and identify where any smoke may appear. Smoke may be seen escaping from manhole covers and roof vent stacks, but smoke should not enter homes. The Town suggests you pour 2-3 gallons of water into any seldom used sink or floor drain to fill the trap and reduce the chance of any smoke entering your home. Safe Disposal of Drugs on April 30 The Surfside Police Department is hosting a National Take Back Initiative on Saturday, April 30, 2016 from10 a.m. to 2 p.m. The event is an opportunity for the public to surrender expired, unwanted and unused pharmaceutical controlled substances and other medications to law enforcement for destruction. A collection box will be placed at the Surfside Police Department for citizens to drop off pharmaceutical products and liquids, sealed in their original container. National Mayor’s Water Conservation Challenge, April 1-30 Even though we are surrounded by water in South Florida, all of Surfside should do their part to conserve our precious drinking water. That is why the Town of Surfside has again joined in the National Mayor’s Challenge for Water Conservation for April 2016. Last year Surfside placed 8th in the Nation for pledges! This annual event is a friendly competition to see which municipality can be most “water wise.” There are plenty of prizes involved, but the most important goal is to raise awareness and get everyone thinking of ways to save water. The competition is judged by the percentage of residents who participate. All you have to do is go to the website www.mywaterpledge.com. There is a one-click registration (no costs or gimmicks). Surfside and you can win prizes for your water-saving ideas.
Consider some of these statistics: • Each person in South Florida uses about 140 gallons of water a day (including agriculture). • Taking a bath uses about 70 gallons of water. A five minute shower uses 10-25 gallons. • A running toilet can waste 200 gallons a day. At a drip per second, a leaky faucet can waste 3,000 gallons a year. Town of Surfside elected officials and staff stand with honored residents and other volunteers who served on a Town Committee or Board during 2014-16. The committee members were recognized for their contribution of time and talents to help guide and oversee an array of important aspects of Surfside. Thank you for your service!
Town Commission Action at the March 8, 2016 Meeting Voted to approve the following resolutions: 1. Authorizing the expenditure of funds in the amount of $500 for a donation to the “Do the Right Thing of Miami, Inc.” 2. Approving an after-the-fact proclamation proclaiming March 8, 2016 as “Marta Olchyk Day.” 3. Adopting a proclamation honoring the importance of trees for the Town of Surfside’s community and environment; proclaiming April 17 as “Arbor Day.” 4. Urging the U.S. Congress to establish a fund to financially assist and support local governments, such as the Town of Surfside, Florida in developing and implementing solutions to sea level rise and related impacts. 5. Approving the expenditure of funds for the restructuring and repaving of the Town Hall southwest parking lot in the amount of $30,000.

$1,000 Town Scholarships Available The 2016 Town of Surfside Higher Education Scholarships will be awarded to two deserving resident graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college or university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee. Criteria are: • Applicant must be a Surfside resident for at least 5 years. • Applicant must be a graduating high school senior in the year of the award. • Applicant must have a minimum graduation GPA of 3.0. • Applicant must have a financial need for the scholarship. • Applicant must demonstrate a positive impact through community/civic involvement as determined by letters of recommendation and responses in the application. Additional submission requirements are on the scholarship application. The deadline for all applications is Friday, April 29, 2016 at 5 p.m. No exceptions. Miami Beach Considering Restrictions on the Opening of 63rd Bridge In an effort to prevent rush-hour traffic jams, the U.S. Coast Guard is seeking public input on a proposal to lock down the Miami Beach 63rd Street Bridge during rush hours. Officials have suggested to lock down the bridge from 7:10 a.m. to 9:55 a.m. and from 4:05 p.m. to 6:59 p.m. Mondays through Fridays. Plus, adding specific opening times during the day anthe week before the Miami Boat show. Federal regulations require public input before considering the changes. A public comment is open until April 18 at www.regulations.gov. Tree removal and relocation permits are required for the removal or relocation of any tree within MiamiDade County not specifically exempt under the Environmental Code of Miami-Dade County. Nilo Alberto Aguirre Surfside will miss active and well-known resident Nilo Alberto Aguirre, 72, who passed away in January 2016. He was a dedicated swimmer at the Aquatic Center pool and served on the Parks & Recreation Committee for two years. A native of Ecuador, Alberto was a proud veteran of Vietnam, serving as a Combat Engineer stationed in Da Nang. He was a prominent attendee of the Town’s Veterans and Memorial Day ceremonies. Alberto also volunteered with the Surfside Business Association and served as secretary.
Surfside Police Enforces Seat Belt Law
The Surfside Police Department participated in a statewide Click It or Ticket campaign March 1-14 as law enforcement agencies statewide dedicated resources to enforce seat belt laws and encourage people to wear their seat belts. A total of 242 citations in connection with the campaign were issued by Surfside officers in the two week period. An additional 98 citations were issued for violations ranging from speeding to driving with suspended license. Officers also made 24 arrests for DUI, warrants and narcotics on the traffic stops during the campaign.

Influential Former Vice Mayor Mickey Novack Dies at 97 A former Vice Mayor and member of the Planning & Zoning Board, Mickey Novack was a trail blazing Surfsider who remains the longest serving female on the Commission. Originally from England, she spent more than a month in a bomb shelter during the “blitz” as German planes dropped bombs day and night in London. “She gave birth to my sister in the bomb shelter during the air raid,” her son, attorney Paul Novack said. Paul would follow his mother on the Surfside Commission serving as Mayor for six terms,1992-2004. In the 1960s, the girl born in the bomb shelter become cabaret singer Carole Taran. Mickey worked alongside her husband Robert Novack at their firm, Adam Productions. The company booked acts such as Luciano Pavarotti, Aretha Franklin and Chris Rock for corporate events.

Throughout her life, Mickey volunteered for and supported many local organizations. When her sons attended Ruth K. Broad Bay Harbor Elementary in the 1960s, the school lacked air conditioning. “My mom and other moms took that as a cause and put in the first AC in the old school,” her son said. In 2008, on her 90th birthday, she received letters of congratulations from President Bill Clinton: “You’ve had the opportunity of living through one of the most fascinating times the world has ever known,” (he wrote) and current presidential candidate Hillary Clinton. “The fervor and ardor with which former Vice Mayor Novack devoted herself to the community and her family in conjunction with her life achievements is truly inspirational,” Rep. Ileana Ros-Lehtinen said when she entered Novack’s name into the Congressional Record in 2008. “She had a lot of admirers that respected the leadership she gave to the community and the example of often being the moral compass of the town. She just had great judgment and compassion for people,” said Paul Novack.

PACE is managed and funded by a private organization called Ygrene (energy backwards). Surfside children and families enjoyed Painting With a Twist – creating their own artistic creations at an evening of guided instruction and fun painting. Each budding artist received their own canvas, paints and brushes to complete their masterpiece.
March Senior Brunch Bunch
Historian and author Seth Bramson was the guest speaker at the March Senior Brunch Bunch. He wrote the recently published history on the Town, Surfside, and provided an entertaining talk to the group on the founding and early development of Surfside.
Teen Scene Help Staff, Get Service Hours Members of Teen Scene helped Parks and Recreation staff update the seasonal decorations for the Community Center. Teen Scene is for ages 12-16 and meets every Tuesday from 5:30-6:30 p.m. to gain community service hours. Must register to join! Paintings of Oliver Sanchez Now on Display at Community Center
Laurel Ivory Helps USA Girls Win, Next Stop: World Cup Last month, the Surfside Star was Laurel Ivory, a world-class soccer player who got her start in Surfside. She helped lead the U.S. Under-17 National Team to a first place in the CONCACAF tournament, qualifying the team for the U17 World Cup in Jordan this October. On top of that, Laurel received the Golden Glove for best Goalkeeper of the tournament and took the #1 spot for top 11 players. Congratulations!
The works of resident artist Oliver Sanchez is now on display at the Community Center. Called Surfside Swirls, the paintings offer visitors an unexpected and refreshing view of contemporary art by a leader in the Miami arts community. Using patterns, colors and digital media, Oliver’s works are whimsical expressions of the forces of nature and the vortices of life. Mr. Sanchez is a long-time Surfsider and for more than a decade directed Swampspace Gallery, an artist-run project space in the Miami Design District. He is a recipient of the Knight Foundation Arts Challenge and mentors students from Design and Architecture Senior High. For information contact: swampstyle@gmail.com
Live Radio Theater Performs at Community Center At right is the cast of the Salem K Theater Co. and the Miami Radio Players during their March 20 performances of a live radio production of Oscar Wilde’s story, The Canterville Ghost. It was a first-of-its-kind event for the Community Center, and included the comic short Lola’s Hair Salon.
Spring Egg Hunt Draws Hundreds
The Surfside Parks and Recreation Department hosted its 12th Annual Spring Egg Hunt at the 96th Street Park, attracting more than 325 residents. Both adults and children had their try at picking up the eggs.

The teen camp will provide an opportunity for children to learn hands on pre-counselor training skills and enjoy their summer by participating in age appropriate activities for teens. All participants have the opportunity to participate as a CIT twice a week. Campers will receive service hours for hours volunteered.

We welcome all volunteers to come out and participate in the planting of the sea oats. *All activities are free and don’t require volunteering to participate/attendance. Miami Dade County will be conducting a showerhead and light bulb exchange during the event. If you are interested, please bring your old showerheads and/or lightbulbs to participate in the exchange. Participants will be permitted one shower head for one new high efficiency model and a max of 2 incandescent bulbs to receive 2 CFL bulbs. Maximum of 2 shower heads per household.
